Abstract The COVID-19 pandemic has taken a major toll on the economy and funding for public education. For that reason, the pandemic has a worrisome effect on the sustainability of university/college based Medical Laboratory Sciences MLS training programs. Stakeholders of university-based MLS programs include university administrators, students, clinical affiliates and faculty. Each group has specific goals and challenges that affect the sustainability of the program. This report details strategies that can be used to satisfy the goals specific to key stakeholders that lead to sustainability. These strategies apply in pandemic times and in the back-to-normal future.

From an epistemological perspective, the public education system is a specially developed concept to determine qualitative transformations, superior in the pedagogical reality delimited in a macro-structural context. It reflects a virtual pedagogical reality, important through its superior, formative, open, inexhaustible methodologically and praxeological potential. The main goal of the education system is to educate the further workforce, in this macro-context it is part of the global social system and should be in accordance to the transformation of the society. Education units are the base cells where the education, training programs are design, using the existing infrastructure and human resources, placing the educational process in time and space. In this research, we aim to analyze the mission, organizational and management structures of the public education service in Romania. Unpredictable, education plays an important role in any society that focuses on knowledge. Through it, the personality of the most important resource, the man, is modeled. That is why the education system has to build to provide knowledge and skills comparable with other European Union or worldwide education units.

Public education is an important component of providing for the safety of individuals and communities. Although it is often not given the resources seen by response units, a good public education program can and does save lives. A good program empowers people to help themselves and their neighbors in times of need until help from professional responders can arrive. This chapter will examine the important role that gaming and simulation currently plays in teaching the public and will lay out ideas on how it can be used for better and more efficient training programs in the future.

Despite an early shared history with school counseling, counseling psychology has, over time, distanced itself from the schools. Current circumstances with regard to public education and questions about the relevance of counseling psychology’s graduate training programs within schools and colleges of education have resurrected consideration of a partnership between school counseling and counseling psychology. In this response, the authors question the motives and sincerity of counseling psychology’s embracing school counseling as a partner, as well as the feasibility of the proposed partnership.

WHEN state governments decentralised many administrative responsibilities to schools in the late 1980s and early 1990s, it was assumed that they would develop better capacities to manage, develop and govern themselves. In general, such decentralisation attempted to replace bureaucracies with corporate management, focus school evaluation onto the auditing of performance indicators, cut ex-school support structures in favour of locally contracted expertise, and displace hierarchy with collegial networks. The principle of public accountability in public education was redefined as a local obligation to be discharged through managerial, market and political mechanisms. The research reported here shows that Tasmanian parents actually prefer a far more educative and communitarian approach to accountability, and that this view is broadly shared with other key stakeholders: teachers, principals and state government officials. The empirical findings reported contradict orthodox structures, practices and theory and have substantial implications for policy making.

Abstract In Participation in physical education is considered to be a fundamental right of pupils all over the world. In Hungary, where the rich elite sports traditions of the country are paralleled by the population’s moderate physical activity, the challenge posed by non-communicable diseases and growing obesity figures among youth was addressed by the introduction of daily P.E. in public education starting in the 2012/13 academic year. The objective of the present paper is to discuss, based on empirical research, the intended and unintended consequences of this measure in an educational and social context using the qualitative analysis of the views of key stakeholders and the quantitative analysis of statistical data on the infrastructural and personal conditions of P.E. The results indicate that neither before nor after the enforcement of the Act on Public Education were the infrastructural and personal conditions of daily P.E. created and, in addition to the intended consequences, a number of unintended consequences have also been encountered by various stakeholders. The study can also be regarded as an attempt to reveal these dysfunctions in order to contribute to positive changes in the area.

