Bringing Order to Chaos: The Appropriation of Maithili by Colonial State, c 1870s–1940s

This article, through the use of several surveys, grammar books and articles on language written by colonial officials, in the late nineteenth and early twentieth centuries, has explored how language became an instrument in the exercise of colonial power in Bihar in the late nineteenth and early twentieth centuries. Taking the case of a particular language Maithili, spoken in the Mithila region of Bihar, the paper has engaged with the suggestion by Bernard S. Cohn that the history of language can help us understand the mechanism of power in a colonial context. The aspirations of the rulers, as well as the intended and unintended implications caused by such experiments, are worth examining. They would help us answer many general questions about colonial policies and power – not just on the theme of language – such as the following: How does one situate the understanding of the rulers while writing a history of colonialism? How do different debates among the colonial administrators shape the policies of the government, and what does that tell us about the nature of colonial rule? How does one see the role of the ‘native’, both as an informant as well as the subject of study? How does one read the native agency?

Between 1939 and 1945 several Hollywood studios produced significant films set in the war-torn Philippines, including Bataan (MGM, 1943), So Proudly We Hail (Paramount, 1943),and Back to Bataan (RKO,1943). Although these films immediately preceded Philippines independence in 1946, they do not position the Philippines as a soon-to-be autonomous nation. Instead, these films reaffirm, and even celebrate, the unequal colonial power relationship that marked the history of U.S. occupation of the archipelago. A careful reading of these films, which is the subject of this article, reveals the stamina of this colonial ideology (colonial uplift, tutelage, and nation-building) that legitimized U.S. colonial rule in the Phillapines and dates back to the turn of the century. What the perpetuation of this ideology suggests is the postwar neocolonial relationship between the two nations that U.S. government officials anticipated. This revised neocolonial ideology is expressed through the racialized and gendered images of Filipino characters and their interaction with U.S. American characters. The U.S. government attempted to control such images as part of its wartime propaganda, but had to rely on the voluntary compliance of the major Hollywood studios. While the Filipinos in films like Back to Bataan, made at the war's end, appear to challenge the racist stereotypes of prior films, they are re-inscribed by a neocolonial form of U.S. supremacy—— framed as wartime U.S. guidance and Filipino dependency.

This article draws attention to the comparative lack of material on the origins of African nationalism in Zambia, and suggests a framework of analysis and possible future areas of research on the subject. In contrast with some other East and Central African territories, Zambia offered little or no primary resistance to the imposition of colonial rule, but in other respects the country resembled neighbouring territories in the first three decades of colonial rule. There is a need for further study of Watch Tower and the Welfare Associations, the former in the inter-war years, the latter in the 1940s. The Copperbelt from 1930 to 1950, with its problems of urbanization and the colour bar, is a vital factor setting Zambia apart from other tropical dependencies. Here, Africans were confronted with the determination of Europeans to retain political and economic power, whatever the policy declarations of the government. The politicization of the territory can be traced from here, and the role of the Bemba-speaking peoples as the spearhead of protest had its origin in their powerful position on the Copperbelt.

This chapter discusses the ever-evolving role of race in politics in the history of the US. How the government handled racial and other discrimination has not always been effective. It was not until the 1960s that the US government attempted to make a concrete effort to minimize racial discrimination, which of course effected enrollment at elite US colleges and universities. This chapter then goes onto to discuss the deep ideological divide over affirmative action that exists in the country and provides public opinion data on where whites stand with the subject. This chapter demonstrates that indeed affirmative action is a controversial subject that receives little support from whites.

