AbstractHow does technology influence international negotiations? This article explores “track-change diplomacy,” that is, how diplomats use information and communication technology (ICT) such as word processing software and mobile devices to collaboratively edit and negotiate documents. To analyze the widespread but understudied phenomenon of track-change diplomacy, the article adopts a practice-oriented approach to technology, developing the concept of affordance: the way a tool or technology simultaneously enables and constrains the tasks users can possibly perform with it. The article shows how digital ICT affords shareability, visualization, and immediacy of information, thus shaping the temporality and power dynamics of international negotiations. These three affordances have significant consequences for how states construct and promote national interests; how diplomats reach compromises among a large number of states (as text edits in collective drafting exercises); and how power plays out in international negotiations. Drawing on ethnographic methods, including participant observation of negotiations between the European Union's member states, as well as in-depth interviews, the analysis casts new light on these negotiations, where documents become the site of both semantic and political struggle. Rather than delivering on the technology's promise of keeping track and reinforcing national oversight in negotiations, we argue that track-change diplomacy can in fact lead to a loss of control, challenging existing understandings of diplomacy.

The number of virtual teams has increased in recent years due to globalization of business, advanced information and communication technology and increased need for innovation and competitiveness. In this article, two different virtual team arrangements that are successful in meeting their current competitive needs are reported. Data collected using in-depth interviews were analyzed and several key patterns that support strategic sourcing and strategic supporting emerged. Accordingly, the organization with “virtual teams in an organization (VTO)”structure indicated support for strategic supporting whereas the organization with “Organization as Virtual Teams (OVT)” structure indicated patterns that support strategic sourcing. The authors envisage that there is an opportunity for HRM to leverage on strategic opportunities when overlap of VTO and OVT structures is considered.

<p>Tasmania, one of the first locations to have communities connected to the national broadband network (NBN), provided the context within which to ask significant questions about the implications of the NBN for all levels and sectors of education. This paper reports findings from a research project that developed innovative methodology to explore the issues with 21 respondents categorised as "leaders" in the field of information and communication technology in education. The aim of the research was to conduct an audit of actual and planned implementation of new technologies in classroom teaching through in-depth interviews, to assess challenges faced in implementation and to facilitate dialogue between leaders in disparate education areas through provision of forums online and face-to-face. In this way the action research both contributed to an understanding of issues and acted as a change agent in stimulating the sharing of new approaches to what turned out to be a set of highly complex "wicked" problems. Resulting models using a causal layered approach demonstrate that whereas the NBN did not become the immediate solution to connectivity for these leaders, it provided the motivation to consider what a connected educational environment could be like.</p>

This study aims to describe the initial competency of the training participants in the Substantive Technical Training on Competency Enhancement of Multimedia-Based Learning Media in the Ministry of Religion of Pangandaran District in 2018 totaling 30 people. The study used descriptive method with a research instrument in the form of a closed questionnaire to all training participants and simple data processing in percentage form. The results showed that the initial competency of participants in the word processing program was 28.89%, internet for learning 33.33%, basic concepts of hardware and software 34.67%, number processing program 35.56% and word processing program 47.78%, so that the average of all aspects of the program is at 35.78%.  Keywords: Initial Competency, training, Information and Communication technology, multimedia.

As a developing country, Indonesians are still constrained by the use of digital-based technology. Based on the characteristics of geographic areas, digital discrepancy becomes an inevitable problem. So that in order to create an Information Society according to the agreement of the World Summit on the Information Society (WSIS), collaboration between various parties is needed. One of the efforts made by the Indonesian government is to encourage the formation of the Information Society through the policy of forming Information and Communication Technology Volunteers (in Indonesia known as R-TIK/Indonesia ICT Volunteers) in various regions spread throughout Indonesia. This study aims to determine the activities of R-TIK in realizing the Information Society in Indonesia. The method used is descriptive qualitative, by conducting in-depth observations and participant observation with R-TIK activists, stakeholders, business actors (UMKM/SMMEs), and the community as R-TIK partners. Based on the research results, it can be concluded that R-TIK is able to encourage public awareness in the sustainable use of digital technology. Even R-TIK together with UMKM (SMMEs) have been able to push the rate of economic growth in Indonesia by utilizing digital technology under the name Qren.

