AbstractBiodiversity is being lost at an alarming rate across the globe, with extinction rates up to a hundred times greater than historical norms. Climate change will only exacerbate this crisis. The rapid pace of projected climate change is set to push birds to seek new locations, drastically reshuffling the avian communities of North America. In an emerging climate crisis, effective conservation requires both adaptation and mitigation to improve the resilience of species. However, the pledged reductions in greenhouse gas emissions outlined in the Paris Agreement framework would still lead to a 3.2°C or greater increase in global mean temperature by the end of this century. In this study, we use big data analytics to develop species distribution models and assess the vulnerability of 604 North American birds to multiple climate change scenarios. We assess how climate change mitigation can affect the number of species vulnerable to climate change, as well as the species and locations at risk if emissions continue unchecked. Our results indicate that over two-thirds of North American birds are moderately or highly vulnerable to climate change under a 3.0°C global warming scenario. Of these climate-vulnerable species, 76% would have reduced vulnerability and 38% of those would be considered non-vulnerable if warming were stabilized at 1.5°C. Thus, the current pledge in greenhouse gas reductions set by the Paris Agreement is inadequate to reduce vulnerability to birds. Additionally, if climate change proceeds on its current trajectory, arctic birds, waterbirds and boreal and western forest birds will be highly vulnerable to climate change; groups that are currently not considered of high conservation concern. Thus, there is an urgent need for both aggressive policies to mitigate emissions and focused conservation adaptation actions to protect birds and the places they need in a changing climate.

AbstractGiven the rapid loss of biodiversity as consequence of climate change, greater knowledge of ecophysiological and natural history traits are crucial to determine which environmental factors induce stress and drive the decline of threatened species. Liolaemus montanezi (Liolaemidae), a xeric-adapted lizard occurring only in a small geographic range in west-central Argentina, constitutes an excellent model for studies on the threats of climate change on such microendemic species. We describe field data on activity patterns, use of microhabitat, behavioral thermoregulation, and physiology to produce species distribution models (SDMs) based on climate and ecophysiological data. Liolaemus montanezi inhabits a thermally harsh environment which remarkably impacts their activity and thermoregulation. The species shows a daily bimodal pattern of activity and mostly occupies shaded microenvironments. Although the individuals thermoregulate at body temperatures below their thermal preference they avoid high-temperature microenvironments probably to avoid overheating. The population currently persists because of the important role of the habitat physiognomy and not because of niche tracking, seemingly prevented by major rivers that form boundaries of their geographic range. We found evidence of habitat opportunities in the current range and adjacent areas that will likely remain suitable to the year 2070, reinforcing the relevance of the river floodplain for the species’ avoidance of extinction.

AbstractThis article examines how the South African government, realizing the country's vulnerability to climate change, deemed it necessary to strengthen adaptation and mitigation measures and put in place legal and institutional frameworks to ensure implementation and compliance. Government must take responsibility for industry's inaction by implementing policies on climate change and, more importantly, through a visible change in government policy to hold industry accountable. The stringent policies and strategies being put in place are reducing vulnerability and also enhancing a broad spectrum of capacity in responding to environmental, climatic, resource and economic perturbations. The article further reviews state of the art methods and tools available to strengthen mitigation and adaptation strategies and measures in the areas of the existing frameworks regarding climate change. It also considers various measures by Eskom in particular, and strategies embarked upon by South Africa's national and local governments to reduce greenhouse gas emissions.

This chapter outlines the challenge facing us. The Paris Agreement sets a target maximum of 2°C global warming and a preferred limit of 1.5°C. Yet, the subsequent combined national pledges for emission reduction suffice only for limiting warming to roughly 3°C. And because most nations are falling considerably short of meeting their pledges, even greater warming may become locked in. Something more drastic and wide-ranging is needed: a multi-pronged strategy. These different prongs to the climate-change solution are introduced in this chapter and explored one by one in the following chapters. First is rapid, massive reduction of greenhouse gas emissions. Second is implementation of ways to remove greenhouse gases from the atmosphere. Third may be increasing the reflectivity of Earth to incoming sunlight, to cool certain places down more rapidly. In addition, we need to protect ourselves from climate-change impacts that have already become inevitable.

