At present, the digital economy, which takes information technology and data as the key elements, is booming and has become an important force in promoting the economic growth of various countries. In order to explore the current dynamic trend of China’s digital economy development and the impact of the digital economy on the high-quality economic development, this paper measures the digital economic development index of 30 cities in China from the three dimensions of digital infrastructure, digital industry, and digital integration, uses panel data of 30 cities in China from 2015 to 2019 to construct an econometric model for empirical analysis, and verifies the mediating effect of technological progress between the digital economy and high-quality economic development. The results show that (1) The development level of China’s digital economy is increasing year by year, that the growth of digital infrastructure is obvious, and that the development of the digital industry is relatively slow. (2) Digital infrastructure, digital industry and digital integration all have significant positive effects on regional total factor productivity, and the influence coefficients are 0.2452, 0.0773 and 0.3458 respectively. (3) Regarding the transmission mechanism from the digital economy to the high-quality economic development, the study finds that the mediating effect of technological progress is 0.1527, of which the mediating effect of technological progress in the eastern, northeast, central and western regions is 1.70%, 9.25%, 28.89% and 21.22% respectively. (4) From the perspective of spatial distribution, the development level of the digital economy in the eastern region is much higher than that in other non-eastern regions, and the development of digital economy in the eastern region has a higher marginal contribution rate to the improvement of the total factor productivity. This study can provide a theoretical basis and practical support for the government to formulate policies for the development of the digital economy.

<p>The technology is not only an indispensable element involved in international trade, but also an important factor affecting the comparative advantage and trade patterns in international trade. Based on predecessors’ research and practice experience, this dissertation selects 20 factors to study the influencing factors, such as international technology transfer, the construction of infrastructure, the complexity of technological progress, economic development level and so on. By using the ISM model, the paper studies the correlation and gradation of influencing factors of international technology transfer. The analysis indicates there are 4 direct factors on surface and. 6 factors on path: the applicability and negotiability of the technology, international technology transfer intermediary. 3 direct factors: the construction of infrastructure. 5 indirect factors: environment changes of international economy, the complexity of technological progress. 2 factors in deep roots: economic development level and changes of industrial structure. Based on this, the paper puts forward corresponding countermeasures and suggestions from five aspects. Meanwhile, it provides certain references to improve the international technology transfer level, promote using international technology transfer to improve technology level, and upgrade the industrial structure.</p>

The results of the presented study confirm these fears: inactive lifestyle is becoming the norm. Today, it should be recognized that among the causes of the economic crises are not sufficiently taken into account the impact of technological aspects, namely the possibility of scientific and technical progress. The term “technological system” is used in the national economic science as an analogue of the concept of “wave of innovation”, it was first proposed in 1986 by Soviet economists D.S. Lvov and S.Yu. Glazyev in the article “Theoretical and applied aspects of Scientific and technological progress.” The way of understanding of technological structure, is the complex of mastered and breakthrough revolutionary inventions, providing a quantitative and qualitative leap in the development of the productive forces of human society. As a core set of technological structures the used technological processes are indicated, which, in turn, are the basis of the relevant production technology, linked to certain technological chains of the same type. It is believed that economic development is directly linked with the development of new technological chains, which are formed on the basis of the combined conjugate technological sets, which form the new technological order. That is why economists focus again turned to the theory of the cycles of the Russian economist Nikolai Kondratiev. It is assumed that the long-known theory of the wave-like nature of economic development is necessary to understand in relation to modern conditions, namely the use of the Kondratiev presentation about the short, medium and long waves concerning the economic situation of the modern states.

The studies on human capital and technological progress have given incredible insights on how countries in the world differ from one another. Yet there are more than those two reasons to account for differences among countries. There is a third reason why a country would differ in terms of its economic development progress, namely institutional factors. Hence developing institutional indices would give a deeper explanation than a mere theory. On the other hand, we can corroborate the institutional index with the general theory that low-quality institutions will impact an economy negatively. This study seeks to broaden the understanding of causes of economic growth by incorporating institutional index into a semi-endogenous growth model and finds a relationship between that index with human capital and technological progress

New party emergence poses major questions for the quality of democracy. New parties can help remove incompetent and corrupt politicians from power, re-engage citizens, represent neglected interests and issues, respond to changes in society, and provoke established parties to perform better. But new party emergence can also bring into public office inexperienced individuals offering easy and unworkable solutions to society’s woes. When they fail to deliver, they can further undermine trust in democracy, and fuel cynicism and disillusionment in politics more broadly. New parties may be responsive, but they are less likely to be responsible. Moreover, new parties tend to focus on the present, with a series of shorter-term goals. With their longer-term time horizons, well-developed and institutionalized parties are much more likely to help foster environments conducive to the innovation and technological progress integral to long-run economic development.
