Traffic Safety Evaluation of Video Advertising Signs

Road authorities are under increasing pressure from advertisers to allow video advertising in the right-of-way but are understandably concerned about whether video signs constitute a driving hazard. At the City of Toronto's request, a comprehensive assessment of traffic safety impacts related to such signs was carried out in a series of studies involving three downtown intersections and an urban expressway site. An on-road eye fixation study was carried out to determine if drivers look at video advertising signs. Conflict studies were conducted to determine if there were more conflicts on intersection approaches with visible video signs than on those without such signs. A before-and-after sign installation study of headways and speeds on the urban expressway was carried out. Crashes were compared before and after sign installation at the expressway and three intersection sites. Finally, a public survey was conducted to determine if video advertising was perceived to affect traffic safety. On the basis of the eye fixation study and the public survey data, it is apparent that video advertising can distract drivers inappropriately and lead to individual crashes. However, the evidence from other studies was not consistent and suggests that for the particular signs studied, overall impacts on traffic safety are likely to be small. Further studies, especially prospective ones with larger crash data sets, are required to be certain about the findings. A comparison between this study and an earlier one suggests that there are large differences in driver distraction depending on the placement and the environment in which the sign is seen. Further studies are required to determine factors that minimize driver distraction.

Construction of bypass lanes at rural intersections has typically been considered a low-cost highway safety improvement by the transportation community. However, this needs to be quantitatively evaluated so that the decisions could be made on whether to continue with adding bypass lanes. Highway safety analyses utilize two common approaches to evaluate the effectiveness of a geometric treatment: before-and-after study and cross-sectional study. This paper explains the results using a cross-sectional study approach, where intersections with bypass lanes were compared to intersections with no bypass lanes for which crash data were obtained for more than 1,100 intersections in Kansas. Both 3-legged and 4-legged intersections were taken into consideration separately by looking at intersection-related crashes and crashes within an intersection box. According to the results, the number of crashes and crash severities were lower at 3-legged intersections with bypass lanes compared with 3-legged intersections without bypass lanes, even though these reductions were not statistically significant at 95% level. When considering a 300-ft. intersection box, statistically significant crash reductions were observed at 4-legged intersections, for all considered crash and crash rate categories. When considering 90% level, crash reduction at 3-legged intersections was also statistically significant when considering a 300-ft. intersection box. Crash modification factors (CMFs) calculated to evaluate safety effectiveness of bypass lanes at unsignalized rural intersections in Kansas showed values less than 1.0 for almost all cases, indicating safety benefits of bypass lanes. Accordingly, it is beneficial to continue with the practice of adding shoulder bypass lanes at rural unsignalized intersections on two-lane roads where the traffic volumes are relatively low.

In 2010, the Illinois Department of Transportation began implementing the flashing yellow arrow (FYA) at intersections operating with protected–permissive left-turn (PPLT) control. Research was conducted to evaluate the safety-effectiveness of FYAs at 86 intersections and 164 approaches in central Illinois. The effectiveness evaluation was performed with 3 years of before-and-after FYA installation crash data and the empirical Bayes method. In the before condition, the left-turn signals operated with a circular green display indicating the permissive interval of PPLT control using a five-section signal head. In the after condition, the FYA replaced the circular green display for the permissive interval of PPLT with a four-section signal head. Supplemental traffic signs were mounted on the mast arm adjacent to the left-turn signal at over half of the FYA installations. The results of the comprehensive safety evaluation of the FYA for PPLT control are presented. Analyses were also performed to assess the effects of the FYA supplemental signs and the effects of the FYA overall on two subsets of at-fault drivers: older drivers (age 65+) and younger drivers (age 16 to 21). The resulting mean crash modification factors for the targeted crash types ranged from 0.589 to 0.714. The findings of this research support the continued use of FYAs for PPLT control to improve safety at signalized intersections in central Illinois.

