The global community is racing to slow down and eventually stop the spread of COVID-19, which is a pandemic that has killed thousands of lives and made tens of thousands sick. The new coronavirus has already reached Angola, with 25 confirmed cases, among them 2 died and 6 were cured. The government has decreed a state of emergency on 24 March 2020 for 15 days, which was extended twice for the same number of days that will make it possible to reduce clusters of people and keep them at home. This study reflected on the diverse ways of leadership. It is an article of theoretical, technical and scientific reflection, based on the experience of a new epidemiological situation, with a critical analysis based on technical, scientific and professional experience, with bibliographic input of data obtained from information published in scientific articles, newspapers, magazines and other official documents published in Angola and worldwide related to COVID-19. This article emerged from critical thinking based on the current situation of COVID-19 in Angola in the world and is reflected in this article, what Angola should learn and learned from the experience of other countries that also imported the disease, their history of investment in health, characteristics of their populations, their economies and other aspects.

This chapter assesses the key role of the non-combatant or follower ranks in the history of sub-imperial drives exerted across the land and sea frontiers of India. The reliance of the War Office upon combatant and non-combatant detachments from the Indian Army, used in combination with units of the British Army, left an imprint upon the first consolidated Indian Army Act of 1911. From 1914 the inter-regional contests of the Government of India for territory and influence, such as those running along the Arabian frontiers of the Ottoman empire, folded into global war. Nevertheless the despatch of an Indian Expeditionary Force to Europe in August 1914 disrupted raced imaginaries of the world order. The second less publicized exercise was the sending of Indian Labor Corps and of humble horse and mule drivers to France in 1917-18. The colour bar imposed by the Dominions on Indian settlers had begun to complicate the utilisation of Indian labor and Indian troops on behalf of empire. Over 1919-21, as global conflict segued back into imperial militarism, a strong critique emerged in India against the unilateral deployment of Indian troops and military labor, on fiscal grounds, in protest against their use to suppress political life in India and to condemn the international order which their use sustained.

This article explores how International Relations (IR) might better conceptualise and analyse an underexplored but constitutive relationship between race and sovereignty. I begin with a critical analysis of the ‘orthodox account’ of sovereignty which, I argue, produces an analytical and historical separation of race and sovereignty by: (1) abstracting from histories of colonial dispossession; (2) treating racism as a resolved issue in IR. Against the orthodox account, I develop the idea of ‘racial sovereignty’ as a mode of analysis which can: (1) overcome the historical abstractions in the orthodox account; (2) disclose the ongoing significance of racism in international politics. I make this argument in three moves. Firstly, I present a history of the 17th century struggle between ‘settlers’ and ‘natives’ over the colonisation of Virginia. This history, I argue, discloses the centrality of dispossession and racialisation in the attendant attempts of English settlers to establish sovereignty in the Americas. Secondly, by engaging with criticisms of ‘recognition’ found in the anticolonial tradition, I argue that the Virginian experience is not simply of historical interest or localised importance but helps us better understand racism as ongoing and structural. I then demonstrate how contemporary assertions of sovereignty in the context of Brexit disclose a set of otherwise concealed colonial and racialised relations. I conclude with the claim that interrogations of racial sovereignty are not solely of historical interest but are of political significance for our understanding of the world today.

IT is a mere truism in the history of revolutions to assert that they are seldom brought to a close by the persons or political parties with whom they originate. Men whose existence was perhaps scarcely known to the world at large when the onward movement took its origin rise in succession to the surface, acquire the government, and carry forward the work to lengths and heights which their predecessors never contemplated. It is in tracing this sequence of political parties, the gradual growth of what was looked upon in the first instance as a contemptible and almost senseless faction, its struggles for the mastery, the arts (too often unworthy) by which it acquired the ascendancy, its acts whilst in a condition of dominancy, and finally the errors by which it forfeited power and made way for the next in turn, that much of the interest of historical narrative is found.

Success of the Ottoman empire as one of the greatest, most extensive, and longest-lasting empires in the history of the world could not be released from the efforts of the government to organize the state throught establishment various institutions. Among them are judicials instititution such as kadi courts and Hisbah institutions which was led by a muhtesib. Therefore, this paper discusses the relationship and the interaction between the kadi and the muhtesib in the Ottoman empire, and their historical roots in the periods before. The position of a kadi and a muhesib has existed in periods before the Ottoman empire. A kadi has existed since the Prophet Muhammad pbuh period. While, a muhtesib historically has began in the Greco-Roman agoranomos. In the Ottoman empire, both became important governmental functions. They had the power to pronounce decisions on everything connected with the sharî'a and the Sultanic law. They played roles in controlling urban life, its economic activities in particular. All the production and manufacturing activities in the cities that were carried out within the framework of the guild organization was under the control of the kadi and the muhtesib. For example a craft guilds and a creditor guilds.

The history of public administration in the state of emergency: the system of public administration in the territories of the former Austrian partition on the threshold of the Second Republic of PolandIn the reborn Poland, in the territories of the three former partitions, the creation of Polish centres of administrative power and its structures took place in a different political and legal environment. The main purpose of this article is to present the specificity of the process of creating public administration structures and determining its organizational model in the territories of the former Austrian partition in the context of the reconstruction of the Polish country. The article focuses on the status and rules of organization of public administration introduced by the Polish Liquidation Committee, Interim Governing Committee of Eastern Galicia, the Governing Committee, the General Government Delegate of Galicia and the National Council of the Duchy of Cieszyn. The main thesis of the author of the article is the statement that at the time of creating public administration structures in the territories of the former Austrian partition, the duality principle of the government and self-government administration was no longer in use, transferring the responsibility of administering to the monocratic administration authorities.

