The research is conditioned by the necessity to analyze new opportunities for the development of the human capital and the challenges to it, caused by the digital transformation. It is substantiated that under the influence of the time arrow effects (I. Prigozhin) the development of the human capital goes at an accelerating pace and in a more complicated way in the context of the formation of the complex socio-digital-natural reality. The process of the digitalization has an ambivalent impact on the content and character of the human capital: on the one hand, individuals, starting from their early socialization, use smart machines for self-development, communicate not only with their parents and peers, as it used to be, but practically with people around the world, grasping the diversity of cultures and creating their “digital bodies”; however, on the other hand, the digitalization depletes the values of their own world of life, minimizes face-to-face communication, dehumanizes education and training; however, on the other hand, digitalization dilutes the values of their own life world, minimizes face-to-face communications, and dehumanizes the education at “McUniversities” (G. Ritzer). Accordingly, there are limits to how the digital transformation can be used to develop the human capital. The challenges of COVID-19 to the functionality of the human capital at both the global and local levels are particularly addressed. At the same time, in the author’s opinion, U. Beck’s idea of the “metamorphosis of the world”, expressed in the emergence of the “positive side effects of the bads”, is applicable to the pandemic. In this connection, it is argued that the qualitatively new opportunities for the development of the human capital under conditions of the socio-natural turbulence and the coexistence of people with viruses are emerging in a non-linear way, including: the emergence of the homo epidemiologicus as a new social type - an individual who during his/her life reflexes to the epidemiological situation; the transition to the digital medical surveillance with a humanistic orientation; the distant treatment of those who have fallen ill according to the data of their “digital body”; the creation of the prerequisites for recognizing the unity of the human capital of the peoples of the world.

With the development of the Fourth Industrial Revolution and the formation of a new technological basis – “Industry 4.0” - a dynamic multi-vector transformation of the leading institutes of economy and society takes place, social and labor relations in general and employment in particular acquire new format and content. The quintessence of the article is a scientific-applied substantiation of the construct of nontypical employment economy, scientific argumentation and further development of previous researches of authors regarding determinants of gig-economy formation under the influence of economic and social development “digitalization” and emergence of new business models. that radically change all components of the world of work. New facets of the complex world of work and employment have been revealed and the increase of the newest knowledge in this field has been received under systematic research of a chain of changes: introduction of “Industry 4.0” breakthrough technologies → “digitalization” as a dominant vector of technological innovations → formation of new business models → changes in social division of labor and the content of labor processes → the emergence and intensive development of employment forms immanent to the new (digital) economy. It is substantiated that the main root cause, a kind of “trig- ger” for the emergence and reproduction of the chain of researched changes is digital transformation of the economy and society. The essence of today’s phenomena, which determine the development of the “gig economy”, is revealed. The argumentation of the spread of platform business models and their impact on the world of work and employment is given. A new theoretical construction of a chain of changes, the “output” of which is new forms and, a new platform for social and labor developmen t in general, has been suggested. The research focuses on finding answers to a number of questions posed to every conscious person. Among them are the following ones: Why can’t the modern economy “get along” with traditional (standard) forms of employment? Why does atypicality become not the exception but the norm? How do specific mechanisms and tools for transforming standard forms of employment into new ones, which are immanent to modern conditions of economic and social progress, behave in practice?

The article addresses selected problems related to the perspective on the development of Industry 4.0 and social and cultural changes that accompany this development and lead toward the so-called post-digital society. In the field of industry, the changes concern, among others, the functioning of various organizations, and in the perspective of post-digital society – human beings and their relations with the world of technology. These changes lead to an increase in the role of technological factors, hence the current revival of technological determinism, and this, in turn, has to do with questions regarding human subjectivity. In this context, questions regarding humans also revolve around the need to acknowledge their increasing capabilities and scope of freedom, and on the other hand, their loss of autonomy in relation to the world of technology.

The studies on human capital and technological progress have given incredible insights on how countries in the world differ from one another. Yet there are more than those two reasons to account for differences among countries. There is a third reason why a country would differ in terms of its economic development progress, namely institutional factors. Hence developing institutional indices would give a deeper explanation than a mere theory. On the other hand, we can corroborate the institutional index with the general theory that low-quality institutions will impact an economy negatively. This study seeks to broaden the understanding of causes of economic growth by incorporating institutional index into a semi-endogenous growth model and finds a relationship between that index with human capital and technological progress

Educational objectives can be represented as the following chain containing conceptual algorithms: universal skills - soft skills - hard skills. Under the universal competences (universal skills) is meant the possession of effective algorithms for solving informational in nature tasks facing a person who relies on the highest cultural values. Universal competencies allow you to form a picture of the world. The status of “universal” competencies implies that these competencies are equally important in professional, social and personal life. On the basis of universal competencies, narrowly specialized competencies (hard skills) and “personal qualities” - soft skills should be formed.
