AbstractPolitical decentralization has been promoted as a way to devolve responsibility, bring government closer to citizens, and improve accountability. The shift prompted new local elections, but were the elected officials responsive to citizens or to national party elites? This study examines unique survey data from 125 Colombian mayors to identify the factors they believe were critical in their victories and thereby to identify the people to whom they believe they owe loyalty: citizens or party leaders. Examining the relative value mayors assign to their own actions versus those of the party, combined with information on how they financed campaigns, sheds important light on subnational electoral dynamics in Colombia.

The introduction of directly elected mayors potentially represents a major reform of the operation of local government in Britain. Drawing upon survey data collected at the time of the first two London mayoral elections, this article considers whether such elections necessarily deliver the advantages claimed for them by their advocates. It addresses three questions: (1) What was the basis of public support for the new institutions; (2) who participated in the London elections, and why; and (3) what accounts for voting behaviour in the London elections? In particular we examine how far the election of a single-person executive helps provide people with a clear choice, encourages citizens to vote on the qualities of individual candidates rather than on their party affiliation, and motivates people to vote on distinctively local issues as opposed to national ones. Our results suggest that while mayoral elections deliver some of the advantages claimed for them, they may be less successful on others. The extent to which directly elected mayors enhance the local electoral process is thus doubtful.

Abstract Individual candidacy in local elections is expected to produce more aspirational, qualified, and strongly committed regional leaders. Individual candidates in the Regional Head Election are also an alternative to accommodate the human rights of every Indonesian Citizen who does not run through a political party. The existence of individual candidates will surely break the partitocracy (political party dominated democracy) and the oligarchy of political parties so that the aspirations of the bottom get a place in the political process. With the allowance of individual candidates, it will enable the birth of candidates from the public who are considered more qualified public than just a figure who carried a handful of political party elites. On the other hand, the increased support of the people towards the existence of individual candidates should be seen as an effort to increase people's political participation in the regional head elections and the implementation of more accommodative and democratic regional elections. Up to now it should be recognized that the nomination of regional head is dominated by political parties. The absence of a transparent and democratic recruitment system led to this process being influenced more by political party elites and political brokers. The position of the political party becomes very central because all candidates must pass there and of course a candidate will not get the ticket of the political party for free. With the regulation allowing individual candidates will directly push the process of internal democratization of political parties to be more selective and democratic in determining the candidates. The type of research conducted is descriptive qualitative research, namely research conducted describes the situation of elections of regional heads. The analysis conducted in this research is qualitative analysis by drawing deductive conclusions that is drawing conclusions from things that are general to things that are special. Keywords: pemilukada, regional autonomy Abstrak Pencalonan perseorangan dalam pemilihan kepala daerah diharapkan menghasilkan pemimpin daerah yang lebih aspiratif, berkualitas, dan berkomitmen kuat menyejahterakan rakyat. Calon perseorangan dalam Pilkada juga sebagai alternatif untuk mengakomodasi Hak Asasi Manusia (HAM) politik setiap Warga Negara Indonesia (WNI) yang tidak mencalonkan diri melalui partai politik. Adanya calon perseorangan tentunya akan mendobrak partitokrasi (demokrasi yang didominasi partai politik) dan oligarki partai politik agar aspirasi dari bawah mendapatkan tempat dalam proses politik. Dengan diperkenankannya calon perseorangan, maka akan memungkinkan lahirnya calon dari masyarakat yang dianggap publik lebih berkualitas daripada sekedar figur yang diusung segelintir elit partai politik. Di sisi lain, meningkatnya dukungan rakyat terhadap keberadaan calon perseorangan harus dilihat sebagai upaya meningkatkan partisipasi politik rakyat dalam pemilihan kepala daerah dan terselenggaranya pemilihan kepala daerah yang lebih akomodatif dan demokratis. Hingga kini harus diakui pencalonan kepala daerah lebih banyak didominasi partai politik. Tidak adanya sistem rekuitmen yang transparan dan demokratis menyebabkan proses ini lebih banyak dipengaruhi oleh elit partai politik dan para broker politik. Posisi partai politik menjadi sangat sentral karena semua calon harus lewat sana dan tentunya seorang calon tak akan memperoleh tiket partai politik tersebut dengan gratis. Dengan adanya regulasi yang memperkenankan calon perseorangan secara langsung akan mendorong proses demokratisasi internal partai politik untuk lebih selektif dan demokratis dalam menentukan calon-calonnya. Jenis Penelitian yang dilakukan adalah penelitian deskriptif kualitatif, yaitu penelitian yang dilakukan menggambarkan situasi pemilihan kepala daerah. Analisis yang dilakukan dalam penelitian ini adalah analisis kualitatif dengan menarik kesimpulan secara deduktif yaitu menarik kesimpulan dari hal-hal yang bersifat umum kepada hal-hal yang bersifat khusus. Kata Kunci : pemilukada, otonomi daerah

The collapse of the Soviet Union has spurred much scholarly debate about the reasons for the rapid disintegration of this apparently entrenched system. In this article, it is argued that the basic source of ultimate weakness was the obverse of the system’s strengths, especially its form of organization and its relation to Marxist–Leninist ideology. Democratic centralism provided cohesion for the Communist Party of the Soviet Union (CPSU) but also gave inordinate control over ideology to the party leader. Mikhail Gorbachev carried out an ideological revision that undercut the legitimacy of party elites and his restructuring of the system left the party with no clear functional role in the society. The successor party, the Communist Party of the Russian Federation (CPRF), has made a surprising comeback for communism, utilizing the Leninist model of party organization, which has proved to be highly effective in the Russian political culture. Furthermore, the CPRF, under party leaders like Gennadi Zyuganov, has avoided Gorbachev’s ideological deviations while attempting to broaden the party’s base through the cultivation of Russian nationalism.

