Ethnic affairs play an important role in socio of ethnic groups’ solidarity, assurance of security and national defense stability. In -economic development, maintenanceorder to improve the quality of ethnic affairs, it is practical to carry out postgraduate training of officer implementing ethnic affairs using state budget with the aim of encouraging and enhancing officer quality to satisfy high-quality human resource in international integration.

Subject. This paper discusses the assessment of economic effects of project implementation in the defense industry. Objectives. We investigate economic effects in the defense industry from the bottom, i.e. we calculate methods for analyzing specific project in specific conditions. Methods. The study rests on the rules for licensed trade, tax and accounting practices. Results. We offer tables to assess the effect of job creation, license and tax payments in international transactions. Conclusions. The economic effect of defense projects is very ambiguous, as it depends on the country, the existence of the national defense industry, and indicators in question. Given the high interest to defense technologies in the military technology recipient country, it is possible to remove technology transfer transactions from the general regulation, and create special conditions for projects implementation.

Purpose Nowadays, the defense industry is considered a significant part of the manufacturing industries. Military products in the world have a high level of diversity, delivery speed and appropriative operational functionality. Therefore, various producing, high quality and high-speed delivery of military products are of great importance in enhancing Iran’s defensive power. Defense industries’ supply chain agility is a response to how to produce military products with these features. Therefore, the purpose of this paper is to provide a model for the agile supply chain of defense industries to show the relationship between agile practices and their hierarchy. Design/methodology/approach First, the authors identify the most important supply chain agility practices by expert’s questionnaire. Then, using factor analysis, practices are categorized and validated based on structural equation modeling (SEM). SEM showed a meaningful relationship between agile supply chain practices. Finally, using interpretative structural modeling, a model is presented to show the logical relationships and hierarchy between these practices. Findings The results show that out of a total of 62 practices introduced in the previous research for the agile supply chain, 37 practices in the agility of the supply chain of defense industries are effective. The 4 new agility practices were identified in this research. These 41 practices were classified into 8 categories including supplier relationship, workshop level management, organizational structure improvement, human resource management, product designing, improve and integrate the process, application of information technology and customer relationship. Improvement of organizational structure was at the highest level of the model. Therefore, managers first should focus on it. Research limitations/implications Given the confidentiality of information in the defense industry, the distribution of questionnaires and their collection was one of the most important limitations. A variety of defense products in land, air and sea areas, and a large number of industries in each sector, forced the authors to select the only land area. Although the results of this research can be used in the air and sea areas, but cannot be said that the implementation of this study presented model will fully lead to the defense industries’ supply chain agility in air and sea sectors. Originality/value This is the first research on the supply chain agility of Iran’s defense industry that bridges the gap between theory and practice. The classification of 41 practices in the form of 8 measures and examining the relationship between them is a new and practical approach for understanding the relationships between different variables that affect supply chain agility. This study introduces four new agility practices including the use of new technology and equipment, human resource balance, the use of expert human resources, training and employee empowerment, which can be considered in many industries of developing or less developed countries. Considering the specific situation of defense industry supply chain in comparison with other industries, the results of this research can be used by other defense industries of similar countries.

We carry out research on the practice of optimization and improvement of human resource management informatics in State Grid Company, in order to improve human resource information harvest and enhance the depth and breadth of management. Being the creed file of the system, this paper describes the overall technology framework, deployment scheme and application integration scheme. The SG-ERP human resource information management system is an information platform that is transverse integration and lengthways transfixion, covering the whole business and staff. It also upgrades the scope of the human resource information system and the support capability, both interior and exterior information, for human resource operation.

Large scale aspherical optical component plays an important role in National defense industry. It is based on the large size aspherical machine tools, so the stiffness and accuracy of the machine tools lead to the accuracy of the mirror directly. The tools consist of a turntable shaft and three linear axes including X/Y/Z axises. This paper analyzes a desirable arrangement of Y-axis linear motors so that the error of Y-axis produced indirectly can be minimized.

This article discusses patterns of corruption in the arms business around the world. It finds corruption to be widespread, almost ubiquitous in some sectors such as submarines, and affecting developed democracies as recipients as much as other countries. Anti-corruption efforts face severe challenges in proving corruption in highly complex financial cases involving multiple jurisdictions. However, they also face obstruction from exporter governments who are reluctant to prosecute their national defense industry champions so that even where investigations bear fruit, companies tend to receive light treatment. The article argues that corruption in the arms trade is not merely and simply a matter of individual and corporate greed, but is, on the seller’s side, also an element of defense industrial policy as countries seek to maintain advanced technological capabilities in the face of limited domestic demand, widespread international competition, and a buyer’s market. For recipients in buyer, and sometimes also seller, countries, an underemphasized aspect is the role of arms trade corruption as a means of securing political finance by senior politicians involved in decisionmaking. Thus, the practice occupies a systemic role in political competition, complicating efforts to tackle it.

