Purpose The purpose of this paper is to consider the existing literature surrounding the use of technology in today’s society to inform future developments across emergency services. Reference to the Police Service in particular will have a resonance for many other public agencies who are utilising more and more technology. Design/methodology/approach Literature from a policing background will be reviewed to discover the positive impacts and benefits attached to its use, the potential obstacles to its implantation, and how lessons from one agency may be of benefit to others. Findings The findings suggest that there appears to be attention required in the application of technology by public agencies, namely, workforce culture, training and budgets, and legislation which need to be addressed if the use of technology by public agencies is to be successful. Originality/value This paper seeks to learn lessons for the implementation technology by a public agency, namely, the police, in an attempt to inform other public bodies. By doing so, it is believed the lessons learned will make the application of such technologies more effective.

PurposeThe purpose of this study is to determine the barriers and constraints executive decision-makers have to face during the delivery method selection stage of water and wastewater projects using alternative project delivery (APD) methods, e.g. design-build (DB), design-build-operate (DBO) and construction management-at-risk (CMAR).Design/methodology/approachStructured interviews were conducted with 18 executive decision-makers from public agencies to identify the reasons for transitioning to APD from the design-bid-build (DBB) method. Respondents were also asked about the major obstacles they faced during the decision-making process, as well as key positive and negative factors in using APD methods. The executive decision-makers were also asked about their lessons learned during this process. In addition, this study collected key steps in making APD water and wastewater projects successful. All of the findings from the interview phase were validated by seven public agency executive decision-makers of water and wastewater industries.FindingsOne major study finding was that executive decision-makers chose the APD method because it provided cost and schedule benefits and the owner could also choose the designer or builder based on qualifications. The study also found that the main obstacles executive decision-makers faced were: (1) difficulty in implementing APD methods because they do not follow the low-bid process, (2) reluctance to use DB/CMAR because of the status quo and (3) unfamiliarity of city councils/elected commissions with the DB/CMAR process. The validation survey found that most findings from the initial phase of interviews were confirmed by the executives who took part in validation phase.Research limitations/implicationsThe major limitation of this research is the small sample size. As the executive decision-makers are very hard to reach for interviews, the authors failed to get interviews from a large number of them, despite repeated efforts made by the authors. Another limitation of this study is that the authors contacted most of the executive decision-makers listed in the WDBC list. These executive decision-makers worked for public agencies and, therefore, the views from private agencies could not be included in this research. The authors understand that the validation of the study findings is very important. However, due to the scope and limited time available for the research, the authors could not validate the findings of this study with other public agencies.Practical implicationsSelecting APD methods instead of DBB methods in water and wastewater projects for public agencies is a crucial issue during the project planning phase. Agencies' executive decision-makers need to understand the advantages and disadvantages of APD methods, along with the transition process in order to smoothly deliver projects. The findings of this study will assist public agency executive decision-makers to mitigate risks, overcome obstacles and become more educated about the APD method process, so that these projects can be successfully delivered within budget and on time.Originality/valueThis paper contributes to the existing body of knowledge by identifying lessons learned related to various APD method issues, which can be utilized by municipal executive decision-makers to successfully complete future APD projects.

Purpose – This paper aims to describe major developments at Copac, including changes that facilitate use for interlibrary loan activity, introduce the Copac Collections Management project and look toward future developments in the context of the UK’s National Monograph Strategy. The Copac service gives access to the merged catalogues of 95 UK and Irish national, academic and specialist libraries, and is still growing. Design/methodology/approach – This paper is a descriptive account. Findings – This paper identifies and describes some of the implications of the reengineering of Copac; addresses the role and benefits of the Copac Collections Management project; and looks ahead to forthcoming development areas. Originality/value – This paper is a valuable update on the service provided by Copac, as well an overview of the forthcoming Copac Collections Management tools service, and an introduction to future developments within the National Monograph Strategy context.

Purpose What happens when a librarian outgrows their maker learning location or transfers to a new library? The purpose of this study is to explore the planning process for second and/or new library makerspaces. Is the planning more intentional? Is there more focus on how the makerspace should be put together for the community served? Is the community further involved? This study will explore those questions and more. Design/methodology/approach Using content analysis, the perspectives of practicing librarians in the achievement of subsequent makerspaces are examined. Data include librarian interviews, an analysis using NVivo 11 through the lens of design thinking, and a final review using member checking by each research participant. Findings Makerspaces continue to grow in popularity in school and public/community libraries. What is unexplored is the moving from a first makerspace to the implementation of a second and/or new maker learning location. More intentional planning is involved. The community served by the library is further engaged in the planning. Study results illustrate the value that community insight and intentional planning play in the design and implementation of makerspaces. Originality/value Makerspaces in libraries continue to grow in popularity; in turn, the body of peer-reviewed, scholarly publications also continues to grow. Librarians in the field are beginning to move from their first to second makerspaces. This study investigates those perspectives. Much can be gained from the experiences of those who have implemented their second or third makerspace.

Purpose This paper aims to present a case study focused on developing a change-ready culture within a large organization. Design/methodology/approach This paper is based on personal experiences gleaned while driving an organization-wide culture change program throughout a major financial advisory firm. Findings This paper details over a dozen key lessons learned while transforming the HR department from a fragmented, ineffective, reclusive and disrespected department into one that was competent, knowledgeable, enabling and a leader of change. Originality/value Drawing on the real-world culture change intervention detailed here, including results and lessons learned, other organizations can apply similar approaches in their own organizations – hopefully to similar effect.

