Do the occupational backgrounds of politicians affect the government’s agenda? Businesses have long thought so. The first occupational data on state legislators were collected by the Insurance Information Institute, an interest group representing major insurance companies. In this paper, we test one potential motive for these kinds of efforts: the idea that the occupational makeup of governments affects the agendas they pursue, an argument that has been largely neglected in research on politicians’ occupational backgrounds. We focus here on the insurance industry. Using original data, we find that state legislatures with more former insurers consider fewer bills regulating insurance (negative agenda control), that former insurers play a disproportionate role in drafting the insurance bills that are introduced (positive agenda control), and that the bills former insurers introduce tend to be more favorable to the industry than those that their colleagues introduce (positive agenda control). The occupational makeup of legislatures may indeed affect their agendas, as industry groups have long suspected.

Members of historically underrepresented groups—women, African Americans, Latinos, and workers—are serving in American legislatures in increasing numbers. However, legislators wield substantially greater power in the lawmaking process when they hold leadership positions. Incorporation of these groups into leadership positions could indicate fuller political representation, but scholars to date have not assessed how well these groups are represented in leadership. We analyze original data describing the backgrounds of approximately 2,200 leaders in 30 states between 2003 and 2014. The data show that, on average across states, members of these groups are as well represented in state legislative leadership positions as they are in rank-and-file membership, but there is substantial variation across states and across parties. We then ask what factors might explain this variation and explore institutional characteristics, like the number of leadership positions or leader selection methods. The results show that legislative chambers with a higher number of leadership posts tend to have more women in leadership, and that selection through elections is associated with decreased African American presence in leadership. The findings have implications for minority incorporation and influence in American politics.

ABSTRACT: We examine the decisions by state legislatures to conform to or decouple from federal tax legislation. We use a generalized estimating equations (GEE) approach to estimate the parameters of a model of factors associated with the state legislative decisions to conform their own tax systems to accommodate 11 federal tax reductions implemented between 2002 and 2008. Our model predicts that state legislators consider political, budgetary, and ease of compliance factors when considering whether to adopt federal tax changes into their own states’ tax codes. Our results are generally consistent with expectations, identifying several factors that are associated with the probability that a state will incorporate revenue-reducing tax changes implemented by the federal government. Our results also suggest that although state legislators appear to value conformity with the tax initiatives of the federal government, given rising budgetary pressures, state conformity with such legislation is likely to decrease in coming years.

This chapter explores the history and operation of state legislatures. The urban-rural divide characterizes stark political and social differences that fuel legislative behavior. The content of public policies across the United States is influenced by these divisions and contributes to either the support of or opposition to social change. State legislators are on the front lines of these geographic ideological divides. These variations by region contribute to the increase in single-party control and have generated pronounced policy differences.

This chapter analyzes the indirect elections of U.S. senators in state legislatures within a broader theoretical framework of how parties interact with institutional and electoral settings to affect electoral and policy outcomes. It identifies key participants in Senate campaigns during this period—candidates for U.S. Senate, business interests, political party organizations, and state legislators—and constructs a model for how these stakeholders interacted with each other within the structure of legislative choice for U.S. senator along four dimensions—candidate identification, candidate nomination, election criteria, and system responsiveness. It also discusses how an anticipated indirect Senate election might have affected voter turnout in the preceding state legislative election.

State legislators routinely run for the state Senate after having served in the state House; however, this rarely occurs in the other order. Do members simply look to move up based on the conventional view of the political ambition ladder? Alternatively, do institutional reasons exist that make the Senate the preferred chamber? I examine the differences between the state legislative chambers and discuss institutional reasons why members may prefer the Senate to the House. Overall, I find chamber size is an important intra-institutional variable in explaining this variation along with the professionalism of the legislatures and term limits.

The race for the White House is at the top of the ticket, but voters will also choose more than 5,000 state legislators in November 2016. While voters elect and hold the president responsible for one job and state legislators for another, the outcomes of their elections are remarkably related. In analyses of elite and voter behavior in state legislative elections, I show that legislators affiliated with the president’s party—especially during unpopular presidencies—are the most likely to be challenged, and compared with individual assessments of the state legislature, changes in presidential approval have at least three times the impact on voters’ decision-making in state legislative elections. Thus, while state legislatures wield considerable policymaking power, legislators’ electoral fates appear to be largely out of their control.

From 1789 to 1913, U.S. senators were not directly elected by the people—instead the Constitution mandated that they be chosen by state legislators. This radically changed in 1913, when the Seventeenth Amendment to the Constitution was ratified, giving the public a direct vote. This book investigates the electoral connections among constituents, state legislators, political parties, and U.S. senators during the age of indirect elections. The book finds that even though parties controlled the partisan affiliation of the winning candidate for Senate, they had much less control over the universe of candidates who competed for votes in Senate elections and the parties did not always succeed in resolving internal conflict among their rank and file. Party politics, money, and personal ambition dominated the election process, in a system originally designed to insulate the Senate from public pressure. The book uses an original data set of all the roll call votes cast by state legislators for U.S. senators from 1871 to 1913 and all state legislators who served during this time. Newspaper and biographical accounts uncover vivid stories of the political maneuvering, corruption, and partisanship—played out by elite political actors, from elected officials, to party machine bosses, to wealthy business owners—that dominated the indirect Senate elections process. The book raises important questions about the effectiveness of Constitutional reforms, such as the Seventeenth Amendment, that promised to produce a more responsive and accountable government.

The market forces point to one overwhelming strategic imperative: customer-focused strategy. Customers are willing to build long-term relationships based on trust and mutual respect with firms that provide a differentiated and personalized service offering. Now a day’s customers are demanding seamless, multi-channel sales and service experiences. Simultaneously, other players are looking for opportunities to invade this space or to redefine it through disruptive innovation. The result is forcing life insurance companies to examine a more balanced, integrated approach to the customer experience and growth. This research, we analyze the need, preference and satisfaction of customers in life insurance business and provide perspective on how to improve the customer experience.
