The Business of Water

Over the past three decades, water supply has become big business, and fierce debates have emerged in many countries over water privatization and water markets. This chapter reviews five dimensions of this debate: (1) the privatization of ownership and management; (2) the commercialization of water management organizations; (3) the environmental valuation and pricing of water; (4) the marketization of exchange mechanisms (“water trading” and “water markets”); and (5) the neoliberalization of governance. The analysis offers an analytical framework within which more structured, comprehensive assessments of market environmentalism—which is multifaceted and highly varied, difficult to implement in practice, and by no means hegemonic—in the water sector might be conducted. The chapter concludes with some reflections on the future of this debate.

Over the past 100 years, the provision of a safe water supply to drink in Indonesia has been slowly progressed with low coverage. The majority of the population does not have access to safe water. Morbidity and mortality of water-related diseases, including diarrhea, are very high. The provision of safe water is not a technological issue but good water management that comprises content, institutional, and communication layer. This paper provided information for strategic and operational decisions to accelerate the provision of safe water services in urban and rural areas. Benchmarking good water management with the characteristics of the water supply location is required to improve the health status of the population, mainly the poor urban and rural areas with limited resources, including time and cost.

O artigo aborda criticamente o projeto global de privatização e mercantilização de recursos hídricos. Na primeira seção, as políticas neoliberais de privatização são contextualizadas histórica e politicamente. Em uma segunda seção, o discurso da “escassez” da água é explorado, relacionando-o com a lógica da privatização. Na seção subseqüente, as estratégias das corporações globais que dividem o mercado de água são examinadas. Isso, por sua vez, nos leva a considerar a centralidade contínua do Estado e o controle na regulamentação do setor de saneamento, assim como a uma discussão sobre a posição enfraquecida do cidadão vis-à-vis esses modos de controle da água. Por fim, as contradições da privatização da água são exploradas.Palavras-chave: recursos hídricos; privatização; saneamento. Abstract: The paper critically engages with the global project of commodifying and privatizing water resources. In the first part, neo-liberal privatization policies are contextualized historically and politically. In a second part, the discourse of water ‘scarcity’ is explored in relation to the logic of privatization. In a subsequent part, the strategies of global corporations that share the water markets will be examined. This, in turn, leads to a consideration of the continuing centrality of the state and of ‘governance’ in the regulation of the water sector, and to a discussion of the weakened position of the citizen vis-à-vis these modes of water governance. Finally, the contradictions of water privatization will be explored.Keywords: water resources; privatisation; sanitation.

The article considers the need for the development of a Strategy for the development of the water supply and wastewater sector in Ukraine. The author of the article argues that without a strategy, the effective functioning and development of the water supply and wastewater system is impossible. Strategic planning in the field of water supply and wastewater of Ukraine is the development of a vision of a key element of modern management, which the state considers as the development of the water supply and wastewater sector in the future. The concept and essence of strategy in general are analyzed, the vision and mission of the sphere of water supply and wastewater of Ukraine are determined. The Strategy of development of the sphere of Ukraine till 2020, external and internal institutions that influence the vectors of development of the water supply and wastewater sector are considered. The author presents the priority goals of the development of the water sector, identified by international organizations over the past five years. The author proposes strategic directions for the development of the water supply and wastewater system with the justification of their implementation.

This study examined the challenges of water resource development and management in Zing town,Taraba State, Nigeria. The study considered issues of sources of water supply in Zing town, the nature of water challenges, impacts of the water challenges on the socio-economic life of the people, water management strategies and prospect of urban water resource development in the study area. 110 questionnaires were systematically administered in ten streets that were purposively selected in Zing town. The data were analyzed using descriptive statistics. The result of the finding indicates that majority (45.5%) of the respondent have their water source from borehole, 18.2% streams, 18.2% hand dug wells and 9.1% from other sources (mostly water vendors). The study shows that 68.2% of the respondents had their water point located outside their households, while only 31.8% claimed to have their water sources located within their compounds (this is mostly hand dug wells). The nature of water challenge in the area ranges from severe (50%), not severe (27.3%) and normal (22.7%). The results also shows that only 34% of respondents claimed to have access to sufficient water daily, while 66% of the respondents hardly have access to sufficient water on daily basis. The study shows that the water management strategy adopted mostly by the respondent ranges from storing water in large container (48.2%), reduce water use (29.1%), increase amount spent on water (13.6%) and others 9.1% (mainly re-use of water). The prospect of water resource development in the study area is very bright with the proposal of a small earth dam in Monkin settlement by the Federal Government of Nigeria. The Monkin small earth dam which is meant to generate 500KW of electricity can be integrated into an urban water supply project in the area. This will assure more reliable water supply all year round. It will also help to overcome some of the challenges of servicing the hand pumps which rendered them inadequate when they break down. This study recommends the need to replace the old and obsolete borehole equipment with new ones and increase the number of boreholes to meet the increasing water demand in the area.

