Public trust in state governments in India: Who are more confident and what makes them confident about the government?

Public trust in government is crucial for good governance, encompassing economic and social development of the region in a representative democratic setup. This study uses India Human Development Survey (2004–2005 and 2011–2012) data to examine the changing pattern of household confidence in state governments in India. Using a logit model analysis, we examine how the level of household confidence in the state government changes with households’ socioeconomic status, personal experiences, and benefits received from government programs and direct social benefit schemes. We find that households with a low socioeconomic status (such as Scheduled Castes/Scheduled Tribes, and low-income and less educated households) are more likely to trust the state government. In addition, households that have had a positive experience or have received benefits from a government program and/or social scheme are more likely to exhibit high levels of trust in the state government. We also find that residents of less developed states are more likely to have high levels of trust in their state government than residents of highly developed states.

By bridging the gap between PRIs and parallel bodies across the country, this study will examine how the process of decentralisation is being actively considered by the Indian government as well as state governments. The multiple parallel bodies established by governments have resulted in the emergence of numerous parallel structures, undermining the panchayats. The proliferation of organisations has confused, as well as conflict and disempowerment of the Panchayats. The interface has become a key component of many state governments' agendas to assist make the multiple parallel entities more effective, sustainable, and PRIs-friendly. Accept that interlinkages will play a limited role and influence in the process of decentralisation and good governance unless the government takes decisive steps to devolve functions, funding, and officials to the PRIs, enabling decentralised planning and convergence. The higher authority would then have to disempower themselves to empower the PRIs. Devolution of power and authority from the State Government to the three-tiered PRIs could provide space and opportunity for more rigorous accountability measures. My article reflects on how many states are implementing programmes primarily through state bureaucracies, resulting in parallel structures, which is contrary to the spirit of the 73rd Constitutional Amendment Act of 1992. <p> </p><p><strong> Article visualizations:</strong></p><p><img src="/-counters-/edu_01/0875/a.php" alt="Hit counter" /></p>

Civil society is one of the three important sectors of society, along with government and business. Civil society is one of the important elements of the democratization process in Indonesia. In accordance with the problems formulated above, the purposes of this discussion are to find out the description of civil society in Indonesia, and to find out efforts to strengthen civil society as a logical consequence of the realization of Good Governance in Indonesia. The development of civil society involves all aspects and dimensions of life. Therefore, efforts and commitment are needed to strengthen the community. Cooperation is needed because no party, organization, institution or anything even the government can carry it out alone. The relationship between civil society and good governance is symmetrical between the two. This is because the two concepts were born from the concept of democracy that upholds the values of justice, freedom, individual and group rights. Furthermore, democracy requires the state in carrying out its activities to be open to the public. Strengthening civil society in the flow of democracy must be realized as an absolute necessity for the implementation of a 'strong' and 'clean' government. The weakness of civil society in Indonesia is marked by widespread rejections of state/government policies by the people and these rejections have not received a meaningful response from the state/government. In the process of determining policies, the government bureaucracy still feels that citizens are used as objects of policy. This kind of narrow view will make the government anti-suggestions from citizens in determining policies.

The absence of effective and adequate means of revenue generation as well as collection in Nigeria has necessitated the federal government to introduce and adopt Treasury Single Account (TSA) through the full implementation of e-payment and e-collection system. This has also obliged the state governments across the country to adopt the TSA system. The e-collection system is a computer-based revenue collection system designed to improve the effectiveness and efficiency of revenue collection through electronic means in order to prevent fund shortages and cash leaks within the government sectors. In this chapter, technology acceptance model (TAM), computer self-efficacy, and subjective norm were adopted to examine the level of preparedness of accounting staff of state-owned tertiary institutions with respect to their intentions to use the e-collection system. It is expected that the findings of this study would be used by policymakers at the state government level to further support the efforts towards effective implementation of TSA in Nigerian tertiary institutions.

