Abstract The public health response to COVID-19 in many countries has involved strict restrictions on movement and economic activity which threaten the livelihoods of economically vulnerable households. In response, governments are adopting emergency economic measures to provide households with some safety net. We provide an overview of the policies that could form a comprehensive social protection strategy in low-income and middle-income countries, with examples of specific policies that have been adopted. Our core argument is that these countries can cast an emergency safety net with extensive coverage if they use a broader patchwork of solutions than higher-income countries. These strategies could include expanding their social insurance system, building on existing social assistance programmes, and involving local governments and non-state institutions to identify and assist vulnerable groups who are otherwise harder to reach.

The scientific article reveals the formation of the Ukrainian system of social protection (historical aspect). The main stages of development of social policy in Ukraine, from the first origins to the key principles of modern social policy are described. The desire of the Ukrainian authorities to renounce the paternalistic role and alimony is emphasized. Priorities for activities in the social sphere have been identified: guaranteeing social rights, increasing the effectiveness of social programs, assistance to vulnerable groups (large and low-income families, servicemen, people with special needs, victims of violence, etc.). The general scheme of the social protection system in Ukraine is presented, which consists of two main parts: compulsory state social insurance, which is formed through the contributions of employers and working citizens to the relevant social insurance funds; system of social support (assistance, benefits, subsidies, social services), which is mainly formed by taxation and financed from the state budget. Further ways of scientific research are outlined (content and principles of realization of the state social programs on support of vulnerable segments of the population).

Professional soldiers have their own social security system, separate from the general social insurance system, which provides social protection in the event of long service, total incapacity to serve and the death of the breadwinner (pension benefits). At the same time, a professional soldier can accumulate and receive two pensions from different systems, ie universal and reserve. However, the principle of accumulation of benefits based on the applicable provision is dedicated to a narrow group of entitled persons. The principle of non-cumulation is considered to be the basic and dominant one. It is an expression of the principle of risk solidarity in force in social insurance law and is not inconsistent with the constitutional principle of equality expressed in Art. 32 of the Polish Constitution. In the event of the overlapping of the right to several benefits specified in the Act, the pension authority is obliged to pay only one (higher) benefit, even if this right results from various acts, and the possibility of combining benefits must be clearly indicated in the provisions of law. Separation of the insurance and supply system allows each of these systems to fulfill separate obligations towards professional soldiers, not related to the general system. Maintaining the principle that for the same period of retirement pension insurance, two retirement benefits cannot be awarded simultaneously (Article 5 (2a) (2a) of the Pension Act). The exception to the principle of non-accumulation (ie the principle of collecting one benefit) in the case of a professional soldier remaining in service before January 2, 1999 is not determined by the date of admission to service, but the lack of the possibility to calculate the military pension taking into account the “civil” retirement age. The convergence of the right to benefits (from the general and military pension) with the parallel occurrence of these events is contrary to the constitutional principle of social justice. It is not socially just to deprive an insured person who has met the statutory requirements of the right to benefits solely on the basis of social solidarity. In such situations, a significant part of the retiree’s professional life is not reflected in the amount of received retirement benefits.

In Southern Europe, welfare state building followed a distinct path, characterized by ‘weak Fordism’ in labour markets, a dualistic social insurance, and a faulty and fragmented safety net. The (extended) family thus played a key role as welfare and income provider for its members, penalizing women’s autonomy and employment opportunities. The 1990s and 2000s witnessed substantial efforts to modernize both labour markets and social protection schemes, by recalibrating their coverage both across risks and social groups. However, the economic crisis of the 2010s halted such recalibration and the gap with Europe’s more developed welfare states has again started to widen, especially in Italy and Greece.

This article discusses the formation of the social protection system in the Republic of Kazakhstan and its component such as social insurance, the place and role of the Head of State - the Leader of the Nation in the implementation of these reforms in Kazakhstan. The essence, goals, principles of social insurance were determined in this article. The points of view of the scientists and experts were studied. The interpretation of the social insurance, comparative analysis of the concepts of social security, social assistance, benefits and compensation was researched. The state could not stay out of this complex process and began to actively participate in it. Moreover, this participation has been carried out in two directions. The first is the creation of the state insurance system, which either protects the states’, mainly property interests, or protects certain socially vulnerable groups of the population. The second is the creation of the mechanism for legal regulation of insurance relations as the special group of the public relations. In the legislation of any country extensive block called legislation on insurance. In the market economy, based on the private property, the main driver of insurance is the desire of the owner to protect his property. At the same time, the growth of welfare causes the individual to take care of himself, which expands the scope of personal insurance.

Despite the recent economic growth in Nigeria, poverty remains a social problem. One of the strategies employed by the Nigerian government and some development partners towards solving this problem is the deployment of social protection instruments, such as Conditional Cash Transfers (CCTs), which aim at stemming the tide of poverty and vulnerability. This study uses the secondary research method to examine the extent to which the Latin American CCT model influenced the design and operation of the Nigerian CCT programme. The policy diffusion model adopted for the study posits that the success of CCT programmes in Latin America has stimulated its extension to many developing countries outside the region. The findings from the review of selected literature explain the rationale for CCTs as short-term poverty reduction and long-term human capital development. Admittedly, a nexus exists between the Latin American and Nigerian strategies. Yet the study concludes that the Latin American model cannot adequately serve as a blueprint for the Nigeria strategy, given that underlying conditions in upper middle-income Latin American countries are clearly different from those present in low income or lower middle-income African countries like Nigeria. The study recommends urgent implementation of the National Social Protection Policy; a review of the current CCT programme in Nigeria every two years and extensive research into social protection strategies.

