Uncertain future turns east Ukraine rebels into rivals

Significance Peskov's remarks hint at a deal that would advance Russia's interests at Ukraine's expense. The potential losers also include leaders of the two rebel entities, the Donetsk People's Republic (DNR) and the Lugansk People's Republic (LNR). Moscow is now disinclined to countenance a separate future for these territories. Local leaders' awareness that they are dispensible has heightened tensions between them and also within each entity. Impacts Conflict resolution in Ukraine increasingly depends on a US-Russia deal. Moscow will ensure the rebel administrations are malleable to facilitate any future settlement. Armed conflict between the two rebel entities is unlikely despite the friction.

Significance An armed conflict at Europe's eastern end is entering its fifth year, yet international conflict resolution efforts and sanctions against Russia have not produced appreciable change. Kyiv's inability to cope with the dual challenges of conflict and domestic governance is disappointing its EU partners, which in recent months have been distracted by domestic and intra-EU concerns. Impacts The lack of a senior, wholehearted champion of reforms in Ukraine will complicate EU efforts to encourage change. US-Russian talks on a peacekeeping deployment offer a slim chance of a workable conflict-resolution mechanism. Hungarian and Polish disputes over language and history leave Kyiv with tensions with two EU neighbours.

Purpose The following question drove this research: Would the pursuit of a rights-based approach, one that considers local dynamics and political sensitivities result in greater economic integration and social inclusion of Syrian refugees in Turkey? The paper aims to discuss this issue. Design/methodology/approach This piece draws on independent research the author conducted in Turkey and other frontline states to the war in Syria from 2016 to 2018. Findings Despite a shift in government policy toward Syrian refugees, without an overarching rights-based approach that includes the participation of all stakeholders and considers local dynamics and political sensitivities, enhancing the livelihood security of Syrian refugees and vulnerable members of host communities remains bleak in Turkey. Originality/value This original paper closely examines the Government of Turkey’s response to the humanitarian crisis that was precipitated by the armed conflict in Syria. The paper also examines the socioeconomic dynamics and increased tensions between the Syrian refugee and host communities.

Purpose – The purpose of this paper is to investigate the impact of family communication patterns (FCPs) on adolescents’ choice of conflict resolution strategies during family holiday planning. Design/methodology/approach – The paper is framed by and builds on the literature on the adolescents’ choice of conflict resolution strategies and the FCP. The sample was collected using a survey among 400 adolescents in India. Exploratory factor analysis, confirmatory factor analysis and structural equation modelling have been used to analyse the data. Findings – The paper provides a significant relationship between FCP and the choice of conflict resolution strategies. The study findings suggested that adolescents’ choice of resolution strategy depends on the type of communication environment in the family. It has been seen that adolescents have more say in concept-oriented families and use different types of resolution strategies compared to socio-oriented families. Practical implications – The present study has considerable implications for the marketers and the academicians. Through FCP, marketers will be able to segment the families and, hence, may introduce efficient and competent marketing strategies and promotional campaigns. Originality/value – The paper offers insights into the choice of conflict resolution strategy by adolescents’ in different FCPs. The study has originality and offers value to marketers as it focuses on adolescents, and explores their perceptions about their influence during the decision process.

PurposeThis paper examines the implications, for States Parties, of the 1954 Convention safeguarding regime in the context of contemporary non-international armed conflict and ANSAs, with a general focus on the Middle East and in situ cultural property.Design/methodology/approachAs the nature of conflict changes and armed forces become further engaged in supporting peacekeeping operations and deliver training to host nation security forces, and human security becomes an increasingly important function of military operations, the protection of cultural heritage (as an expression of a people's identity) becomes a significant contribution to individual operations.FindingsInternational obligations to States Parties for the in situ protection of cultural heritage, under both International Humanitarian Law and HC54, become an ever increasing important responsibility for armed forces to help deliver.Research limitations/implicationsWhile NATO is increasingly focussed on the defence of western states parties from threats posed by the Russian Federation, and observing a commercially and military assertive China, a recent report issued by the Pentagon noted that the Islamic State in Iraq and Syria (ISIS) is regrouping in Iraq faster than in Syria and could regain territory in six to twelve months in the absence of sustained military pressure.Practical implicationsPreservation in situ is used by heritage professionals to refer to the protection of a cultural heritage asset in its original location while the in situ protection of cultural property is a cornerstone topic of the 1954 Hague Convention Special Protection category. The Convention was drafted with international armed conflict in mind but the initial signatories to the Convention had sufficient foresight to consider non-international armed conflict and its potential effect on in situ cultural property by parties to the conflict, including Armed Non-State Actors (ANSA)Social implicationsUN Security Council Resolution 2449 (December 2018) recognized the negative impact of the presence, violent extremist ideology and actions on stability in Syria and the region of both Islamic State of Iraq and the Levant (ISIL) and the Al-Nusrah Front (ANF). This includes not only the devastating humanitarian impact on civilian populations but also the unlawful destruction of cultural heritage.Originality/valueANSAs comprise individuals and groups that are wholly or partly independent of State governments and which threaten or use violence to achieve their goals, such as Islamic State. As such, the military operating environment has changed since 1954.

