This chapter examines the constitutional politics of official language status in India. It gives an overview of the debates in the Indian Constituent Assembly over issues such as the official language of the Central Government and the Indian Constitution’s distinction between the language of parliamentary deliberations and the language of legislation. It considers the disaggregation of official language status into different linguistic states within the context of the relationship between federalism and language. It also discusses the implications of linguistic federalism for linguistic minorities in India and the legal controversy regarding the extent to which Article 30(1) of the Indian Constitution grants linguistic minorities the right to exclude instruction in the regional language.

This chapter examines the right of religious and linguistic minorities to ‘establish and administer educational institutions of their choice’ as embodied in the Indian Constitution. Before discussing India’s constitutional experience with minority educational institutions, it considers the reasons that fuel the debate over the right of educational institutions under Article 30(1), including the Indian Supreme Court’s failure to provide an appropriate constitutional framework for the protection of such right. It explores whether, under Article 30, the right to establish and administer educational institutions is exclusive to religious and linguistic minorities or can be extended to other communities. It argues that the constitutional promise of Article 30(1) is yet to be fully understood and fulfilled.

Bahasa Indonesia today faces many misuse in its daily usage. The language disorder appears on many aspects on language usage, such as excessive and misguided use of foreign languages, violation of the rules of Bahasa Indonesia in media and in public places, the inclusion of regional language structure, use of acronyms arbitrarily, the emergence of slank language and so on. Regarding the language disorder, there is a strong need of revitalization of Bahasa Indonesia in linguistic context. Revitalization means re-positioning Indonesian on its right place and return its existing language rules. Revitalization of Indonesian is expected to overcome language misuse, expected to reduce the chaos or even eliminate them. Using Bahasa Indonesia correctly and appropriately means modelling the right stance to the only official language in this country.

Multilingualism is defined by the functional relationship between languages. The relationship of English with Indian languages is legitimized by its nativization. English has been nativized in grammar, semantics and pragmatics acquiring the features of Indian languages, as well documented in sociolinguistic literature. It is also adopted as a tool in native politics by some non-Hindi speaking communities to keep the largest Indian language — Hindi — from becoming the sole official language of the Union and by the linguistic minorities to curtail the dominance of the majority language in the states. The oppressed social groups want to appropriate English to serve them in their battle against upper castes, who have come to control the major Indian languages and the benefits from them. While becoming a powerful cousin to help the disadvantaged, English has simultaneously acquired a native elite cutting across regions and castes, and has spread from cerebral domains to expressive domains, which have been exclusive to Indian languages, in the name of modernity and cosmopolitanism. Such extended functions of English have a profound effect on the nature of multilingualism in India.

: Cryptogenic stroke and its relation to the Patent Foramen Ovale (PFO) is a long-debated topic. Recent clinical trials have unequivocally established the relationship between cryptogenic strokes and paradoxical embolism across the PFO. This slit-like communication exists in everyone before birth, but most often closes shortly after birth. PFO may persist as a narrow channel of communication between the right and left atria in approximately 25-27% of adults. : In this review, we examine the clinical relevance of the PFO with analysis of the latest trials evaluating catheter-based closure of PFO’s for cryptogenic stroke. We also review the current evidence examining the use of antiplatelet medications versus anticoagulants for stroke prevention in those patients with PFO who do not qualify for closure per current guidelines.
