India in the early years of the twenty-first century achieved per capita growth rates that were historically unprecedented. Poverty reduction also accelerated. There is concern, however, that this growth was accompanied by a rise in inequality. In this chapter, we report on a research project that examines inequality trends and dynamics at the all-India level over three decades up to 2011/12 and contrasts these with evidence at the level of the village or the urban block. We further unpack inequality to explore dynamics in terms of the movement of people within the income distribution over time. The assessment of mobility is informed both by evidence at the very local level, and by aggregate, national-level trends. The study attempts, further, to assess horizontal inequalities into a measure of inequality of opportunity as captured by inter-generational mobility in education outcomes.

The conceptualization of a new form of trade, microtrade, is visualized to hold great promise in economic development of the producers belonging to LDCs and developing countries. In order to meet the goal of poverty reduction at a sustainable pace, the institutional, financial and logistical mechanisms for facilitating microtrade both at the international and national level needs to be built in a manner which ensures maximum efficiency. The paper deals with two fundamental aspects of development of microtrade. First, it delineates different aspects which would provide a strong substratum to the proposed microtrade regime. It explores the legal and institutional framework required for conduct of microtrade, which can be structured under the existing WTO regime and proposes necessary amendments to the WTO regime. Second, the paper explores financial aspects of the proposed microtrade regime. A case study of operation of micro-credit in the Indian scenario is undertaken in order to highlight the problems which have recently emerged in the microfinance sector. The scale of these problems has led the Indian government to propose a bill, regulating microfinance in India. Cue from this experience needs to be taken in order to move towards a foolproof system of financing microtrade at the local level.

This paper provides regression discontinuity evidence on development impacts of intergovernmental transfers. Extra transfers in Brazil increased local government spending per capita by about 20 percent over a 4 year period with no evidence of crowding out own revenue or other revenue sources. Schooling per capita increased by about 7 percent and literacy rates by about 4 percentage points. In line with the effect on human capital, the poverty rate was reduced by about 4 percentage points. Somewhat noisier results also suggest that the reelection probability of local incumbent parties in the 1988 elections improved by about 10 percentage points. AbstractObjectiveTo review national policy governing nutrition in child-care settings and explore policy translation at a regional and local level in the South East of England.DesignSemi-structured interviews with regional experts.SettingChild-care settings in Southampton, England, registered by OFSTED (Office for Standards in Education Children's Services and Skills).SubjectsThirteen subjects including child-care professionals in Southampton and policy advisors from the Government Office of the South East.ResultsPolicy regarding early years food provision varies across the country. Although there appears to be consensus between local stakeholders on the importance of improving early years nutrition in Southampton, intentions have yet to be translated into cohesive action, with differences in food and nutrition practice in child-care settings across the city. There are also areas of incoherence, inequalities in access to training and development, and duplication in local and regional support mechanisms.ConclusionsThe importance of proper early nutrition to provide the building blocks for life-long health and well-being is grounded in a substantial evidence base. Outside the home, early years child-care settings are an ideal place for providing a strong foundation in nutritional health and dietary habits for young children. The long-term benefits of achieving optimum nutrition in the early years should be secured through the coherent efforts of national, regional and local policy makers, child-care practitioners and parents. Existing commitment and capacity to achieve this objective at a local and regional level must be supported and matched at a national level with the acceleration of policy development, including quality control and support mechanisms.

<p>Poverty is a fundamental problem faced by the people of Indonesia. This thesis discusses the empirical the charity if charity has mustahiq poverty rate using poverty indices and income mustahiq Determination program at Tegal village and the village of Kampung Anyar Babakan Sabrang, Ciseeng district, Bogor regency. Determination Program is a poverty reduction and empowerment of the poor by the Institute Amil Zakat Wallet Dhuafa Republika, Foundation for Community Empowerment, and Governmental Cooperative Self Determination. This study used FGT index consisting of headcount index (H), the depth of poverty (P1) and severity of poverty (P2). The findings of this study indicate that the poverty index mustahiq measured using FGT index, the poverty rate mustahiq will increasingly come down once they join the program endeavor. It can be concluded that the income per capita mustahiq significantly affected by income from a job / business which uses funds from the Program Determination, activity mustahiq work, and the number of families mustahiq the load.<br />Keywords: Poverty, Zakat, FGT index</p>

The concept of sustainable development has been considered as the main ideological paradigm of human existence. It is oriented not only on economic but also on social and environmental development. Its main ideas are grouped into Global Sustainable Development Goals (SDGs), which found their implementation at the national level of different countries, including Ukraine. They are also documented in such important political documents, as programs and strategies of the socio-economic development of the regions and the united territorial communities that have been formed due to the decentralization reform. The research paper analyses the number of SDGs which are adapted to the national (Ukraine) and regional (Sumy) levels. During the study, the aggregated ratings of SDGs according to their significance have been proposed. The study results reveal the priority directions of sustainable development of the whole country and its regional development vector. At the country level, the main trends have been highlighted: firstly economic, which involves the development of industry and infrastructure, increase in innovations, energy efficiency and secondly social, which includes improvement of healthcare, a justice system, and education. As for regional development, the main vectors have also been determined as economic growth, which is primarily due to the betterment in the labor market, the development of industry and infrastructure and social improvement, which is related to poverty reduction and improvements in quality of education, cooperation, and partnership. At the local level, the nine Strategies of united territorial communities of Sumy region were analyzed for using the methodology of sustainable development. Their main priorities have been appealed as followings: the openness, security, vitality and environmental sustainability of cities and towns; the strengthening of the global partnership for sustainable development; the establishment of sustainable infrastructure, the promotion of comprehensive and sustainable industrialization and innovation. The Slovak Republic as a member of the United Nations agreed to contribute to the fulfilment of 17 sustainable development goals (SDGs) defined in the document Transforming our world: the 2030 Agenda for Sustainable Development. Despite the efforts at the national level, the actual implementation of national priorities, derived from SDGs, at local level is lacking a systematic approach. When it comes to the territorial development, however, Slovakia has recognized the potential of social economy and social enterprises in particular. Concrete steps were taken to stimulate occurrence of this phenomenon especially in the lagging behind regions. The attempt to intersect these two aspects represents the main objective of the presented paper together with an answer to the research question – to what extent can social enterprises be considered as a tool for SDGs’ implementation in Slovakia. Through an extensive work with scientific and grey literature and through the analytical lenses when processing secondary data from the Registry of Social Enterprises of Slovakia, we identified numerous linkages between the reality of social enterprises and their contribution to the SDGs mainly in the area of poverty reduction and inclusion, education, job market, circular economy, usage of local resources and environmental protection.

