Enhancing Pipeline Research Project Management With Post-Assessment

Post-assessment of pipeline research project assesses the project implementation process and the subsequent effect of the project application. The former assesses the realization of the research goals, the quality of the project implementation, the conformity to the research plan, and the ability of the project manager, while the latter attaches more importance on the long-term application and achievement of the technology developed by the research project after it has been accepted by the administrative department for one year or more. Post-assessment of pipeline research project provides a reference for scientific and technological administrative department in decision-making to improve project quality and investment efficiency of research activities, upgrade the management level. PetroChina Pipeline Company (PPC) used two years to set up the index system, choose the weight factors and build the assessment modeling of the post-assessment method. After that, a large number of research projects had been assessed by project managers and management staff to test the post-assessment method in order to modify the assessment software. This paper will: • Demonstrate the characteristics of the post-assessment of pipeline research project • Describe the scope and content of the post-assessment • Illustrate the process of the post-assessment • Identify required index system and calculation modeling • Discuss advantages of post-assessment in enhancing pipeline research project management

On the basis of common index system framework of budget performance evaluation", the paper improves the performance evaluation index of various stages (inputs, processes, outputs and effects) of common index system framework of budget performance evaluation, according to the stakeholder theory, project management theory, mapping principle and combined with project implementation process. And it provides the implementation details of various stages of project management based on key performance indicator method. So it designs a set of performance evaluation common index system to provide reference for improving management performance of government investing construction projects.

The aim of the study was to investigate approaches to the formation of general educational skills. A survey examining the design and research process was carried out by 6th-grade Russian students over the course of an extracurricular project entitled «Names of Modern Professions». In the paper, the selection of the «Lexicology» section for such activities carried out by school pupils is substantiated and stages of work on the project are described. The applied methodology involves theoretical analysis of scientific literature, formative experimentation, analysis of products of educational activities, observation and description. It is concluded that the design of extracurricular research activities in the Russian language contributes to the formation of general educational competencies in conducting surveys and searching for information on the basis of subject skills.

There is a need for multimodal strategies to keep research participants informed about study results. Our aim was to characterize preferences of genomic research participants from two institutions along four dimensions of general research result updates: content, timing, mechanism, and frequency. Methods: We conducted a web-based cross-sectional survey that was administered from 25 June 2018 to 5 December 2018. Results: 397 participants completed the survey, most of whom (96%) expressed a desire to receive research updates. Preferences with high endorsement included: update content (brief descriptions of major findings, descriptions of purpose and goals, and educational material); update timing (when the research is completed, when findings are reviewed, when findings are published, and when the study status changes); update mechanism (email with updates, and email newsletter); and update frequency (every three months). Hierarchical cluster analyses based on the four update preferences identified four profiles of participants with similar preference patterns. Very few participants in the largest profile were comfortable with budgeting less money for research activities so that researchers have money to set up services to send research result updates to study participants. Conclusion: Future studies may benefit from exploring preferences for research result updates, as we have in our study. In addition, this work provides evidence of a need for funders to incentivize researchers to communicate results to participants.

Starting from the introduction of the management of scientific research project, and then gives a detailed description based on J2EE architecture, the lightweight composite framework involving Spring, Struts and iBATIS and an iterative method is employed in project management. With a series of functions such as application, recommendation, processing, approval, assessment and management of scientific research project and so on, the system has the characteristics of easy maintenance, dynamic propagation and strong expansibility. Finally the safety of the system is discussed from two perspectives, namely its design and environment. Years’ of application in the management of scientific research project in Gansu Province has proved its good stability, fast response and high safety.

Product lifecycle management is one of the main developmental aspects of advanced manufacturing technology. Anti-fatigue design is the key content in product lifecycle management. For designing the fatigue life of shaft exactly and determining the assessment method, the influencing factors must be realized roundly. The mechanical model of shaft is set up at first, and then the main factors that affect the fatigue life of shaft is discussed, the interrelations of the main factors and the framework are founded. The assessment equation of fatigue life for shaft is put forward and the influencing coefficient of multi-axial stress to fatigue life is analyzed. The results of this paper will establish the base of anti-fatigue and assessment life of shaft.

The assessment of already installed anchorages for a possible exceeding of the service load level is a question that is gaining more and more importance, especially in building maintenance. Bonded anchors are of particular interest here, as the detection of a capacity reduction or load exceedance can cause damage to the concrete-bonded mortar behavior. This article investigates the extent to which ultrasonic methods can be used to make a prediction about the condition of anchorages in concrete and about their load history. A promising innovative assessment method has been developed. The challenges in carrying out the experimental investigations are the arrangement of the transducers, the design of the test set-up and the applicability of direct, indirect or semidirect ultrasonic transmission. The experimental investigations carried out on a test concrete mix and a bonded anchor system show that damage to the concrete structure can be detected by means of ultrasound. The results indicate the formation of cracks and therefore a weakening of the response determined by means of direct, indirect and semidirect ultrasonic transmission. However, for application under non-laboratory conditions and on anchors with unknown load history, the calibration with a reference anchor and the identification of the maximum load is required. This enables a referencing of the other loaded anchors to the unloaded conditions and allows an estimation of the load history of individual anchors.
