Policy-Making in Multi-Level Systems: Ideology, Authority, and Education

Most political systems consist of multiple layers. While this fact is widely acknowledged, we know surprisingly little about its implications for policy-making. Most comparative studies still focus exclusively on the national level. We posit that both “methodological nationalism” and “methodological subnationalism” should be avoided. We argue instead that in multilevel systems national and subnational governments jointly affect policy-making. Their respective influence is, however, conditional on the distribution of policy authority. Moreover, we identify power asymmetries, as subnational governments hardly affect policy-making in centralized systems whereas national governments shape subnational policy-making even in decentralized polities. Empirically, we study the case of education policy. Novel data on regional education spending, regional and national governments’ ideology, and regional authority over education in 282 regions in 15 countries over 21 years reveals strong support for the interplay between ideology and the distribution of authority across levels. We conclude by sketching a resulting research agenda.

AbstractOver the last decade, the EU’s fundamental values have been under threat at the national level, in particular among several Central and Eastern European states that joined the EU since 2004. During this time, the European People’s Party (EPP) has been criticized for its unwillingness to vote for measures that would sanction the Hungarian Fidesz government, one of its members, in breach of key democratic principles since 2010. In this paper, we seek to understand how cohesive the EPP group has been on fundamental values-related votes, how the position of EPP MEPs on these issues has evolved over time, and what explains intra-EPP disagreement on whether to accommodate fundamental values violators within the EU. To address these questions, we analyse the votes of EPP MEPs across 24 resolutions on the protection of EU fundamental values between 2011 and 2019. Our findings reveal below-average EPP cohesion on these votes, and a sharp increase in the tendency of EPP MEPs to support these resolutions over time. A number of factors explain the disagreements we find. While the EPP’s desire to maintain Fidesz within its ranks is central, this explanation does not offer a comprehensive account of the group’s accommodative behaviour. In particular, we find that ideological factors as well as the strategic interests of national governments at the EU level are central to understanding the positions of EPP MEPs, as well as the evolution of these positions over time. These results further our understanding of the nature of the obstacles to EU sanctions in fundamental values abuse cases, and the role of partisanship in fuelling EU inaction especially.

The abandonment and cultivation of croplands in the Eurasian Steppe has become the focus of global and regional food security and agricultural policy-making. A large area of cropland in some post-Soviet countries has proven to be abandoned with the disintegration of the Soviet Union; however, it is unclear as to whether Kazakhstan also experienced a similar change as one of the main food providers for the former Soviet Union. In this study, we used the annual land cover dataset (1992–2015) from the European Space Agency, Climate Change Initiative (ESA-CCI) to detect spatio-temporal characteristics of rainfed and irrigated cropland changes in Kazakhstan. The Mann–Kendall test and regime shift analysis showed that rainfed and irrigated cropland at national level had a significant increasing trend with a significant rising up to 1999 and stagnation during 2000–2015, which was further confirmed with analysis at 14 regions. The greatest contributor to rainfed and irrigated croplands was steppes, followed by shrinkage of water bodies since 2005 to a great extent, rapid urbanization process resulted in losses of a part of irrigated oases. The trend surface analysis indicated that reorganized stable pattern characterized by rainfed cropland in north and irrigated cropland in south was driven by the strategy of the gradual agricultural development of oases. The nonexistence of cycle between the abandonment and recultivation proved that newly-gained cropland from steppe may be less degraded and more productive for sustainable land use in Kazakhstan. In conclusion, this study can provide strong evidence for sustainable land use and a basis for food security policy-making in Kazakhstan, and even all of the Central Asian countries in the future.

We report the large-scale deployment, implementation and adoption of the nationwide centralized integrated and shared Kanta health information services by using the Clinical Adoption Framework (CAF). The meso and macro level dimensions of the CAF were incorporated early into our e-health evaluation framework to assess Health Information System (HIS) implementation at the national level. We found strong support for the CAF macro level model concepts in Finland. Typically, development programs were followed by government policy commitments, appropriate legislation and state budget funding before the CAF meso level implementation activities. Our quantitative data point to the fact that implementing large-scale health information technology (HIT) systems in practice is a rather long process. For HIT systems success in particular citizens’ and professionals’ acceptance are essential. When implementation of the national health information systems was evaluated against Clinical Adoption Meta-Model (CAMM), the results show that Finland has already passed many milestones in CAMM archetypes. According to our study results, Finland seems to be a good laboratory entity to study practical execution of HIT systems, CAF and CAMM theoretical constructs can be used for national level HIS implementation evaluation.


