Biodiversity Politics and the Contest for Ownership of the World's Biota

In the course of the past decade, biodiversity has become one of the most important concepts guiding conservation and development at the global level. From the 1972 U.N. Conference on the Human Environment, held in Stockholm, to the 1992 U.N. Conference on Environment and Development, held in Rio de Janeiro, concern for biodiversity loss has spawned international treaties, national laws, and community conservation strategies. This concern for biodiversity, however, has not been clearly translated into increased conservation of biodiversity, for a variety of fundamental reasons. Biodiversity has traditionally been the domain of natural scientists and conservation activists. The first group has focused on the importance of biological diversity for scientific inquiry; the second group has concentrated on the impact of lost biological diversity on social and ecological systems, and has advocated policies to conserve the earth’s biota. Increasingly, both groups-and many other constituencies, from sport hunters and fishers to pharmaceutical companies—have fought out the battle over biodiversity in public arenas. The weapons have included national parks and protected areas, species and genetic conservation programs in the field and in other locations such as zoos, private nongovernmental organizations chartered for “‘genetic prospecting” activities, and integrated small-scale development programs that have a putative conservation side-benefit. Even as this battle continues, some agreement—if not a consensushas begun to emerge about biodiversity, which has provided a foundation for common cause among the various constituencies described above. Conservation has become use. The value of biodiversity has come to be determined according to economic criteria alone. Conservation and sustainable development, it is declared, not only can go together but are part of the same cloth. Ecological values and economic values are purported to be congruent. This position masks two disturbing realities that underpin the specific tasks of this chapter. The first reality is that the concerns that fostered the original concept of biodiversity have been surrendered—even forgotten—in the struggle for common ground, to the detriment of science and conservation. The second is that biodiversity and sustainability are far from scientific concepts.

Using original data derived from the thematic analysis of three international agreements and the 2016 Conference of the Parties (COP) and Meeting of the Parties (MOP) Decisions, this article examines the incorporation of technology and technological innovation in the biological diversity regime. It finds that that the biodiversity regime incorporates discourses of ecological modernisation and prioritises technological innovation for biodiversity loss, particularly in the 2016 COP and MOP Decisions.The empirical analysis indicates that themes regarding progress, 'improving' the environment and the role of technology in mediating economic growth and development are embedded in references to technology and technological innovation. Drawing on an ecofeminist perspective, this article examines how these themes highlight the prioritisation of technological innovation to prevent biodiversity loss. The author concludes that this prioritisation inhibits opportunities to fully engage with developing alternative approaches towards resolving environmental problems as these approaches require a re-evaluation of the societal institutions and practices that exploit and destroy the non-human environment.

AbstractThe scientific community has widely discussed the role of abiotic and biotic forces in reshaping the Earth’s surface. Currently, the literature is debating whether humans are leaving a topographic signature on the landscape. Apart from the influence of humans on processes, does the resulting landscape bear an unmistakable signature of anthropogenic activities? This research analyses from a statistical point of view the morphological signature of anthropogenic and natural land covers in different topographic context, as a fundamental challenge in the emerging debate of human-environment relationships and the modelling of global environmental change. It aims to explore how intrinsically small-scale processes, related to land use, can influence the form of entire landscapes and to determine whether these processes create a distinctive topography. The work focusses on four study areas in floodplains, plain to hilly, hills and mountains, for which LiDAR-derived Digital Terrain Models (DTMs) are available. Surface morphology is described with different geomorphometric parameters (slope, mean curvature and surface peak curvature) and their frequency distribution. The results show that the distribution of geomorphometric indices can reveal anthropogenic land covers and landscapes. In most cases, different land covers show statistically significant differences (p < 0.05) in their morphology. Finally, this study demonstrates the possibility to use a geomorphic analysis to quantify anthropogenic impact based on land covers in different landscape contexts. This provides useful insight into understanding the impact of human activities on the present morphology and offers a comprehensive understanding of coupling human-land interaction from a geomorphological point of view.

