The implementation of the Beijing-Tianjin-Hebei coordinated development strategy promotes the rapid development of the regional economy, but the consequent water shortage has become a major concern. How to optimize the allocation of water resources, promote the cooperation of water resources among various water-using departments, and maximize the water efficiency of the limited water resources in the region has become the main issue of research. Thus, this paper mainly studies the entropy value and the entropy difference of the grey relational entropy between water resources and economic systems. First, use the grey correlation entropy method to calculate the existing data to explore the relationship between the two systems, then use the FGM(1, 1) model to predict the grey correlation entropy value of Beijing-Tianjin-Hebei in 2020–2024, and finally, calculate the entropy difference of the grey relation entropy for the region from 2015 to 2024. The results show the following: (i) The connection between the water resources system and the economic system in the Beijing-Tianjin-Hebei region is poor, the entropy value between the two will continue to decrease from 2015 to 2024, and the degree of coordination has shown a decreasing trend. (ii) The entropy change value between the water resources system and the economic system in the Beijing-Tianjin-Hebei region reflects a gradual and orderly change trend. The research results can provide reasonable suggestions for improving the correlation between water resources and economic systems for government departments, local residents, and industrial enterprises in the Beijing-Tianjin-Hebei region, ultimately realizing the sustainable development of water resources and economic systems.

With the rapid development of society and the economy, the shortage of water resources and the deterioration of the water environment has resulted in restriction of the development of society and the protection of ecology and the environment. Consequently improving water efficiency is the key to realizing the sustainable utilization of water resources, and water efficiency evaluation is an important part of water resources management. Emergy theory aims to convert different dimensions of material and energy into solar energy, which can be analyzed and compared uniformly. Therefore, a new approach to assessing the economic efficiency of water resources, based on the water contribution to economic production, is evaluated using an emergy theory model. Water efficiency and system sustainability are explained by variables and emergy indicators in a regional water ecological–economic system (WEES) for Zhengzhou, China. The general status and economic efficiency of water resources in Zhengzhou are identified from the WEES. The average water contribution quantity and water contribution rate were 50.99 × 1020 sej and 6.13% during 2000–2011, respectively. Results also show that industrial water efficiency is higher than that of agriculture. This quantification method will help decision-makers to adjust water prices and provide better water services.

Water resources vulnerability (WRV) assessment is an important basis for maintaining water resources security in a basin. In this paper, considering the complexity of the water resources system and the uncertainty of the assessment information, a method based on the Bayesian theory was developed for performing WRV assessments while using the constructed indicator system. This system includes four subsystems, the hydrological subsystem, the socioeconomic subsystem, the ecoenvironmental subsystem and the hydraulic engineering subsystem. The WRV degree for each subsystem and the integrated water resources system were assessed. Finally, the assessment results and the characteristics of the Bayesian method were compared with those of the grey relational analysis method and the parametric-system method. The results showed the following. (1) The WRV of the integrated water resources system of the entire Zhangjiakou region was very high; Zhangjiakou City and Xuanhua County have tendencies to belong to Extreme WRV, with probabilities of 26.8% and 25%, respectively, while the other seven administrative counties have tendencies to belong to High WRV, with probabilities ranging from 24.6% to 27%. (2) Compared with the parametric-system method and the grey relational analysis method, the Bayesian method is simple and can effectively address the uncertainty issues with the reliable WRV assessment results.

Based on the situation of Guiyang’s water resources, society, economy, ecology, etc., a comprehensive evaluation index system of Guiyang’s water resources carrying capacity is established by selecting appropriate indexes. Based on the analytic hierarchy process (AHP) and the entropy method, an evaluation model of Guiyang’s water resources carrying capacity is constructed. The results showed that the comprehensive evaluation value of water resources carrying capacity in Guiyang City increased by nearly 53% from 2009 to 2018, and the regulation and control force of water resources carrying capacity and water resources carrying pressure showed an upward trend. Within ten years, the total comprehensive evaluation value of Guiyang is 0.4503—close to H2 level—and the membership degree of evaluation results over the years to H2 is greater than that of H1 and H3.H1, H2, and H3 are the three standard grades of water resources carrying capacity index, and the degree of carrying capacity represented is decreasing in turn. This indicated that at this stage, water resources can maintain the rapid development of the social economy, and that there is still some development potential. The research results have certain reference value for Guiyang’s development and utilization of water resources.

