Purpose of the article. The analysis of the specificities of formation of the public library model in the conditions of creation of the united territorial communities (UTC) of the South of Ukraine. The methodology of the research is based on the complex of general methods (analysis, synthesis, generalization, and modeling) and approaches (system, socio-communicative, modernization). The scientific novelty of the work is to conducta comprehensive study of the possibility of choosing libraries of Odesa, Kherson, and Mykolayiv a certain profile and their own path of development in the formation of UTC as centers of legal and regional information in the form of centers of public initiatives, socio-communication platforms, multimedia mobile libraries or multicultural centers. Conclusions. Suggestions that are based on the comparison of the advantages and disadvantages of the proposed models of reforming the library network are made regarding the development of the optimal model of functioning of public libraries in the South of Ukraine, which provides for the following important elements. Firstly, automation, that is based on the development and implementation of the newest information technologies, which, in turn, activates the material and technical base modernization, organization structure, and the library staff training; providing new services or products. Secondly, renovating the activity and staff management methods. Thirdly, providing stable financing to UTC possibilities, applying marketing and advertising technologies of library activity popularization according to the UTC functioning. Next, saving the valuable stuff resource and technologies in library staff’ work. Then, organizing the UTC public library work as the informative intelligent center, cultural and leisure space, that is discovered on the Chornomorska library example. Finally, the introduction of non-stationary library services on the basis of the Law of Ukraine«On territorial communities’ cooperation». Purpose – The purpose of the study is to investigate the impact of automation on library management services of four selected management institutes at Aligarh. Design/methodology/approach – The investigators used a fashioned questionnaire and informal interviews. They chose samples on the basis of a stratified sampling method and administered the questionnaire according to a random method for collecting the data. Findings – The study revealed that 3 of 4 libraries are partially automated, with the exception of Al-Barkaat which is completely automated. Seventy per cent of librarians believe that automation has improved their library’s services, while 85 per cent of users believe that an automated library system is better than the traditional manual system. Of the four libraries, three have a shortage of general staff and three also lack qualified specialized staff to deal with automation. Research limitations – The investigators could only select four management institutes because of time and logistic constraints, despite Aligarh being the educational hub of western Uttar Pradesh. Originality/value – Although many studies of the same kind have already been conducted on library automation in different areas of world, this paper revealed the current status of automation in libraries of selected management institutes at Aligarh.

The authors investigate into the rules contained in the international treaties, Russian existing laws and judicial routine related to exclusiveness of authors’ rights. The character of social changes in the digital era were specified. Several types of legal relations remain traditional, however in today’s information society has to revise existing laws in which authors rights dominate over information user interests. At the same time, the authors re underprotected from piracy. Legislators have to prioritize in the first place who and from whom must be protected in the information society: the authros from pirates, intellectual property from plagiarism, or the users from actualaccessible information. Secondly, the rights of new knowledge have to be managed and efficient ways to righ t-ful transfer of accumulated knowledge to users have to be found. Implementation of information technologies into libraries and access to digital information resources change radically the quality of library services. The authors challenged themselves with attracting attention to the problems of information society in Russia.

PurposeThe purpose of this paper is to provide information on how public libraries and information services in Kenya National Library Service (KNLS) are perceived, by examining adult users, with a view of improving service delivery and enhancing the effective management of public library services.Design/methodology/approachSurvey methodology using questionnaires was adopted to solicit required information from 112 respondent adult users and data were analyzed using SPSS version 14.FindingsThe paper shows that KNLS library services and information resources are very positively perceived by most respondents. KNLS libraries are: comparatively better off than universities and other public libraries; are predominantly focused on print documents (books) as preferred sources; readers' mostly begin their search for information on a particular topic; general reading and research purposes and information resources equip users with appropriate knowledge.Research limitations/implicationsThe study focused on adult users in internet‐serviced libraries within the KNLS and thus may not be used to generalize about users of all public libraries in Kenya.Practical implicationsThis paper attempts to provide KNLS public libraries with fundamental information about adult users' perspectives of services and information resources. Though the services and information resources are positively perceived, the library management has room to improve and maintain current levels of perception.Originality/valueThe paper is of value because understanding of users' perceptions is vital for services and information resource improvement.

Nowadays, with the growing importance of providing digital services, public libraries offer a wide range of e-books. However, current studies show that reading preferences vary across countries, and identifying e-book demand is therefore difficult. For these reasons, this article focuses on different groups of e-book readers (pensioners, students, economically active) and on factors affecting their attitude to reading e-books, willingness to receive new library services and willingness to pay for them. For the purpose of this analysis, we are using unique data from an online questionnaire survey among readers of the Municipal Library of Prague in 2019 and own binary logistic models. The results show how e-book genres, information preferences and devices for reading e-books primarily affect selected groups of e-book readers. The unwillingness of e-book readers to pay for library services is also evident, especially among students. In the last section, we propose some practical implications that could help to library management and possibly attract more e-book readers from different groups.

Recognizing individual needs and customer preferences is key to succeeding and increasing competitiveness in both the commercial and public sectors. In the public sector, this is one of the ways to increase the efficiency of public funds allocated to public libraries. However, in order to make the right decisions, library management needs quality information about preferences and consumer behaviour, even from customers who cannot be the subject of routine research due to their young age. Therefore, this article proposes a new methodology for surveying children in order to design library services. The proposed methodology, which integrates principles from ethnographic and sociological methods, aims to overcome the problems of conventional sociological methods, such as how to conceive a child as a respondent and how to determine their preferences from hypothetical situations. This article uses a specially designed questionnaire tool to identify preferences, behaviour and information from children (as visitors of a library). The authors learned that Czech children went to the library primarily for books and games. In addition, the data from the questionnaire revealed patterns in the children’s and adults’ behaviour when visiting the library. All of the data in this article can be used for further research into consumer behaviour.

Takis Zenetos was enthusiastic about the idea of working from home, and believed that both architecture and urban planning should be reshaped in order to respond to this. He supported the design of special public spaces in residential units, aiming to accommodate the inhabitants during working hours. This article argues that Zenetos’s design for “Electronic Urbanism” was more prophetic, and more pragmatic, than his peers such as Archigram and Constant Nieuwenhuys. Despite the fact that they shared an optimism towards technological developments and megastructure, a main difference between Zenetos’s view and the perspectives of his peers is his rejection of a generalised enthusiasm concerning increasing mobility of people. In opposition with Archigram, Zenetos insisted in minimizing citizens’ mobility and supported the replacement of daily transport with the use advanced information technologies, using terms such as “tele-activity”. Zenetos was convinced that “Electronic Urbanism” would help citizens save the time that they normally used to commute to work, and would allow them to spend this time on more creative activities, at or near their homes. The main interest of “Electronic Urbanism” lies in the fact that it not only constitutes an artistic contribution to experimental architecture, but is also characterized by a new social vision, promising to resynchronize practices of daily life. An aspect that is also examined is the relationship of Zenetos’s ideas and those of the so-called Metabolists in the 1960s in Japan, including Kenzo Tange’s conception of megastructures. Zenetos’s thought is very topical considering the ongoing debates about the advanced information society, especially regarding the social concerns of surveillance, governance, and sovereignty within the context of Big Data. His conception of “tele-activities” provides a fertile terrain for reflecting on potential implications and insights concerning home-office conditions not only within the context of the current pandemic situation but beyond it as well.
