In May 2016, it was more than 4 months, since the Ganitec University of Science and Technology went through an exercise for implementing an information system to manage the attendance, leave particulars and payroll of their employee. The management decided to replace their existing manual system with a new information system which was labeled “Cognitive Employee Management System.” In May 2016, spearheaded by a couple of faculty members, the Cognitive Employee Management System was finally implemented by a team of three students headed by the coordinator of the Information Systems Department of the Ganitec University of Science and Technology. Although the director envisaged lots of benefits, the changes were not really working out as he had foreseen. Why were people apprehensive about using the Cognitive Employee Management System when the benefits were apparent? How should the project rollout be planned in the Ganitec University of Science and Technology?

Improved information systems are a significant resource through which Science and Technology policy making can be considerably enhanced. The complexity of Science and Technology and its diversity raise serious problems as to definitions, quality and quantity of information resources which serve the policy maker, and the organizational and technical methods through which available knowledge is made accessible. The interrelationship of inter-organizational, national and international information systems is discussed in this context. Internationally accepted standards and proce dures should be developed and implemented but it is emphasized that international operations and conventions must have application at the national level if they are to have some permanency and be effective.

Objective - The CRIS (Current Research Information System) systems implemented in Portugal are discussed and the role that libraries have played in the development of these information systems is sought. Methodology - A qualitative methodology was adopted through the study of two cases, providing a point of view on the relationship between libraries and researchers in science and technology. Results - The increasingly significant presence of CRIS systems in Portugal stands out but with a timid participation of libraries in their implementation and development process. Discussion - The relevance of libraries in new information contexts, the definition of science management policies that consider the context and the various actors involved in the development of information systems and the effectiveness of national coordination structures that organize information of researchers in science and technology are discussed. Limitations - The data obtained are partial and of a secondary nature. Originality - An unprecedented point of view is provided on the relationship in Portugal between the scientific community and libraries as information and support services for the organization of science.

The North Maluku Wiratama Polytechnic of Science and Technology is a Private campus located in Ternate City, Jati Ternate District, South Ternate, which annually has a large number of alumni graduates and alumni data. However, the data is not maximized because it is not processed more further to be informed and, mainly, for students not knowing information about alumni's specific distribution. After all, there is no system to do this. To overcome these problems, we can utilize Geographic Information Systems (GIS) technology, where GIS can present information in graphical form using maps as an interface so that alumni's distribution can be explicitly known. This study aims to develop a GIS Web-Based Alumni Data Information System (Geographic Information System) at the North Maluku Wiratama Science and Technology Polytechnic. This research was carried out at the North Maluku Wiratama Science and Technology Polytechnic. Research data collection using documentation and interviews. This study's results can help and make it easier for Wiratama students to find out the distribution systems of Wiratama alumni. Keywords: Information Systems, Alumni Data, Gis Web-Based

In Africa, there is growing knowledge regarding the use of data obtained by remote sensing and analysed while using Geographic Information Systems for solving myriad problems. The awareness has largely arisen through the efforts of the Programme on Space Applications (PSA) of the United Nations Office for Outer Space Affairs (UNOOSA), and the subsequent UN resolutions for the establishment of Regional Centres for Space Science and Technology Education, to train scientists and researchers in different thematic areas of space, including Remote Sensing/Geographic Information Systems (RS/GIS). The African Regional Centre for Space Science and Technology Education in English (ARCSSTE-E) is one of these regional centres. The Centre has successfully trained 474 professionals from 18 countries since its inception in 1998; about 14% of these trainees have been female. This paper highlights the training programmes of ARCSSTE-E from its inception, and discusses the potential areas of improvement with a focus on the RS/GIS area. In 2019, a survey was conducted on alumni of the Postgraduate Diploma (PGD) programme of ARCSSTE-E. Based on the analysis of their responses and the progression of the PGD programme to a new Masters programme in RS/GIS at the university, there is clear evidence regarding the impact of the UNOOSA-assisted capacity building programme on the work and career of alumni, which has already produced an appreciable number of trained personnel in developing countries in Africa.