Purpose. The purpose of the article is an identifying the impact of regional water management dependence on economic growth in the region. Methodology / approach. The subject of the study is theoretical and methodological basics of a new scientific paradigm for regulation the development of the regional socio-economic systems under the conditions of limited water resources. The study used traditional and special research methods, including: historical and logical – to analyze the evolution of regional socio-economic systems under conditions of limited water resources; abstractions and analogies – to reveal the essence of water-efficient regional socio-economic systems in the modern processes of regionalization and globalization; theoretical generalization, analysis and synthesis – to specify the categorical apparatus; statistical analysis to assess the level of needs of regional socio-economic systems in water resources and create an index of regional water management dependence; method of correlation analysis (biserial correlation, using a point biserial Pearson’s correlation coefficient). Results. The main idea of the paper is to study the issues of development of regional socio-economic systems under the conditions of limited water resources. Considering this, the paper is aimed at studying the impact of regional water management dependence on economic growth in the region. The tasks for development of regional socio-economic systems on the basis of water efficiency are defined, as well as the concept “water-efficient regional socio-economic system” is defined. The study presents a hypothesis about the need to change the paradigm of regulation of regional development on the basis of water use efficiency and regional water management dependence. In order to trade effectively with the main crops, it is necessary to determine whether there are sufficient water supplies in a given country and its regions. For this purpose, the authors proposes to use own indicator, such as the index of regional water management dependence. Thе characteristic of water management dependence is given, from regions where only up to half of the water supply of the territory is used, and to regions where more than 100 % of the water supply of the territory is used. The research has updated that the expansion of knowledge and understanding of the specifics of the water sector can solve significant problems. It is proved that the economic growth of the Ukrainian economy due to the agricultural sector has its limits and is limited by the water management dependence of the territories, ie the limitation of certain territories of the regions of Ukraine in terms of water resources. The next effective economic growth is possible only through the implementation of water-efficient technologies and intensification of water-efficient activities in the region. Originality / scientific novelty. The study for the first time defines the concept of water-efficient regional socio-economic system, so it is a socio-economic system that provides for the restoration of water resources in the region, reducing the water intensity of gross regional product (GRP) and approaching European norms and proposes the classification of regions according to the index of regional water management dependence on the basis of its threshold values. A scientific and methodological approach to assessing the level of needs of regional socio-economic systems in water resources has been improved, based on the application of the index of regional water management dependence, which is proposed to calculate the ratio of total fresh water use in the region to the volume of available river runoff in the region (parts of the water potential). The classification of regional socio-economic systems according to the level of water supply has been improved, which is based on the definition of threshold values of the index of regional water management dependence. The methodological bases for assessing the impact of the spatial economy on regional development under conditions of limited water resources have been improved, which differ in substantiating the dependence of the level of development of regions on the available water potential of the territory. Practical value / implications. The results of the study allow a more comprehensive approach to the study of the problem of using water resources in Ukraine in the context of their limitation. The results of the study showed that the economic complex in most regions is water-intensive and unbalanced, as well as does not provide restoration of water resources by environmental parameters and requires the implementation of infrastructure schemes for redistribution of water resources between regions for economic activity. The results are recommended for consideration by local governments and regional administration for the development and implementation of “Regional programs for the development of water management in the region” and for the development of “Strategies for regional development until 2025–2027”.

