Understanding Japan–South Korea Cooperation and Friction Through Neoclassical Realist Theory

The relationship between Japan and the Republic of Korea (ROK) 1 1 Used interchangeably with ‘South Korea’. has largely eluded theoretical explanations as to why these two allies of the USA continue to share a volatile relationship. The friction between these countries has largely been attributed to their colonial past. The historical aspect is no doubt an indispensable factor contributing to a fractured relationship. However, historical animosity in itself cannot explain the causes behind intermittent friction and cooperation. Bilateral relations between the two countries do not follow balance of threat theory predictions either. Alliance theory states that states will ally against a common threat. Despite this, Japan and the ROK have failed to cooperate even when regional threat level was high. Here, Victor Cha's quasi-alliance theory potentially sheds light on the puzzle. It stresses on the role of a third-party patron and its level of commitment to each of its allies as a determining factor in cooperation or friction between the regional players. The purpose of this article is to test the predictions of this theory. The article tries to determine Japan and the ROK’s perception of US commitment during the Obama administration and the Trump administration, respectively. The next task is to ascertain whether Japan and ROK actions reflected the predictions of the theory. The article concludes on theory implications in the recent climate of bilateral volatility.

Considered the causes and results of the economic achievements of South Korea, which for one generation’s lifetime had managed to leapfrog from poverty to the top of the world’s advanced economies. Analyzed the similarity between the problems of the Republic of Korea, which has been at war with its northern neighbor for more than 70 years, and Ukraine since 2014, as both countries are at the epicenter of strategic conflicts in Eurasia, in which basic interests of world powers collide. Confucianism is analyzed as a model of social and personal relations that has absorbed the wisdom and experience of the millennia-old civilization, demonstrated its exceptional viability, capacity to dynamically modernize and creatively assimilate the achievements of other cultures and civilizations. There is a unique synthesis of values of the two most competitive systems of work ethic in the modern world – Confucianism and Protestantism, which ensured the phenomenal success of the South Korean modernization. It is argued that the very combination of strong socially responsible state, competitive structural democracy and social and labor ethics based on the amalgam of Confucian and Christian values gave effect to the “Miracle on the Han River.” It is shown that Ukraine and South Korea have a common position on the key issues of world order as well as promising bilateral relations, whereas the South Korean experience of economic modernization and development is of interest to Ukraine. Promising areas of Ukrainian-South Korean economic cooperation, such as electronics and IT technologies, renewable energy, aerospace and aviation industry, agriculture, pharmaceuticals, cosmetics, and healthcare are substantiated. Ukraine may benefit from the ROK’s positive experience in developing such areas as private entrepreneurship, small and medium business support, that would help practically solve the problem of microcredit and attract investment in the real sector of Ukraine's economy.

This chapter's objective is to analyze the institutional networks of the spin-off companies. To meet this objective cases of three universities are being evaluated and compared. The comparison of cases from the USA, Denmark and South Korea suggests that the institutional network has a significant impact on the development of the spin-off company. The role of different agents (for example universities) change with time during different stages of the development of the spin-off. The study suggests that there are certain similarities between different institutional networks, including the dependence on context, importance of intermediaries and similar roles of the institutions within the networks.

Active application of modern digital technologies is impossible without creating high technological basis for Russia’s economy, capable of effective implementation of such technologies. These processes assume the implementation of radical structural and technological modernization conversions applying different planning methods within the framework of state industrial policy. The most expressed forms of planning have been used by developed and «catching-up» economies primarily during radical modernization reforms. In this context, appealing to overseas planning experience seems to be of great interest. On the basis of foreign experts’ estimates, the author analyses the main directions in planning during the period of accelerated industrial-technological transformation in South Korea in the context of its possible use in Russia’s technological modernization. The experience of planning in South Korea is of special interest because it demonstrates the transformation in planning functions and methods according to the changes in socio-economic situation in the country and modernization goals set by the Government at different stages of development.

This study aimed to compare the profile and authority of the Constitutional Court of South Korea with the Constitutional Court of the Republic of Indonesia, which is granted by its Constitution and related laws. The aim is to see how far the role of the Constitutional Court of the Republic of Indonesia as an institution of judicial review, so that it can also note the advantages and disadvantages in its function as the guardian of the constitution. Penelitian ini bertujuan untuk membandingkan profil dan kewenangan Mahkamah Konstitusi Korea Selatan dengan Mahkamah Konstitusi Republik Indonesia, yang diberikan oleh Undang-Undang Dasar serta Undang-Undang terkait. Tujuannya adalah untuk melihat seberapa jauh peran Mahkamah Konstitusi Republik Indonesia sebagai Lembaga Judicial Review Undang-undang terhadap Undang-Undang Dasar, sehingga dapat dilihat kelebihanan dan kekurangannya masing-masing dalam fungsinya sebagai lembaga pengawal konstitusi.