The purpose of the article is search and generalization of information about M. Ya. Dakhnovʼs life and activity and creation of the most complete biography of the outstanding forester of Ukraine for today.Methods of research: analytical-synthetic, historical-chronological, comparative-historical, logical, historical-biographical.The scientific novelty: for the first time in the historical-chronological context the life and creative way of the outstanding forester M. Ya. Dakhnov is being considered. The hypothesis about the M. Ya. Dakhnov's pedigree is expressed and substantiated.Practical significance: materials can be used in drawing up handbooks on the history of forestry in Ukraine.The originality of the research is based on a wide range of sources used and their analytical and synthetic elaboration.Type of article: descriptive, research. scientific and biographical.The main results. Based on the analysis of historiographical sources on the history of the development of the national steppe forestry, the subject of research was determined: the life and career of a well-known forester and gardener Mykola Yakovych Dakhnov. The little-known facts of his life activity were introduced into scientific circulation. A hypothesis was expressed about who were the parents (father) M. Ya. Dakhnov. The materials are given that in his youth M. Ya. Dakhnov was involved in protest actions against the government of the Russian Empire. The process of the formation of M. Ya. Dakhnov as a well-known specialist in the field of steppe forestry and gardening is considered. Based on the study of materials of the forestry congress in Great Anadol (1908), the role of M. Ya. Dakhnov in the creation and practical implementation of various types of afforestation and methods of "remediation" of forest stands was substantiated. His organizational and scientific activities during the 1908 congress in Great Anadol are shown and his proposals on strengthening the gardening direction in lower forest schools are considered. Given the little-known facts from the life and work of M. Ya. Dakhnov after 1919, when he retired, It was suggested that the resignation and relocation to Alushta could be associated with family circumstances caused by the civil war. Attention is drawn to the presence of "white spots" in biographical essays on M. Ya. Dakhnov. It is noted in this regard, the need for further research of his life and work.

The rising of the Ndebele and southwestern and central Shona people against colonial rule in the 1890s has become one of the classic cases of such resistance. Yet, since the independence of Zimbabwe in 1980, very little fresh research has been carried out on the subject. This paper re-examines the role of Shona religious authorities in the rising, especially that of the medium of the Nehanda spirit of the Mazowe valley in the central Shona area. In just over a century, the figure of “Mbuya Nehanda” has become the best-known popular symbol of resistance to colonial rule in modern Zimbabwe. She has been commemorated since 1980 in statues, street names, a hospital, posters, songs, novels, and poems, and is soon to be the subject of a full-length feature film. This paper examines the historical basis behind the legend.This legend runs as follows: the historical “Nehanda” was supposed to have been the daughter of the founding ancestor of the Mutapa dynasty, who lived in the fifteenth century. Her ritual incest with her brother Matope gave supernatural sanction to the power of the Mutapa state. After her death, she became a mhondoro spirit, and this spirit possessed a number of mediums (masvikiro, singular svikiro). During periods of possession by the spirit, the svikiro was regarded as speaking with the voice and personality of the original Nehanda and not with her own. In the last part of the nineteenth century one medium, Charwe, was responsible for the organization of resistance to the government of the British South Africa Company and the settlers in the Mazowe valley, and in particular for the killing of H.H. Pollard, Kunyaira, the extremely oppressive Native Commissioner of the area. This resistance began in June 1896, and from then until her capture in late 1897 the Nehanda medium was a major factor in the war. Tried and sentenced to death in March 1898, she refused to convert to Christianity and struggled right up to the moment when she was hanged.

Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.

In the aftermath of Edward Said's Orientalism (1978), European representations of Eastern cultures have returned to preoccupy the Western academy. Much of this work reiterates the point that nineteenth-century Orientalist scholarship was a corpus of knowledge that was implicated in and reinforced colonial state formation in India. The pivotal role of native informants in the production of colonial discourse and its subsequent use in servicing the material adjuncts of the colonial state notwithstanding, there has been some recognition in South Asian scholarship of the moot point that the colonial constructs themselves built upon an existing, precolonial European discourse on India and its indigenous culture. However, there is as yet little scholarly consensus or indeed literature on the core issues of how and when these edifices came to be formed, or the intellectual and cultural axes they drew from. This genealogy of colonial discourse is the subject of this essay. Its principal concerns are the formalization of a conceptual unit in the sixteenth and seventeenth centuries, called “Hinduism” today, and the larger reality of European culture and religion that shaped the contours of representation.

