Addressing the Problem of Political Vigilantism in Ghana through the Conceptual Lens of Wicked Problems

Ghana entered into the Fourth Republic in 1993 after experiencing political instability over two decades. A defining feature that has characterized the Fourth Republic of Ghana and marred Ghana’s democratic credentials is the emergence of political vigilantism. Political vigilantism has basically been perpetuated by the two leading political parties in Ghana: the New Patriotic Party and National Democratic Congress. The major political actors in the political system of Ghana continue to express the debilitating effects of political vigilantism on Ghana’s democratic advancement, nevertheless, it continues to persist in monumental proportion in our political dispensation. Using a qualitative research approach, the paper examines the factors responsible for the pervasiveness of political vigilantism under the Fourth Republic of Ghana and proffer some plausible solutions to address this political canker.

Political knowledge today is studied primarily at the explicit level. Measures of political knowledge often rely on testing whether voters are aware of various “facts” about political life, such as the names and offices of prominent political actors, the institutional structures of the political system, and the ideological or policy differences between the major political parties (e.g., Delli Carpini and Keeter 1996). These various kinds of political information are considered to be important by political scientists and other social scientists because they facilitate the informed voting decisions that are needed to hold elected leaders accountable (e.g., Lau and Redlawsk 2006; Pande 2011).

This study discusses corruption in the Indonesian political system from Islamic law, particularly regarding the Kleptocracy and political oligarchy. One of the most basic corruption causes comes from an internal personality factor, human’s character; greedy and consumptive. Additionally, some factors also come from human external factors, namely the perpetrators' coercion because they are tied to a system. Corruption is carried out not only by individuals but also in cooperation/conspiracy between the bureaucracy and corporations and political parties. Elites called them Kleptocracy and political oligarchy. This research is descriptive qualitative research with an approach based on legal analysis. This research has found several things. First, corruption in the Indonesian political system can be categorized into acts of Ghulul (treachery), Risywah (Gratification/bribery), Khiyanah (Unfaithful), Sariqah (theft), and Hirabah (Grand Theft/ Robbery). Second. The strategy to eradicate corruption in an Islamic perspective can be carried out by imposing sanctions, including sanctions in the world's dimensions and the hereafter. This research encourages the strengthening of the socio-religious system, especially among religious leaders, as a preventive and curative form of handling corruption in the political system in Indonesia.Penelitian ini membahas tentang korupsi dalam sistem politik Indonesia dalam perspektif hukum Islam, khususnya tentang kleptokrasi dan oligarki politik. Salah satu faktor penyebab korupsi yang paling mendasar adalah faktor kepribadian internal yang tamak, rakus dan konsumtif. Selain itu ada faktor yang memberi pengaruh lebih besar yakni faktor yang datang dari luar diri manusia, karena korupsi yang terjadi dewasa ini kadang adanya unsur keterpaksaan pelaku sebab terikat dalam sebuah sistem. Korupsi saat ini tidak hanya dilakukan oleh perorangan melainkan dalam bentuk kerjasama/persekongkolan antara birokrasi dan korporasi serta para elit-elit partai politik yang disebut dengan kleptokrasi dan oligarki politik. Penelitian ini merupakan penelitian kualitatif deskriptif dengan pendekatan berdasarkan legal hukum analisis. Dalam penelitian ini menemukan beberapa hal. Pertama, korupsi dalam dalam sistem politik Indonesia dapat dikategorikan dalam perbuatan Ghulul (Berkhianat), Risywah (Gratifikasi/suap), Khiyanah (Khianat), Sariqah (pencurian), dan Hirabah (Pencurian Besar/Perampokan). Kedua. Strategi pengentasan korupsi dalam perspektif Islam dapat dilakukan dengan pemberian sanksi yang meliputi sanksi berdimensi dunia dan akhirat. Riset ini mendorong penguatan sistem sosio-religi terutama keadaan para pemuka agama sebagai bentuk preventif dan kuratif penanganan korupsi dalam sistem politik di Indonesia.

The concept of a political opportunity structure contributes to the analysis of the behaviour of political actors and is one of the current central topics that has importance for political systems at the regional and international levels, as well as for political and social scientific research centres. This study falls within the range of studies on ideological movements and political parties, and the political variables that affect the political system and these movements which lead them to adapt their ideology, by changing their position – from one of rejection to one of acceptance – with regard to participation in parliamentary elections. To achieve their aim of getting into power, ideological movements and political parties can adapt to political changes, influence the structure of political opportunities and exploit ones available to them. This study focuses on the analysis of factors that led to the change in the position of Hamas with regard to democratic practice, from boycotting the first parliamentary elections in 1996 to actively participating in the 2006 elections. It discusses a number of factors: first, the internal organizational factors of the movement; second, the political variables in the Palestinian arena; and third, the internal factors related to the ruling party (Fatah). In light of this, the study principally aims at providing an objective view on the position of Hamas with regard to its political and democratic practice prior to its participation in the Palestinian political system and beyond, using the concept of political opportunities structure. Given that the movement was restricted by its ideology and governed by the political changes that had taken place in the Palestinian political system, it was forced to adapt to the new circumstances that followed the Oslo Treaty by changing its position from opposition and rejection to political participation.

