The Regional Planning, Research and Development Agency (BAPELITBANGDA) of Manado City is a regional work unit that has the task of assisting the Mayor in determining policies in the area of development planning in the region as well as evaluating and implementing them. To facilitate financial management in local government organizations, BAPELITBANGDA implements SIMDA in its financial management system. SIMDA Finance is an application program developed by the Financial and Development Supervisory Agency (BPKP), where the purpose of developing SIMDA applications is to accelerate the process of regional financial management. PurposeThis article details a qualitative descriptive case study of affective factors of effective decision-making of one local government organization in the United States of America. The specific problem was that many elected American local government representatives lack effective decision-making strategies. This research focus indicated a lack of qualitative research on the real-world experience of factors that were taken into consideration during decision-making within American local government organizations.Design/methodology/approachUsing a local government organization in southwest Illinois, elected representatives were interviewed and observed. The interviews and observations surfaced how the representatives made decisions. Data were analyzed using manual coding and theming to determine themes and patterns.FindingsThe results produced six themes about factors, including emotional intelligence, which impacted decision-making. They are: (1) remembering the past, (2) communication and respect, (3) spurring economic growth and development, (4) fairness, (5) recognizing and removing emotions and bias and (6) accountability.Research limitations/implicationsBeing a single case study, this research is limited in generalization. The research was limited to the identification of current, real-world experience of elected local government representatives.Practical implicationsThe findings of this research can be used to create more effective decision-making practices for local government organizations of similar size.Originality/valueThis is the first study to review, in-depth, the decision-making and emotional intelligence factors of local government organizations in the United States of America. The conceptual background, discussion, implications to local government organizations, limitations and recommendations for future studies are discussed.

Purpose – The purpose of this paper is to understand what are the benefits in terms of improvement of performances that a local government organization (LGO) can achieve embracing ISO 9001 certification as a strategy. This research is aimed at contributing to the answering of this question by exploring the Italian situation, in particular organizations linked to Italian local government which provide services to the citizens. Design/methodology/approach – This research is based on mixed methodologies. First, a qualitative interview based on a semi-structured interview guide was administered to ten LGO quality managers. From this first qualitative inquiry 11 hypotheses to be validated have been stated. A survey has been carried out to validate the hypotheses. By means of two distinct questionnaires each hypothesis has been transformed into a specific question. The question is based on the Likert scale which allows using a χ2-test and non-parametric test such as Cramer’s V. The results from the scale were augmented by the interviewees’ annotations, which comprised suggestions and comments, to each question. The questionnaires have been administered over the last five years to 201 LGOs. Findings – From the findings it seems that ISO 9001 could improve performances in terms of effectiveness, such as citizens’ satisfaction, reduction of defectiveness and claims, as well as staff awareness of citizens’ needs. Moreover, ISO 9001 seems to have a negative effect on citizens’ participation, internal communication and teamwork as well as cost reduction. Controversial issues related to the bureaucracy of documentation and the external auditing process emerged. Research limitations/implications – The findings are linked to Italian LGOs therefore they need further validation in other European countries where LGOs are managed in a similar way. Practical implications – The implications of this research are useful for consultants and managers who want to understand what the benefits and limitations of the ISO 9001 certification are in the LGOs. The results are also useful for local government managers and practitioners who are weighing the pros and cons of ISO 9001 certification. Originality/value – The paper discusses in a quantitative way the benefits of ISO 9001 certification process on the performances of LGOs opening an interesting debate on the topic.

A corporate manpower planning study, seeking to gain insight into, and hence, attempt tounwrapthe wider meanings of a long-run manpower practice inherent in a set of data obtained from one of the 774 Local Government Organizations in Nigeria, was conducted. The data which spanned over a period of twenty years, relate to six states recruitment, staff stock, training, interdiction, wastage, and retirement and, in particular were found to possess Markov properties, especially stochastic regularity, and therefore had absorbing Markov Chain model fitted into the set. Our results suggest that staff habituate substantial number of times (47) among non-absorbing states before subsequent absorption into any of the two absorbing states. And, again, 52% of the workforce gracefully attain retirement while 48% regrettably get wasted. Agreeably, it seemed that the absorbing Markov Chain model employed has established a definite pattern of manpower flow in the organization as a sure-thing principle rather than a chance mechanism.

Purpose – The concept was that municipal real estate was an asset which consisted of a combination of measurable and hard-to-estimate returns (including social benefits) rather than a public good. Many local government organizations attempted to capitalize and assess real estate, with a view to generating revenue for local authorities. Others proceeded to use direct private sector financing for the construction of municipal infrastructure, in exchange for the right to use public land for commercial development purposes. In Greece, the institutional framework for local government organizations prevented local government from playing an essential role, because of their limited powers and financial resources. There are two key questions coming up within this context, which are the main subject of the research: What are the financing instruments used by municipalities today? What are the financing instruments that municipalities would like to use today? No research has been done so far on the above questions at such sample level as used in the research, i.e. all the municipalities in the territory of Greece. The paper aims to discuss these issues. Design/methodology/approach – The paper presents the literature review of the property management and the methodology of an empirical research through structured questionnaire that was sent to the entire population of Greek municipalities. Findings – The main findings regard the financial instruments used by the Greek municipalities and funding schemes from various sources. Apart from these funding sources which Greek cities actually use, the present research has investigated the sources of funding that municipalities would like to use. Practical implications – The paper consists a detailed road map for practical public management. Originality/value – The questionnaire was sent to the entire population of Greek municipalities, characterized in this way with considerable heterogeneity. The sample equals the whole population, which has been investigated for the first time, regarding the Greek Paradigm.