The article presents the characteristics of the Ryś and Irbis wheeled armored personnel carriers (Polish abbrev. KTO) designed in Poland. They constituted a deep modernization of the Czechoslovakian SKOT medium wheeled armored transporter. The paper presents the genesis of works on these vehicles and their main contractor, Military Automotive Works No. 5 in Poznań, which has dealt with repairs and modernization of combat vehicles since the 1950s. In the following part, the tactical and technical data of the basic version of the Ryś wheeled armored personnel carriers and special-purpose vehicles based on it are discussed, with particular attention paid to the versions that are of interest to the Ministry of National Defense. Next, the Irbis wheeled armored vehicle, and the special-purpose versions built on its chassis are characterized and presented to the International Defense Industry Exhibition in Kielce.

The article analyzes the effectiveness of the budget spending on the develop-ment of military-industrial complex in Russia. The authors assess the impact of re-industrialization policy on the competitiveness of the Russian economy. The research methodology is in the frames of the structural analysis. The Russian defense industry is investigated, basing on the statistics of the federal budget expenditures on national defense, as well as the expertise of government weapons programs. The authors conclude that the implementation of re-industrialization policy will support inefficient industries and sectors instead of eliminating the effect of factors that hinder economic development.

The purpose of this study is to describe governance related to alternative defense human resources in the context of defense budget efficiency embodied in the human resources of the reserve components and defense support components. This research is a qualitative research. This type of research uses a comprehensive analytic study and an analytical normative approach. The discussion regarding defense human resources needed to build a defense force includes active military, compulsory or conscripted military, voluntary military or reserve components and supporting components. Active military and mandatory military in relation to service are almost the same, it's just that the mandatory military has a limited period of service in accordance with the rules of the state. In taking into account the human resources of defense, it is not only active military and conscription, but includes reserve and supporting components. Human resource management is essentially a cycle from recruitment to separation - then the actual defense HR management must be carried out continuously. So thus, the management of human resources for defense of existing human resources (TNI personnel) must be carried out continuously, starting from recruitment, education, use, welfare, and separation. The TNI is a major component in the national defense system supported by the Komcad and Komduk. Two mandates of the national defense law that have not yet been resolved are the Komcad Draft Law and the Komduk Draft Law. And based on the description of human resource management, it is very important that this draft law be completed.

Este artigo tem por objetivo evidenciar os fundamentos do Poder Aeroespacial e identificar as principais atribuições da Força Aérea Brasileira estabelecidas na Estratégia Nacional de Defesa (END). O autor traz a lume aspectos doutrinários do Poder Aéreo, ou Poder Aeroespacial, bem como a sua importância como projeção do poder militar, uma das expressões do poder nacional, como preconizado na doutrina da Escola Superior de Guerra. A Estratégia Nacional de Defesa (END) é analisada em seus aspectos mais relevantes, destacando-se os seus três eixos estruturantes, que tratam, respectivamente, da: reorganização das Forças Armadas; da reorganização da indústria nacional de defesa e da composição dos efetivos das Forças Armadas. O autor evidencia as atribuições da Força Aérea Brasileira previstas no referido documento, que em síntese são as seguintes: prioridade da vigilância aérea; poder para assegurar a superioridade aérea local; capacidade para levar o combate a pontos específicos do território nacional; e domínio do potencial aeroestratégico. Assim, com vistas a dar cumprimento à sua missão institucional, o Comando da Aeronáutica elaborou o Plano Estratégico Militar da Aeronáutica (PEMAER), bem como o Projeto “Força Aérea 100”, o qual contém as diretrizes necessárias para orientar o futuro da Força Aérea Brasileira (FAB) nas próximas décadas.   This article aims to highlight the fundamentals of Aerospace Power and to identify the main attributions of the Brazilian Air Force established in the National Defense Strategy (NDS). The author brings to light doctrinal aspects of Air Power, or Aerospace Power, as well as its importance as a projection of military power, one of the expressions of national power, as prescribed in the doctrine of the Brazilian War College. The National Defense Strategy is analyzed in its most relevant aspects, highlighting its three structuring point facets, which deal respectively with: reorganization of the Armed Forces; the reorganization of the national defense industry; and the composition of the Armed Forces personnel. The author highlights the attributions of the Brazilian Air Force provided in the aforementioned document, which in summary are the following: priority of aerial surveillance; power to ensure local air superiority; ability to take combat to specific points in the national territory; and controlling of the strategic aviation potential. Thus, in order to fulfill its institutional mission, the Aeronautics Command elaborated the Aeronautical Military Strategic Plan (PEMAER- acronym in Portuguese), as well as the “Air Force 100” Project, which contains the necessary plans to guide the future of the Air Force (FAB) in the coming decades. Este artículo tiene por objetivo evidenciar los fundamentos del Poder Aeroespacial e identificar las principales atribuciones de la Fuerza Aérea Brasileña establecidas en la Estrategia Nacional de Defensa (END). El autor trae a la luz aspectos doctrinarios del Poder Aéreo, el Poder Aeroespacial, así como su importancia como proyección del poder militar, una de las expresiones del poder nacional, como preconizado en la doctrina de la Escuela Superior de Guerra.