Policy-Making in the European Union explores the link between the modes and mechanisms of EU policy-making and its implementation at the national level. From defining the processes, institutions and modes through which policy-making operates, the text moves on to situate individual policies within these modes, detail their content, and analyse how they are implemented, navigating policy in all its complexities. The first part of the text examines processes, institutions, and the theoretical and analytical underpinnings of policy-making, while the second part considers a wide range of policy areas, from economics to the environment, and security to the single market. Throughout the text, theoretical approaches sit side by side with the reality of key events in the EU, including enlargement, the ratification of the Treaty of Lisbon, and the financial crisis and resulting Eurozone crisis, focusing on what determines how policies are made and implemented. This includes major developments such as the establishment of the European Stability Mechanism, the reform of the common agricultural policy, and new initiatives to promote EU energy security. In the final part, the chapters consider trends in EU policy-making and the challenges facing the EU.

The Belgian Agendas Project started in 2001 and has been funded by four different research grants. Initially, the Belgian Project used a codebook other than the common CAP codebook widely used right now. The bulk of the data has been coded manually and now mostly covers the 1999–2010 period (with many datasets going back to earlier periods). A peculiarity of the Belgian data is the fact that it comes from two, largely separate political systems that ‘clash’ on the national level. Party and media systems, for example, are entirely separate. The Belgian media agenda is coded particularly extensively, as the Belgian team started from an interest in the media’s effect on politics. The Belgian team has also played a pioneering role in the party manifesto coding and the protest coding.

The Introduction argues that to understand European politics there are two premises that need to be accepted. Firstly, the interplay between European and national-level politics must be taken seriously. The two cannot be studied independently. Secondly, a theoretical model of politics is necessary to help us to make assumptions about politics explicit and to ensure that the arguments used are logically consistent. Models help us to zoom in on a particular aspect of politics and apply our analysis to real-life examples. It also helps us to spot the similarities and differences across political systems and governments so we can make comparisons. The Introduction answers the question: why focus on Europe? One of the most obvious reasons is that Europe is the home to the largest number and variety of democratic governments anywhere in the world.

This concluding chapter summarizes some of the major themes and the threads of various arguments discussed throughout the book. It first emphasizes the complexity of the field and the ways in which political philosophy and the empirical study of politics are intertwined, arguing that the study of politics cannot be neatly separated from the study of other disciplines such as philosophy, law, economics, history, sociology, and psychology — and the fact that policy-making typically involves the natural sciences. The chapter proceeds by analysing how globalization influences political studies and highlights the limits of ‘methodological nationalism’ in political analysis. Finally, it considers Eurocentrism in the study of politics and contends that we cannot automatically assume the pre-eminence of Europe and the United States, or the West more generally, noting the apparent inevitability of the rise of other centres of power.

SummaryThe ability of national governments to set and implement policies that protect biodiversity is currently facing widespread scepticism within the conservation movement. Here, we review the literature from several disciplines to outline a positive agenda for how the global conservation movement can address this. We combine the strengths of the people-centred and science-led conservation approaches to develop a framework that emphasizes the importance of ecological infrastructure for the long-term prosperity of human societies in an ever-changing world. We show that one of the major goals of the conservation movement (enhancing global ecological infrastructure to end species and ecosystem loss) remains central and irreplaceable within the broad sustainable development agenda. Then, we argue that the conservation community is now more prepared than ever to face the challenge of supporting societies in designing the ecological infrastructure they need to move towards more sustainable states. Because it is where global and local priorities meet, the national level is where impactful changes can be made. Furthermore, we point out two priorities for the conservation movement for the next decade: (1) substantially increase the amount of financial resources dedicated to conservation; and (2) advance the next generation of policies for ecological infrastructure.