India became independent in 1947. Its central planning model emphasized the development of core sectors of Indian economy through Public Sector Undertakings (PSUs). PSUs played an active role in economic development for more than four decades. The process of liberalization and globalization began in 1991. The Central and State Governments initiated process of disinvestment and decontrol in various PSUs. Gujarat State Fertilizers & Chemicals Limited (GSFC) was one of such PSUs. It was promoted in 1962 by the State Government of Gujarat (GoG) with its 49% equity share, as a joint sector fertilizer company. The objective of the Government was to promote agricultural growth by providing chemical fertilizers and other inputs along with extension services to the farmers. Over the years, it diversified into industrial products. It was also instrumental in promotion of other PSUs in Gujarat through equity participation. It had a strong brand image among the farmers. In 2004, GoG appointed an Expert Committee (EC) to review the performance and sustainability of various PSUs in the State of Gujarat including GSFC and to recommend whether or not the Government should continue to hold its investment in them. The task of EC in providing recommendations on GSFC was very challenging because GSFC incurred losses for the first time during 2000–1 to 2002–3 since its inception but showed dramatic turnaround in 2003–4 and further improved its financial performance in 2004–5 and 2005–6. EC had to reassess the developmental role of GSFC and the need for GoG to continue its involvement. It had to assess the sustainability of improved financial performance in future and decide whether or not GoG should disinvest its stake.

Relevance thought Raja Ali Haji to the governance system in Indonesia today, among others, can be seen from the criteria of an ideal leader: first, fulfill the requirements according to Islamic law, namely; Muslim, male, puberty, intelligent, fair/ not wicked (consistent in implementing the rules of Islam), able to carry out the mandate and leadership. Second, the power to make the country independent/ self-reliant. Third, make the security of Muslims in this country is the security of Islam. Fourth, implement Islam simultaneously and comprehensively. Fifth, preventing disintegration and unify the territories of Muslims that have crumbled, not only in Indonesia, but in the whole world, so that Muslims are strong and united in one force. Seeing the condition of the state government system in Indonesia at this time, although different from the form of government desired by Raja Ali Haji is sufficient in accordance with expectations, if we refer to the leaders elected to run the government, ie those who have been entrusted by the people as leaders. Elected leaders are expected to voice their concerns, so that the well-being and comfort can be felt. It is true there is no doubt that the concept of rule by Raja Ali Haji, there are some that do not conform with the concept of governance in Indonesia. Because, in Indonesia, although the majority of the population are Muslims, but also non-Islamic religions grow and develop properly in the spirit of tolerance is high. While the concept of rule by Raja Ali Haji ideal is based on Shari'ah. If this is implemented, the existence of discrimination against other religions.

Dairying is recognized as an important source of income for small and marginal farmers in India, since on an average 22-26 per cent of the income of the rural households is contributed by milk. Low capital intensity, short operating cycle, steady returns make dairying a preferred livelihood activity among the small and marginal farmers. It helps to improve the status of rural masses especially weaker sections, consisting of small and marginal farmers, landless labourers and women of low income families. Cluster sampling technique is adopted for identification of three clusters which are mutually homogeneous but internally heterogeneous. The average size of family of selected marginal and small farms was 3.42 and 3.53 members, respectively. The average number of dairy animals possessed by small farmers are 1.32 units and marginal farmers are 1.47 units are small farmers and 1.47 units, respectively. Price realized for the dairy enterprise under taken is considered as key to success. In case of marginal farmers, maximum price of milk was obtained from channel through milk vendors (Rs. 44.66) followed by co-operative milk society (Rs. 42.66) and direct sale (Rs. 38). However, like marginal farmers small farmers also receive highest price from milk vendors (Rs. 46) followed by cooperatives (Rs. 42.66) and direct sale (Rs. 40). The price from milk venders is high by the farmers and the payment is prompt by them. Farmers in the study area were questioned about various government schemes and interventions for dairy farmers about which they are aware and they were beneficiaries. It was seen that none of the total respondents were taking any benefit from the government intervention. State government introduced a calf rearing programme “Sunandini” due to decreasing number of calves in the state and subsequent reduction in milk production. Telangana government has introduced a cash incentive of Rs. 4.00 per litre of milk to the state who supply milk to the state dairy federation in Telangana state.