Abstract In the last decades the EU has made substantial efforts implementing conservation strategies to halt biodiversity loss. However, little improvement has been reported. Given the proximity of the 2020 landmark set by the EU Biodiversity Strategy and the Convention for Biological Diversity, alternatives to reduce this conservation gap and prospect future strategies must be assessed urgently. Here, we explore how the current Natura 2000 could be used to enhance management of terrestrial and freshwater threatened vertebrates. We identified Natura 2000 sites to increase the coverage of threatened species as target species under two alternative scenarios: a policy-driven approach including only threatened vertebrates listed in the Directives; and a conservation-driven approach, including all the remaining threatened vertebrates. We show that representation of threatened vertebrates in Natura 2000 could be improved by updating lists of target species in less than 1% and 3% of sites in the policy-driven and conservation-driven scenarios, respectively. We highlight the strength of Natura 2000, with sites that complement each other and could contribute to achieving more ambitious conservation targets under future strategies. Prioritisation exercises like this could help realise the potential of this network and enhance the management of threatened species and improve current gaps.

In 1992 governments negotiated a multilateral treaty regime to manage biological diversity. Unlike the United Kingdom, the United States rejected this treaty. Yet both nations were equally at risk from biodiversity loss and equally likely to benefit from its protection. This empirical puzzle is used to explore state choice in regulatory cooperation. Epistemic community analysis helps to explain the onset of negotiations and the contours of debates over regime norms and rules. But state choices, and the regime itself, primarily reflected the regulatory politics of biodiversity management. The international commitments on biodiversity, ostensibly alike for the U.K. and the U.S., had to be implemented through their domestic regulatory structures; the result was a distinct set of domestic ramifications. Electoral incentives and especially domestic institutions influenced both industry and governmental assessments by shaping expectations about the impact of the regime in operation. As states increasingly seek to regulate internationally, domestic institutions and anticipated implementation will play ever greater roles in explaining state choice and, because powerful states are equally influenced by these dynamics, in explaining international outcomes.

In Poland, the first studies using mosses as indicators of the heavy metal air pollution level were carried out in national parks already in the 1970s. They were continued later in 10-year intervals. In 1990, when Poland join the European Heavy Metals Deposition Program, the entire area of the country was included in such research. Moss surveys were repeated at five-year intervals, to varying degrees. Pleurozium schreberi samples were collected from 150 (1990) to over 300 sites (1995 and 2015) throughout the country, either in selected regions diversified in terms of both the level of industrialization and urbanization (2001 and 2015), or only in national parks (2005). On a small scale, changes in the level of heavy metals were recorded in the period from 1975 to 2014 in the Niepołomice Forest located near Kraków. Concentrations of ten heavy metals were constantly monitored. Additionally, in some moss surveys, other elements or compounds, such as 137cesium, PAHs and nitrogen were analyzed. During the 1990s, in all of Europe, there was a significant decrease in the level of heavy metals. In Poland, the spatial patterns of metal accumulation in mosses were similar throughout the entire study period: The southern part of the country, more industrialized and densely populated, is still the most polluted, and the northeastern part belongs to the cleanest regions. In the Niepołomice Forest, emissions from the big steel mill and from the Kraków agglomeration had the greatest impact on pollution from the 1970s to the 1990s, but lately the impact of local emission sources is more visible. Compared to other European countries, Poland and neighboring countries of Central Europe are at the forefront of the most polluted areas in Europe.

AbstractThe Kwando Basin of north-eastern Namibia is firmly embedded in current national and international conservation agendas. It is a key part of the world's largest transboundary conservation area, the Kavango–Zambezi (KAZA) Transfrontier Conservation Area, and the home of seven community-based conservation areas (conservancies) and three smaller national parks (Mudumu, Nkasa Rupara and Bwabwata). While conservation agendas often start from the assumption that an authentic part of African nature is conserved as an assemblage of biota that has not been gravely impacted by subsistence agriculture, colonialism and global value chains, we show that environmental infrastructure along the Namibian side of the Kwando Valley has been shaped by the impact of administrative measures and the gradual decoupling of humans and wildlife in a vast wetland. The way towards today's conservation landscape was marked and marred by the enforced reordering of human–environment relations; clearing the riverine core wetlands of human habitation and concentrating communities in narrowly defined settlement zones; the suppression of specific, wetland-adapted subsistence practices; and the elimination of unwanted microbes with the help of insecticides. The interventions in the ecosystem and the construction of an environmental infrastructure have created a unique conservation landscape in the Namibian Zambezi region, which provides the foundation for its popularity and success.