Large truck crashes undermine the contribution of trucks to the U.S. economy due to the economic costs of the crashes. Wyoming has the highest truck crash rate and the lowest budget contribution for traffic enforcement in the USA. Because of the state’s intensive truck corridors, the Wyoming Highway Patrol (WHP) might not be able to use their resources efficiently. Previous studies have indicated that WHP performed better when they allocate their resources efficiently at the right locations and towards the right enforcements. This study used 4-year historical crash and enforcement data along Interstate 80 (I-80), which has the highest truck-related crash rate in Wyoming. Crash data were filtered to include truck crashes only. However, both truck and no-truck enforcements were included in the data because both could be at fault in truck crashes. This study used two approaches to help state policy-makers improve traffic safety on I-80. First, a statistical method was used to identify geometric variables contributing to allocated enforcement and truck crashes. Second, truck crashes and related enforcements were visually assessed using Geographical Information Systems (GIS) mapping. Crash data were disaggregated into the main driver actions of no improper driving, following too closely, improper lane change and driving too fast for the conditions. These driver actions accounted for more than 70% of all truck crashes on I-80. Related enforcements were also identified and disaggregated by driver actions. Disaggregated enforcements and crashes were visualized along the I-80 corridor using GIS maps to see if WHP allocated their resources efficiently. Cluster index, enforcement spatial coverage and mean density are some of the parameters used for the analyses. This study aimed to contribute to research on police effectiveness in reducing truck crashes, police innovation and the use of GIS applications in enforcement. This methodology can be used by other agencies to better allocate resources to improve traffic safety in most efficient ways.

SummaryWe investigated the comparative antithrombotic properties of clopidogrel, an analogue of ticlopidine, and aspirin, using the Folts' model on femoral arteries in 22 pigs. On each animal, clopidogrel or aspirin were used to treat the thrombotic process on the left femoral artery and to prevent this process on the right femoral artery. Sequentially: an injury and stenosis were carried out on the left femoral artery; the thrombotic process was monitored with a Doppler during a 30-min observation period for cyclic flow reductions or permanent cessation of flow; after the first cyclic flow reduction occurred, clopidogrel (5 mg kg-1) or aspirin (2.5, 5, 100 mg kg-1) were injected intravenously; if cyclic flow reductions were abolished, epinephrine (0.4 µg kg-1 min-1) was injected to try to restore cyclic flow reductions and/or permanent cessation of flow; then injury and stenosis were applied on the right femoral artery. Before and after injection of clopidogrel or aspirin, ear immersion bleeding times and ex-vivo platelet aggregation were performed. Clopidogrel (n = 7) abolished cyclic flow reductions in all animals and epinephrine did not restore any cyclic flow reduction. On the right femoral artery, cyclic flow reductions were efficiently prevented, even for two injuries. Basal bleeding time (5 min 28) was lengthened (>15 min, 30 min after clopidogrel and remained prolonged even after 24 h). ADP-induced platelet aggregation was inhibited (more than 78%). Comparatively, aspirin had a moderate and no dose-dependent effect. Aspirin 2.5 mg kg-1 (n = 6) abolished cyclic flow reductions in 2 animals, CFR reoccurred spontaneously in one animal and epinephrine restored it in a second animal. Aspirin 5 mg kg-1 (n = 6) abolished cyclic flow reductions in only 3 animals and epinephrine always restored it. Aspirin 100 mg kg-1 (n = 3) was unable to abolish cyclic flow reductions. On the right femoral artery, aspirin did not significantly prevent cyclic flow reductions which occurred in all animals after one (n = 14) or two injuries (n = 1), except for one animal. Basal bleeding time was lengthened but it shortened rapidly, reaching its basal value after 24 h. ADP-induced aggregation was not significantly inhibited, whereas arachidonic acid induced aggregation was always inhibited. Clopidogrel appears as a more potent antithrombotic drug than aspirin in this model, in treating and preventing spontaneous or epinephrine-induced cyclic flow reductions and lengthening bleeding time.

