This article examines the distribution of advertising in newspapers in Turkey and the impact of the government on the allocation, in particular, of official announcements and of advertising by partially state-owned enterprises and private companies loyal to the ruling party, as well as pressure on other commercial advertisers, during the rule of the Justice and Development Party between 2002 and 2020. It demonstrates that the government has, in the last decade, largely used the advertising sector as a “carrot and stick” tactic to control newspapers through the distribution of official announcements and advertising by state-owned enterprises. It further finds that the state has emerged in recent years as the largest advertiser financing the “captured media,” control of media ownership has proved to be not enough to ensure docile news media. Turkey has shifted to competitive authoritarianism in recent years, and this article demonstrates the selective allocation of advertising, which is a strong component of suppressing the independent media. The article uncovers the impact of government on advertising, using two data sets to show: (i) the total spend on official announcements received by each newspaper and (ii) how much advertising space in square centimeters state-owned enterprises have placed in each newspaper. Interviews with editors-in-chief of newspapers also expose the direct role of government in the distribution of advertising.

India is urbanizing at an alarming rate and the impact of climate change is becoming more visible each passing day. The rapid urbanization and climate change have severe direct and indirect consequences, such as increasing poverty, inequality, massive displacement, public health concerns, and challenges of urban governance, among others. This paper identifies some of the most pressing issues faced by urban India in the context of climate change. It also details the interventions undertaken at the local, national, and international levels to counter the effect of the climate change. In addition, it critically evaluates the role of government organizations, especially in terms of undertaking regulatory and planning functions. The paper argues that the implementation of institutional reforms would enable the government to reach out to the private sector to improve urban service delivery. It also provides examples of best practices from India and the world in combating climate change through adaptation and mitigation approaches.Abstrak. India mengalami urbanisasi pada tingkat yang mengkhawatirkan dan dampak perubahan iklim menjadi terlihat setiap hari. Urbanisasi yang cepat dan perubahan iklim memiliki konsekuensi langsung dan tidak langsung yang parah, seperti antara lain meningkatnya kemiskinan, ketimpangan, pengungsian besar-besaran, masalah kesehatan masyarakat, dan tantangan tata kelola kota. Makalah ini mengidentifikasi beberapa masalah paling mendesak yang dihadapi oleh perkotaan India dalam konteks perubahan iklim. Makalah ini juga merinci intervensi yang dilakukan di tingkat lokal, nasional, dan internasional untuk melawan dampak perubahan iklim. Selain itu, secara kritis makalah ini mengevaluasi peran organisasi pemerintah, terutama dalam menjalankan fungsi pengaturan dan perencanaan. Makalah ini berpendapat bahwa pelaksanaan reformasi kelembagaan akan memungkinkan pemerintah menjangkau sektor swasta untuk membantu meningkatkan pelayanan perkotaan. Makalah ini juga memberikan contoh praktik terbaik dari India dan dunia dalam memerangi perubahan iklim melalui pendekatan adaptasi dan mitigasi.Kata kunci. The condition of the state border area between Indonesia and Malaysia is totally different. Children of Indonesian Workers (TKI) have no (limited) access to learn in formal schools since they do not have citizenship documents. This study aims to analyze the implementation of basic education mission in the border area, particularly in Sebatik island, Nunukan regency, North Kalimantan province. In addition, the research was conducted using qualitative explorative approach. Problems arising at the border area are very diverse and systemic. The Indonesian government conducts the education in border areas still very limitedly. The role of the public, corporate and private companies (Three Net Working) becomes very important in operating the schools in border area. The role of a former lecturer who is famously called Mrs. Midwife Suraidah is very dominant in helping TKI’s children to learn a variety of knowledge in Sekolah Tapal Batas (Tapal Batas School) in Sebatik island, Nunukan Regency, North Kalimantan province. Some help from companies such as Pertamina (national oil mining company), Dompet Dhuafa foundation and volunteers who are willing to be teachers strongly support the continuously of Tapal Batas School. The continuity of basic education in the state border becomes a challenge for the government since the purpose of the country written in the opening of Constitution 1945 is the intellectual life of the nation can be realized by implementing it in Nawacita program.