Recently, many articles co-authored by librarians have been published in non-library and information science journals. This may indicate that embedded librarians are actively working as research partners in various fields. However, studies have rarely discussed the roles and experience of embedded librarians and, unlike the USA and European countries, the activities of embedded librarians in Korea are not well reported. This study collected and analysed co-authored articles from Korean faculty and librarians. In addition to identifying the role of the embedded librarian by analysing the author-contributions texts of the articles, the study examined the backgrounds of librarians and the difficulties of collaborating through interviews with librarian authors. The results of the analyses show that the number of collaborative articles by faculty and embedded librarians increased over the years and, of these, almost 70% were medical publications. The roles of the librarians outlined in the author-contributions texts were as reported in previous studies but, in many cases, their role was more significant than traditional liaison work, such as reporting the study’s methodology or approving the final draft. In the interviews, the embedded librarians expressed that they had experienced some difficulties, such as lack of time, insufficient guidelines and an inadequate curriculum in their library and information science department. For librarians to be recognized as research partners, they need to communicate well with team members and have knowledge, skills and abilities related to the research. Further, to achieve this collaboration, the curriculum of departments should be reformed. If such efforts are made, it is expected that embedded librarians will continue to excel in their role as liaison librarians, which has contributed to supporting research projects.

This article is devoted to identifying the features of the application of information and communication technology (ICT) in the formation of the international image of South Korea. The authors argue that information communication has had a positive effect on enhancing the image of the Republic of Korea throughout the world. They analyzed the role of ICT and key factors in its use in shaping the image strategy of South Korea. They also tried to reveal the conceptual and ideological foundations of the image strategy of South Korea, analyzing such concepts as “information policy”, “information technology”, and “image”.

Abstract Japan and the Republic of Korea have been confronted with a series of disputes arising from the interpretation and application of the 1965 Claims Settlement Agreement – a pivotal treaty underpinning their post-war relationship. Their disputes have become further compounded by complex treaty practices on the part of both parties ever since. Two States, including their respective executive and judicial branches, have not only adopted diverging interpretations, but have also slightly modified their own interpretations over the ensuing years. Even at the domestic level, several organs adopt diverging interpretations. Against the backdrop of such a confusing situation, a number of discussions, including those on the part of scholars and the judiciary, tend to rely on a variety of subsequent conducts in relation to the 1965 Agreement. Faced with the need to explore the role of subsequent conduct on the part of States parties in relation to treaty interpretation, this article attempts to identify whatever may be pertinent subsequent agreement and subsequent practice on the part of Japan and Korea concerning the 1965 Claims Agreement within the meaning of Articles 31 and 32 of the Vienna Convention on the Law of Treaties and in the light of the ILC’s 2018 draft conclusions on subsequent agreement and practice. Conversely, the 1965 Claims Agreement is expected to function as a litmus test as to whether the ILC’s draft conclusions can provide any meaningful guidance as to how to approach such a complex situation.

Some arguments are presented in favor of Russia’s strategy of “policy of focused partnerships”. This kind of policy means prevail of business activity in some special projects as well as in some geographic areas. It is also stressed that it is in Russia’s long-run interests to use of all kind of diplomatic measures in order to minimize any attempts to oppose India to China. But try its best to support cooperation between Russia, China and India in Pacific, as well as in Indo-Pacific region.

Purpose This paper aims to explore to what extent can the Saudi–US alliance endure, given the several challenges it has faced over the past decade. Using a conceptual framework from the alliance theory, the paper will trace the historical evolution of the alliance between the two countries, then will identify some of the challenges that have faced the alliance on both the regional and bilateral levels, and finally will assess the impact of these challenges on the resilience of the Saudi–US alliance. Design/methodology/approach This paper will use the alliance theory literature to analyze the challenges and the resilience of the Saudi–US relations. Findings The Saudi–US alliance has encountered several challenges in the past decade such as the Arab spring, the Iranian nuclear deal and the Civil War in Syria and Yemen. However, this alliance proved to be resilient, and the strategic partnership between the two countries managed to overcome these challenges. Originality/value The importance of this paper stems from the fact that the USA and the Saudi Arabia are two pivotal countries, and their relationship affects regional and international dynamics. The paper contributes to the literature on the Saudi–US bilateral relations as well as their views on recent regional issues such as the Arab Spring, the civil war in Yemen and Syria. Assessing the limits and potentials of the alliance between the two countries could also help us understand the future of regional developments in the Middle East.