 Information and Communication Technology has become a basic need in people's lives and services by the government. The government as the executor of public services uses eGovernment as a means and infrastructure to realize effective, efficient and accountable. The application of e-Government in each district / city has a different level of effectiveness, so research needs to be done to improve and determine the future direction. This research was conducted in Mamuju District, West Sulawesi Province. This research approach is descriptive by using a type of qualitative research that aims to analyze the results of data processing based on theoretical indicators. Data collection techniques are carried out by in-depth interviews, observations, and documentation studies. Data analysis techniques with data reduction, data presentation and conclusion / verification with triangulation theory, which underlies the theory of The Four Forces Model of e-Government, research in the field, and data analysis to draw conclusions. The results showed that the implementation of e-Government in Mamuju District was not yet effective. Of the twelve indicators only four indicators are met. Not Achieving Effectiveness The application of e-Government in Mamuju Regency is caused by a lack of understanding of e- Government at the executive level, regional officials, technical officials, and legislative officials and most of the community. The lack of Human Resources (HR) in the field of Information Technology (IT) is a very big obstacle to the application of eGovernment in Mamuju District.Teknologi Informasi dan Komunikasi telah menjadi kebutuhan dasar dalam kehidupan masyarakat dan pelayanan oleh pemerintah. Pemerintah selaku pelaksana pelayanan publik menggunakan e-Government sebagai sarana dan prasarana untuk mewujudkan efektif, efisien dan akuntabel. Penerapan e-Government di setiap kabupaten/kota berbeda tingkat efektivitasnya sehingga perlu dilakukan penelitian untuk perbaikan dan penentuan arah kedepan. Penelitian ini dilaksanakan di Kabupaten Mamuju, Provinsi Sulawesi Barat. Pendekatan penelitian ini adalah deskriptif dengan mengunakan jenis penelitian kualitatif yang bertujuan menganalisis hasil pengolahan data berdasarkan indikator teori. Teknik pengumpulan data dilakukan dengan cara wawancara mendalam, observasi, dan studi dokumentasi. Teknik analisis data dengan reduksi data, penyajian data dan pengambilan kesimpulan/verifikasi dengan triangulasi teori, yaitu mendasari teori The Four Forces Model of e-Goverrnent, penelitian di lapangan, dan analisis data untuk mengambil kesimpulan. Hasil penelitian menunjukkan bahwa penerapan e-Government di Kabupaten mamuju belum efektif. Dari dua belas indikator hanya empat  indikator yang terpenuhi. Tidak tercapainya Efektivitas Penerapan e-Government di Kabupaten mamuju disebabkan karena kurangnya pemahaman tentang e-Government pada tingkat eksekutif, pejabat organisasi perangkat daerah, pejabat teknis, dan pejabat legislatif serta sebagian besar masyarakat. Kurangnya Sumber Daya Manusia (SDM) dalam bidang Information Technology (IT) menjadi hambatan yang sangat besar terhadap penerapan e-Governent di Kabupaten Mamuju.

This chapter examines how power dynamics are manifested in virtual work. It starts with a look at how power is demonstrated in traditional decision making, and progresses to an exploration of how some organizations are experimenting with different forms of e-participation. Two cases are presented to illustrate some of the decisions associated with the implementation of information and communication technology (ICT), and the consequences of those choices. The first case looks at President Obama’s platform on technology and how his administration has embraced it to expand his vision of democracy in the information age. The second case portrays a utility company seeking to increase the involvement of its stakeholders through the creation of a blog site for the exclusive use of its community council. Both cases reveal a complex view of how organizations attempting to increase participation can paradoxically find themselves stifling it.

This research is motivated by the weakness of teachers in the use of information and communication technology(ICT) media in the teaching and learning process. This research was conducted at SMPN 2 Teluk Kuantan. Thisstudy uses a school action research design consisting of 2 cycles. Each cycle consists of 4 stages, namely,planning, implementation, observation and reflection. From the results of the first cycle research, indicators ofteacher attendance, from 39 teachers, 30 or 76.92% of teachers attended, in cycle II it increased to 39 teachersor 100%. Leptop readiness indicator, 20 or 51.28% of teachers are in the ready category, in the second cyclebecomes 77 or 94.87%. Indicators of physical and mental readiness, 26 or 66.66% of teachers categorized asready, in cycle II to be 39 or 100%. Judging from the observations of teachers in the use of ICT as a medium ofteaching, in cycle I, word processing indicators scored 65 or 55.55% in the sufficient category, the second cycleincreased to 101 or 86.32% in the very good category. Indicators process spreadsheets and graphics, in the firstcycle 74 or 63.24% in the good category, in the second cycle it becomes 103 or 88.03% in the very goodcategory. Indicators of making interactive presentations using power points, 69 cycles or 58.97% are sufficientcategories, cycle II becomes 110 or 94.01% with very good categories. It can be concluded that theimplementation of ICT workshops can improve the ability of teachers in the use of ICT as a teaching medium atSMPN 2 Teluk Kuantan.

AbstractThis study aims to investigate barriers to the adoption of information and communication technology (ICT) for teachers of Chinese as a foreign language (CFL) in US universities. Although the development of ICT for teaching is growing, few published studies address ICT specifically regarding CFL teaching. Therefore, this study has reviewed the existing ICT literature's treatment of important ICT-related matters, including barrier factors, and has examined them in the context of CFL teaching. The current study features a mixed method, consisting of a survey and semi-structured interviews. Of the 47 CFL teachers who participated in the study, five volunteered for in-depth interviews. According to our findings, the most critical barriers to these CFL teachers’ adoption of ICT were insufficient support and insufficient time for developing technology-driven pedagogy and activities. These issues are reflected in CFL teachers’ unique subject expertise and workloads in existing universities’ curricula and approaches to instruction. In addition, age influences CFL teachers’ confidence in their use of ICT for the preparation of subject material and for teaching, whereas gender influences their willingness to spend time working on ICT.

Abstract This study examines identity work among older gay men in relation to Information and Communication Technology (ICT). It draws on the notion of IT identity—the extent to which individuals experience technology as integral to their sense of selves—to explore how their homosexuality and advanced age shape their relationships with technology. Applying thematic analysis to 17 semi-structured, in-depth interviews with gay male users aged 66–81, we show that while homosexuality and technology enable and reinforce one another, the relationship between technology and advanced age can be better defined by alienation and estrangement. Consequently, we argue that technology constitutes a crossroads at which the gay and elder identities intersect and collide. In this sense, technology is similar to other cultural constructs, like sexuality, that challenge the merger of advanced age and homosexuality, rendering the older gay identity almost impossible.