Pada 30 Mei 2015, FIFA sebagai induk tertinggi dari organisasi sepakbola internasional menjatuhkan sanksi kepada PSSI. Ini terjadi karena FIFA menilai adanya intervensi oleh pemerintah melalui Kementerian Pemuda dan Olahraga. Statuta FIFA pasal 13 dan 17 memperjelas bahwa ia menolak segala bentuk intervensi oleh pemerintah, politisi, media, atau pihak ketiga lainnya. Di sisi lain, Kementerian Pemuda dan Olahraga juga diberi wewenang oleh hukum untuk mengatur kegiatan olahraga secara umum dalam lingkup Negara Indonesia. Permasalahan yang akan dikaji dalam penelitian ini adalah sebagai berikut: Pertama, apa wewenang dan peran pemerintah dalam menyelenggarakan olahraga sepakbola profesional di Indonesia? Kedua, bagaimana penerapan kompetisi sepakbola di Indonesia dengan adanya Pembekuan PSSI? . Metode penelitian dalam penulisan ini menggunakan metode yuridis normatif. Kesimpulan dari penelitian ini adalah bahwa Pemerintah tidak memiliki wewenang untuk campur tangan dan ikut campur dalam menyelenggarakan kompetisi sepakbola profesional di Indonesia. Sementara itu, dengan pembekuan PSSI ini, otomatis menghentikan liga karena PSSI tidak dapat melakukan tugas dan fungsi untuk mengadakan kompetisi sepakbola profesional di Indonesia. Saran penulis dalam penelitian ini adalah Pemerintah harus optimal dalam memberikan layanan dan kenyamanan kepada PSSI dan PSSI harus transparan dalam menyelenggarakan kompetisi sepakbola profesional di Indonesia.Kata Kunci : Kewenangan, Pemerintah, PSSI AbstractOn May 30, 2015, FIFA as the supreme parent of international football  organizations imposed sanctions on the PSSI. This happens because FIFA assess the existence of intervention by the government through the Ministry of Youth and Sports. The FIFA Statutes chapters 13 and 17 make it clear that it rejects any form of intervention by governments, politicians, media, or other third parties. On the other hand, the Ministry of Youth and Sports is also authorized by law to regulate sports activities generally within the scope of the State of Indonesia. The problems to be studied in this research are as follows: Firstly, what is the authority and role of the government in organizing professional football sport in Indonesia ?, Secondly, how is the implementation of football  competition in Indonesia with the existence of PSSI Freezing ?. Research Methods in this paper using the method of normative juridical. The conclusion of this research is that the Government does not have the authority to intervene and interfere in organizing professional football  competition in Indonesia. Meanwhile, with the freezing of this PSSI, automatically stop the league because PSSI can not perform the duties and functions to hold a professional football competition in Indonesia. The author's suggestion in this research is the Government must be optimal in providing services and convenience to PSSI and PSSI must be transparent in organizing professional football competition in Indonesia.Keywords: Authority, Government, PSSI

What role, if any, should the government perform in a society? Two very different answers to this question have been provided by John Rawls and Robert Nozick. For Rawls, the government plays an important role in ensuring that the principles of justice are realized in the workings of society. For Nozick (1974), the role of government is limited to that of providing protection. The debate over these two views has led to the questioning of the entire liberal doctrine, a questioning that has taken place not only within intellectual circles, but also within the society at large.

The COVID-19 has had a massive impact on the Oman national health security system, putting the officials and medical crews under sustained pressure and challenges to cope with this crisis. We need to improve the national health security system to achieve health equity and to protect us all from the threat of COVID-19 and future pandemics. This study addresses the impact of COVID-19 on Oman national health security system. The study focuses on three objectives to determine the relationship between COVID-19 and national health security in Oman, to investigate the impact of COVID-19 on national health security, and to identify the role of government in mitigating the impacts of COVID-19 on national health security. The study applies a qualitative method approach and was conducted in two parts using questionnaire surveys and interviews. The study has found that, having a strong relationship between COVID-19 and national health security, the COVID-19 has had impacts on Oman national health security system and the role of the government in mitigating the impacts is very important. The purpose of the study is to generate recommendation to Oman national health security system to pave the way to a robust and resilient national health security system.

The tumor suppressor p53 is a transcriptional factor broadly mutated in cancer. Most inactivating and gain of function mutations disrupt the sequence-specific DNA binding domain, which activates target genes. This is perhaps the main reason why most research has focused on the relevance of such transcriptional activity for the prevention or elimination of cancer cells. Notwithstanding, transcriptional regulation may not be the only mechanism underlying its role in tumor suppression and therapeutic responses. In the past, a direct role of p53 in DNA repair transactions that include the regulation of homologous recombination has been suggested. More recently, the localization of p53 at replication forks has been demonstrated and the effect of p53 on nascent DNA elongation has been explored. While some data sets indicate that the regulation of ongoing replication forks by p53 may be mediated by p53 targets such as MDM2 (murine double minute 2) and polymerase (POL) eta other evidences demonstrate that p53 is capable of controlling DNA replication by directly interacting with the replisome and altering its composition. In addition to discussing such findings, this review will also analyze the impact that p53-mediated control of ongoing DNA replication has on treatment responses and tumor suppressor abilities of this important anti-oncogene.

One of the processes carried out by the government and the community to manage existing resources through collaboration between the government and the private sector is one of the meanings of economic development. This is done in the context of creating job opportunities as well as efforts to encourage economic growth in a region. Thus, it is important for the government and the community to play a role in solving macroeconomic problems. The final objective of this research is to analyze in depth the concept of the three-sector economy, the rationality of the role of government and society, the scope of the government's role, government policy instruments and an overview of al-hisbah. This study uses a literature study where information is obtained through a collection of books, a collection of scientific works, several theses, encyclopedias, a little information from the internet and even other sources. Research shows that in the economy three sectors are played by 3 roles including households, companies and the government. The rationality of the government's role is based on the consequences of collective obligations, and the failure of the market to realize falah. The analysis of the government's role includes: the role of allocation, distribution, stabilization, the role of the state in overcoming externalities and the role of the state related to the implementation of Islamic morality. There are also three policies that cover, among others: fiscal policy, monetary policy, and supply-side policy. Some basic thinking about the role of society consists of the consequences of fardhu kifayah, the existence of public property rights and the failure of the market and government. While hisbah is an institution controlled by the government through individual efforts specifically assigned to solve problems related to the moral, religious and economic fields.