Purpose Unlike manufacturing and research and developments, major infrastructure projects rarely emphasize or drive their objectives on the basis of innovation. This is in part because of a risk-averse culture, yet conceivably great benefits and opportunities are being lost because of this behavior. Design/methodology/approach The case for focusing on innovation in infrastructure projects is that the reasons driving innovation are not fully understood, and this impedes the effective implementation of lessons learned for the numerous innovative projects into practice more generally. The purpose of this study was to discover how innovation is produced and captured in major infrastructure projects in Australia and to understand how innovation may be replicated for future projects through refinement of design, project management, finance and procurement. Findings Engineering and project managers may find this paper helpful to better understand how innovation might happen in infrastructure projects and what different forms it can take. Originality/value The findings of this study demonstrate that people and culture drive consistent successful infrastructure outcomes more than simply the development of new products or processes.

PurposeAs the education of new police constables moves to degree level, this paper explores the introduction of Evidence-Based Policing (EBP) as a pillar of the evolution of the police service as a profession.Design/methodology/approachCombining a review of key literature and explorations of practice, the current situation, challenges, and benefits of the adoption of EBP as philosophy are explored.FindingsThe benefits to the police service and individuals of wholeheartedly adopting EBP are huge; however, such adoption does not come without challenges.Originality/valueThis paper provides a contemporary snapshot in relation to the process of embedding EBP across the new educational routes to joining the police service. The opportunities provided by adopting EBP as philosophy across the service will assist in supporting and strengthening the sustainability of policing locally, nationally, and internationally.

Purpose The purpose of this paper was to investigate the physiological cost of concrete construction activities. Design/methodology/approach Five concrete construction workers were recruited. The workers’ three-week heart rate (HR) data were collected in summer and autumn. In this paper, several HR indexes were used to investigate the physiological cost of work in concrete construction trades, including average working HR, relative HR and ratio of working HR to resting HR. Findings This paper measures how absolute and relative HRs vary throughout a workday and how working HR compares to resting HR for individual workers. Research limitations/implications Field observations are usually extremely difficult as researchers need to overcome a number of barriers, including employers’ resistance to perceived additional liabilities, employees’ fear that their level of activity will be reported to managers and many other practical and technical difficulties. As these challenges increase exponentially with the number of employers, subjects and sites, this study was limited to a small number of subjects all working for the same employer on the same jobsite. Still, challenges are often unpredictable and lessons learned from this study are expected to guide both our and other researchers’ continuation of this work. Originality/value The time effect on the physiological cost of work has not been considered in previous studies. Thus, this study is noteworthy owing to the depth of the data collected rather than the breadth of the data.

Purpose Although self-management is not a new phenomenon, there is a lack of understanding about how to transform organizations towards self-managing teams (SMTs). The purpose of this paper is to propose a guiding framework for how the empowerment process can be managed. Design/methodology/approach The paper sets out 12 guidelines on how to address the transition towards SMTs based on a case study at a large Dutch healthcare organization. The lessons are drawn from observations, documents and more than 55 interviews with key informants. Findings This paper provides a holistic overview of lessons learned from the transformation process towards SMTs. The 12 recommendations are targeted at four stakeholder groups, namely, the management/board, HRM department, coach-managers and members of the SMTs. Originality/value The originality lies in the systematic approach including lessons learned for all levels of the organization.

Purpose Critically examining the development of online distribution in hospitality and tourism, this paper aims to speculate on likely future developments for the next decades. Design/methodology/approach The article review prior literature, combining themes with industry insights to speculate about the future. Findings The paper speculates on likely future scenarios for online distribution in hospitality and tourism, including further consolidation of major players, blurring of lines between organization types and the substitution of existing systems by mainstream e-commerce players. Research limitations/implications This paper provides a baseline analysis of the development of online distribution for use by future researchers. Practical implications This study speculates about likely future scenarios in hospitality and tourism distribution and their implications for industry practice. Originality/value To the best of the author’s knowledge, this is the first attempt to extrapolate the likely future of hospitality and tourism online distribution and its implications for industry.

Purpose Effective BIM application hinges on the development of appropriate strategies for its implementation. Though some strategies have been deployed to facilitate BIM implementation in China, their outcomes are not clear. The purpose of this paper is to provide recommendations regarding appropriate strategies for promoting the development and implementation of BIM in China based on lessons learned from advanced implementation experiences in other countries. Design/methodology/approach First, existing strategies are investigated and barriers to BIM implementation mentioned in previous studies are summarized. Then, the identified barriers are mapped to the strategy contents. Finally, a comparative analysis on different areas is conducted to propose suggestions for identified items of BIM implementation strategies that need to be improved. Findings Six unaddressed barriers to BIM implementation strategies in China were identified from the mapping results: insufficient government lead/direction, organizational issues, legal issues, high cost of application, resistance to change of thinking mode and insufficient external motivation. Originality/value The findings of this study can be used to facilitate the development of appropriate strategies within the public and private sectors for promoting BIM implementation in China and elsewhere.
