Studies on Pipeline Risk Management in China

The safety of oil & gas pipelines is vital to the environment, people and properties. In this paper, the pipeline risk management is summarized. A management plan of pipeline integrity adopted worldwide based on intelligent inspection is introduced, and the actuality of pipeline risk management in China and the problems are mentioned. An integrated solution which emphasizes that the legislation on pipeline safety is the safeguard of it, to enhance pipeline safety management is the key for it and to design pipeline databases and risk assessment system based on digital computerized technology is the foundation of pipeline safety, is proposed. Only these three aspects are closely worked in, can the pipeline risk be effectively controlled, so that it is possible to reduce pipeline risk in maximum and keep pipelines operating safely and efficiently.

The absence of a regional, open water vessel collision risk assessment system endangers maritime traffic and hampers safety management. Most recent studies have analysed the risk of collision for a pair of vessels and propose micro-level risk models. This study proposes a new method that combines density complexity and a multi-vessel collision risk operator for assessing regional vessel collision risk. This regional model considers spatial and temporal features of vessel trajectory in an open water area and assesses multi-vessel near-miss collision risk through danger probabilities and possible consequences of collision risks via four types of possible relative striking positions. Finally, the clustering method of multi-vessel encountering risk, based on the proposed model, is used to identify high-risk collision areas, which allow reliable and accurate analysis to aid implementation of safety measures.

This Paper presents the method TransCanada PipeLines uses to assess the integrity risks with respect to operating its high pressure natural gas pipelines. TransCanada PipeLines’ experiences, results and successes gained through the implementation of its risk program, TRPRAM (TransCanada Pipelines Risk Assessment Model) are highlighted.

As a tool that can effectively support ecosystem management, ecological risk assessment is closely related to the sustainable development of ecosystems and human well-being and has become an active area of research in ecology, geography and other disciplines. Taking Dujiashi Gully for the study of gully loess erosion, a comprehensive risk assessment system for identifying risk probability, sensitivity and impairment was established. The spatial distribution of comprehensive ecological risk was analyzed, the ecological risk management categories were simultaneously delineated based on the risk dominant factor and the risk management strategies were formulated in loess regions. The results were as follows: (1) the spatial differences in comprehensive ecological risk were significantly different in the research area. The regions with extremely high and high risk were mainly located in gully areas and secondary erosion gullies, which are in 28.02% of study area. The extremely low-risk areas covered 1/3 of the study area and were mainly distributed to the northwest and south of the study area, where hills are widely spaced. (2) The combined analysis of ecological risk and terrain found that the elevation decreased first and then rose but the comprehensive ecological risk increased first and then decreased from north to south. Comprehensive ecological risk and terrain generally showed an inverse relationship. (3) The study area was divided into four types of risk management categories. Risk monitoring zones, habitat recovery zones, monitoring and recovery zones and natural regulation zones encompass 14.84%, 12.44%, 26.47% and 46.25% of the study area, respectively. According to four types of risk management categories, different risk reduction measures were designed to improve regional sustainable development capacity. Risk identification and risk management categories based on comprehensive ecological risk model can design a sustainable development path for social ecosystem and local farmers and provide a method for sustainable development for similar gully landscapes.

Risk assessment in large organizations with extensive operational domains has been a challenging issue. Employing an efficient method along with realistic pair comparisons, applying subjective inferences of organization experts, and purging the intrinsic ambiguity of inferences, are not reflected in current airlines' safety management. Traditional two-dimensional risk assessment for risk management of safety hazards, however, is no longer sufficient to comply with this complexity. A new model for risk management and a novel formula for risk index calculation, based on a fuzzy approach, are presented in this study. In this new model, unlike in the traditional approach, the latent aftermath of safety reports, especially those which affect the continuity of the business, is also taken into account. In this model, along with the definition of a new structure for risk management, risk analysis should be restructured. To that end, a two-dimensional classic risk formula was replaced with three-dimensional (nonlinear) exponential ones, considering “the impact on the business” as a source of risk and hazard. For measuring the safety risk using the Fuzzy hierarchical evaluation method, considering experts' opinions, three criteria in four different operational fields were developed. This method employs a Fuzzy ANP to help quantify judgments, make qualitative judgments in the traditional method, and weigh the priority of elements contributing to risk. Also, it provides a tool for top-level as well as expert level management to monitor safety more precisely, monitor the safety level within their departments or organizations, set quantitative safety goals and provide feedback for improvement as well as find the most critical areas with the least cost. In this study, an airline has been selected as a case study for the risk assessment of reports based on the new model.

