Urban innovation policies reintroduce the role of social entrepreneurs and civil society into innovation studies with regard to the governance of regional innovation and the emergence of new innovation pathways. The research approach integrates the concepts of urban and regional transformation, participatory governance and works with an actor-centered approach that employs the enactment of innovation models by actor constellations such as the smart city concept and the Triple Helix model. We illustrate the pathway of a citizen-driven approach in innovation for the case of Brainport smart district in the city of Helmond, in the metropolitan high-tech region Eindhoven in The Netherlands. The empirical data is obtained in a real-world laboratory (rwl) in a multi-stakeholder co-creation process. The case contributes to the categorization of citizen-driven innovation pathways within an extended approach of Economic Evolutionary Geography (eeg) and thus to the frame of reference for structural dynamics in social theory.

China’s high-tech innovation and marketization efficiency still need to be optimized, which restricts the promotion of regional innovation and economic development. On such practical problem, this paper mainly focuses on improvement of high-tech efficiency of China, with the hope that the research can help to find ways to improve efficiency in both regions and industry development. Moreover, the impact on the high-tech innovation stage and the marketization stage are analyzed, in order to make clear the main problems in the complex process of high-tech innovation. This paper proposed the super-SBM model and the panel regression model. The conclusions are as follows. (1) The efficiency of high-tech innovation in China is improving, but there are great differences within regions. Therefore, the heterogeneous regional innovation context should be taken into consideration in the institutional management policies. (2) There is a significant positive correlation between government subsidies and R&D intensity in improving the high-tech innovation efficiency. Government needs to carry out appropriate policy guidance, increase financial support, and encourage high-tech enterprises to increase R&D investment. (3) Openness and better innovation environment play a positive role in the technology marketization stage; thus, the establishment of inter-regional cooperation or transnational relations is an effect way. Forming a better innovation environment can also help to enhance international high-technology cooperation and improve marketization efficiency.

This paper deals with the nature of the mechanisms supporting knowledge spillovers diffusion in high-tech clusters. The literature in the geography of innovation focuses on the existence of local knowledge spillovers, which are enhanced by geographic and technological proximity. However, the mechanisms explaining the diffusion of spillovers are not well understood. If knowledge spillovers exist, how does this knowledge diffuse among the actors? Do spillovers spread in the air, as suggested by Marshall? Or, are there mechanisms that explain their dissemination? Based on a firm survey data base and an original methodology, the paper explores the determinants of knowledge spillovers. The paper has twofold purposes; the first one is to determine the main mechanisms within a region enabling the diffusion of spillovers. The second objective is measuring the impact of these main mechanisms on firm’s innovation performance, indicating which of these mechanisms are more effective in transporting knowledge spillovers between agents. The results show new empirical evidences on the role played by institutions[1] in the dissemination of externalities. However, informal mechanisms, such as face-to-face contacts commonly stressed in the literature, have no significant and negative effects in this case. [1] Institutions are defined here as a kind of structures that matter in structuring social interactions (Hogdson, 2006). Institutions can enable or constraint choices and actions. So it can enhance agent behaviors and actions that otherwise would not exist. According to this definition, formal institutions supporting R&D and innovation activities of SMEs in the biotech industry can enable or constraint actions of these firms regarding accessibility to critical resources available in a given region such as knowledge, information, finance, etc. Finally, we can assume that Institutions structures can explain variation in regional innovation performance.

In the new economic era with innovation as the first driving factor, high-tech industry, as an important industry support for innovation, its innovation efficiency will greatly affect the regional innovation level. In order to improve the innovation efficiency of the high-tech industry, the practice of accelerating the professional agglomeration of the industry has been widely adopted. What is the impact of high-tech industry specialization agglomeration on innovation level? Based on this, this paper constructs a theoretical analysis framework between industrial specialization agglomeration and innovation efficiency, and empirically analyzes it. The research results are as follows: there is an inverted U-shaped relationship between high-tech industry specialization agglomeration and innovation efficiency, that is, there is a specialized agglomeration scale, which makes industrial innovation efficiency reach the highest level. According to the empirical results, this paper provides a data level support for the proposal of industrial agglomeration policy.