Abstract Background Despite efforts to stop HIV epidemic in Latin America, new HIV cases continue to increase in the region especially among young MSM (YMSM). This study aims to assess if sociodemographic characteristics are associated with self-reported HIV positive status among YMSM from three Latin American countries. Methods Cross-sectional web-based survey advertised on dating apps (Grindr and Hornet) and Facebook in Brazil, Mexico and Peru. For this analysis, we included YMSM aged 18–24 years who self-reported their HIV status. We used multivariable logistic regression models for each country separately to verify if sociodemographic characteristics (race, education and income) were associated with HIV self-reported status after adjusting for behavior characteristics (sexual attraction and steady partner). Results Among 43,687 MSM who initiated the questionnaire, 27,318 (62.5%) reported their HIV status; 7001 (25.6%) of whom were YMSM. Most YMSM (83.4%) reported an HIV test in the past year, and 15.7% reported an HIV positive status in Peru, 8.4% in Mexico and 7.7% in Brazil. In adjusted models, low-income was associated with higher odds of self-reported HIV positive status in Brazil (aOR = 1.33, 95%CI: 1.01–1.75) and Peru (aOR = 1.56, 95%CI: 1.02–2.40), but not in Mexico. Lower education was associated with higher odds of self-reported HIV positive status only in Brazil (aOR = 1.35, 95%CI: 1.05–1.75). Conclusions In this large, cross-country study, self-reported HIV positive status among YMSM was high. Lower socioeconomic status was associated with higher odds of self-reported HIV positive status in Brazil and Peru. There is an urgent need for HIV prevention interventions targeting YMSM, and efforts to address low-income YMSM are especially needed in Peru and Brazil.

Development process in Odisha (before 2011 Orissa) may have led to progress but has also resulted in large-scale dispossession of land, homesteads, forests and also denial of livelihood and human rights. In Odisha as the requirements of development increase, the arena of contestation between the state/corporate entities and the people has correspondingly multiplied because the paradigm of contemporary model of growth is not sustainable and leads to irreparable ecological/environmental costs. It has engendered many people’s movements. Struggles in rural Odisha have increasingly focused on proactively stopping of projects, mining, forcible land, forest and water acquisition fallouts from government/corporate sector. Contemporaneously, such people’s movements are happening in Kashipur, Kalinga Nagar, Jagatsinghpur, Lanjigarh, etc. They have not gained much success in achieving their objectives. However, the people’s movement of Baliapal in Odisha is acknowledged as a success. It stopped the central and state governments from bulldozing resistance to set up a National Missile Testing Range in an agriculturally rich area in the mid-1980s by displacing some lakhs of people of their land, homesteads, agricultural production, forests and entitlements. A sustained struggle for 12 years against the state by using Gandhian methods of peaceful civil disobedience movement ultimately won and the government was forced to abandon its project. As uneven growth strategies sharpen, the threats to people’s human rights, natural resources, ecology and subsistence are deepening. Peaceful and non-violent protest movements like Baliapal may be emulated in the years ahead.

Purpose This study aims to investigate the association of perceived accountability, perceived responsiveness and perceived transparency, and public trust in local government. Additionally, mediation of the perceived effectiveness of e-governance was also tested between these relationships. Design/methodology/approach Using a quantitative cross-sectional field survey, primary data was collected at local administration levels from two cities in Indonesia. The final data set of 355 respondents was then analyzed using SmartPls3 and the measurement and structural models were tested. Findings Positive results were obtained for all the hypothesized links (direct and indirect relationships). The study’s findings revealed useful insights for policymakers and researchers regarding the public’s perception of good governance and their expectations from the government, which further lead toward trust in local governments. Practical implications The study concluded that good governance practices develop and enhance the public’s trust in the government, thus provided key policy directions. Originality/value This study contributes to the body of knowledge related to good governance elements and their impact on public trust in the local government via the underlying mechanism of perceived e-governance effectiveness in developing countries in general and particularly the Indonesian context. Moreover, it is a unique study in the good governance domain while considering three good governance elements into a single theoretical framework. Previous studies have explored these elements individually with public trust, so this combined framework advances the body of knowledge. This research’s findings also contributed toward validating good governance theory with e-governance effectiveness and public trust integration in a single comprehensive framework. This research also helped answer the questions arising from past literature about declining public trust trends in local governments.

MSi, NIP: 19560911 198603 1 009 from Southwest Maluku District in Tiakur to the Government of Povinsi Maluku in Ambon, so Kapressy Charles, SH. Msi, felt his interest was damaged by the decision issued by the Governor of Maluku as the State Administration Officer. Therefore the concerned filed a lawsuit to the State Administrative Court of Ambon with Case No. 23/G/2014/PTUN.ABN, concerned requested to carry out the postponement of the transfer from the Government of the Southwest Maluku District to the Government of Maluku Province in due to the contradiction of the principles general good governance or prevailing laws and regulations.
