AbstractAs global water scarcity increases, both scholars and leaders have suggested that water will be a leading cause of future armed conflict. Yet other scholars argue that states typically cooperate rather than fight to manage their shared water resources. We address these arguments by examining the management of internationally shared rivers in the Americas, Western Europe, and the Middle East from 1900–2001. We propose hypotheses on the factors that lead states to become involved in disagreements over shared rivers as well as the factors that lead them to negotiate over these disagreements. Heckman probit analysis suggests that water scarcity – found by past work to be an important influence on armed conflict over rivers – is also an important influence on peaceful efforts to settle river problems; river claims are more likely where water supply is lower and demand is greater, but negotiations are also generally more likely in these same situations. Furthermore, while the existence of river treaties does not prevent the emergence of river claims, the presence of at least one treaty over the specific subject of the claim provides an important starting point that greatly increases the likelihood of negotiations over such claims. We conclude that the more pessimistic views of water management are missing an important part of the story. States are much more likely to negotiate in the most dangerous situations, and institutionalization of river resources can make an important contribution to negotiations over any disagreements that do emerge.

The history and water-related features in the Poblet Cistercian Monastery, located in Tarragona province, Spain are described. The study is undertaken with the main purpose of obtaining data for the establishment of an integrated water management system inside the walls of the abbey, which is suffering water scarcity due to increasing demands and the prevalent semiarid conditions.

This paper takes as its starting point the question of whether and to what extent States may have an international legal obligation towards other States to seek to prevent those within their jurisdiction from travelling abroad to fight with a non-State armed group in a foreign armed conflict. While there is a strong basis for such due diligence obligations regarding the prevention of terrorist activity, including Security Council Resolution 2178 (2014) on ‘foreign terrorist fighters’, the scope of responsibility is less clear regarding broader categories of foreigners participating in civil war, despite a long history of foreign volunteers in armed conflict. In this paper, I present a reading of two possible resolutions in international law to the question posed by this ‘other’ foreign fighting and explore the tensions between them. The first is based on State responsibility, sovereign equality, and diligent prevention of harm; the second on a more contextual reading of human rights considerations and global justice. The tensions surrounding ‘other’ foreign fighters provide a practical example of the oscillation between a reliance on the consent of States and a notion of the collective good in international legal argument. Acknowledging the practical reliance of States on these interlacing perspectives in different times and contexts, I suggest the importance of stepping back and slowing down to look beyond today’s predominant but narrower and rushed, focus on counter-terrorism approaches to take account of the key themes that have shaped the legal discourse and practice regarding a broader historical range of foreign volunteering in armed conflict.

The unprecedented water scarcity in Australia coincides with the adoption of a new urban water rhetoric. The ‘Security through Diversity’ strategy has been adopted in a number of Australian cities as a new and innovative approach to urban water management. Although this strategy offers a more holistic approach to urban water management, in practice, the Security through Diversity strategy is largely being interpreted and implemented in a way that maintains the historical dependence on large scale, centralised water infrastructure and therefore perpetuates existing urban water vulnerabilities. This research explores the implementation of Security through Diversity as the new water scarcity response strategy in the cities of Perth and Melbourne. Through a qualitative study with over sixty-five urban water practitioners, the results reveal that the practitioners have absorbed the new Security through Diversity language whilst maintaining the existing problem and solution framework for urban water management. This can be explained in terms of an entrenched technological path dependency and cognitive lock-in that is preventing practitioners from more comprehensively engaging with the complexities of the Security through Diversity strategy, which is ultimately perpetuating the existing vulnerability of our cities. This paper suggests that greater engagement with the underlying purpose of the security though diversity strategy is a necessary first step to overcome the constraints of the traditional technological paradigm and more effectively reduce the continued vulnerability of Australian cities.

