Inversion of the ‘Duty of Care’: Diplomacy and the Protection of Citizens Abroad, from Pastoral Care to Neoliberal Governmentality

Summary The concept of ‘duty of care’ for citizens abroad is grounded in a political rationality where the population is seen as an object for protection by the state. In today’s globalised world, however, this rationality is challenged by increased citizen mobility, budget cuts, new information technologies and the proliferation of new security threats. In recent years the state’s duty of care has received fresh political and scholarly attention, but Diplomatic Studies have so far overlooked how the recent waves of neoliberal reforms have introduced a new political rationality into policy-making circles, where the population is not seen only as an object for protection, but also as a resource for mobilisation. Developing insights from studies of governmentality, this article argues that when this neoliberal political rationality becomes predominant in diplomatic circles, it leads to inversion of the duty of care through new citizen-based practices, steered at a distance by the state.

Not long ago globalization had only one face, that of a restructured capitalist economy employing new information technologies to operate on a global scale (Castells, 2000). According to this interpretation of globalization, the global is represented as space dominated by the inexorable and homogenizing logic of global markets (Steger, 2002). In this neoliberal model, the market replaces the state and the individual, the community thus posing a bleak future for citizenship.

The goal of research is to determine the main areas for the development, composition and structure of methodological support for the construction and functioning of information provision systems for the organization and maintenance of technical protection of information in authorities, organizations and enterprises. The method of research is synthesis and analysis of the composition, and content of the tasks of technical protection of information, addressed in its organization, as well as the mathematical technique of factor analysis and theoretical and methodological basis of the cluster approach. As a result of the research, the tasks of technical protection of information, considered on the objects of informatization are defined and the timeliness of the application is shown for automated information support systems of the activity for the technical protection of information to solve these problems. It is noted that at present, the methodology for creating such systems is practically absent. The authors of research indicate the main approaches to their development, such as the dynamic change in the subject area of information security, the emergence of new information technologies, rapid changes in system and application software, the expansion of the range of information security threats, changes in the regulatory framework, etc. The composition and structure of the system of models and methodologies are proposed necessary for the design of these information support systems, their development, production, delivery and operation. Particular indicators are proposed to assess the completeness, reliability, timeliness (relevance) and information security necessary to ensure the activities to solve the problems of technical protection of information and complex indicator to assess the efficiency of information support for this activity. The interdependence of complex and particular indicators is shown by convolution of particular indicators using the linear function and the Cobb-Douglas function. Examples of calculating the complex indicator are given. The proposed indicators and models for their calculation will define quantitative requirements for the composition and structure of promising information support systems, as well as for the completeness, reliability, timeliness and security of the information provided by them, which is necessary for organizing the technical protection of information in domestic information systems.

The article presents how of wagons and the train equipped with new information technologies allows to reduce the queues and time of in/out charging. It has been indicated that this allows significantly decreasing the probability of being in the state connected with time of waiting for unloading (queue) especially after case of disturbance caused by random events, including environmental conditions, weather conditions or failures.

This article examines the present bifurcation of policy-making into domestic and foreign components, and urges a theoretical effort aimed at unifying national policy by integrating its various components. Beyond such an urging, the article aims to show that the act of making policy invariably involves decisions about events that take place both within and outside of a nation. This is not a claim for the superiority of any one segment of policy making. What is important or trivial is determined within a means-ends continuum. In breaking down artificial barriers inherited from nationalist models, it is possible to institutionalize a policy process that takes into account “shrinkage” of the world that is a direct consequence of new information technologies, and at the same time, incorporates the wisdom of classical ethical theories on the nature of power.

The complex of modern sociological and religious studies approaches to the analysis of religious practices in post-sectarian societies makes it possible, among other things, to characterize their biographical aspects. First of all, it is about the ways and means of displaying the "Man of Faith" in the various reference journals, which are traditionally widely represented in secular literature, and have recently become increasingly popular among denominational publications and resources. The latter promotes both the "mature" of the domestic theological centers (and thus the ability to implement significant encyclopedic projects) and the more open intensive work of religious organizations (which entails the need for a variety of popular editions, including personalities). But the landmark change, which radically changed the state of affairs, setting new trends and putting forward fundamentally different goals, was the emergence of new information technologies and their adaptation and use to accumulate and disseminate information about beliefs and their leaders. The most important feature of these newest electronic resources in comparison with the traditional (according to VI Popik) is their potential ability to objectively integrate the information accumulated previously by society in all its diversity, to organically absorb the inheritance of the manuscript and print culture of the past

It is not a secret that information resources are becoming increasingly important in the activities of the enterprises. The development of marketing information systems is associated, first of all, with a change in the role of marketing in the activities of enterprises and the development of new information technologies. If at the first stage of the functioning of marketing information systems, work was carried out with scattered arrays of information coming from the external environment irregularly, then gradually the process of collecting and processing marketing information became more systematized, and the information became more integrated, which facilitated the analysis and use of data within the company, improved the quality data entering the system. The main aim of the marketing information system in enterprises is to transform the available information about the state of the marketing object, as well as about the processes taking place in the marketing environment into the form necessary and perceived by the manager, which allows him to assess the state of the marketing object, the development of the situation, and simulate their change.

Nation branding plays a central role within neoliberal governmentality, operating as a technology of power in the configuration of emerging cultural and political formations such as national identity, citizenship and the state. The discussion of the advertising spot Perú, Nebraska  released as part of the Nation Branding campaign Marca Perú  in May of 2011, constitutes a great opportunity to: (i) argue about the way in which audiovisual advertisement products, designed as performative devises, operate as technologies of power; and (ii) problematize the terms in which it founds a new social contract for the Peruvian multicultural national community. This analysis will allow me to approach neoliberalism as a cultural regime in order to discuss the ideological nature of the uncontested celebratory discourse that has emerged in Perú and which explains the economic growth of the last decades as the outcome of a national entrepreneurial spirit that would be distinctive of Peruvian cultural identity.