This article investigates whether local governments are able to act in a unified manner when responding to reputational threats posed by negative media coverage. Based on an argument that local governments facing political instability are less able to perform in unison, the article investigates a number of expectations, including various types of political instability (council, agenda and policy area instability) and their relation to different types of responses to negative media coverage from the political and administrative actors (communication behaviour, responsibility and blame-avoidant behaviour, and sanctioning behaviour). The article finds such relationships for some of these aspects. The analysis also indicates that the reputational history of a local government is related to the degree of unified behaviour. The empirical analysis is primarily based on a survey sent to all Danish public managers in the three upper levels of the local government hierarchy. Point for practitioners Reputation management has become an area for strategic management in the public sector, not least in local governments. This article demonstrates that public managers need to pay attention to the degree of political instability characterizing their local governments when dealing with reputational threats. If the local government is characterized by political instability, the need to address potential disagreements between administrative and political actors becomes vital. Furthermore, public managers need to take into account the reputational history of their organization as it may challenge the ability to coordinate a unified response across the political and administrative leadership during reputational threats.

  The ideology contestation is basically a classic polemic, where after independence the ideology of Islam was confronted with nationalism and took root until now (reform). However, the momentum of the 2019 election political contestation was again marked by the struggle of ideology namely ideology of Islamism and nationalism. The polemic began with the emergence of religious issues that were raised on the surface of political actors as a hegemony in taking the sympathy of voters. The existence of religion as a central issue began in 2016-2017 related to the prosecution of Ahok who insulted religious values ​​(Islam), and among the political parties involved in the demonstrations namely PPP, PKS, PBB, and PKB. In that momentum the beginning of the revival of Islamic ideology as the power in defending Islamic sovereignty. Judging from the ideology of political parties in Indonesia in the 2019 election political contestation, the ideology of political parties based on the statutes and bylaws (AD / ART) that the ideology applied can be classified into three parts namely ideology Nationalism, Islamism, and Nationalist-Religious, and the three ideologies. This can be proven based on the results of a survey from Australia 2017-2018 based on the voters. However, political parties based on multiple ideologies, PAN, PKB and Democrats, each have priority orientation. PAN and PKB tend to polarize the values ​​of Islamism (religious), while Democrats are more dominated by nationalist issues. The concept of Islamic political ideology, in the context of political contestation in political party elections, is basically a necessity to implement the values ​​of ri'ayah, taqwin, irshad and ta'dib through political education, or campaign in elections to achieve mutual benefit, both parties whose ideology Islamism, nationalism and nationalist-religious, so as to build the moralistic side of society, and intelligence in responding to the issues that exist in the election apart from that, political parties in confronting political contestation the emphasis of the movement must reflect the value of poverty, the three ideologies have been packaged in the values ​​of Pancasila in the third principles of Indonesian unity.         Asbtak Kontestasi ideology pada dasarnya polemik klasik, dimana pasca kemerdekaan ideologi islam dihadapkan dengan nasionalisme dan mengakar sampai sampai saat ini (reformasi). Akan tetapi momentum pemilu 2019 kontestasi politik kembali diwarnai pergulatan ideology yakni ideology islamisme dan nasionalisme. Polemik tersebut berawal dengan mencuatnya isu keagamaan yang dimunculkan dipermukaan pelaku politik sebagai hegemoni dalam mengambil simpati  pemilih. Eksistensi agama sebagai sentral isu berawal tahun 2016-2017 terkait penuntutan terhadap ahok yang melecehkan nilai-nilai agama (islam), dan diantara partai politik yang terlibat dalam demonstrasi yakni PPP, PKS, PBB, dan PKB. Dalam momentum tersebut awal mencuatnya kembali ideologi islam sebagai of the power dalam mempertahan kedaulatan Islam. Menilik ideologis partai politik di Indonesia pada konstestasi politik pemilu 2019, ideology partai politik berdasarkan anggaran dasar dan anggaran rumah tangga (AD/ART) bahwa ideologi yang diterapkan dapat diklasifikasikan menjadi tiga bagian yakni ideology Nasionalisme, Islamisme, dan Nasionalis-Religius, dan ketiga ideology tersebut dapat dibuktikan dengan berdasarkan hasil survey dari asutralia 2017-2018 berdasarkan pemilih. Namun demikian partai poltik yang berasaskan ideologi ganda, PAN, PKB dan Demokrat, masing-masing memiliki kiblat prioritas. PAN dan PKB condong polarisasi nilai-nilai islamisme (religious), sedangkan Demokrat lebih didominasi oleh isu-isu nasionalis. Konsep ideology politik islam, dalam konsteks kontestasi politik dalam pemilu partai politik pada dasarnya sebuah keharusan mengimplementasikan nilai-nilai ri’ayah, taqwin, irsyad dan ta’dib melalui pendidikan politik, ataupun kampanye dalam pemilu guna mencapai kemaslahatan bersama, baik partai yang berideologi islamisme, nasionalisme dan nasionalis-religius, sehingga terbangun sisi moralistik masyarakat, dan kecerdasan dalam menanggapi isu-isu yang ada dalam pemilu. selain dari itu partai politik dalam menghadapi konstestasi politik penekanan gerakannya harus mencermikan nilai kemaslahan, ketiga ideology tersebut telah kemas dalam nilai-nilai pancasila pada sila ketiga persatuan Indonesia.