Purpose The study aims to analyse the challenges faced by the Indian Handloom Sector with a special focus on the state of Uttar Pradesh before and during the COVID-19 pandemic. This study further explores the benefits of AatmaNirbhar Bharat Abhiyan for the betterment of the livelihood of the COVID-19–hit handloom weavers and allied workers. Design/methodology/approach A total of 400 handloom weavers and allied workers from ten cities of Uttar Pradesh were contacted through telephone. Descriptive statistics were applied to measure the awareness about the government welfare schemes and the benefits of these schemes. Furthermore, satisfaction and opinion of the handloom weavers and allied workers regarding the benefits and sufficiency of the funds received under these schemes have also been measured. Findings Based on the results, the least awareness has been noted about government welfare schemes. However, a small number of weavers and allied workers were found beneficiaries of the schemes. Additionally, the majority of the respondents were found dissatisfied with the benefits. The COVID-19 pandemic is an addendum to the plight of handloom weavers and allied workers. The measures of AatmaNirbhar Bharat Abhiyan could be used to aid weavers and allied workers to restore their lost revenue. Research limitations/implications This study has limitations. Firstly, the research is limited to the handloom industry of Uttar Pradesh. Future researchers could consider the handloom sector of other states like Maharashtra and Andhra Pradesh, known for hand-woven clothes. Secondly, this study aims to analyse the role of AatmaNirbhar Bharat Abhiyan in improving the living conditions of handloom weavers and allied workers and not to measure the impact of the Abhiyan on handloom weavers or the handloom sector. Researchers could measure the impact in future studies. Thirdly, the authors have not applied any behavioural theory or marketing models such as the Theory of Reasoned Action or the Blackwell model, which may be applied to study the attitude of handloom weavers towards welfare schemes. This may prove to be a potential direction for future research. Additionally, master weavers and handloom cooperatives societies were excluded while collecting the data. Future researchers could consider them to examine the role of the government’s welfare schemes for uplifting the socio-economic condition of the handloom weavers, allied workers, master weavers and the business of cooperative societies. Finally, due to lockdown and travel ban, the authors were forced to limit their survey to telephone only because of which they could not get the qualitative information in full. Researchers for future studies could visit the handloom concentrated areas personally or take the help of an enumerator for data collection. Practical implications The research holds significance for the young and competent designers, handloom weavers and allied workers. Designers could work with and hire handloom weavers of Uttar Pradesh. If designers and weavers work together, it will help them restore their business and generate revenue that they have lost due to the COVID-19 pandemic. Furthermore, policymakers can collaborate with designers, which will help enhance the socio-economic condition of handloom weavers and allied workers, which has deteriorated due to the COVID-19 crisis. Originality/value The research holds significance from the point of view of exploring the challenges faced by handloom weavers and allied workers of the state of UP before and during the COVID-19 period while examining the role of AatmaNirbhar Bharat Abhiyan in setting off these challenges.

The government responses to the corona crisis across the world has actualized an old debate regarding the role of the state and government policy making in economic crises. This debate should, the authors of this article argue, be understood in the context of how government policy making has been transformed in advanced capitalist economies in the past five decades and recent theoretical developments regarding the role of actors and institutions involved in the production and dissemination of ideas in such transformations. Drawing on an extensive review of policy making and changes in policy making doctrines, this article examines the role of government public investigations in the transformation of the Swedish government policy making in relation to economic crises where the state supports policy making through social partners.

Insurgencies and other security challenges have caused significant setbacks for sustainable development in Kaduna state. This study assesses the role of the Kaduna state government in managing the security challenges within the state. In this study, significant factors that affects the management of security and its challenges as well as the disposing conditions were critically analyzed. The objective of the study was to examine the managerial effort of the government in tackling security challenges in Kaduna state being critical in the daily running of the state and proposed appropriate measures that could help improve the current situation. Relevant data for this study were collected from both primary and secondary sources. The study employed the exploratory research method. Indigenes of Kaduna state from different LGAs comprised the study population out of which 100 questionnaires were administered serving as sample size. The study employed descriptive statistical instruments such as frequencies and percentages in analyzing the obtained data. The study showed that majority (51.3%) of the respondents indicated that the government is the most active agent in the fight against insecurity in the state with little corroboration from other agencies. Lack of finance was observed to be the major challenge in the fight against insecurity in the state. Though, most of the state’s managerial strategies were credible, yet laudable to some extent. It was however observed that the little corroboration from other agencies such as NGOs, civil societies, traditional rulers and other security agencies played a significant role. The study therefore, recommends that a more inclusive decision-making approach between the state and other agencies be promoted to ensure cross sectional development and fight against insurgencies in the state.