The City of Baltimore, Maryland is one of many US cities faced with challenges related to increasing potable water demands, diminishing fresh water supplies, and aging infrastructure. To address these challenges, the City recently undertook a $7M study to evaluate water supply and treatment alternatives and develop the conceptual design for a new 120 million gallon per day (MGD) water treatment plant. As part of this study, an innovative raw water management tool was constructed to help model source water availability and predicted water quality based on integration of a new and more challenging surface water supply. A rigorous decision-making approach was then used to screen and select appropriate treatment processes. Short-listed treatment strategies were demonstrated through a year-long pilot study, and process design criteria were collected in order to assess capital and operational costs for the full-scale plant. Ultimately the City chose a treatment scheme that includes low-pressure membrane filtration and post-filter GAC adsorption, allowing for consistent finished water quality irrespective of which raw water supply is being used. The conceptual design includes several progressive concepts, which will: 1) alleviate treatment limitations at the City's existing plants by providing additional pre-clarification facilities at the new plant; and 2) take advantage of site conditions to design and operate the submerged membrane system by gravity-induced siphon, saving the City significant capital and operations and maintenance (O&M) costs. Once completed, the new Fullerton Water Filtration Plant (WFP) will be the largest low-pressure membrane plant in North America, and the largest gravity-siphon design in the world.

Abstract The main objective of this research paper is to assess the extent to which the concept of water accounting has been applied for water management at the river basin scale in India. For this, the study first assesses the importance given to the use of water accounting for water management in India's national water policy. It then analyses the evolution of water accounting approaches in India through a systematic review of the past research studies on the theme. Further, it looks at their contribution to decision-making concerning allocation of water resources and resolving conflicts over water sharing. Finally, it identifies the existing gaps in the methodologies for water accounting so far used in India.

Several states in the southeast have acknowledged the need for statewide water planning but have yet to act. In contrast, Georgia is on the cusp of completing the Georgia Comprehensive Statewide Water Management Plan (SWMP). The SWMP provides for resource assessments, forecasts, and regional water planning. Over the past three years, an extensive effort has been made to implement the SWMP. This article describes the planning process undertaken in Georgia. Several of the recommended practices are also highlighted and critiqued with respect to their potential to affect aggregate water use in the state.

Organizations regulating the water sector have major impacts on public health and the sustainability of supply to households, industry, power generation, agriculture, and the environment. Access to affordable water is a human right, but it is costly to produce, as is wastewater treatment. Capital investments required for water supply and sanitation are substantial, and operating costs are significant as well. That means that there are trade-offs among access, affordability, and cost recovery. Political leaders prioritize goals and implement policy through a number of organizations: government ministries, municipalities, sector regulators, health agencies, and environmental regulators. The economic regulators of the water sector set targets and quality standards for water operators and determine prices that promote the financial sustainability of those operators. Their decisions affect drinking water safety and sanitation. In developing countries with large rural populations, centralized water networks may not be feasible. Sector regulators often oversee how local organizations ensure water supply to citizens and address wastewater transport, treatment, and disposal, including non-networked sanitation systems. Both rural and urban situations present challenges for sector regulators. The theoretical rationale for water-sector regulation address operator monopoly power (restricting output) and transparency, so customers have information regarding service quality and operator efficiency. Externalities (like pollution) are especially problematic in the water sector. In addition, water and sanitation enhance community health and personal dignity: they promote cohesion within a community. Regulatory systems attempt to address those issues. Of course, government intervention can actually be problematic if short-term political objectives dominate public policy or rules are established to benefit politically powerful groups. In such situations, the fair and efficient provision of water and sanitation services is not given priority. Note that the governance of economic regulators (their organizational design, values or principles, functions, and processes) creates incentives (and disincentives) for operators to improve performance. Related ministries that provide oversight of the environment, health and safety, urban and housing issues, and water resource management also influence the long-term sustainability of the water sector and associated health impacts. Ministries formulate public policy for those areas under their jurisdiction and monitor its implementation by designated authorities. Ideally, water-sector regulators are somewhat insulated from day-to-day political pressures and have the expertise (and authority) to implement public policy and address emerging sector issues. Many health issues related to water are caused or aggravated by lack of clean water supply or lack of effective sanitation. These problems can be attributed to lack of access or to lack of quality supplied if there is access. The economic regulation of utilities has an effect on public health through the setting of quality standards for water supply and sanitation, the incentives provided for productive efficiency (encouraging least-cost provision of quality services), setting tariffs to provide cash flows to fund supply and network expansion, and providing incentives and monitoring so that investments translate into system expansion and better quality service. Thus, although water-sector regulators tend not to focus directly on health outcomes, their regulatory decisions determine access to safe water and sanitation.

This paper provides a review of the recent institutional changes observed in the water sector in Chile. This review is then used to reflect the Chilean experience in the light of the results concerning institutional change found in existing literature on both institutional economics in general and water institutional economics in particular. These results relate to factors explaining institutional change and the role of endogenous institutional features, such as path dependency and institutional linkages during the reform process. Against a brief description of the main features of the water sector in Chile, the paper provides an overview of Chilean water management institutions and the reforms process ongoing since the 1980s. The factors that motivated institutional changes in Chile's water management include ideology, transactions costs, interest-group behavior and path dependency. While the already observed institutional changes, such as the transferable water rights, water markets and urban water reforms, are all significant, further reforms are delayed by the deliberate legislative process required for changes as a result of the 1980 Constitution. Future water reforms in Chile, therefore, depend on a very difficult process of political reforms needed to change the 1980 Constitution and the 1981 Water Code.