Purpose – The purpose of this paper is to examine how the boundaries of rhetoric have excluded important theoretical and practical subjects and how these subjects are recuperated and extended since the twentieth century. Its purpose is to foster the awareness on emerging new trends of rhetoric. Design/methodology/approach – The methodology is based on an interpretation of the history of rhetoric and on the construction of a conceptual framework of the rhetoric of judgment, which is introduced in this paper. Findings – On the subject of the extension of rhetoric from public speeches to any kinds of persuasive situations, the paper emphasizes some stimulating relationships between the theory of communication and rhetoric. On the exclusion and recuperation of the subject of rhetorical arguments, it presents the changing relationships between rhetoric and dialectics and emphasizes the role of rhetoric in scientific research. On the introduction of rhetoric of judgment and meanings it creates a conceptual framework based on a re-examination of the concept of judgment and the phenomenological foundations of the interpretative methods of social sciences by Alfred Schutz, relating them to symbolic interactionism and theories of the self. Originality/value – The study on the changing boundaries of rhetoric and the introduction of the rhetoric of judgment offers a new view on the present theoretical and practical development of rhetoric, which opens new subjects of research and new fields of applications.

REGARDLESS of how we, as individual physicians, may feel about the role of the federal government in the individual practice of medicine, the time has long since passed when we can afford the luxury of ignoring it. In past years the influence of the government on medicine has been mostly in general areas and perhaps least of all in that of pediatrics; but under the present administration there has been a decided change. For this reason it seems necessary to me to call to the attention of all Fellows of the Academy the particular items in President Kennedy's message of February 26, 1962, which relate specifically to the practice of Pediatrics. These may be considered to be three in number: The first of these dealt with the subject of immunization. On this topic President Kennedy said: I am asking the American people to join in a nationwide vaccination program to stamp out these four diseases (whooping cough, diphtheria, tetanus, and poliomyelitis) encouraging all communities to immunize both children and adults, keep them immunized and plan for the routine immunization of children yet to be born. To assist the states and local communities in this effort over the next 3 years, I am proposing legislation authorizing a program of federal assistance. This program would cover the full cost of vaccines for all children under 5 years of age. It would also assist in meeting the cost of organizing the vaccination drives begun during this period, and the cost of extra personnel needed for certain special tasks.

The goal of this article consists in demonstration of the impact of research in the field of history and theory of law alongside the hermeneutics of Emilio Betti impacted the vector of this philosophical thought. The subject of this article is the lectures read by Emilio Betti (prolusioni) in 1927 and 1948, as well as his writings of 1949 and 1962. Analysis is conducted on the succession of Betti's ideas in these works, which is traced despite the discrepancy in their theme (legal and philosophical). The author indicates “legal” origin of the canons of Bettis’ hermeneutics, namely the canon of autonomy of the object. Emphasis is placed on the problem of objectivity in Betti's theory, as well as on dialectical tension between the historicity of the interpreted subject and strangeness of the object that accompanies legal, as well as any other type of interpretation. The article reveals the key moment of Betti's criticism of Hans-Georg Gadamer. Regarding the question of historicity of the subject of interpretation. The conclusion is made that the origin of the general theory of interpretation lies in the approaches and methods developed and implemented by Betti back in legal hermeneutics and in studying history of law.   Betti's philosophical theory was significantly affected by the idea on the role of modern legal dogma in interpretation of the history of law. Namely this idea that contains the principle of historicity of the subject of interpretation, which commenced  the general hermeneutical theory of Emilio Betti, was realized in canon of the relevance of understanding in the lecture in 1948, and later in the “general theory of interpretation”. The author also underlines that the question of objectivity of understanding, which has crucial practical importance in legal hermeneutics, was transmitted into the philosophical works of E. Betti, finding reflection in dialectic of the subject and object of interpretation.
