The large-scale proliferation of China’s new type of agricultural entities has given rise to a higher demand for funds. Farmers have insufficient effective collateral, which makes it difficult for them to obtain sufficient loans. Chinese financial institutions have developed a biological asset mortgage loan business to cope with this situation. China has not considered biological mortgages but has been using real estate and asset mortgage models with strong realizability. This innovative financial business has achieved positive results since it was attempted, but it also faces many risks. It is very important to comprehensively and accurately consider the risk factors of biological asset mortgage loans. Based on 1249 production and operation data samples of new agricultural entities in Zhejiang, Henan, and Shandong provinces, this study constructs an XGBoost model for empirical analysis and compares it with logical regression, support vector machine, and random forest algorithms to obtain the optimal model and feature importance value. According to the characteristic importance value, a biological asset mortgage loan risk assessment system with 4 primary indicators and 20 secondary indicators is established, which can effectively identify the biological asset mortgage loan risk of new agricultural entities.

With the rapidly deteriorating of ecological environment and depletion of resources, construction investment of eco-materials industry is gradually increasing , so the investment risk assessment has become a hot research problem at present. In this paper, a new investment risk assessment system for eco-materials industry is presented, which combines rough set approach and support vector machine (SVM). It is different from traditional statistical methods. We can get reduced information table by rough set, which implies that the number of index and qualitative variables is reduced with no information loss by rough set approach. And then, this reduced information is used to develop classification rules, and SVM is trained to infer appropriate parameters. The result of the positive research indicated that this system is very valid for investment risk assessment of eco-materials industry and it will have a good application prospect in this area.

Mortgage loans for home purchase require careful analysis by all parties involved in the transaction, and credit-scoring is usually adopted to assist the decision process. From a credit institution standpoint, credit-scoring for mortgage loan risk evaluation becomes even more important in scenarios of economic turbulence and recession, primarily because of the severe restrictions imposed on credit availability that result from reduced access to both money and debt markets and subsequent decreasing liquidity. Employing an AHP – Analytic Hierarchy Process – based approach in the creditscoring system used by one of the major banks in Portugal, this study proposes a methodological framework conceived to adjust trade-offs among evaluation criteria and provide decision makers with a more transparent mortgage risk evaluation system. Practical implications of our framework are also discussed.

The modern agricultural industrial system composed of new agricultural management entities is the main force for rural revitalization. However, the research on the main body of new agricultural management is still in its infancy. This paper summarizes the existing problems of the new type of agricultural main body through a comprehensive summary and analysis of the research on the concept, type, characteristics and training mode of the new type of agricultural main body. At the same time, it summarizes the cultivation model of new agricultural management from the perspective of type and specialty. The new type of agricultural business entities can provide a guarantee foundation for the direction of large-scale mechanization of agricultural development in the future, expand the channels for agricultural entities to obtain information, and play the role of information resource allocation.

The article explores the issues in applying state risk-oriented oversight (supervision) approach over the activity of business entities and individuals providing medical services, including those of osteopathic medicine. The authors describe the models used by the Russian Federal Service for Surveillance in Healthcare and Social Development (Roszdravnadzor) and the Russian Federal Service for Surveillance on Consumer Rights Protection and Wellbeing (Rospotrebnadzor). The article defi nes the goals of the Russian Osteopathic Association to improve quality management system and risk assessment system. The study examines the laws and legislations of the Ministry of Health of the Russian federation, and research papers. The authors use different research methods: method of scientifi c hypothetico-deductive cognition, general logic methods and methods of research - analysis, synthesis, abstraction, generalization, induction.

The subject of the research – is a set of organizational-economic relations arising in the process of structural transformation of financial and credit relations in the agricultural business. The purpose of the article is a retrospective analysis of structural transformations of financial and credit relations in the agricultural business, evaluation of the effectiveness and feasibility of the introduction of agricultural receipts as a new instrument of lending to the agricultural business of the regions. Methodology of work – system-structural and comparative analyzes (to determine the effectiveness of the crediting mechanism according to the agricultural receipts of the farmers of the region); monographic (when studying the problems of the functioning of the mechanism of lending to agrarians by agrarian receipts) economic analysis (when carrying out a comparative analysis of the mechanism of classical bank lending to the agrarian business and the mechanism of lending to agrarians according to agrarian receipts); modeling and forecasting (when determining ways to overcome the existing deficiencies in the mechanism of lending to agrarian business entities of the region according to agrarian receipts). The results of the work – a retrospective analysis of the structural transformation of financial and credit relations in the agricultural business was carried out. The mechanism of crediting agrarians according to agrarian receipts and the scale of its distribution in the agrarian business of the region are considered. A comparative analysis of the mechanism of classical bank lending to the agrarian business and the mechanism of lending to agrarians according to agrarian receipts was carried out. In the framework of the pilot project “Agrarian receipts in Ukraine” of the international financial corporation (IFC) in partnership with the Swiss Confederation in Ukraine, the example of the Poltava region defined the effectiveness of the crediting mechanism according to the agrarian receipts of the agrarians of the region. The advantages and disadvantages of the mechanism of crediting the subjects of the agrarian business on agrarian receipts are noted. The ways to overcome the existing shortcomings of the mechanism of crediting the subjects of the agrarian business of the region according to agricultural receipts are determined. Conclusions – according to the results of the conducted research, the effectiveness of the mechanism of lending to the agricultural business of the regions according to agricultural receipts was proved, its advantages and disadvantages were noted, and attention was also focused. Proposed in Art. 7 of Law No. 5479-VI clearly delineate cases and restrictions on the debtor’s reimbursement of expenses incurred by the lender with the acquisition of the right to grow and harvest the pledged crop of agricultural products, which will ensure the principle of equality of parties on economic benefits and distribution of credit risks according to agricultural receipts.

In this article, the research of information system protection by ana ly zing the risks for identifying threats for information security is considered. Information risk analysis is periodically conducted to identify information security threats and test the information security system. Currently, various information risk analysis techni ques exist and are being used, the main difference being the quantitative or qualitative risk assessment scales. On the basis of the existing methods of testing and evaluation of the vulnerabilities for the automated system, their advantages and disadvantages, for the possibility of further comparison of the spent resources and the security of the information system, the conclusion was made regarding the deter mi nation of the optimal method of testing the information security system in the context of the simulated polygon for the protection of critical information resources. A simula tion ground for the protection of critical information resources based on GNS3 application software has been developed and implemented. Among the considered methods of testing and risk analysis of the automated system, the optimal iRisk methodology was identified for testing the information security system on the basis of the simulated. The quantitative method Risk for security estimation is considered. Generalized iRisk risk assessment is calculated taking into account the following parameters: Vulnerabili ty  — vulnerability assessment, Threat — threat assessment, Control — assessment of security measures. The methodology includes a common CVSS vul nerability assessment system, which allows you to use constantly relevant coefficients for the calculation of vulnerabilities, as well as have a list of all major vulnerabilities that are associated with all modern software products that can be used in the automated system. The known software and hardware vulnerabilities of the ground are considered and the resistance of the built network to specific threats by the iRisk method is calculated.