The research objective is to analyze the impact of the participation of online  ICT teacher training to increase the number of accessibility the learning content of features in Rumah Belajar. This research used the quantitative research approach with descriptive quantitative analysis methods to be able to describe how the increase in accessibility features of Rumah Belajar and utilization in learning in school. Samples were selected in this study are all online training participants at 15 locations online training that has been conducted by Pustekkom in 2015 and 2016 in 2015. The data was collected using a questionnaire and a list of open questions in accordance with the purpose of research. The results showed that 1) online ICT teacher training participants, after completing the Pustekkom  training online  using become more motivated to access other feature in Rumah Belajar; 2) The order of the percentage of the intensity level of accessibility to the other features of Rumah Belajar are: Sumber Belajar 23%, BSE 23%, Bank Soal 21%, Kelas Maya 13%, Lab Maya 6%, Karya Guru 4%, Wahana Jelajah Angkasa 4%, Peta Budaya 4% and Karya Komunitas 2%, and ICT training online using the application PKB Rumah Belajar can be used as a reference for efforts to develop a web-based learning applications, in particular for the development of Rumah belajar portal belongs Pustekkom Kemendikbud. Tujuan penelitian yaitu untuk menganalisis dampak keikutsertaan diklat online  TIK guru Belajar terhadap peningkatan jumlah aksebilitas konten pembelajaran pada fitur-fitur rumah belajar. Penelitian ini menggunakan pendekatan penelitian kuantitatif dengan metode analisis kuantitatif secara deskriptif untuk bisa menggambarkan bagaimana peningkatan aksesbilitas fitur-fitur rumah belajar dan pemanfaatannya dalam pembelajaran di sekolah. Sampel yang dipilih dalam penelitian ini adalah semua peserta diklat online  pada 15 lokasi diklat online yang telah dilaksanakan oleh Pustekkom pada tahun 2015 dan 2016. Pengumpulan data menggunakan kuesioner dan daftar pertanyaan terbuka sesuai dengan tujuan penelitian. Hasil penelitian menunjukkan bahwa 1) peserta diklat online TIK Guru, setelah mengikuti diklat online Pustekkom, menjadi lebih termotivasi untuk mengakses fitur-fitur lainnya dalam Rumah Belajar; 2) Urutan prosentase tingkat intensitas aksesbilitas terhadap fitur-fitur Rumbel selain Pengembangan Keprofesian berkelanjutan (PKB) adalah: Sumber Belajar 23%, Buku Sekolah Elektronik (BSE) 23%, Bank Soal 21%, Kelas Maya 13%, Lab Maya 6%, Karya Guru 4%, Wahana Jelajah Angkasa 4%, Peta Budaya 4% dan Karya Komunitas 2%; dan 3) diklat online TIK menggunakan aplikasi PKB. Rumah belajar bisa dijadikan referensi bagi upaya pengembangan aplikasi pembelajaran berbasis web, khususnya bagi pengembangan portal Rumah Belajar milik Pustekkom Kemendikbud.

The impact of the last global economic crisis (2008) on the European economy put a strain on higher education (HE), yet it also pushed the sector towards intensive reforms and improvements. This paper focuses on the “Strategy for the Development of Higher Education in the Republic of Bulgaria 2014-2020”. With a case study methodology, we explore the strategic endeavours of the Bulgarian government to comply with the European directions and to secure sustainable growth for the HE sector. Our research question is ‘How capable is the Bulgarian HE Strategy to overcome the economic and systemic restraints of Bulgarian higher education?’. Because the development of strategies for HE within the EU is highly contextual, a single qualitative case study was chosen as the research approach. HE institutions are not ivory towers, but subjects to a variety of external and internal forces. Within the EU, this is obviated by the fact that Universities obtain their funds from institutions such as governments, students and their families, donors, as well as EU-level programmes. Therefore, to explore how these pressures interact to affect strategic action on national level, the case method is well suited as it enabled us to study the phenomena thoroughly and deeply. The paper suggests the actions proposed within the Strategy have the potential to overcome the delay, the regional isolation and the negative impact of the economic crisis on the country. Nevertheless, the key elements on which the success or failure of this Strategy hinges are the control mechanisms and the approach to implementation. Shortcomings in these two aspects of strategic actions in HE seem to mark the difference between gaining long-term benefits and merely saving face in front of international institutions.

Abstract This paper focuses on the largely unexamined phenomenon of the developing trans-national suburban area west of Szczecin. Sadly the local communities in this functionally connected area struggle with national planning policies that are unsuitable for the region. The paper examines the impact of those processes on the border region in general and on the localities in particular. The paper investigates the consequences for local narratives and the cohesive development of the Euroregion and what position Polish and German communities took to develop the region, even without the necessary planning support. The region has succeeded in establishing grass-roots planning mechanisms which have helped to create a metropolitan-region working from the bottom up.

The research approach is characteristic for public policies, sciences of management and quality. The theories used in this article: the theory of systems and neo-institutionalism, as well as perspectives: the university as an active strategic partner, entrepreneurial university, the third role of universities. The publication is based on desk research and on the analysis of processes.

CSR has become one of the imperative implements in satisfying customers. The impartial of this research is to calculate CSR, relationship marketing, and customer satisfaction. There is no more study accompanied in Pakistan to quantify the effect of CSR and relationship marketing on the relationship maintainer and customer loyalty. To find out deductive approach and survey method is used as research approach and research strategy respectively. This research design is descriptive and quantitative study. For data, collection questionnaire method with semantic differential scale and seven point scales are adopted. Data has been collected by adopting the non-probability convenience technique as sampling technique and the sample size is 400. For factor confirmatory factor analysis, structure equation modeling and medication analysis, regression analysis Amos software were used. Strong empirical evidence supports that the customer’s perception of CSR performance is highly influenced by the values

This research to analyze the impact of closure policy Teleju brothel by Pekanbaru govermentin 2010. Guidelines for works are Pekanbaru Local Regulations No. 12 of 2008 on Social Order-liness. Closure this brothel inflicts positive and negative impact for society.The research wasconducted to obtain early stage formula for the government to take action against the prostitu-tion activities. This research uses policy research approach with a qualitative method, becausein prostitution activities and prohibition by goverment is an assessment that needs to be done byanalyzing documents and unstructured interview.The results showed that after the closing of the Teleju brothel have an impact on the deploy-ment of a prostitution and affect the economy of the surrounding residents. Government seeksto tackle prostitution in Pekanbaru by moving the brothel, conduct regular raids and providetraining. The effort is considered to be less than the maximum because the handling is not basedon the root of the problem and not programmed properly. There are several causes of failure ofgovernment to overcome the prostitution problem in Pekanbaru, including: policy content isless focus on the prostitution problem, the government did not proceeds with data, lack of finan-cial support, contra productive programs between local government with the police and TNI,and the policy object is difficult to be given understanding.