Purpose This paper aims to analyze conflict resolution practice in public procurement. The specific feature of this sphere is the presence of the state and the resulting differences in assessing the chances of protecting one’s interests in court, as well as the effectiveness of judicial conflict resolution mechanisms. Design/methodology/approach This paper is based on the findings of a large-scale survey of suppliers conducted in 2017. To identify the characteristics of suppliers that use different conflict resolution mechanisms, probit-models were evaluated. For robustness check, combined mechanisms for resolving conflict situations were also considered and multi-nomial logistic regression was used. Findings The survey results showed that the majority of suppliers prefer to resolve conflicts in public procurement using an out-of-court negotiation with procurers while only 31% of respondents resort to judicial proceedings. At the same time, suppliers potentially involved in informal relations with procurers, are less likely to go to court and less often use negotiations. Practical implications The results of the study can be used as a justification for the development of a regulatory and organizational framework for the use of negotiations, mediation, arbitration and other alternate methods of conflict resolution in public procurement. Originality/value This paper makes an important contribution to the conflict-handling strategies of businesses and government by presenting for the first time a quantitative assessment of the prevalence of mechanisms for resolving conflicts in public procurement and factors influencing the choice of a conflict resolution mechanism.

Purpose This paper aims to analyze conflict resolution strategies among individuals who encountered disputes with family, neighbors, workmates, businesses, strangers, government authorities or other members in their communities during the COVID-19 pandemic. Design/methodology/approach Applying a difference-in-difference approach by sex, the authors use a representative panel of adults living in 82 cities from across Mexico to measure changes in antisocial strategies (violence) and prosocial strategies (non-confrontational methods and dialogue) to resolve disputes. Findings During the COVID-19 pandemic, men reduced their use of violence by 19.6% while women did so by 17.4%. There was a parallel rise in non-confrontational strategies used to solve conflicts equal to 73.6% for men and 62% for women. The use of dialogue as a tool for resolving disputes increased by more in cities that banned the sale of alcohol. Alternative Twitter data corroborates the main findings, suggesting that individuals are becoming more prosocial during the pandemic. Originality/value To the knowledge, this is the first empirical study to analyze changes in strategies for conflict resolution as a consequence of the COVID-19 pandemic. This paper contributes to the literature by demonstrating how individuals adapt their dispute strategies under extraordinary circumstances such as a pandemic, with a focus on a middle-income setting.

The purpose of the article is to analyze the causes of political conflicts in world his-tory and ways to solve them. The novelty of the study is determined by the fact that political conflict is understood as an attempt to overcome the stagnation of the development of the state or society as a whole. This study is based on the use of a set of approaches, norms, directions of various industries, and theoretical and methodological developments of different authors, in addition, the authors independently determined their own specific approaches, conceptual foundations and author understanding of a particular study. The authors show that overcoming a political conflict is possible both by coordinating the positions of various political forces and by external coercion in an armed conflict. The article shows that when using methods of external conflict resolution, political agreements in the country are completely leveled, and at the same time, the creation of a new political field is required. The practical significance of the study is determined by the fact that the use of local conflict resolution methods will fully implement state development strategies that will contribute to the formation of a sustainable society.

PurposeThis essay draws on my experience in the democratic development of Albania and Kosovo. These leadership insights are shared in the contemporary context of the changes in the past ten years to the international development landscape in the Western Balkans and Central and Eastern Europe. My professional reflections on leading efforts to establish democratic institutions form the basis of these case studies on Albania and Kosovo. Drawing on these reflections (Schon, 1982) can generate a deeper understanding of the leadership practices that facilitated a successful transition, as well as make explicit the implicit practices in leadership that resulted in less than successful efforts.Design/methodology/approachThe analysis of the democratic development challenges in Albania and Kosovo are based on my experience in managing multi-million dollar nation building programs in both countries.FindingsThe democratic development of Kosovo and Albania illustrate the challenges that most leaders in governments and civil society face working in transitional societies. It should come as no surprise that their respective roles and goals will come into conflict as local leaders fight to hold onto power, while many Western good governance programs promote sharing of power. This conflict is complicated by the question of to whom the NGOs and international organizations are accountable – their donor or the community they are working in?Originality/valueThe analysis is based on personal experience in developing and implementing nation-building programs in Albania and Kosovo.