<p>The aim of this study was to establish who makes procurement decisions, what resources are used while researching the business buying decision-making process in the procurement of capital medical laboratory equipment (CMLE) in public hospitals. Participants for the study were selected using purposive sampling with a view to providing insights into the explored issues. The target respondents were medical superintendents, medical laboratory technologists and procurement officers in six county referral hospitals in Kenya between May-June 2018. The findings show that medical salespersons, catalogues, and referrals from colleagues were consulted when researching CMLE procurement. Factors considered important in the business decision-making included quality, continuity of reagents supply, supplier capability, equipment costs, and ease of use. Public hospitals in Kenya should adopt participatory purchasing models with key stakeholders such as buyers, lower level employees in hospital departments, and physicians, are included in the buying decision-making.<i> </i><i></i></p>

Due to recent litigation and legislation, there will be an Influx of severely and profoundly handicapped individuals into community based public education programs. As a result, teachers who possess the knowledge and skill to foster the growth of these individuals will be needed. The onus of responsibility is on the universities to prepare competent teachers. This article examines the basic components that will have to be integrated into the existing structures of teacher training programs to adequately prepare teachers of the severely and profoundly handicapped.

The results of the identification of training needs indicate that there are still several types of training that cannot be implemented. One of the contributing factors is the development of training programs in both technical training and functional training have not been fully implemented. This study aims to analyze the role and interests of stakeholders in the development of training programs at the Training Office for Apparatus of the Ministry of Marine Affairs and Fisheries.          For research purposes, the method used in this study consisted of qualitative descriptive methods. Data retrieval is done by means of field research through interviews with several informants. The selection of informants is based on purposive sampling technique, namely the technique of selecting informants to get data sources based on people who are considered to know the best about what the researchers expect. While data analysis is done by reducing data, presenting data, and deducing data.         The results showed: 1) Key stakeholders in the development of the training program consisted of the Marine and Fisheries Counseling and Training Center, Head of the Apparatus Training Center (BDA), Head of Training Organization Section, Head of Program, Monitoring and Evaluation Section, Trainers, and Private Professional, 2) Key stakeholders have a large role and interest in the development of training programs, and 3) Development of training programs needs to involve other stakeholders, namely latent stakeholders, defenders stakeholder, and aphatetic stakeholders.Keywords: Roles, Interest, Stakholder, Training Program Hasil identifikasi kebutuhan diklat menunjukkan bahwa masih terdapat beberapa jenis diklat yang belum dapat dilaksanakan. Salah satu faktor penyebabnya adalah pengembangan program diklat baik diklat teknis maupun diklat fungsional belum dapat dilaksanakan sepenuhnya. Penelitian ini bertujuan untuk menganalisis peran dan kepentingan stakeholder dalam pengembangan program diklat di Balai Diklat Aparatur Kementerian Kelautan dan Perikanan.        Untuk keperluan penelitian, metode yang digunakan pada penelitian ini terdiri dari metode deskriptif kualitatif. Pengambilan data dilakukan dengan cara penelitian lapangan melalui wawancara dengan beberapa informan. Pemilihan informan didasarkan pada teknik purposive sampling yaitu teknik pemilihan informan untuk mendapatkan sumber data berdasarkan orang yang dianggap paling mengetahui tentang apa yang diharapkan peneliti. Sedangkan analisis data dilakukan dengan cara mereduksi data, menyajikan data, dan menyimpulkan data.        Hasil penelitian menunjukkan : 1) Stakeholder kunci dalam pengembangan program diklat terdiri dari Pusat Pelatihan dan Penyuluhan Kelautan dan Perikanan (Puslatluh KP), Kepala Balai Diklat Aparatur (BDA), Kepala Subbagian Tata Usaha BDA, Kepala Seksi Program, Monitoring, dan Evaluasi BDA, Widyaiswara BDA dan Swasta Profesional, 2) Stakeholder kunci memiliki peran dan kepentingan yang besar dalam pengembangan program diklat, dan 3) Pengembangan program diklat perlu melibatkan stakeholder lain yakni stakholder latent, stakholder defender, dan stakholder aphatetic.
