The chapter surveys coalition formation and coalition governance in Iceland since the 1990s. Coalition politics have been altered in a significant manner during this time period with many of the changes coinciding with the economic crash of 2008. Up to the crises, coalition governance followed a fairly predictable pattern but increased electoral volatility and decline in party cohesion complicated the formation of stable two-party coalitions. In response to these developments, governments have sought to improve coalitions management and coordination within the cabinet, which represents a shift from the ministerial model of government that has characterized Icelandic coalitions since the founding of the republic.

Like many party systems across Western Europe, the Dutch party system has been in flux since 2002 as a result of a series of related developments, including the decline of mainstream parties which coincided with the emergence of radical right-wing populist parties and the concurrent dimensional transformation of the political space. This article analyses how these challenges to mainstream parties fundamentally affected the structure of party competition. On the basis of content analysis of party programmes, we examine the changing configuration of the Dutch party space since 2002 and investigate the impact of these changes on coalition-formation patterns. We conclude that the Dutch party system has become increasingly unstable. It has gradually lost its core through electoral fragmentation and mainstream parties’ positional shifts. The disappearance of a core party that dominates the coalition-formation process initially transformed the direction of party competition from centripetal to centrifugal. However, since 2012 a theoretically novel configuration has emerged in which no party or coherent group of parties dominates competition.

Since the 1950s, historiographical trends in scholarship have re-considered the dissolution of the Ottoman Empire and the subsequent nation-state building of the Republic of Turkey. The social and political evolution of the imperial system into a nation-state has been alternatively explained through geopolitical pressures, domestic resistance, the expanding economy and modernism in Europe, and the inability of the Ottoman establishment to cope with the rapid changes of the nineteenth century. Constructing one holistic narrative of a vast time period of upheaval is a difficult endeavor for any scholar. In the case of the fall of the Ottoman Empire and the rise of the Republic of Turkey, ethno-religious networks, two world wars, geopolitical competition between the great powers, regional and pan-regional insurgencies, demographic displacement, nationalist fervor sweeping through the Balkan and Arab provinces and into Anatolia, and finally the Kurdish armed resistance renders succinct historical narratives all but impossible to achieve. Thus, while there are many stories of the end of the Ottoman Empire, an overview of the issues for students and general audiences is a much needed, but audacious, undertaking. Yet for understanding the Middle East and Southeastern Europe today, a critical narrative must be told in all its complexity.

This chapter examines coalition formation and coalition governance in Sweden. Swedish coalition politics have historically been characterized by a near-unidimensional political conflict along the left–right policy dimension, along with minority government rule (and a high share of minority cabinets).. In addition, Swedish politics has long been characterized by ‘two-bloc politics’, where the socialist and the non-socialist bloc have competed for power. However, the growing electoral successes for the populist radical right party, the Sweden Democrats, has recently and at least temporary, ended this. Although the increasing fragmentation and polarization of Swedish politics has made bargaining over government more difficult, it has not changed how coalition cabinets work and the existing practices of coalition governance since the early 1990s remains intact. Collegiality and consensus are still the dominant characteristics of Swedish coalition governance.

The article discusses the main trends in the rotation of the executive (the first) secretaries of the Kalmyk regional party committee in 1921–1943. The study is based on the documents from the fund of the Kalmyk regional committee of the USSR Communist Party kept at the National Archive of the Republic of Kalmykia. The principles of objectivism and historicism were used for the analysis of the archive materials that allowed to examine the problem in its relation to the existing specific historical circumstances. The goal of the article is to investigate the body of the first secretaries of the Russian Communist Party — All-Russia Communist Party in Kalmykia. The use of the common in the historical research methods (the broadside examination of the archive sources, historical description, chronological method) allowed to investigate the historical phenomena in the close relation to the historical situation. The author concludes that the specific feature of the rotation of the first secretaries of the Kalmyk regional party committee was the appointment of people from other regions of the country to this position. Mainly these were formal representatives, supervisors recommended by the Central Committee of the Russian Communist Party — All-Russia Communist Party for the positions of the first or second secretaries of the regional party committee. The analysis of the characteristics of the body of the first secretaries of the Kalmyk regional party in the given time period showed that all these people were from poor peasant families, without high education but with sufficient party service record who combined party and soviet activities.