This chapter discusses how international law has responded to climate change, focusing on the challenges that have faced implementation of existing climate treaties, and on the suitability of the Paris Agreement to address these. Expectations of this new treaty could scarcely be greater: the Paris Agreement is meant to provide a framework to improve international cooperation on climate change, and to keep the world within the global mean temperature-change goal identified by scientists as safe. Yet, whether and how this important objective will be reached largely depends, on the one hand, on the supporting political will and, on the other, on the redesign of the international architecture for climate governance. This chapter specifically reflects on international law-making and on the approach to climate change governance embedded in the Paris Agreement, drawing inferences from the past, to make predictions on what the future may hold for international climate change law.

This chapter examines the fast-moving area of law relating to climate change. This includes a considerable body of public international law, from the UN Framework Convention on Climate Change to the legally innovative Paris Agreement 2015. The chapter also considers legal developments at the EU and UK levels, which both contain a rich body of climate law and policy. The EU and the UK are both seen as ‘world leaders’ in climate law and policy. In EU law, this is due to the EU greenhouse gas emissions trading scheme and the EU’s leadership in advocating ambitious greenhouse gas mitigation targets and in implementing these targets flexibly across the EU Member States through a range of regulatory mechanisms. The UK introduced path-breaking climate legislation in the Climate Change Act 2008, which provided an inspiring model of climate governance, legally entrenching long-term planning for both mitigation and adaptation. The chapter concludes with an exploration of climate litigation, a new and growing field of inquiry.

After more than two decades of inadequate international efforts to address climate change resulting from rising greenhouse gas emissions, the 2015 Paris Climate Change Agreement shifted gears. That agreement advances a “bottom-up” model of global cooperation that requires action commitments from all national governments and acknowledges the important role that cities, states, provinces, and businesses must play in delivering deep decarbonization. Given the limited control that presidents and prime ministers have over many of the policies and choices that determine their countries’ carbon footprints, the Paris Agreement missed an opportunity to formally recognize the climate change action commitments of mayors, governors, and premiers. These subnational officials often have authorities complementary to national governments, particularly in federal systems (including the United States, China, Canada, and Australia). They therefore possess significant independent capacities to reduce greenhouse gas emissions through their economic development strategies, building codes, zoning rules and practices, public transportation investments, and other policies. Likewise, the world community missed an opportunity to formally recognize the commitments of companies to successful implementation of the Paris Agreement and thereby to highlight the wide range of decisions that business leaders make that significantly affect greenhouse gas emissions.

Abstract Background Ensuring public health is crucial in any policy debate on climate change. Paris Agreement on climate change is a global contract, through which countries have committed themselves to a public health treaty. The agreement has laid the foundation for mitigation and adaptation. This study was conducted to provide an evidence-based framework for policy-making in the health system of Iran in order to reduce the adverse effects of climate change on public health and to increase the adaptation of the health system as a result. Methods This is a qualitative study. We first used Delphi method to extract the components of Paris Agreement on climate change that were related to the functions and policymaking of health system in Iran. Twenty-three experts in health and climate change were identified purposefully and through snowball sampling as participants in Delphi. Data collection instrument was a structured questionnaire. We used SPSS software version 25 for data analysis based on the descriptive indices including the mean, the percentage of consensus above 75%, and the Kendall coordination coefficient. Results Seventy-nine components classified within nine categories were extracted. The most important examples of the implementation of Paris Agreement on climate change in the health system of Iran were: participation in the formulation of strategies for mitigation and adaptation, identifying vulnerable groups, assessing vulnerability, increasing the capacity of health services delivery during extreme events, using early warning systems, using new technologies to increase the adaptation, evaluation of interventions, financial support, increasing the number of researches, increasing the knowledge and skills of staff, and finally public awareness. Conclusions Evidence-based policy-making is pivotal to develop effective programs to control the health effects of climate change. This research provided policy translation and customization of micro and macro provisions of Paris Agreement on climate change, in line with the political context of health system in Iran. Our finding will pave the ground, we envisage, for further steps towards capacity building and enhancement of resiliency of the health system, adaptation interventions, and evaluation, identification of barriers and facilitators for adaptation and decreasing the adverse health effects caused by the climate change, in Iran and perhaps beyond.

Economic geographers have made important contributions to the understanding of many facets of climate change, yet the field has had relatively limited engagement with the study of climate impacts, vulnerabilities, and adaptation. Instead, most work on the economic consequences of climate disruption is being done by researchers in other disciplines or in other subfields of geography. This chapter argues that broad recognition of humanity’s role in shaping Earth’s planetary systems, combined with new hope and opportunity engendered by the 2015 Paris Agreement on reduction of greenhouse gas emissions, present a pivotal moment for economic geographers to take a more central role in the study of climate change and in broader, interdisciplinary conversations about the meaning and implications of the Anthropocene.