This paper analyzes the extent to which the performances of local and national governments can shape local election outcomes. Specifically, we use various waves of survey data from Taiwan’s Elections and Democratization Studies (TEDS) to explore whether a person’s assessments of local and central government performances affect his/her vote for the incumbent party candidate. Our empirical findings partially verify the so-called “referendum theory” and can be summarized as follows: First, voters who hold a positive assessment of the performance of local government are more likely to vote for an incumbent who seeks reelection, but this is not necessarily the case for an incumbent party candidate in an open-seat contest. Second, Taiwan’s local elections cannot be regarded as referenda on the central government because the central government approval rating does not consistently affect vote choices across different types/levels of local elections.

This study is one of Turkey at the sea coast in Izmir and Ankara in other inland fisheries are conducted to determine consumer preferences. 306 people in Izmir and 405 people in Ankara were directly interviewed and the orginal data for the research was gathered. Survey data were anlyzed with using SPSS and Microsoft Excel software packages. According to the survey data; it is determined that individuals consumed mostly white meat at the rate of 81%, and consumed white meat at the rate of 19%. At least 46% of these individuals consume fish once a week at a minimum. It is determined that 83% of the individuals in Ankara consumed white meat, 17% consumed red meat. It is found out that at least 30% of these indiviudals consumed fish once a week at a minimum. Aquaculture products are highly important for the nutrition due to its being animal protein resource. In spite of the fast growing population and big problems seen in balanced diets, aquaculture products are not efficiently benefited. As a result of our country to increase fish consumption habits and consumption of fishery products on human health in the short and long term benefits should be explained. To this end, local governments and other regional organizations and institutions of the people in the area where the handle will be of interest to fisheries and should be in promoting.

The purpose of this study is to look at how the relationship between local parties and national parties has not been revealed publicly, analyze the objectives of Aceh Party affiliation with national parties in the 2019 legislative elections and Analyze what strategies Aceh parties play in affiliating with national parties in the 2019 legislative elections. This study uses a qualitative approach with descriptive methods. Data collection techniques to be carried out in this study consisted of semi-structured interviews, observations, and documentation studies to find out the purpose of the political affiliation of Aceh party cadres to national parties. Through this research, it was found that the Aceh Party continues to strive to consistently fight for the interests of Aceh, especially in the issue of special autonomy that has not yet been realized. Then the Aceh Party as a local party that won the General Election in Aceh since 2009 has continued to try to maintain the acquisition of seats and expand the interests of the party, especially at the national level by placing its cadres in the national party.

AbstractThe real significance ofthe Representation of the People Act, 1918, for the Liberal and Labour parties lay in its mundane and little discussed financial provisions, not in its extension of the franchise. Despite the electoral reforms of 1883–5, election contests before 1914 were still expensive enough effectively to exclude the Labour party from politics outside the industrial centres. In 1918 the politicians of the older parties took the opportunity to relieve their pockets of a substantial part of the expense of elections. However, Labour was the main beneficiary: its new strategy of contesting seats nationwide was only made possible by the changes in and underlying the Fourth Reform Act. These changes, in turn, enabled Labour to benefit from being a ‘national’ party and ‘alternative government’, during a period when the established leading ‘progressive’ party was divided and weakened. The Fourth Reform Act also assisted Labour's strategy of eliminating the Liberal party as a parliamentary force: Liberals could be denied election victories in the countryside and the suburbs by hopeless but inexpensive Labour interventions.

Political scientists have traditionally dismissed the Democratic and Republican National Committees as “service providers”—organizations that provide assistance to candidates in the form of campaign funding and expertise but otherwise lack political power. I argue this perspective has missed a crucial role national committees play in American politics, namely that national party organizations publicize their party's policy positions and, in doing so, attempt to create national party brands. These brands are important to party leaders—especially when the party is in the national minority—since they are fundamental to mobilizing voters in elections. In case studies covering the Democratic National Committee (DNC) and Republican National Committee (RNC) in the period 1952–1976, I show that minority party committees prioritize their branding role and invest considerably in their publicity divisions, inaugurate new publicity programs, and create new communication tools to reach out to voting groups. Additionally, I show that in cases where the party is out of the White House, the national committees have considerable leeway in deciding what party image to publicize. Rather than being mere powerless service providers, I show that party committees have played crucial roles in debates concerning questions of ideology and issue positioning in both parties.

Parliamentary candidates face choices about the extent to which they personalise their election campaigns. They must strike a balance between promoting their party’s message and their own personal appeal, and they must decide how much effort to invest in developing personalised campaign activities. These decisions determine the nature of the campaigns that candidates run, and therefore, voters’ experience during elections. In this article, we use individual-level survey data from the British Representation Study to explore the extent to which candidates personalise their election campaigns in terms of messaging focus and activities. We find that candidates who live in the area they seek to represent, and those who are more positive about their electoral chances, run more personalised campaigns, in terms of focus and activities. Incumbents’ campaigns, meanwhile, are more personalised in their focus only, while candidates who have held national party office tend to use a greater range of personalised campaign activities.