Pacific Island biodiversity has a notorious record of decline and extinction which continues due to habitat loss and degradation, invasive species, overexploitation, pollution, disease and human-forced climate change. In terrestrial systems, these global and local pressures are more acute because of relatively small land to sea area, high endemism and poor adaptations to resist predation. Regional policy and learning frameworks exist to combat biodiversity loss and environmental degradation, but implementation remains patchy across the 22 Pacific Island countries and territories (PICTs) within Oceania. PICTs are challenged by small, under-resourced government departments, limited data, and strong political will for rapid economic development at the cost of ecological sustainability. In this synthesis of the special issue, we identify the challenges and opportunities for biodiversity conservation on Pacific islands. We identified bright spots of implementation occurring through regional initiatives, knowledge-sharing networks, and community-based management. The challenge looms large, given the relatively small-scale efforts compared to the core drive for development of natural resources which continues to pervade island communities. Five key initiatives promise improved conservation effectiveness: 1) alignment of national biodiversity strategies to the Aichi Targets, under the Convention on Biological Diversity; 2) increased engagement with local communities to promote wise stewardship and local environmental monitoring; 3) dissemination of best practice guidelines for management through learning networks; 4) cost-benefit analyses that drive investment in biosecurity and invasive control; and 5) implementation of integrated island management that accounts for the multiple synergistic benefits of ecosystem management (e.g., climate adaptation, disaster risk reduction, improved health).

This chapter introduces the reader to patents, how they work, and the laws governing them. It begins with a history of the patent system in the UK up to 1977. This is followed by a discussion of various justifications that have been proposed in support of the patent system, such as the natural rights of inventors to their work and the public benefits that flow from the grant of patent monopolies. It also considers the current regulatory regime governing the creation and use of patents in the UK and Europe, with particular reference to the European Patent Convention and the Patents Act 1977. Finally, the chapter discusses the impact of the European Commission on patent law and some of the international treaties that have influenced British patent law, including the Patent Cooperation Treaty, the Agreement on Trade Related Aspects of Intellectual Property Rights (TRIPS), and the Convention on Biological Diversity. The chapter also speculates on the impact of Brexit on UK patent law.

AbstractEthiopia is renowned for its cultural and biological diversity and covers an important share of lion habitat in Africa, providing connectivity between East and Central Africa. The aim of this study was to investigate the status of lions and human–lion conflict in several protected areas of Ethiopia and to present an overview on lion distribution nationally. We used call-ups and semi-structured interviews with 809 randomly selected pastoralists to investigate human–lion conflict and pastoralist perceptions towards lions in five priority sites and collected further anecdotal information for all other known or possible lion range. We had chance encounters with six lions, but we observed no lion responses to the call-ups. We recorded 145 spotted hyaena and 23 jackal responses at, respectively, 25 and 13 of the 46 call-up stations. Overall, respondents viewed lions as dangerous carnivores, but nonetheless responded that lions should be present regionally, preferably in restricted areas. Most respondents disagreed that the killing of lions should be allowed, but we note that a small minority strongly agreed to killing. A large majority of respondents agreed that more people need to be given information about lions. Respondents mentioned spotted hyaena and leopard as the main predators on all livestock followed by jackal (shoats) and lion (mainly cattle). The impact of depredation on livestock mortality was nearly twice that of disease. Our results strongly suggest that lion densities are low and may have substantially decreased in Awash, Nechisar, Chebera-Churchura, and Mago National Parks and in Kaffa Biosphere Reserve due to conflict, habitat loss and especially ineffective protection. Anecdotal information suggests that lions are widespread but rare and that there is no stronghold in Ethiopia. Considering the unique evolutionary background of Ethiopia as the bridge between Central and East African lion populations, and the significant role of the lion in Ethiopian history and culture, we argue that more emphasis should be given to the protection of prioritized lion populations.

The purpose of the present study is twofold: first, to investigate the true values of Muslim owner managers; second, to examine the impact of these values on entrepreneurial orientations of Muslim small-scale entrepreneurs. 850 Muslim owner managers were selected randomly using the sampling frame provided by MajlisAmanah Rakyat Malaysia (MARA). 162 completed questionnaires were collected and analyzed. For this paper only two dimensions of entrepreneurial orientations were analyzed: proactive orientation and innovative orientation. Interestingly, the findings revealed that Muslim businessmen/women are honest, loyal, disciplined and hard working. Loyalty and honesty are positively related to proactive orientation, while discipline and hard-work are positively related to innovative orientation. The findings provide implications for existing relevant theories, policy makers, practitioners and learning institutions.