PurposeThe increasing globalization of business has led to increasing demand for executives who can function in cultural milieus different from their own. This demand has been exacerbated by the fact that globalization has not led to cultural homogenization and hence, for good or bad, executives are not able to universally apply the home country's conceptualizations of rights, responsibilities and duties and must operate within the constraints of host country's cultural environments. Hence, business scholars and global executives increasingly need to reflect on the conceptualization of rights, responsibilities and duties; understand the historical context which has led to different conceptualizations across geographies and appreciate and harness these differences for improving business effectiveness. This paper helps in this endeavor by explaining the differences and similarities that exists between the Indian and Western cultures regarding the concepts of roles, responsibilities and duties. This exposition will help multinational organizations improve their internal practices and employee training methods.Design/methodology/approachThis study attempts to trace the differences and similarities in the conceptualization of rights, duties and responsibilities between the Western tradition and the Indic tradition by literature review. The Indic tradition refers to the broad cultural paradigm that shapes the thinking of the people of Indian subcontinent. The prominent sources of the Indic tradition include Hinduism and Buddhism. India was a British colony for two hundred years and is home to one of world's largest English-speaking population. There are more Muslims in the Indian subcontinent than in the Middle East (Grim and Karim, 2011). Hence, the Indic tradition has also been substantially influenced by the Western and Islamic traditions.FindingsThe paper argues that Westerners and Indians have different conceptualization of rights, duties and responsibilities and their relative importance. Broadly speaking, Indian ethos focuses on context-specific responsibilities while the Western attitude focuses on universal rights. These differing conceptualizations have been shaped by the cultural history of the two regions and are manifested in the decision-making styles, levels of individual autonomy and views on the ethicality of actions. There is a need to train expatriate Western and Indian managers on these issues to enable smooth functioning.Research limitations/implicationsThe cross-cultural literature has tended to lump together all non-Western civilizations under the category of East thereby ignoring significant differences between them. The Far-East countries of China, Korea, Taiwan and Japan have been highly influenced by the Confucian ethics. India-specific social systems like the caste system, division of human life span into stages with specific responsibilities, enduring worship of nature and Western influence through colonization have been absent in these countries or much less marked. The paper aims to bring forward the distinguishing features in Indian thought that contributes to its distinctive attitude toward rights, responsibilities and duties; contrast it with the Western views on rights and duties and identify the relevance of the discussion to the business context.Practical implicationsThe cross-cultural training needs to emphasize both conflict resolution and behavioral aspects. For example, the conflict resolution process in Western countries can be more algorithmic with conflicts being rationally determined by consistent application as well-defined rules (as nature of duties is more universal in Western tradition). On the other hand, conflict resolution practices in India need to be contextual and may require appeals to higher ideals (as nature of duties is more contextual and idealistic in Eastern tradition).Social implicationsThe differences in attitudes regarding rights, responsibility and duties between the West and India suggest the need for cross-cultural training of managers and contextual conflict resolution techniques. The need is exacerbated by the increase in the number of multinational corporations (MNCs). Earlier, most MNCs were headquartered in the West and hence cross-cultural training was primarily geared to help Western expatriates fit into the host country culture (Nam et al., 2014). The growth of Asian MNCs has increased the need of cross-cultural training for Asian expatriates (Nam et al., 2014).Originality/valueThe training processes can be customized to supplement cultural strengths and promote behaviors that are culturally inhibited. Employees in India can be trained to emphasize the value of assertiveness in communication, the need to articulate one's personal success and appreciate the rigid nature of rules in Western contexts. Similarly, Westerners can be trained to emphasize the importance of context in business interactions, the need to forge personal relations for business success and the importance of paternalistic behavior in securing employees commitment.

PurposeWe explore and explain how academic organizations attempt to establish legitimacy in a transition to a postconflict context, and we examine the ethical challenges that emerge from insightful approaches to formal education in such contexts.Design/methodology/approachWe use legitimacy theory to present a case study of a business school in Medellin, Colombia (herein referred to by the pseudonym BS-MED) in the empirical setting of the end of the most prolonged armed conflict in the world.FindingsWe identify the mechanisms implemented by BS-MED to comply with the Colombian government's peace process and rhetoric of business profitability and the faculty members' initiatives in response to social and academic tensions.Originality/valueThis study identifies the sources of the tensions and discrepancies between the regulatory and pragmatic versus moral and cultural-cognitive criteria of legitimacy in transitions to a postconflict context. This examination advances our understanding of the challenges that organizations face regarding changes to legitimacy over time. The extreme setting of our case positions academics as key players who lead the search for legitimacy. This study challenges the understandings of legitimacy in the literature on organizations, which rarely consider broader sociopolitical transitions to a peace context.
