Modelling climate change risks for food security in the Philippines

Purpose – The purpose of this paper was to look into the impacts brought about by climate change to the food security in Saguday, Quirino in the Philippines. Design/methodology/approach – A framework for developing community food security was utilized which identified the need to mitigate and address inherent externalities in a community such as flooding due to climate change as necessary preconditions to attaining a food secure environment. The study highlighted Saguday’s risk to externalities using risk assessment and modelling. Findings – Data from literature reviews and agency reports were validated by key informant interviews of local and national officials and focus group discussions with different stakeholder groups. Originality/value – A modification of the Urban Food Security Planning Process developed by Taylor and Carandang (2010, 2011) was utilized to address the local government unit’s need to mitigate and manage the inherent geographical risks that Saguday has in relation to its agricultural and food productivity.

A community food security movement has begun to address problems of hunger and food insecurity by uti-lizing a community-basedapproach.Althoughvarious models have been implemented,little empirical researchhasassessed howpoweroperateswithincommunity-basedfoodsecurityinitiatives.Thepurposeofthisresearchwas to determine how power influenced participation in decision-making, agenda setting, and the shaping ofperceived needs within a community-based food security planning process, with particular reference to disen-franchised stakeholders. Power influenced participation in decision-making, agenda setting, and the shaping ofperceived needs through managing 1) problem framing, 2) trust, 3) knowledge, and 4) consent. To overcomethese mechanismsof power, practitionersneed to address individual-,community-,and institutional-level barri-ers to participation in community-based food security planning processes. Practitioners and researchers canwork with disenfranchised groups to determine which agents have the power to create desired changes by utiliz-ing theory-based methods and strategies that focus on changing external determinants at multiple levels.

Purpose The recent shift in the Philippine Government’s emphasis from response to a more proactive approach came with the recognition that different stakeholders play important roles in the governance of disaster risk. The purpose of this paper is to look beyond the question as to whether all stakeholders are involved in disaster risk management planning and examines the extent by which the narratives of risk of actors at the margins shape how risk is framed in municipal DRM planning in Antique, Philippines. Design/methodology/approach This paper is based on a field study carried out in San Jose de Buenavista, Antique Province, Philippines. Data were gathered through key informant interviews and focus group discussions as well as a review of archival records and documents. Findings The narratives of CSOs and communities, which revolve around livelihoods and community life are conspicuously absent from the plans whereas that of government actors occupy a central position in the risk discourse. The study highlights the power-saturated process of defining and addressing risk to disasters, where knowledge is intimately linked to power as some voices shape plans and policies, whereas, others are excluded because their knowledge is socially constructed as less reliable and therefore irrelevant. Originality/value There is a dearth of studies that examine disaster risk as social constructions in the context of planning in the Philippines and in other disaster-prone countries.

Purpose Despite the common focus on studying future events, the study of risk management and foresight have developed as two segmented scientific fields. This study aims to investigate whether current risk management methodology is sufficient for long-term planning against threats from terrorism and other black swan events, and whether perspectives from foresight studies can contribute to more effective long-term security planning. Design/methodology/approach This study investigates the planning process of the rebuilding of the Norwegian Government Complex destroyed during a terrorist attack in 2011. The study examines whether security risk managers find current security risk management methodology sufficient for dealing with long-term security threats to the Norwegian Government Complex. Findings Current security risk management methodology for long-term security planning is insufficient to capture black swan events. Foresight perspectives could contribute by engaging tools to mitigate the risk of these events. This could lead to more robust security planning. Originality/value The main contribution of this paper is to investigate whether perspectives and methodology from foresight studies can improve current security risk management methodology for long-term planning and look for cross-fertilization between foresight and risk studies. A framework for scenario development based on security risk management methodology and foresight methodology is proposed that can help bridge the gap.