Many studies focus on the COVID-19 pandemic, response mechanisms and response design. At the same time, it becomes more and more obvious that not only the study of economic policy and decisions made by the government in connection with the pandemic is acquiring relevance. As the spread of the disease continues, social problems and difficulties that political elites will have to deal with are exposed in Canadian society. Despite the fact that the government has taken unprecedented measures to expand assistance and social protection to the most vulnerable groups – low-income families, women, senior citizens, young people and children, low-skilled workers, self-employed, people with disabilities, etc. – the pandemic, however, has had a profound impact on society. The government will be forced to adapt its policies in the field of social protection and labor relations, in the field of health and education. This article seeks to explore the key social dimensions of the COVID-19 pandemic, as well as factors that can influence the political decisions of the Canadian elite in the near future.

Most cities in low- and middle-income countries have substantial proportions of their population living in informal settlements—sometimes up to 60% or more. These also house much of the city’s low-income workforce; many informal settlements also concentrate informal economic activities. These settlements usually lack good provision for water, sanitation, and other essential services. The conventional government responses were to bulldoze them or ignore them. But from the 1960s, another approach became common—upgrading settlements to provide missing infrastructure (e.g., water pipes, sewers, drains). In the last 20 years, community-driven upgrading has become increasingly common. Upgrading initiatives are very diverse. At their best, they produce high-quality and healthy living conditions and services that would be expected to greatly reduce illness, injury or disablement, and premature death. But at their worst, upgrading schemes provide a limited range of improvements do nothing to reduce the inhabitants’ exclusion from public services. There is surprisingly little research on upgrading’s impact on health. One reason is the very large number of health determinants at play. Another is the lack of data on informal settlement populations. Much of the innovation in upgrading is in partnerships between local governments and organizations formed by informal settlement residents, including slum/shack dweller federations that are active in over 30 nations. Community-driven processes can deal with issues that are more difficult for professionals to resolve—including mapping and enumerations. Meanwhile, local government can provide the connections to all-weather roads, water mains, sewers, and storm drains into which communities can connect.

Children are one of the most vulnerable groups in almost any population because of their physical and emotional dependence on adults and social status. Their vulnerability is greater in many developing countries because of the higher incidence of poverty and nascent social protection mechanisms. Social protection can serve as a tool to perpetuate inequities or can be used to promote human rights, equality, and inclusiveness. This paper looks at how social protection evolving in four developing countries, Ethiopia, Ghana, Indonesia, and Bangladesh, affects the realization of children's rights. Each country's social protection efforts are analyzed according to the type of effort and then compared to indicators measuring the realization of children's rights. The analysis indicates that well-coordinated social protection systems with wide coverage that include social assistance, social insurance, as well as human capital and empowerment efforts are more likely to result in the progressive realization of children's rights.

Experience with urban social protection programmes is relatively limited in the Global South. Extensions or duplicates of rural social assistance programmes do not reflect the distinct vulnerabilities of the urban poor, who face higher living costs and more precarious employment, and are not reached by social insurance schemes that are designed for formally employed workers. Neither the Sustainable Development Goals nor the New Urban Agenda reflect a specific focus on urban social protection. COVID-19 has exposed this major gap in coverage, given the disproportionate impact of lockdowns on the livelihoods of the urban poor. To ‘build back better’ post COVID-19, we propose rights-based national social protection systems with two components: categorical social assistance for non-working vulnerable groups (children, older persons, persons with disability) and universal social insurance for all working adults (formal, informal or self-employed), financed out of general revenues rather than mandatory contributions by employees and employers. These ideas are explored in the case of South Africa, which has comprehensive social assistance but inadequate social insurance for urban informal workers.

One-person household is the dominant type of household in today’s Latvia. Research on kinship in contemporary Europe suggests that weak kinship ties are characteristic of institutionally strong countries that provide an individual with social security when he or she becomes incapacitated. However, the statistical data on Latvia show that of all household types, one-person households are the most exposed to the risk of poverty, especially those of people over 64 years of age. The article provides an insight into the ways in which the policies implemented by various political regimes in Latvia over the last one hundred years have promoted the formation of an economically independent individual, thus directly and indirectly weakening family and kinship ties. Drawing on our ethnographic data, we explore the situations when the state's welfare system no longer ensures an individual's social security: are family and kinship ties likely to be re-established in such circumstances? The fieldwork findings suggest that those whose next of kin needs additional assistance or care, face a dilemma: either to provide support to the vulnerable relative while compromising their own economic stability, or to delegate their responsibility for the relative to the state. However, our data also show: while the state does not guarantee social security for some vulnerable groups, its social insurance system nevertheless has to a great degree impacted the sense of moral obligation in intergenerational relationships.