The purpose of this study is to find out how the affirmative action of political parties in encouraging women’s political participation in Sumenep Regency. This study uses descriptive qualitative research with data collection procedures in the form of interviews, observation and documentation. Data validation techniques used are source triangulation techniques in the form of person and paper. The results show that the efforts made by political parties of Sumenep Regency in building women’s political participation include, 1) parties taking an internal/personal approach; 2) programmatic, structured and continuous development of the political model of female cadres; 3) hold meetings at times that are possible to be attended by female cadres and times that are not too preoccupied with household needs.

- According to the standard thesis, the political crisis in Italy between 1992 and 1994 and the collapse of the Christian Democrat regime are related to the revelation of corruption of the political elite by the judiciary. However, judicial revelations and corruption scandals have regularly occurred in Italy, before and after this crisis, without provoking a drastic political change and the reject of the political system by the electorate. Considering this paradox, the article suggests an alternate account of the 1992-1994 events that underline the way in which the political competition had been affected by the scandals: the moral crusades against corruption had in this period a political impact because they had been relayed and supported by emerging political actors in order to challenge the established elites and to claim a leading role in reshaping the political system.

In the last decade, Italy has gone through some deep changes in the political sphere. The fall of the Berlin Wall had forced political parties from opposite sides to re-organize themselves: their targets, ideologies and projects. At the same time, these historical events have been shortly followed by a major national bribe scandal that invested the main political leaders who had governed the Country for half a century. As a result, the last turn of the past Millennium has left a strongly politicized Country with no acknowledged leaders, no clear ideologies, no traditional, recognizable parties. It is in those years that Berlusconi's new venture gained votes and success. The fracture between political organizations, leaders and citizens though, became unhealable. The younger generations seemed to be the ones who suffered the most from political apathy or, worse, distrust. So we wanted to investigate who were the young politicians who, in these times of crises, had chosen politics as an important part of their lives. We have carried out two different surveys in different years and we found that political parties were changing deeply and radically. That their role in the political socialization of young political actors had become very thin. That candidates began to be chosen amongst the affluent few or, at least, amongst those whose personal fame and social/professional/family network would guarantee their party at least a dowry of votes that could make the difference in times of elections. But this method would not guarantee cohesion nor government stability.

This chapter combines an analysis of the party-political system of post-communist Romania with the impressions of a direct witness to the most important historical events in the country, tracing the political evolution of Romania over the 30 years after the December revolution of 1989, which led to the overthrow of the totalitarian regime of Ceauşescu. A review of political parties and alliances is presented, which may be of practical benefit to researchers working on this period in Romanian history. On the basis of numerous sources and direct interviews with Romanian politicians, some specific characteristics of the political process in the country are identified. An attempt has been made to show the mechanisms of political power that have emerged since the collapse of the former totalitarian system.

In addition to summarizing the book’s main themes as described, this Introduction places special emphasis on connecting the problem animating the book—the apparent incapacity of contemporary parties to mediate between citizens and the state—to current political developments in established Western democracies, showing that the issues the book addresses are not only of academic interest but also directly relevant to ongoing public debates about the state and health of representative democracy. Chief amongst the themes foregrounded here is the rise of so-called ‘populist’ parties on the left and right of the political spectrum, as well as the re-branding of established political actors as ‘movements’ (think, e.g. of Emmanuel Macron’s La République en Marche). These phenomena are interpreted as part of a larger ‘revolt against intermediary bodies’—meaning first and foremost a rebellion against political parties. The Introduction suggests that this ‘revolt’ brings with it only a temporary shift in how representative politics looks, without actually reversing the disconnect between parties and voters or compelling established political parties to give up their privileges and de-colonize the institutions of the state. This argument sets the stage for the book’s core contention that more thought has to be put into finding ways to reconnect political parties with society.