Purpose Farmers all over the country have been exposed to various adaptation strategies to climate change. The adaptation options however focus too closely on technical skills and technologies and fail to address critical social factors such as culture, beliefs and values that influence the adoption and effective implementation of new adaptation technologies, skills and capacity. This paper aims to assess the socioeconomic factors influencing farmers’ specific adaptive strategies to climate change in Pwalugu and Balungu communities in the Talensi district of the Upper East Region of Ghana. This study used purposive sampling technique to select the study communities, whereas simple random sampling technique was used to select a total of 100 respondents from the selected communities. Questionnaires, key informant interviews and focus group discussions were used in collecting data from respondents. This study used detailed statistical test to analyze the data, and the results are presented in the form of figures and tables. This study highlights the legal and institutional context which must be adopted for effective response to climate change impacts in rural communities in Northern Ghana. It also recommends that government and relevant stakeholders should collaborate with financial institutions to ensure that funds are readily available to farmers to enable them to effectively adapt to climate change as well as provide training/workshop programs to farmers to enhance their capacity in planning and implementing effective strategies to climate change. Design/methodology/approach This study used the integrated methodological approach where quantitative methods were combined with appropriate qualitative methods. According to Sandelowski (2000), this method ensures reliability (the extents to which results are consistent over time) and validity (the means of which measurements are accurate) of the research. A combination of participatory methods, including key informant interviews, household questionnaire surveys and focus-group discussions were used, allowing local people the opportunity to participate by sharing their experiences and knowledge to outline possible solutions to the problem at hand. Multiple methods (Yeasmin and Rahman, 2012) are good at reducing the inadequacies of a single method. Cross-sectional study was used in designing the research. Variables were measured or determined at the same period in a given population. This method allowed the assessment of practices, attitudes, knowledge and beliefs of a population in relation to a particular event or phenomenon (Olsen and George, 2014). Findings The findings of this study revealed farming as the major occupation in the two communities with males being dominant. Diverse livelihood activities such as fishing, animal/poultry rearing, firewood/charcoal production, hunting and driving were other activities respondents engaged to earn a living. In terms of institutional arrangements, avoidance of bush burning and tree felling were the norms influencing decision-making in the two communities. Fear of being punished, animals feeding on some of the grasses, trees inducing rainfall as well as benefits respondents get from trees were the reasons these norms were adhered to in the study area. Access to land, gender dynamics and finance were identified as the socioeconomic factors in the study area. High demands by landowners, last minute change of mind by landowners, limited fertile lands, lack of money to acquire lands, behavior of tenants, number of acres required and lands far from water bodies were the challenges associated with acquiring land in the communities. Access to finance influenced respondents’ ability to acquire fertile lands, lands closer to water bodies and any number of acres of their choice. Gender however impeded women adaptation strategies to climate change. Women were not allowed to own land and other property in the form of animals simply because they are seen as migrants and they do not know the history of the land. Originality/value This is a master’s thesis project. This paper shows the socioeconomic factors, which are influencing farmers’ specific adaptation to climate change in the Talensi district of Ghana.


Subject Iran water crisis. Significance Increasing demand and ineffective management, exacerbated by climate change, are imposing unsustainable strains on the country's freshwater resources. Water shortages have stoked local conflicts within Iran, and clashes with Afghan forces. Mounting water stresses risk undermining economic development, food security and, potentially, political order. Impacts Water scarcity will increase competition for water between agriculture, power generation, urban and industrial demand. Food security will be highly vulnerable to diminishing water availability, increasing import bills and fiscal burdens. Inter-provincial and international tensions over shared waters will rise. Mass population displacements from desertified regions could occur. The environmental sector will provide increasing opportunities for economic and diplomatic engagement with Iran as sanctions are lifted.