Abstract The study of water resource security is a basic scientific issue that must be faced in the construction of the ecological environment. To examine the status of regional water resources security in the Huaihe Eco-economic Belt, this study builds a comprehensive evaluation index system based on the ‘Driving-Pressure-State-Impact-Response’ (DPSIR) framework, combines the entropy weight method and Lotka-Volterra symbiosis model to calculate the water resources security status from 2010 to 2018. Then the fixed effects regression model is used to analyze the factors affecting the water resources system. The results show that (1) The status of water resources security in the Huaihe Eco-economic Belt decreased from 2011 to 2017 and, thereby transitioning from a safe to a dangerous state. The coordination index of the economic system and water resource system was only −0.17 in 2017, and the partial development model benefited the economy but damaged the water resources. (2) The security status of 25 prefecture-level cities improved significantly, and the number of cities with status of alert or above increased from 11 to 15. However, there are apparent differences among the regions. The status has shifted to ‘north and south being better than east and west’. The water resources security status of Jining, Linyi, and Lu'an have improved, whereas Yancheng, Taizhou, Pingdingshan, and other cities showed rather poor development during 2017. (3) The correlation coefficient of the economic system was −0.154 and hindered the development of the water resources system. The correlation coefficients of the added value of the tertiary industry and the expenditure on energy conservation and environmental protection was 0.699 and 0.180 respectively and played a positive role in promoting the water resources system. It is necessary to optimize and adjust the industrial structure and protect the environment. HIGHLIGHT The Lotka-Volterra symbiosis model is introduced to the paper and has good applicability in water resources security research.The Huaihe Eco-economic Belt is taken as the research area and the empirical results are conducive to promoting the development and implementation of national strategies.ArcGIS software is used to visualize the results and the dynamic change of water resources security status.

Scientific evaluation of innovation performance of Regional Industrial Enterprises above scale has an important impact on promoting the rapid development of Industrial Enterprises above scale. In this paper, the entropy weight method is used to determine the index weight, and the gray correlation analysis method is used to evaluate the innovation performance of Industrial Enterprises above regional scale. The results show that the innovation performance of Industrial Enterprises above scale is not balanced among regions, and the innovation performance of Industrial Enterprises above scale in Guangdong, Jiangsu, Zhejiang and other regions is relatively high; the innovation performance of Industrial Enterprises above scale in Ningxia, Hainan, Qinghai and other regions is relatively low, so it is necessary to further increase investment, allocate resources as a whole, and improve the innovation performance of Industrial Enterprises above scale New performance.

The purpose of the paper is to analyse the relationship between the state of economic systems and the innovative activity of industrial enterprises in accordance with the peculiarities of the development of national economies in the global economic environment. The general scientific research methods are used in the research study: information analysis and synthesis, logical construction, monographic, data grouping, and graphical display methods. The character of the influence of a stable economic system (on the example of Latvia) and an unstable economic system (on the example of Ukraine) on innovative development is established. The main factors stimulating innovations in different national conditions in the context of modern international trends of innovative development are revealed. The main directions of the impact on innovation processes and the principles of innovation development policy are defined.

This paper shows the diversity and significance of relations of duality among different economic systems. The composition of the principles underlying the system economic theory used for the analysis of duality in the economy is investigated. The concept of the economic system is clarified and the equivalence of three basic concepts of the economic system is shown: a) as a space-time volume (“black box”); b) as a complex of elements and connections among them; c) as a tetrad, including object, project, process and environment components. In a new way, the concept of the tetrad is revealed. The actual interpretation of the interrelationships of its components, based on the mechanisms of intersystem circulation of spatial and temporal resources and the transmission of abilities from one economic system to another, is proposed. On the basis of the obtained results, the most essential aspects of duality in the theory of economic systems are considered. It is shown that the interaction of internal content and the nearest external environment of economic systems lies in the nature of the relations of duality. A new approach to modeling the structure and to functioning of the economic system, based on the description of its activities in the form of two interconnected tetrads (the first tetrad reflects the intrasystem production cycle and the second one — the external realization-reproduction cycle) is put forward. It is shown that the concept of duality in a system economy creates prerequisites for adapting the functioning of local economic systems (objects, projects, etc.) in a market, administrative and functional environments and, as a result, harmonizing the economy as a whole.

The creation of methods for complete and cost-effective collection of water droplets from an aerosol which arises as a by-product of the low-potential heat uptake from industrial devices, is one of the key tasks of rational use of water resources contributing to the improvement of the environment near large industrial enterprises. This paper shows how the application of materials with extreme wettability and a specific surface topography in spray separators can significantly increase the efficiency of water collection.
