The Role of Politics and Governance in Educational Accountability Systems

This brief utilizes case study methodology to illustrate the role of governance in educational accountability systems. Most research on the effectiveness of such systems has focused on technical components, such as standards-setting, assessments, rewards and sanctions, and data collection and reporting. This brief seeks to demonstrate that this focus may miss the importance of the institutional set-up. We argue that effective accountability systems are largely dependent on associated government structures, rules, and procedures, and the individuals responsible for implementing them. We use an illustrative case from the state of Oklahoma, where a lack of independent oversight, few checks and balances, and little in-state technical capacity combine to call into question the effectiveness of this state's accountability system. We urge researchers and policy makers to focus more attention on the “messy” governance and politics of educational accountability, and conclude the brief with specific policy proposals to strengthen state education accountability systems.

Advocates of educational accountability policies say that the policies are intended to use the state’s authority to ensure equal educational opportunity. Opponents make essentially the opposite claim: that expanded state power is intended to disempower local communities and to single them out for blame, in response to larger political and economic imperatives. This article analyzes the enactment of educational accountability policies in four U.S. states, drawing upon legislative documents, hearing and debate transcripts where available, and press coverage. The analysis concludes that policy makers did intend to make the public education system more equitable. However, the results of the policies as implemented show a significant gap between aspirations and results. This gap increases the accountability-policy critics’ credibility.

Purpose The funding of innovation is explained by typical cost-based financial approaches. This paper breaks away from such tradition, and the purpose of this paper is to propose an alternative view where innovation funding decisions are strategic and concern interactions between actors – each with their own characteristics and strategic intentions – project features, and traits of the setting in which interactions take place. Design/methodology/approach This paper builds up an alternative framework to understand how innovation is financed by considering the interplay of innovation characteristics, the strategic reasons of project owners and funders, and the role of the matching environment and conditions. This proposal includes explanatory elements overlooked by extant theories. An illustrative case is presented to support the need for this proposal. Findings The framework proposed proves useful to better understand innovation funding cases where the traditional financial theory does not suffice. Practical implications Innovative companies may improve decision making about resource allocation to innovation; innovation funders may refine their decision-making criteria and implementation; and policy makers and practitioners need to devise better supporting strategies for innovative companies. Originality/value This proposal considers a continuum of funding options where supply/demand will match on the grounds of strategic decisions made during the interaction itself, under certain contextual conditions. Hence, it enriches the understanding of strategic decisions regarding firm capital structure and investment theory when it comes to funding innovation.

Why do nations create institutionalized modes of multilateral collaboration? How can common interests develop in the face of inequalities in power and asymmetries in interdependence? The author explores the role of knowledge in the definition of political objectives and interests. The systematic interplay of changing knowledge and changing objectives results in the redefinition of “issues” and the practice of “issue linkage.” The dynamics of issue-linkage, in turn, tell us something about international regimes for the management of progressively more complex issue areas. An ideal-typical “regime” is described, theoretically applicable to all types of issues. Since the cognitive attributes of the actors who set up such a regime cannot be expected to remain stable, this concept of a “regime” can illuminate cliscussion and analysis, but cannot be expected to provide a clear model for desirable policy. However, it can illustrate the options open to policy makers wishing to choose a mode of collaboration. Regimes dealing with money, the oceans, and technology transfer are used for illustrative purposes.

It is an established fact that Pakistan is prone to disasters and damage caused by these disasters is immeasurable and varies with the geographical location, climate, and type of earth surface, geology and degree of vulnerability. The paper focus on underpinnings of flood response, however, emphasis  will be on role of Corps of Engineers (Army), Civil-Military coordination in 2010 Floods and prolonged employment of Army on such tasks. The main focus of this paper is on the existing role of military, their relationship with the civil set-up and the expectations of both the group from each other. Moreover, this paper also reviews about the existing frameworks and mechanisms of coordination between the two groups. The paper may help managers, policy makers and army engineers and government authorities to realistically evolve flood response, and decentralized mode of operation should be adapted from national to regional level in order to follow an integrated framework for bringing all stakeholders and victims together for developing an organized response system. However, the prolonged employment of Army on mitigation of disasters must be avoided.

Small and medium enterprises (SMEs) are the very significant for the development of economy of the country, grasp the attention of government and policy makers in developed as well as in developing countries. SMEs in Pakistan have their vital role in economic growth. Therefore, it is essential that SMEs have right to use sources of finance. The study used the quantitative approach that was accomplished by survey questionnaires. Two hundred SMEs and seventy bank branches were selected in Faisalabad region in Pakistan, to get response on questionnaires about their financing patterns and effects of Islamic financing as moderator in their fixed assets, set up and current assets financing. The study showed that fixed assets, set up and current asset financing have positive relation with the growth of SMEs and Islamic modes of financing was not behaved as moderator in Faisalabad city in Pakistan.