Abstract. Water scarcity conditions over the 21st century both globally and regionally are assessed in the context of climate change and climate mitigation policies, by estimating both water availability and water demand within the Global Change Assessment Model (GCAM), a leading community-integrated assessment model of energy, agriculture, climate, and water. To quantify changes in future water availability, a new gridded water-balance global hydrologic model – namely, the Global Water Availability Model (GWAM) – is developed and evaluated. Global water demands for six major demand sectors (irrigation, livestock, domestic, electricity generation, primary energy production, and manufacturing) are modeled in GCAM at the regional scale (14 geopolitical regions, 151 sub-regions) and then spatially downscaled to 0.5° × 0.5° resolution to match the scale of GWAM. Using a baseline scenario (i.e., no climate change mitigation policy) with radiative forcing reaching 8.8 W m−2 (equivalent to the SRES A1Fi emission scenario) and three climate policy scenarios with increasing mitigation stringency of 7.7, 5.5, and 4.2 W m−2 (equivalent to the SRES A2, B2, and B1 emission scenarios, respectively), we investigate the effects of emission mitigation policies on water scarcity. Two carbon tax regimes (a universal carbon tax (UCT) which includes land use change emissions, and a fossil fuel and industrial emissions carbon tax (FFICT) which excludes land use change emissions) are analyzed. The baseline scenario results in more than half of the world population living under extreme water scarcity by the end of the 21st century. Additionally, in years 2050 and 2095, 36% (28%) and 44% (39%) of the global population, respectively, is projected to live in grid cells (in basins) that will experience greater water demands than the amount of available water in a year (i.e., the water scarcity index (WSI) > 1.0). When comparing the climate policy scenarios to the baseline scenario while maintaining the same baseline socioeconomic assumptions, water scarcity declines under a UCT mitigation policy but increases with a FFICT mitigation scenario by the year 2095, particularly with more stringent climate mitigation targets. Under the FFICT scenario, water scarcity is projected to increase, driven by higher water demands for bio-energy crops.

A field experiment was conducted at Tamil Nadu Agricultural University, Agricultural College and Research Institute, Madurai, Tamil Nadu, India, during summer 2019 to study about the changes in physiological parameters of rice under various establishment and water management strategies and to find out the suitable method of rice establishment and irrigation management practices for tank irrigated command areas during water scarcity situation. Field experiment comprised of four establishment methods in combination with four irrigation management strategies. Medium duration fine grain rice variety TKM 13 was used for the study. Results of the study revealed that machine transplanting under unpuddled soil combined with irrigation after formation of hairline crack recorded improved physiological parameters and yield. It was on par with machine transplanting under unpuddled soil combined with irrigation when water level reaches 5 cm below soil surface. Higher gross return, net return and B:C ratio were observed with machine transplanting under unpuddled soil combined with irrigation after formation of hairline crack. This was followed by machine transplanting under unpuddled soil combined with irrigation when water level reaches 5 cm below soil. Hence, the result of study concluded that machine transplanting under unpuddled soil combined with irrigation when water level reaches 5 cm below soil surface can be recommended as the suitable technology for the farmers of tank irrigated command area to get higher return with minimum use of resources under water scarcity situation.

Abstract This article focuses on article 28 (right to education), article 29 (goals of education) and article 30 (children from minority or indigenous groups) of the United Nations Convention on the Rights of the Child (UNCRC) and their implementation in the several national policies of Western Europe, especially the UK and Ireland, and to a lesser extent, France. The present research looked more particularly into the situation of children from two communities: Gypsy, Roma and Travellers (referred to as GRT) and Irish Travellers. Although they are from different backgrounds, the analysis proved relevant because of the bridges that exist between their cultures and lifestyles, and because of their minority status within larger dominant communities, placing their children in the frontline of the UNCRC battle. The text of the UNCRC itself was a starting point. The research was mainly based on a series of reports from governments, from organizations such as the Traveller Movement, on articles from newspapers, and testimonies from GRT children and Irish Travellers. The results showed that the implementation of articles 28 to 30 of the UNCRC was being by and large slowly carried out by the countries under study. Yet, national disparities were evident. Also, their national policies revealed different contexts. Ireland seemed to be paving the way for the inclusion of minorities within the educational system.

In his essay ?The Protestant Ethic? Max Weber explains the specific economic development and the foundation of capitalism in Western Europe due to the appearance of protestant sects and the ?spirit of capitalism?. By doing so, Weber assigns religion a significant place among the factors of social and economic development. Taking Weber?s theory and argumentation as a starting point, this article drafts a thesis on ?orthodox ethic? and determines its role in the development of the ?spirit of capitalism? in orthodox countries. For that purpose this article compares political-historical circumstances on the territory of the Western and Eastern Church on one, and pictures the theological-philosophical basis of both Protestantism and Orthodoxy on the other side.
