ABSTRACT Developments in genetics, pharmacology, biomarker identification, imaging, and interventional biotechnology are enabling medicine to become increasingly more precise in “personalized” approaches to assessing and treating individual patients. Here we describe current scientific and technological developments in precision medicine and elucidate the dual-use risks of employing these tools and capabilities to exert disruptive influence upon human health, economics, social structure, military capabilities, and global dimensions of power. We advocate continued enterprise toward more completely addressing nuances in the ethical systems and approaches that can—and should—be implemented (and communicated) to more effectively inform policy to guide and govern the biosecurity and use of current and emerging bioscience and technology on the rapidly shifting global stage.

Background/aim: Use of nanomaterials in the healthcare applications increases in parallel to technological developments. It is frequently utilized in diagnostic procedures, medications and in therapeutic implementations. Nanomaterials take place among key components of medical implants, which might be responsible for certain toxic effects on human health at nano-level. In this review, nanotoxicological effects, toxicity determination of nanobiomaterials used in human body and their effects on human health are discussed. Material and Method: A detailed review of related literature was performed and evaluated as per nanomaterials and medical implants. Results and Conclusion: The nanotoxic effects of the materials applied to human body and the determination of its toxicity are important. Determination of toxicity for each nanomaterial requires a detailed and multifactorial assessment considering the properties of these materials. There are limited studies in the literature regarding the toxic effects of nanomaterials used in medical implants. Although these implants are potentially biocompatible and biodegradable, it is highly important to discuss nanotoxicological characteristics of medical implant.

The legal, political, and technological developments of the past twenty years have rendered us more reliant on whistleblowers even as the developments have made whistleblowing more difficult and more hazardous. To promote informed public debate about national security and to preserve the connection between democratic consent and government policy in this sphere, we should extend legal protection, in some circumstances, to government insiders who responsibly disclose official secrets without authorization. Affording leakers a “public value” defense against prosecution would have benefits beyond those usually cited. It would, among other things, reduce the disincentive to socially beneficial leaks, lend legitimacy to Espionage Act prosecutions, more closely align our legal regime with widely shared intuitions about moral responsibility, and restore the courts to an appropriately central role in protecting the public’s access to an essential channel of information.

Globalization is one of the most hotly contested issues in contemporary social inquiry and public discussion. The debates mainly revolve around six points: definition, measurement, chronology, causes, consequences, and policy responses. In regard to definition, five broad usages of ’ globalization’ can be distinguished: internationalization, liberalization, universalization, Westernization, and deterritorialization. Although these conceptions overlap to some extent, their emphases are substantially different. With respect to magnitude, ’ globalists’ suggest that today’ s world is thoroughly globalized, whereas sceptics dismiss every claim of globalization as myth. Most observers agree that the incidence of globalization has been uneven, and that some countries and social circles have experienced globality more than others. The chronology of globalization depends in good part on the definition adopted. Internationalization, liberalization, universalization and Westernization can all be traced back at least several centuries, if not millennia. On the other hand, deterritorialization has transpired on a large scale only since the third quarter of the twentieth century. Accounts of the causal dynamics of globalization depend upon one’ s theoretical persuasion. However, most researchers explain globalization in some way as a product of modernity and/or capitalism. Many studies also highlight the enabling effects of certain technological developments and certain regulatory arrangements. In terms of its consequences for social structure, some analysts treat globalization as radically transformative. Such accounts link globalization to the end of the state, the end of nationality, the end of modernity, and more. In contrast, other assessments downplay any suggestion of social change in connection with globalization. Still others conclude that globalization generates an interplay of changes and continuities in social structure. Finally, in regard to policy, neoliberal approaches argue that globalization should be guided by market forces. In contrast, reformist strategies maintain that globalization should be deliberately steered with public policies, including in particular through suprastate laws and institutions. From a more radical position, traditionalists seek to ’ de-globalize’ and return to a pre-global status quo ante. Other radicals advocate a continuation of globalization, but in tandem with a revolutionary social transformation, for example, to a post-capitalist society.

Sewage sludge is a serious problem due to the high treatment costs and the risks to environment and human health. Future sludge treatment will be progressively focused on an improved efficiency and environmental sustainability of the process. In this context a survey is given of the most relevant sludge treatment options and separate treatment steps. Special attention is paid to those processes that are simultaneously focused on the elimination of the risks for environment and human health and on the recovery or beneficial use of the valuable compounds in the sludge such as organic carbon compounds, inorganic non-toxic substances, phosphorus and nitrogen containing compounds. Also, a brief assessment is given of the specific future technological developments regarding the various treatment steps. Furthermore, it is discussed how to assess the various pathways which can lead to the required developments. In such an assessment the technical and economic feasibility, the environmental sustainability, the societal acceptance and the implementation route are important factors. The optimal approach also strongly depends on the local and regional situation of concern and the relevant current and future boundary conditions.