Greening of roads contributes to the protection of roads and their elements from influence of adverse weather and climatic factors; it includes the measures for improvement and landscaping of roads, ensures the protection of roadside areas from transport pollution, provides visual orientation of drivers. The solution of these issues will ensure creation and maintenance of safe and comfortable conditions for travelers. Green plantings in the right-of-way road area include woody, bushy, flower and grass vegetation of natural and artificial origin. For proper operation of public roads and satisfaction of other needs of the industry, there may be the need in removing the greenery. The reason for the removal of greenery in the right-of-way road area may be due to the following factors: construction of the architectural object, widening of the motor road, repair works in the security zone of overhead power lines, water supply, drainage, heating, telecommunications facilities, cutting of hazardous, dry and fautal trees, as well as self-grown and brushwood trees with a root neck diameter not exceeding 5 cm, elimination of the consequences of natural disasters and emergencies. The removal of plantations in the right-of-way area is executed in order to ensure traffic safety conditions and to improve the quality of plantations composition and their protective properties. Nowadays, in Ukraine there is no clear procedure for issuing permits for removing of such plantations. In order to resolve this issue, there is a need in determining the list of regulations in the area of forest resources of Ukraine and, if needed, the list of regulatory acts that have to be improved; to prepare a draft of the regulatory legal act that would establish the procedure of plantations cutting, the methodology of their condition determination, recovery costs determination, the features of cutting. Abstract Implementation of demonstration method in the teaching of chemistry is assigned as the right strategy to improve students’ achievement as it is proved that the method can bring an abstract concept to reality in the class. The study is conducted to vocational high school students in SMKN1 Pargetteng getteng Sengkut Pakfak Barat at accademic year 2013. The teaching has been carried out three cycles on the teaching of chemistry topic of colloid system. In the study, the class is divided into two class, experiment class and control class. The demontration method is used to teach students in experimental class while the teaching in control class is conducted with lecture method. Both are evaluated by using multiple choise tests before and after the teaching procedures, and the ability of students to answer the problems are assigned as students’ achievements. The results showed that demonstration method improved students’ achievement in chemistry. The students in experimental class who are taughed with demonstration method (M=19.08±0.74) have higher achievements compare with control class (M=12.91±2.52), and both are significantly different (tcalculation 22.85 > ttable 1.66). The effectivity of demostration method in experimental class (97%) is found higer compare to conventional method in control class (91%).

<p align="center"><strong>Abstrak</strong></p><p><em>Pemanfaatan game dikalangan remaja memiliki peran yang efektif sebagai wadah untuk hiburan. Tetapi pemanfaatan game tidak tepat memiliki efek samping game terhadap kehidupan sehari hari remaja, mulai dari kurang bersosialIsasi hingga perilaku kekerasan dikalangan remaja. Penyuluhan terhadap remaja bertujuan untuk memberikan pemahaman kepada remaja tentang variasi game berdasarkan rating pengguna, maupun cerdas dalam manajemen penggunaan game dalam kehidupan remaja sehari hari. Pengetahuan remaja tentang varian/ragam game berdasarkan rating relatif rendah sebagaian besar pemengetahuannya tersebar pada kategori sangat rendah dan rendah yaitu sebesar 65 persen. Metode edukasi dan sosialisasi ini adalah dengan beberapa tahapan. Tahap pertaman tim pengabdian memberikan edukasi dan diskusi tentang beragam bentuk game, karakteristik, serta karakteristik pengguna game yang tepat. Selanjutnya beberapa permainan dan kuis untuk meingkatkan literasi remaja tentang pemanfaatan game secara bijak. But the improper use of games has the side effects of games on the daily lives of adolescents, ranging from lack of socialization to violent behavior in adolescents. Counseling against adolescents aims to provide understanding to adolescents about the variety/variance of games based on user ratings, as well as being smart in managing game use in daily teenage life. Teenagers' knowledge about game variants/based on the rating is relatively low, most of the knowledge is spread in the very low and low categories, which is 65 percent. The method of education and outreach is by several stages. The first stage of the dedicated team provided education and discussion about various forms of games, characteristics, and characteristics of the right game user. Furthermore, some games and quizzes to improve teen literacy about game use wisely. This counseling activity can increase the understanding of teenagers in recognizing games that are well used, this can be seen from the relatively significant increase in adolescent knowledge before and after counseling.</em></p><p><strong>Keywords<em>:</em></strong><em> <strong>Education, Games, Counseling</strong></em></p>
