In -economic development, maintenanceorder to improve the quality of ethnic affairs, it is practical to carry out postgraduate training of officer implementing ethnic affairs using state budget with the aim of encouraging and enhancing officer quality to satisfy high-quality human resource in international integration.

Introduction. Given the limited own resources of local self-government, it is important to ensure the effective functioning of the mechanism for providing investment subventions from the state budget. Such investment subventions include subventions for the formation of infrastructure in the united territorial communities and subventions for the implementation of measures of socio-economic development of separate territories. The purpose of the paper is the analysis of the mechanism of providing and using investment subventions to local budgets in order to identify disadvantages and eliminate them. Results. Providing an “infrastructure” subvention to local budgets has strengthened the capacity of united territorial communities and to some extent improved the quality of services provided to the population. During 2016–2019, UAH 6.5 billion was allocated from the State Budget of Ukraine to local budgets for infrastructure development and 9475 projects were implemented. With the help of these subventions, schools, kindergartens, outpatient clinics, cultural and sports institutions, water mains and roads were built and repaired, and specialized transport was purchased. However, in recent years, the role of this subvention has decreased significantly due to the fact that the number of UTCs that received an infrastructure subvention during 2016–2021 has increased significantly, and its volume has hardly changed. The amount of subventions from the state budget to local budgets for the implementation of measures for socio-economic development of certain territories has also decreased, which negatively affects the capacity of local governments in the field of investment projects. Conclusion. The volume of investment subventions remains insufficient, and their distribution is partly in a “manual mode”, which creates a favorable environment for political corruption and lobbying.

Environmental regulation is an important means of restraining enterprises and protecting the environment. Rationalization of environmental regulatory policies can promote high-quality regional economic development. The optimization and upgrading of the industrial structure has an intermediary effect on the impact of environmental regulations on the high-quality development of the regional economy. After collating and analyzing previous research, this article proposes to classify 30 Chinese provinces into regions with higher than the national average HDI (human development index) and lower than the national average HDI based on the average HDI of Chinese provinces. We explore the mediating effect of industrial structure on environmental regulation and high-quality regional economic development. The model passed the full-sample robustness test and the robustness test with GDP as the replacement variable. The empirical results show that environmental regulations of different intensities have different effects on the quality of regional economic development. The effect of environmental regulations on development quality is mainly mediated through the transformation and upgrading of the industrial structure. Enterprises need reasonable incentives from environmental regulations to transform and upgrade. The mediating effect of the industrial structure on environmental regulations is greater in regions with below-average HDI values than in regions with above-average HDI values, which shows that the industrial structure is the mechanism underlying the effect of environmental regulations on the quality of regional economic development. This result proves that adjusting environmental regulatory policies can effectively promote the upgrading of industrial structure, thereby promoting high-quality regional economic development. Based on this, the article puts forward several policy recommendations.

As the Chinese economy enters the stage of new normal, high-quality economic development has become the current priority. Economic development should not be achieved at the cost of environment and resources. Clarifying the interactive relationship between water environment pollution and the quality of economic growth can help realize water environment protection and sustainable economic development. Based on the data of 30 provinces and cities in China, this paper studies the bidirectional mechanism between water environmental pollution and the quality of economic growth with the dynamic simultaneous equations model. The paper concludes that environmental pollution and the quality of regional economy growth have strong hysteretic nature; And that water environmental pollution and the development of regional economy display the relationship of bidirectional feedback. Discharge of pollutants into the water environment can inhibit high-quality development of regional economy. As the intensity of water environmental pollution increases by 1%, the quality of regional economic growth decreases by 0.0230%; Hence as the quality of regional economic growth increases by 1%, the intensity of water environmental pollution increases by 0.148%. Therefore, sustainable economic development should be attached with due significance, by removing the factors of environmental pollution, timely adjusting environmental policies, and promoting harmony between ecological environment and economic growth.