The big news is no news. I mean the new constitution that, presumably, is going to define the official relationship between the federal structure and the republic structure. It is being drafted by a constitutional drafting committee consisting of some very distinguished persons. But so far they have not been able to produce a draft, at least not a draft that has been published for the rest of the world to see. They probably have one in their own office.

Aims and MethodA postal survey of consultants in liaison psychiatry was carried out in the spring of 2002 to document the current state of liaison psychiatry in the UK and the Republic of Ireland. Information was collected on post specifications, clinical organisation and plans for further local development.ResultsNinety-three liaison consultants were identified. Seventy-seven posts were full-time or half-time, compared with 43 such posts in 1996. During the same time period, specialist registrar training posts have doubled from 30 to 61. A third of respondents anticipated further consultant posts in their region.Clinical ImplicationsDespite the increase in the number of liaison consultants since 1996, the numbers still fall below that recommended by the Royal College of Psychiatrists. Liaison consultants need to improve links with primary care and continue to develop specialised services to demonstrate the qualitative and financial benefits that liaison psychiatry has to offer to a wide range of patients.

The stranger (no matter how long he/she has lived in a town) will never possess the choicest fruit of the daarey tree behind the village.The daarey tree (Ziziphus jujuba) is found in and around Songhay towns in the Republic of Niger. Since its sweet red fruit is coveted, the whereabouts of the finest daarey are never divulged to foreigners, lest they steal from the Songhay that which is most delicious in their communities. The proverb underscores just how careful the Songhay are in protecting from non-Songhay that which is their own. It also suggests that just as non-Songhay will never possess the choicest daarey fruits, so too they will neither marry the most beautiful Songhay maidens nor become influential in community affairs. The most beautiful maidens, like the best daarey trees, are kept from the sight of non-Songhay; the sociocultural knowledge which enables a person to be perceived as influential is never taught directly to those who have migrated to the lands of the Songhay.

The Constitution of the Republic of Kosovo in its basic provisions has defined the form of government and separation of state powers, as a fundamental principle of democracy, where the President of the Republic of Kosovo is not part of any of the state powers, but the constitutional powers he exercises affect that he has connections with all state powers. This paper addresses the relation of the President of the Republic of Kosovo with the legislative power, including the exercise of some of his constitutional powers, namely the convening of the constitutive session of the Assembly, the dissolution of the Assembly and the annual speech of the President in the Assembly of the Republic of Kosovo. The above-mentioned competencies, in addition to the theoretical aspect, are also analyzed in the practical aspect when these constitutional competencies of the President were materialized by President Jahjaga during the mandate 2011-2016. Also, the political stalemate and the actions taken by the President, Mrs. Atifete Jahjaga for his overcoming, criticisms and recommendations of the European Commission in the Progress Reports regarding the political stalemate in the country. since the declaration of Kosovo as an independent state in 2008, it has managed to complete a full constitutional mandate, five years, unlike its predecessors and successors until 2019. Therefore, this paper aims to elaborate the exercise of some constitutional powers and the practice of one of the most important constitutional institutions in the Republic of Kosovo, that of the President of the Republic of Kosovo.

This chapter aims at presenting the characteristics of cabinets in Germany, in particular for the cabinets formed since the beginning of the twenty-first century. The chapter covers two decades of coalition dynamics and an era that has led to significant changes in German politics in general and the German party system in particular. The electoral support for the two catch-all parties – Christian Democrats (CDU/CSU) and Social Democrats (SPD) decreased in that time period, while the increased number of parliamentary parties and the increasing vote share for the smaller parties resulted in a more complex bargaining environment. We also discuss changes in the policy profiles of the parliamentary parties and how potential coalitions are discussed during election campaigns. The chapter provides first a brief overview on the institutional setting in which parties in Germany act and which influences the government-formation process, as well as the daily business of coalition governance. In a second step, we outline recent dynamics in the structure of the German party system. The final section summarizes the findings, considers if an overall trend in terms of changes in coalition governance exists in Germany, and discusses the impact of the parliamentary presence of a left- and a right-wing ‘pariah’ party—The Left and the Alternative for Germany—for coalition politics in Germany in the future.