Liberal communitarianism holds that a good society is based on a carefully crafted balance between individual rights and the common good; that both normative elements have the same fundamental standing and neither a priori trumps the other. Societies can lose the good balance either by becoming excessively committed to the common good (e.g. national security) or to individual rights (e.g. privacy). Even societies that have established a careful balance often need to recalibrate it following changes in historical conditions (such as the 2001 attacks on the American homeland) and technological developments (such as the invention of smart cell phones).

The purpose of this research was to identify political and social risks for humanity and Russia in connection with the development of artificial intelligence technologies. Methodologically, the research correlates with the direction of political scientific futurology. When identifying political risks of the development of artificial intelligence, the method of scenario forecasting is used. Based on the study of scientific literature and public discourse, the main positions in understanding the threats to the development of artificial intelligence for humanity are identified. In the course of the study, eleven possible groups of political and social risks were identified based on the analysis of various futurological models. The conclusion is made about the production of risks by the modern system of the world social structure, its contradictions and conflicts. It is emphasized that the need for developments in the field of artificial intelligence is due to the threats of falling behind potential opponents and competitors, which may mean the loss of Russia's sovereign status. The results of the research can be used as a basis for practical developments on the modernization of the national security system of Russia in connection with the actualization of the risks of the development of artificial intelligence technologies. In theoretical and methodological meaning the presented research can be used for further understanding of new technological realities and prospects through the prism of political science analysis.

In recent decades, the increasing threats associated with Chemical and Radiological (CR) agents prompted the development of new tools to detect and collect samples without putting in danger first responders inside contaminated areas. A particularly promising branch of these technological developments relates to the integration of different detectors and sampling systems with Unmanned Aerial Vehicles (UAV). The adoption of this equipment may bring significant benefits for both military and civilian implementations. For instance, instrumented UAVs could be used in support of specialist military teams such as Sampling and Identification of Biological, Chemical and Radiological Agents (SIBCRA) team, tasked to perform sampling in contaminated areas, detecting the presence of CR substances in field and then confirming, collecting and evaluating the effective threats. Furthermore, instrumented UAVs may find dual-use application in the civil world in support of emergency teams during industrial accidents and in the monitoring activities of critical infrastructures. Small size drones equipped with different instruments for detection and collection of samples may enable, indeed, several applications, becoming a tool versatile and easy to use in different fields, and even featuring equipment normally utilized in manual operation. The authors hereby present the design of miniaturized sensors for a mission-oriented UAV application and the preliminary results from an experimental campaign performed in 2020.

This chapter explores uses of brain science for purposes of national security intelligence and defense, discusses the neuroethical issues that these approaches foster, and posits ways that such ethical concerns can be addressed. The chapter begins with a historical overview of military attempts to employ the tools and techniques of brain and cognitive science, and illustrates ethical problems generated by these attempts. It then focuses on the ways that ethical systems and approaches might be utilized or limited in neuroscience and neurotechnology for military and security operations. With recognition of the global trends and the power dynamics that such scientific capacity can yield, the chapter emphasizes the importance of neuroethical preparedness and provides a novel paradigm for neuroethical risk assessment and mitigation. The authors of this chapter offer their insights through their perspectives as American scholars engaged not only in American issues, but as scholars engaged through collaboration and cooperation on the global stage.


Significance It establishes a comprehensive framework for restricting export of military and dual-use products and technologies on national security grounds or for public policy reasons. It creates a legal basis for mandatory licensing or outright prohibition of the export of products, services or technologies based on their features, their end-users and end-uses, and geographical destinations. Impacts Export controls will help to maintain the international competitiveness of Chinese firms as their technological capabilities advance. Foreign companies may find themselves under investigation in China for acts they perform elsewhere. The law covers transportation, so shipping companies may need to reconsider their routing decisions.

AbstractOffering a critical synthesis of extant insights into technological developments in AI and their potential ramifications for international relations and deterrence postures, this chapter argues that AI risks influencing military deterrence and coercion in unique ways: it may alter cost-benefit calculations by removing the fog of war, by superficially imposing rationality on political decisions, and by diminishing the human cost of military engagement. It may recalibrate the balance between offensive and defensive measures, tipping the scales in favour of pre-emption, and undermine existing assumptions imbedded in both conventional and nuclear deterrence. AI might altogether remove human emotions and eliminate other biological limitations from the practice of coercion. It may provide users the ability to collect, synthesize, and act upon real-time intelligence from several disparate sources, augmenting the certainty and severity of punishment strategies, both in theatre and online, compressing the distance between intelligence, political decisions, and coercive action. As a result, AI may quicken the overall pace of action across all domains of coercion, in conflict, crisis, and war, and within the related subfields of national security, counterterrorism, counter-crime, and counter-espionage.