Along with the development of society and economy, researchers begin to focus on the quality of economic development from simple pursuing economic growth rate. There are many indexes to measure the economic development quality, and carbon efficiency is one of the most important indexes. This paper constructing DEA model to calculate carbon efficiency indexes directly, through the carbon efficiency evaluation, can reflect the quality of economic growth objectively and then provide scientific basis for relevant government departments to make environmental economic decisions. Therefore, this study selects the four provincial-level municipalities of China (Beijing, Shanghai, Tianjin and Chongqing) as a case to evaluate carbon efficiency.

Technological innovation is considered to be an effective way to promote the quality of economic development and green transition under environmental policies, while the specific mechanism of this process is still unclear. Thus, the purpose of this paper was to examine how technological innovation mediates the relation between environmental regulation and high-quality economic development. Based on the panel data of 34 industries in China from 2007 to 2015, this paper firstly calculated the green total factor productivity (GTFP) as a proxy variable for the quality of economic development through the super-slack-based measure model, and then analyzed the impact of environmental regulation and technical innovation on the GTFP by making use of the mediation effect model. The results showed that environmental-related policy directly affected the GTFP while technological innovation indirectly moderated this process, where the moderate impact of technological innovation was industrial heterogeneous. Specifically, the relation between environmental regulation and GTFP was positively and partially moderated by technological innovation in clean industries and high-tech industries, while positively but completely moderated by technological innovation in low-and medium-tech industries. Moreover, the mediating effect of technological innovation in pollution-intensive industries was positive but insignificant.

Lam Dong is evaluated as a potential province in socio-economic development in the Central Highlands for many years. The development speed of Lam Dong contributes significantly to the development speed of the Central Highlands and the whole country. Contributing to that growth, we must mention Lam Dong's strategy of investing in the quality of human resources. More specifically, the input of high quality human resources based on local strengths is the fast, strong and sustainable direction of Lam Dong in recent years. This paper focuses on analyzing and evaluating the quality of human resources in Lam Dong in three aspects considered to be "three specialties" of Lam Dong which are human resources in the field of high-tech agriculture and human resources. in the field of tourism services and human resources for ethnic minorities. Since then, the article proposes solutions directions in the strategy for developing human resources, especially high-quality human resources of Lam Dong in the future.

The search for effective methods of management is one of the strategic directions of economic development. To obtain high-quality products, organizations should manage nonconformities and causes of product defects. The paper focuses on the analysis of groups of defects of welded joints using statistical methods. Welding process was considered as one of the processes of management. The possible causes of nonconformities were indicated. The method of failure modes and effects analysis was used to quantify the level of risk. A matrix of consequences and probabilities was presented, and critical risks and risk situations were selected. The proposed measures to eliminate or minimize negative effects enable identification of problem areas of the life cycle of welded structures.

As a multi-ethnic country, the Party and the State of Vietnam have always determined that ethnic affairs and national solidarity have a huge significant position. Building a contingent of ethnic minority staff in the political system remains one of the solutions to realize equality and solidarity among ethnic groups. The recent building of ethnic minority staff has been paid special attention and achieved certain remarkable results. The quality of ethnic minority staff has been increasingly improved. This importantly contributes to the socio-economic development of Vietnam in the upcoming years.  


Cities are dynamic phenomena containing natural, cultural, historical, social and artificial elements including people, and shaped by requirements of daily life. Such elements comprising cities are elements also constituting source for tourism. From the point of tourism, the main component of urban environment is view quality and areas with a high quality of view are also areas which are attractive for touristic activities. Sustainable tourism which is an important industry for economic development purposes is closely related to modernization of cities without impairing their natural or cultural texture and prevention of impairment of urban esthetics which is one of the fundamental attraction elements of tourism. In this study natural and cultural resources shaping the environment and constituting resource for tourism in Bosnia-Herzegovina has been esthetically evaluated and visual tastes have been identified and urban esthetics has been emphasized in terms of tourism. For this purpose, various literature data has been analyzed in the study and experiences and data obtained by direct observation have been evaluated to identify tourism facilities in BosniaHerzegovina