Purpose This paper aims to investigate and review adaptation measures in the livestock sector from 21 African countries through literature survey and grounded theory approaches. The adaptation themes that emerged captured essence of measures and experience drawn from varied country submissions and contexts instituted to make the livestock sector climate compatible in as far as adaptation is concerned. Design/methodology/approach Literature survey approach was used on the impacts of climate change on livestock and a review of the submitted adaptation measures. The study used grounded theory approach to derive meaning from the retrieved information. The grounded theory was derived inductively through systematic collection and analysis of data pertaining to the submitted National Communications reports. The retrieved themes were then examined and interpreted to give meaning and draw conclusions through coding, conceptualizing, categorizing and theorizing. Findings Results identify eight adaptation themes: carrying capacity and policies; integrated pasture management; capacity building, extension, training, awareness and information sharing; livestock breeding, diversification and intensification; disease, vectors and parasites management; technology, innovation, research and development; alternative livelihood; and water supply. The findings show that African Governments have been implementing effective adaptation measures for food security through building a climate resilient livestock production system. Originality/value This study is one of the first to lead to recommendations that decision- and policymakers, private sectors, relevant stakeholders and government officials and scientists should play a key role in ensuring that adaptation measures reach farmers, herders at grassroots level. In addition, governments should create an enabling environment (policies) in climate change adaptation to improve food security. These recommendations might be helpful in many communities where adaptation to climate change is a pressing issue.

The research was conducted in Waimangit Village of Buru Regency with the objectives to analyze community food security planning, make projections for diversification of local food consumption and food security in Waimangit Village. The approach used is qualitative with the basic method of descriptive analysis. The results showed that, Local food consumption is still low with the level of diversification of food consumption is also still low, factors that affect the level of diversification of food consumption is, expertise in processing, number of household members and social interaction, There is no shift of rice consumption pattern to local food, local food consumption condition only occurs at certain age segmentation, Food security level generally belong to food vulnerable where household is long term plant based farmer

Purpose The purpose of this study is to unravel the changing nature of climate change impact on the food and human security sector of the Nigerian State. Design/methodology/approach This study is an in-depth case study that involves the use of both quantitative and qualitative data. Statistical data on climate variability in Nigeria obtained from reliable databases were use in the making of analysis. Also, data derived from semi-structure interviews and special reports from International Non-governmental organizations on the subject matter were also used in the study. The findings of the study were based on an in-depth analysis of both primary and secondary sources of data. The secondary data were derived from existing published academic works. The primary data was developed using qualitative data that were collected from January to November, 2018 to 2019 in the different regions of Nigeria. For the South East, primary data was collected from Abakaliki, Ebonyi State. In the South-South, primary data was collected from Asaba, Delta State. In the South West, primary data was collected from Barutin, Kwara State. In the North East, primary data was collected from Maiduguri, while in North West, data was collected from Gusau, Zamfara State. In the North Central, data was collected from Markurdi, Benue State. During the data collection, 48 semi-structured Key Informant Interviews (KIIs) were carried out in the six selected research areas that represented their geo-political zones. Six Focus Group Discussions (FGDs) were carried out, one for each of these six selected cities. Each of the Focus Group Discussions comprised between five and seven respondents. The idea of KIIs and FGDs is to allow the respondents to freely express their ideas comprehensively. Again, in other to get varied forms of responses, the respondents are mainly farmers however, a number of NGOs, civil servants, fertilizer sellers, government officials, transporters and aged men and women/retirees. It should be noted that the respondents cut across male and female gender of all ages and ethnic configuration. The respondents were also randomly selected through social networking. To avoid having people of similar The KIIs were three academics; two community leaders; two small scale fish farmers; rice, cassava, fish, livestock and crop farmers. All KIIs ad TIs were transcribed and analysed using thematic content analysis. Findings The findings revealed that climate change has negatively affected food security in Nigeria. it has also led to continuous armed confrontations over natural resources thereby undermining human security in the country. Originality/value This study is 100% original and can be assessed through turn it in evaluation.


Subject Food security and climate change challenges in the Sahel. Significance Despite improved cereal output in 2018-19, many communities have entered the annual ‘lean season’ in a fragile position. Climate change is slowly destabilising the regional balance, while spreading insecurity prevents the region from realising the full benefit of its sustained development efforts. Impacts At 17.7% above the five-year average, the 2018-19 cereal harvest offers a good basis to meet needs during the May-September lean season. Local shortages should be spotted by robust regional early warning systems, with emergency grain stocks and donors ready to step in. Pastoralist populations are in a particularly vulnerable position, as insecurity affects access to many important grazing zones.