Objective: to construct an integrated nursing risk management assessment system, standardize nursing risk assessment and management process, and improve the implementation rate of nursing risk assessment and nursing safety quality. Methods: a special team was set up to construct an integrated nursing risk management and assessment system, including management personnel, clinical nurses and information engineers, to analyze the problems existing in the old nursing risk assessment and design an integrated nursing risk management and assessment system. Results: the integrated nursing risk management assessment system was applied in all wards of the hospital from July 2019 to September 2019, and 25,778 cases were evaluated. It has the advantages of intelligence, integration, convenient operation, historical score query, guiding standard management of high-risk patients. Conclusion: the intelligence, integration and standardization of the integrated nursing risk management assessment system can improve nursing efficiency, standardize nursing risk management, improve nursing staff satisfaction, and reduce the incidence of nursing adverse events in high-risk patients.

Coastal safety accidents are characterized by a high proportion of human negligence and repeated occurrences of accidents caused by the same factors. The Korea Coast Guard prepares and implements various countermeasures to prevent accidents at coastal safety accident sites. However, there is a shortage of safety facilities and safety management personnel according to the limited budget. In addition, the ability to be proactively and proactively respond is low due to the limitations of the coastal safety accident risk forecasting system, which relies on the meteorological warning of the Korea Meteorological Administration. In this study, as part of preparing the foundation for establishing a preemptive and active coastal safety management system that can manage accident-causing factors, predict and evaluate risk, and implement response and mitigation measures after an accident occurs before coastal safety accidents occur. The establishment of a risk assessment system was proposed. The main evaluation factors and indicators for risk assessment were established through the analysis of the status of coastal safety accidents. The risk assessment methodology was applied to 40 major hazardous areas designated and managed by the Korea Coast Guard.

This paper presents the characteristic of Outage Nuclear Safety Management Guideline (ONSMG) for Qinshan CANDU plant and the introduction of shutdown and low-power PSA (SPSA) of TQNPP. The SPSA model is used to assess the outage configuration risk of OT109. The result and its risk insight are discussed about the two different outage working plan. In conclusion, the risk of nuclear safety and the economic are discussed based on the risk assessment result.

Every practical activity carried out by student at Aircraft Engineering Departement, then these activities have risks that need mitigation measures. In safety risk management requires departement to conduct an assessment of the risks that can occur from an activity using hazard identification, risk assessment and mitigation. By identifying types of hazards, assessing risks, getting results in the form of risk matrix and risk level and identifying mitigation actions that can be taken and accepted. Furthermore, it produces hazard identification and risk assessment & mitigation (HIRAM) documents, and controls risks to acceptable and tolerable levels with mitigation measures. Safety risk management which is one of the standards in implementing safety management system in Aircraft Engineering Departement can be fulfilled.

Based on a preliminary studyof five medical record processing at the Dr Soediran Mangun Sumarso Wonogiri Regional Hospital, thebigger risk is filing, in the medical record unit there is no standard risk management operationalprocedure and there is no report related to risk management. This type of research is descriptive with across sectional approach. The subjects are the Facility Management and Safety coordinator, head ofmedical records, and head of filing. The object of the filing room and the risk management process. Theresearch instruments were observation guidelines and interview guidelines. Data analysis was carriedout by univariate. The results show that risk management at Dr Soediran Mangun Soemarso WonogiriHospital has been carried out. Safety Facility Management is a working group to plan risk managementin each unit. The medical record unit of Dr Soediran Mangun Soemarso Wonogiri Hospital implementsrisk management with an appropriate sequence of risk management processes starting fromcommunication consultation, scope of context criteria, risk assessment, risk treatment, monitoring andreview. In the filing section of the Dr Soediran Mangun Soemarso Wonogiri Regional Hospital, there isone important stage that is overlooked in the risk management process, namely the scope, context, andcriteria stages. The conclusion of this study is that the Facility and Safety Management section hasimplemented a risk management process in the medical record unit but has not been maximallyimplemented in the filing section.

With the diversified developments of the financial market, commercial banks are confronted with various risks, among which the credit risk is the core, and thus the assessment of enterprises’ credit risks is especially important in the credit process of the commercial banks. Based on the relevant researches about commercial banks’ credit risk management, the paper carries out a deep analysis on the factors that may affect the credit risk assessment and then establishes a relatively comprehensive credit risk assessment system. In this paper, we apply our risk assessment model, which is established on the basis of GRNN neural network model, to make an empirical analysis with the selected sample data. And the results suggest that the hit rates of identifying high quality enterprises and low quality enterprises are 92.16 percent and 93.75 percent, respectively, indicating that the model has realized a good prediction.