Policy makers and researchers are intrigued with but also frequently frustrated by each other. Although these differences are understandable and predictable, it is clear that research on a variety of educational issues has been both influential and valuable in the development of policy and practice. There is much to suggest that researchers and policy makers should be collaborating to improve student outcomes. There are important instances of sustained collaborations between educational researchers and educational policy makers. We summarize some of these efforts but describe in more detail the Education Finance Research Consortium, a long-standing collaboration between university-based researchers and the New York State Education Department. Given the current intense focus on the role of evidence in the development of education policy, some of the lessons from this collaboration may be useful to those seeking to expand the use of evidence in policies intended to improve student learning.

Purpose Drawing on the six-dimensional framework of the Anholt-GfK Nation Brands Index (NBI), the purpose of this paper takes a government-to-business (G2B) perspective of international marketing by shedding light on how governments (as sellers) can harness their nations’ brand image to attract businesses (as buyers) to invest in the country. Design/methodology/approach Using Korea as context, this study interviewed Korea-based foreign multinational companies (MNCs) to elucidate how nation brand had influenced their FDI decisions to establish R&D centres in Korea. Purposive sampling identified 36 MNCs from diverse countries and industries that had set up R&D centres within the last decade. Individual in-depth interviews probed the MNCs’ views of Korea’s nation brand in regards to their FDI decisions. Recorded interviews were transcribed and analysed for common themes. Findings Five key thematic attributes of Korea’s nation brand emerged: rigid labour market, pro-FDI government, Chaebols’ dominance, strong nationalism and rapid industrialisation. These attributes relate to NBI’s dimensions of people, governance, investment/immigration, culture/heritage and exports, respectively. The dimensions impacted Korea’s nation brand differently. Originality/value This study contributes to nation branding research by applying the Anholt-GfK NBI to empirically investigate nation brand’s influence on attracting business investments at a macro-G2B level. The findings are particularly useful in guiding government policy-makers and trade organisations on running nation-brand promotions and marketing campaigns for FDIs. The findings will also benefit foreign businesses who are considering injecting capital investments into a country.

SUMMARY The recent extensive literature on exploration and the resulting scientific advances has failed to highlight the contribution of Austrian enterprise to the study of natural history. The leading role of Joseph II among the neutral powers which assumed the carrying trade of the belligerents during the American War of Independence, furthered the development of collections for the Schönbrunn Park and Gardens which had been set up on scientific principles by his parents. On the conclusion of peace, Joseph entrusted to Professor Maerter a world-encompassing mission in the course of which the Chief Gardener Franz Boos and his assistant Georg Scholl travelled to South Africa to collect plants and animals. Boos pursued the mission to Isle de France and Bourbon (Mauritius and Reunion), conveyed by the then unknown Nicolas Baudin. He worked at the Jardin du Roi, Pamplemousses, with Nicolas Cere, or at Palma with Joseph Francois Charpentier de Cossigny. The linkage of Austrian and French horticultural expertise created a situation fraught with opportunities which were to lead Baudin to the forefront of exploration and scientific research as the century closed in the upheaval of the Revolutionary Wars.

ABSTRACT Understanding policy process involves many distinctive approaches. The most common are institutional, groups or networks, exogenous factors, rational actors, and idea-based approach. This paper discussed the idea-based approach to explain policy process, in this case policy change. It aims to analyse how ideas could assist people to understand policy change. What role do they play and why are they considered as fundamental element? It considers that ideas are belong to every policy actor, whether it is individual or institution. In order to answer these questions, this paper adopts Kingdon’s multi streams approach to analyse academic literatures. Through this approach, the relationship between ideas and policy change can be seen clearer. Ideas only can affect in policy change if it is agreed and accepted by policy makers. Therefore the receptivity of ideas plays significant role and it emerges policy entrepreneurs. They promote ideas (through problem framing, timing, and narrative construction) and manipulate in order to ensure the receptivity of ideas. Although policy entrepreneurs play significant role, political aspects remains the most important element in the policy process. The article deals with analyzing the main streams of the education policy in Finland, which reflect the relationship between a person and society in modern socio–economic conditions. Such policy directs the system of education to change the person and his mind himself. Finland using its education system, has long before been concerned about preparing people for the future by reforming approaches to teaching in schools and higher education institutions. As a result, it has achieved world–wide recognition and top positions in various ratings have resulted. Kulykova, focus attention on the study of the evolution of the system of higher education in Finland; O. Scherbak reveals peculiarities of vocational education and training.