<p align="center">Structuring local government organizations system is important in the regional autonomy implementation, as it is one of the many instruments of decentralization principles.  Structuring local organizations, as part of bureaucratic reform, aimed to create a government system that is efficient, effective and flexible. The flexibility in this case is based on the regional organization characteristics of the area, population and number of regional budget. In this regard, there is inconsistency in Surabaya City Government’s organization structuring, that is overly focused on the institutional issues, rigid standardization but does not consider other dimensions such as: human resources, system of governance, and the basic values of the organization. Based on this phenomenon a study is needed to formulate a model structuring for Surabaya City Government. To do so, researchers conducted a study in the following stages: (1) based on the criteria of the subject, the researchers chose one subject of the research; (2) based on the prior studies, researcher developed a research instrument consisting of local government assessment instruments - i.e. human resources, authorities, organization size, public service performance - in solving the Surabaya City Government’s structuring problem; (3) interviews were conducted based on the organization’s authorities; and (4) the data obtained is then described and analyzed using qualitative analysis method to obtain to develop a model for solving organizational structuring problem in Surabaya City Government.</p><p> </p><p> </p><p>Keywords: Organisation Restructuring, Organisation Restructuring Model, Governance. </p>

This is an opinion-based review of other research work on systems thinking paradigms and the possible application to local governments within the United States of America. Systems thinking is a complex interaction of people to generate thoughts, concepts, and ideas for situations involving organizational processes and changes. Using systems thinking can encourage collaboration, participative leadership, and interpersonal relations, increasing organizational effectiveness. Local government organizations may benefit greatly from creating and using systems thinking, incorporating constituent input before making decisions. Taking current organizational theory and design and recognizing a knowledge gap, this specific opinion-based review of using systems thinking emphasizes the importance of maintaining leadership and effective communication, advantages and disadvantages of system thinking paradigms, and ethical considerations. As communities grow and diversity expands, local government organizations should also grow and expand with the changing demands of constituents and economic needs. My theory is that with the incorporation of systems thinking, local government representatives can increase the overall effectiveness of council meetings and decision-making. Agricultural research and extension are important elements for improving agricultural production and food systems. It is said that the enhancement of traditional farming into science-based agriculture requires expeditious transfer of research results from laboratory to field. Agriculture extension was one of the services entrusted to local government from the national government during its decentralization in 1991. The basic premise was they can better design their extension services to best fit local needs because they know more of the local setting. It is a unique service that provides access to small rural poor farmers through non-formal education and information sources. That in turn helps these communities to increase productivity and income, alleviate poverty and improve food security. The strategic research partnerships between local government, non-government organizations and academic researchers as an innovative mechanism to further define and facilitate extension service delivery are now increasingly recognized. This article provides the narrative of the experiences and lessons in bridging agricultural research and community practices through strategic involvement of the local government in research and extension. The discussion is based on the experience of Landcare Foundation of the Philippines (LFPI), a non-government organization, while implementing the Australian Center for International Agricultural Research (ACIAR) Integrated Crop Management (ICM) Project in Bohol, Philippines.

All local governments have the same responsibility and obligation in positioning themselves as institution that are friendly to persons with disabilities, including Central Lampung Regency in Lampung Province. There are two important questions from the research which is the basis of this study; (1). What are the efforts made by the Central Lampung Regency government towards groups with disabilities? (2). What are the problems that occur in the management of disability groups in Central Lampung Regency?. The type of this research is descriptive with a qualitative approach. The data used by researchers in this study are sourced from primary and secondary data. In this study, primary data obtained through interview techniques was carried out by giving several questions related to the problem issues in research to the informants who had been determined. Informants in this study was collected with a purposive sampling technique. The key informants in this study were 9 heads of local government organizations, 10 representatives of community organizations, and 5 members of the regional parliament. All of them play a role in data collection activities which include focus group discussions, in-depth interviews, observation, and documentation. Meanwhile, data analysis was carried out using interactive data analysis techniques. In the last three years, the number of people with disabilities in Central Lampung has increased. However, the increase in the number of people with disabilities in Central Lampung is due to the expansion of the meaning and scope of disabilities in Indonesia regulation. It is known that several actions at the level of local government organizations in facilitating groups with disabilities can be designed in a more focused manner in the design of programs and policies covering the government, population and civil registration, social, health, education, employment, and transportation, and public infrastructure sectors.
