Makerspace is an innovation and entrepreneurship service platform. Its ultimate goal is to realize value cocreation among multiple subjects. The development of Makerspace and the realization of value are closely related to the Makerspace Development Policy. With the help of NVivo/ software, we analyzed 17 Makerspace Development Policies. Through the selection of samples, statistical analysis of word frequency, and coding analysis, the 7 core elements of entrepreneurial incentives, fee reductions and exemptions, employment support, entrepreneurial environment, talent support, financial support, and service optimization are summarized to form an empirical research survey of the development policy elements of the makerspace project. The author uses the game evolution method to analyze the mechanism of the internal relationship of innovation factors, builds a model of the development factors of the makerspace, selects 52 makerspace companies to conduct a questionnaire survey, using the model to conduct empirical research on the performance of existing policies, and finally proposes a model for makerspace development.

Abstract Introduction Noninvasive tests are increasingly used to assess liver fibrosis and determine prognosis but suggested test thresholds vary. We describe the selection of standardized thresholds for the Enhanced Liver Fibrosis (ELF) test for the detection of liver fibrosis and for prognostication in chronic liver disease. Methods A Delphi method was used to identify thresholds for the ELF test to predict histological liver fibrosis stages, including cirrhosis, using data derived from 921 patients in the EUROGOLF cohort. These thresholds were then used to determine the prognostic performance of ELF in a subset of 457 patients followed for a mean of 5 years. Results The Delphi panel selected sensitivity of 85% for the detection of fibrosis and >95% specificity for cirrhosis. The corresponding thresholds were 7.7, 9.8, and 11.3. Eighty-five percent of patients with mild or worse fibrosis had an ELF score ≥7.7. The sensitivity for cirrhosis of ELF ≥9.8 was 76%. ELF ≥11.3 was 97% specific for cirrhosis. ELF scores show a near-linear relationship with Ishak fibrosis stages. Relative to the <7.7 group, the hazard ratios for a liver-related outcome at 5 years were 21.00 (95% CI, 2.68–164.65) and 71.04 (95% CI, 9.4–536.7) in the 9.8 to <11.3 and ≥11.3 subgroups, respectively. Conclusion The selection of standard thresholds for detection and prognosis of liver fibrosis is described and their performance reported. These thresholds should prove useful in both interpreting and explaining test results and when considering the relationship of ELF score to Ishak stage in the context of monitoring.

This book is a fine and straightforward account of the socioeconomic dynamics of the formulation of agricultural and rural development policies in post-independence India. It makes a critical appraisal of the process of policy formulation at various levels of government, of the circumstances in which these policies evolved, and of the impact of those policies on the process of rural transformation. It outlines the case for an integrated agricultural policy in the future, which pays equal attention to distributional and production aspects of the development process so that the imbalances that have plagued Indian agricultural and rural development policy in the past are avoided. The author has had a long experience of agricultural and rural development administration, which provides a rich background for this book and enables the author to have a systemic outlook on agricultural policies. In addition, the author has made use of an impressive array of reports of various committees and commissions on agricultural and rural development, relevant Parliamentary proceedings and other Government documents as well as related published work to paint a compelling picture of agricultural and rural development policy and performance in India.

Abstract In this paper, I delve into governmental and disciplinary technologies in microfinance practice. I aim to reveal the disciplinary and governmental powers that guarantee proper repayment of debt in state- and NGO-sponsored microfinance programmes. Using Foucault’s notion of conduct of conduct, I uncover how loan officers consistently maintain meticulous control over borrowers and assure a docility-utility relationship. Based on seven months of fieldwork on rural microfinance in the North-eastern part of Bangladesh, I reveal the strategic relationship of loan officers and borrowers, the loan officers’ techniques of recording and reporting borrowers, the methods of differentiating good and bad borrowers, the practices of putting special attention on particular borrowers, and surveillance processes over borrowers’ family and economic activities. While microfinance programmes are repeatedly hailed as an effective measure of development policy, this empirical research in Bangladesh arrives at a different result: A high extent of governing and disciplinary behaviours are present in microfinance programmes. As a result, financial success is ensured through proper debt repayments.

Abstract. Identifying pilot attributes associated with risk is important, especially in general aviation where pilot error is implicated in most accidents. This research examined the relationship of pilot age, expertise, and cognitive functioning to deviations from an ideal circuit trajectory. In all, 54 pilots, of varying age, flew a Cessna 172 simulator. Cognitive measures were obtained using the CogScreen-AE ( Kay, 1995 ). Older age and lower levels of expertise and cognitive functioning were associated with significantly greater flight path deviations. The relationship between age and performance was fully mediated by a cluster of cognitive factors: speed and working memory, visual attention, and cognitive flexibility. These findings add to the literature showing that age-related changes in cognition may impact pilot performance.

The description of the method of digital computer morphometry of vegetable seeds developed by the authors on the basis of the image analysis system consisting of a flatbed scanner and software for automatic measurements is given. The method is based on the idea of seed quality, due to the genetic heterogeneity of the seed plants used in industrial seed production. Physical properties of seeds (their shape and linear dimensions) are the main parameters in determining their quality. Digital image of the seed obtained using the flatbed scanner, HP Sсanjet 200 on the basis of the Agrophysical research Institute with serial software “Argus-BIO”, produced by LLC “Argussoft” (Saint-Petersburg). The method consists of selection of a contrast substrate (background) for scanning seeds with minimal shadow effects, calibration of software for binding to true size values, selection of measurement parameters and automatic recognition of digital scanned images of seeds. Experimental data on the morphometry of ecologically different-quality seeds of vegetable beans, matrix seeds of dill, Pasternak and Christoph onion are presented. Seeds of dill and parsnip, collected from different orders of branching of the seed plant, significantly differed in size of linear parameters. The most revealing linear parameter seed – area projection. The method of digital morphometry proposed by the authors has already been used in practice and in the future can be used in studies of ecological and matrix heterogeneity of vegetable seeds. So, it was tested on different quality seeds of five varieties of vegetable beans (Nastena, Magura, Mirobelа, Morena, Bazhenf) obtained in five contrasting environmental and geographical conditions (Moscow, Belgorod, Stavropol, Omsk, Gorki) in 2011-2012. In the future, the technique can be used to improve the quality of digital images of seeds, study of seed diversity, including to improve the control of the breeding process. In addition, it is applicable to study the relationship of the set of morphometric characteristics of seeds and their sowing qualities.

Constraints on our personal and professional life imposed by the COVID 19 pandemic have radically influenced our approach to forms of education, including those used in further professional training of employees. This shift means the focus on distance education as a managed educational form, which is suitable for further professional training. The aim of the paper is to present the implementation of distance education in further professional training in enterprises and based on the empirical research propose ways of improving options of education. Distance education is characterised in terms of its principles and developmental stages. Its first generation was correspondence education. The Learning Management System (LMS) and Learning Content Management System (LCMS) are described as the systems applied in further professional training. The research was conducted by means of the questionnaire method, combined with the pre-research survey. Results of empirical research are presented in tables. Separate parts of the paper deal with ICT application in corporate education (correspondence education, Computer-based training (CBT), Web-based training (WBT), Technology Based Training (TBT) and with the utilisation of Learning Management Systems (LMS). Analysis of respondent opinions shows that respondents tend to prefer the face-to-face form of corporate education. The length of the pandemic is going to affect the spread of e-learning in corporate education and its role in education. The learners’ interest may be expected to be shifted to LCM and LCMS utilisation. The paper is a partial result of the research scheme VEGA No. 1/0309/18 “Social networks in human resource management” supported by the Ministry of Education, Science and Research and Sports, Slovakia