This article explores the role of Members of Parliament (MPs) in poverty alleviation in Bangladesh. Under the existing party-dominated parliamentary system, MPs do not have really much to do at the national level; their role is to play second fiddle to their party leaders. What most MPs now do is to try to get involved in different kinds of activities at the local level. The government often remains receptive to demands of the MPs for greater local level involvement for two reasons: first, it can be seen as a strategy to compensate the MPs for their lack of genuine involvement in national policymaking; second, it is used as a strategy to exert centralised political control over the locality, especially to discourage the emergence of any ‘autonomous’ local power. Using MPs for centralised control has negative implications for the development of local level representative institutions and democracy deepening in the country.

Abstract The twenty-first century is marked by the rise of new forms of authoritarianism, many of which are characterized by the ‘paradox of restraint', in which reforms compliant with the rule of law are used to unshackle the ruler's arbitrary power. Despite a proliferation of scholarly studies on this topic, we still have limited understanding of how national-level authoritarian power reaches ordinary citizens in these contexts. This article identifies the performance of militarized masculinities as an understudied mechanism that does so. It offers two main contributions: first, it highlights how performances of militarized masculinities enact the paradox of restraint through gendered idioms, thereby magnifying the ambiguities of modern authoritarianism and diffusing them at a local level. Second, it recasts the conceptual utility of militarized masculinities, showing that the concept's inherent tensions between ordered discipline and unaccountable violence produce and project authoritarian power, giving militarized masculinities special potency as a mode of social discipline in these contexts. The article draws on feminist International Relations, employing grounded ethnographic research to illustrate how national-level power circulates locally. To do so, it first illustrates the relationship between the paradox of restraint and militarized masculinities using the cases of Putin's Russia and Duterte's Philippines. It then turns to an in-depth case study of a local dispute between soldiers and civilians in Museveni's Uganda to trace how gendered local encounters facilitate the transmission of national-level authoritarian power into the lives of ordinary people.

In the early years of the twenty-first century, ecclesiastical discipline in an Anglican context has been very much a hot topic. Internationally, there has been intense debate over the decision by the Episcopal Church in the United States of America to ordain Gene Robinson, a continent yet avowedly homosexual priest, as one of its bishops, and over the decision of the diocese of New Westminster in Canada to authorize liturgical services of blessing for same-sex couples. The Windsor Report of 2004 was commissioned in order to formulate a Communion-wide response to these developments,1 and although ‘discipline’ is a word which is very seldom in its pages, it is, in effect, a study of the disciplinary framework which its authors believe necessary in order for the Anglican Communion to hold together. At a local level, the Church of England’s clerical discipline procedures are being thoroughly overhauled, following the General Synod of the Church of England’s 1996 report on clergy discipline and the ecclesiastical courts. This paper seeks to explore the themes of discipline and diversity in both an international and an English context. It attempts to shed a little more light on how the Anglican Communion, particularly in the former British Empire, got itself into its current position, as a loosely-federated assembly of provincial synods, without a central framework for handling disciplinary matters. Secondly, it examines how the Church of England has handled discipline in relation to its clergy since the mid-nineteenth century.

La mayor parte de la investigación sobre la corrupción se ha realizado a nivel nacional, porque su estudio a nivel regional o local es más complejo. Aunque hay muchos estudios sobre la relación entre la corrupción y el gasto público, muy pocos examinan la influencia de la corrupción en los ingresos públicos, y no hemos encontrado ninguno a nivel subnacional, excepto el reciente de Liu y Mikesell (2019). Nuestro objetivo es analizar la corrupción política a nivel municipal, estudiando si el nivel de ingresos de los gobiernos municipales se ve afectado por los casos de corrupción que involucran a los políticos locales. Otros factores que se toman en cuenta son la ideología política, el gobierno de mayoría absoluta y el ciclo electoral. La muestra es un panel de datos de todos los municipios españoles con una población de más de 50.000 habitantes para el período 2002-2013. Most research on corruption has been at the national level, because its study at the regional or local level is more complex. Although there are many studies about the relation between corruption and government spending, very few examine the influence of corruption on government revenues, and we have not found any at the subnational level, except the recent Liu & Mikesell (2019). Our aim is to analyze political corruption at the municipal level, studying whether the level of revenue of municipal governments is affected by the cases of corruption involving local politicians. Some of the other factors taken into account are political ideology, absolute majority government and the electoral cycle. The sample is a data panel of all the Spanish municipalities with a population of over 50,000 inhabitants for the period 2002-2013. Our results reveal that municipalities with higher levels of corruption have higher tax revenues in per capita terms.