Japan is a developing country but is getting diffi cult to hold in leadership 21st century. The domestic lack of raw materials fosters the government to count on competitive power of science and the higher education system. Japanese system of higher education must become demanded in the world. The history of Hokkaido University, the oldest institution in the country and is being modernized at present, is reviewed. It is noted that various mid-term and long-term measures have been developed and implemented. The university partakes in diff erent activities to raise the university international rating.

AbstractThis study discusses the corona virus that occurred in parts of the world, including Indonesia to find solutions in the form of policies issued by the government, with reference to events in the time of the Prophet Muhammad, including his policy in dealing with outbreaks in the masses, this research is descriptive qualitative using primary and secondary data related to the history of the Prophet Muhammad in solving infectious disease cases. The results of this study indicate that the corona virus outbreak was not much different from the conditions in the mass of the Prophet Muhammad, by the presence of the bubonic plague and leprosy at that time. The policy is to quarantine the area both inside and outside the area, so it does not spread. In the current context, related to Covid 19 cases, lockdown or social distance solutions, including finding the anti-virus immediately, so that it can treat and stop its spread. Keywords: Policy, Viruses, Corona, Lockdown. Social distance. Abstrak Penelitian ini membahas tentang Virus corona yang terjadi di belahan dunia, termasuk Indonesia untuk menemukan solusi dalam bentuk kebijakan yang dikeluarkan oleh pemerintah, dengan merujuk pada kejadian di masa Rasulullah Muhammad, termasuk kebijakannya dalam mengatasi wabah pada massa itu, penelitian ini bersifat deskriptif kualitatif dengan menggunakan data primer dan sekunder yang berhubungan dengan sejarah Nabi Muhammad dalam menyelesaikan kasus penyakit menular. Hasil penelitian ini memperlihatkan bahwa wabah virus corona tidak jauh beda dengan kondisi di massa Rasulullah Muhammad Saw, dengan adanya wabah pes dan lepra pada saat itu. Kebijakannya adalah melakukan karantina wilayah baik ke dalam maupun keluar wilayah, sehingga tidak menyebar. Dalam konteks saat ini, terkait kasus covid 19, lokckdown atau social distance solusinya, termasuk segera menemukan anti virusnya, sehingga dapat mengobati dan menghentikan penyebarannya.Kata Kunci: Kebijakan, Virus, Corona, Lockdown. The war in Syria has led to a large number of Syrian families fleeing to neighboring countries, including Lebanon. Per capita, Lebanon has taken in more refugees than any other country in the world. Despite a shared history of taking in each other’s war-affected populations, the Government of Lebanon response has shifted from that of hospitality and protection to refusing to officially recognize displaced Syrians as refugees and imposing other restrictive policies that make everyday life a challenge for Syrian families. These actions have an impact upon the basic human rights of these families. Drawing upon data from research with 46 Syrian families, this paper will describe how Syrian family movement is restricted, identify the multiple and interrelated factors that contribute to immobility, explore how restricted mobility can compromised children, family, and human rights.

Looking at the history of philosophy, one will see that philosophy is often credited with the attributes of critical thinking, hence, critical thinking is always discussed as a tool of or the same as philosophy. Whereas it seems almost impossible to find philosophy or philosophizing without critical thinking, it may not be true to say that they are the same. This work therefore, demonstrates that philosophy and critical thinking are very complementary, but are not same, and critical thinking is not a tool of philosophy. It agrees that philosophy is the mother, but show that critical thinking is the father, of rational enquiries. For long, critical thinking and philosophy have served to produce results of rational enquiry hence the identification of the critical thinking DNA as is found in all the results of rational and creative thought. Adopting the method of critical analysis, this work concludes that critical thinking should be seen and appreciated for what it is and that it is better for all disciplines to emphasize the need and role of their paternal (critical thinking) DNA as it is what brings them to their pragmatic utilitarian value.

Historically, the bookkeeping of the Koran is not as complicated as the books of Hadith. But that does not mean that the codification process of the Qur'an is not interesting to learn. In this case, there are a number of questions that remain relevant to convey; Is the Qur'an still true today? What is the true structure of the Qur'an? Are there standard standards for Koran arrangements agreed upon by Muslims throughout the world? These questions about the codification of the Qur'an often arise, because in the course of the Qur'an, in its capacity as a book (a piece of paper) is bound where there are dictums in Arabic that Muslims consider to be revelations from God - the codification process is no longer normative, but very historical, because related to various types of discourses (social, political, etc.) that surround it. In this context, historical and analytic studies of the historical codification of the Qur'an need to be presented, and this paper was written to meet those needs. Through the study of history based on Muslim scholarship about the history of the Quranic codification from the time of the Prophet Saw. to standardization in the form of reading and writing, which was then supplemented with critical analysis based on Western scholarship, it found that standardization "writing" the Qur'an in rasm Uṡmānī cultural products, and therefore open and allow for tashih, criticism, or even revision with more valid data findings. This does not mean the desecration of the Qur'an, but as a logical consequence of the existence of rasm Uṡmānī as something which is a human form.
