The article describes a scenario of strategic breakthrough in technological development of the country’s economy through the use of innovative poten- tial of high-tech enterprises of defence-industrial complex (DIC). The remain- ing period up to 2020 is shown to open a «window» for possible use of DIC innovative potential for such a breakthrough.

In the context of the systemic reform of the Russian economy, there is a tendency to the emergence of corporations in various sectors of the national economy. The military-industrial complex is no exception. The article deals with the specifics of property management of corporations of the military-industrial complex in the production of high-tech products. To achieve the strategic goals of the corporation, it is necessary to develop a strategy based on objective forecasts of the development of the arms market, taking into account potential external and internal risks, as well as an analysis of the strengths and weaknesses of the corporation. Corporate governance is based on the existing norms in the field of financial activities, securities, labor relations in the labor market, contractual obligations, and contractual activities between enterprises. It is proved that the adaptive development of corporations of the military-industrial complex directly depends on the competent organization of financial activities, as well as within its framework of credit and investment activities. The article presents the balance sheet model of financing of the defense industry corporation, which allows to form the budget of the defense industry corporation, based on the allocation of financial resources for the operation and development of the main activities of the defense industry corporation. One of the most important tasks of managing the property of corporations of the military-industrial complex is to provide opportunities for scientific and technological development, which, after commercialization, can create key strategic competitive advantages for enterprises of the defense industry corporation.

The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

The paper presents an overview of the problems faced by the enterprise of the military-industrial complex in the process of diversification when identifying market needs, searching for directions and opportunities for the promotion and sale of civilian and dual-use products. One of the key constraining factors of diversification is the lack of market competencies of the personnel of defense industry enterprises. In the current conditions, the skills of market segmentation and positioning of goods and enterprises, management of trademarks and brands, creation of intangible market assets, formation of business partnerships that allow entering the markets with competitive goods in a short time, ensuring the flexibility of enterprises and reducing the time to enter the markets of civil products become relevant. The condition for the successful implementation of the diversification strategy is the formation of market competencies: strategic analysis and market research, product portfolio management, the formation of product, price, service policy, the implementation of competitive strategies, the development of marketing services: the creation of divisions focused on working with the markets of civil and dual-use products, the development of new functionality for marketers, ensuring the interaction of production, technological and marketing services within the framework of meeting market needs. The development of market competencies will make it possible to realize the production and technological advantages of defense industry enterprises in the process of diversification and ensure: access to new markets for civil and dual-use products; targeted actions in existing markets; increasing the competitiveness of civil and dual-use products and defense industry enterprises in the markets; increasing the degree of adaptability and mobility of defense industry enterprises in the markets of civil and dual-use products to environmental conditions, reducing the response time to market requirements; solving socio-economic problems through broad integration with the high-tech civilian sector of industry.

The paper presents the results of determining the priority directions of development of science, technologies and technics in interests of defence and state security, based on open sources of information, methods and tools of forecasting of development of science, equipment and technologies used in the formation of promising scientific and technological directions of development of military-industrial complex (defense industry). The authors analyze documents that determine the priorities of scientific and technological development of the Russian Federation, show the criteria for selecting a list of strategic priority areas for the development of science, technology and technology, and consider the methodology for substantiating promising areas of scientific and technological development of the defense industry. The paper shows that scientific and technical forecasting is an integral part of the formation of policy in the field of defense and security of the state. They are formed in close connection with critical technologies approved by the President of the Russian Federation. The authors reveal in detail the key trends in the development of science, technology and engineering that ensure the formation of the scientific and technological Foundation for the creation of promising samples of VVST.

The research paper focuses on a complex study of scientific and technological development of high-tech companies of the Russian Federation in the context of introducing the conception “INDUSTRY 4.0”, which involves six main phases: 1) Computerisation; 2) Connectivity; 3) Visibility; 4) Transparency; 5) Predictive capacity; 6) Adaptability. The article describes external factors – with the help of such marketing tool as the STEP-analysis – that have an impact on scientific and technological development of Russia’s high-tech companies in the context of introducing the digital economy and conception “INDUSTRY 4.0.” The authors of the research paper present the scheme for cooperation components of scientific and technological development of industrial enterprises in the Russian Federation which includes such important aspects as the forming process a progressive technological base; development methods of objective assessment for the technical development prospects; using of artificial intelligence and neural network; making more efficient use of industrial enterprises; searching for new energy sources and their using; accelerate biotechnologies; research on the new breakthrough technologies; application of achievements in science and technology; development of new design solutions; development of aerospace industry in the military-industrial complex; development of new kinds of materials and their using in the production process and others. The authors present data indicating the number of organizations which perform research and developments. The authors’ research perspectives present practical aspects of scientific and technical development of military-industrial complex as a whole and aerospace industry of the Russian Federation in general.

The spread of the coronavirus pandemic and the slowdown in economic activity in the United States have strengthened the position of supporters of “decoupling” from China. The U.S.-China relations are progressing from “patient integration” to “impatient disengagement”. Escalating research spending, accelerated industrial modernization, and the expansion of China’s high-tech exports have been identified as major challenges to American technology dominance. The fragility of global value chains in cooperative relationships between US and Chinese companies has become particularly evident. The United States plan to free themselves from dependence on China’s innovative technologies and critical materials. Washington’s efforts to revive the country’s manufacturing industry received a new impetus. American TNCs have begun to return some of their enterprises to the USA. The “technological boycott” of China is aimed at causing maximum damage to the development of any competitive business that presents a challenge to American multinational corporations, and to slow down the progressive technological development of the PRC. Equally important are considerations of industrial policy aimed at crowding out competitors. Washington’s protectionist actions led to a reduction in trade and mutual investment and have put American companies targeting Asian consumers in a difficult position. Washington is beginning to fear that Beijing may powerfully respond to the United States with countermeasures that are sensitive to the American military-industrial complex and innovative sectors of the economy. Washington’s aggressive actions are mobilizing China’s efforts to move up the value chain and localize products to achieve self-sufficiency in key technologies. However, the threat remains that protectionism could become a “new normal” not only for U.S.-China relations. The only viable alternative to this scenario may be the joining of efforts of market participants interested in returning to international legal norms of trade.

Purpose: the work covers the issues of organizational, methodological and instrumental support of the processes of diversification of organizations and enterprises of the Russian defense industry complex. Based on an analysis of the reasons for the low efficiency of federal targeted programs for the conversion of enterprises and the organization of the military-industrial complex in 1993-1997, proposals for its improvement were formulated.Methods: the methodological basis of the approach considered in the article is to assess the effectiveness of diversification, including both parameters of the use of production capacity and the main results of the production activities of economic entities.Results: the article proposed and justified: 1) the principles of diversification of enterprises and defense industry organizations; 2) tools for assessing the economic consequences, based on justifying calculations of the use of production capacity, determining the need for resources, the volume of capital investments and production areas; 3) action plan (“roadmap”) for the development and production of high-tech civilian products.Conclusions and Relevance: Diversification of enterprises and organizations of the defense-industrial complex of the Russian Federation in most cases (except for dual-use products) requires an investment of a considerable amount of funds. In order to ensure the minimization of the resources required for its fulfillment (amount of capital investments, production space and labor force), the use of the production potential load factor is proposed as a criterion for evaluation of conversion efficiency of military production.

The article discusses the economic and managerial issues of modeling domestic innovation in industry. The linear and nonlinear modeling of innovation is disclosed. The stages of the innovation life cycle are investigated, the structure of innovative projects is considered, the procedure for selecting innovative projects is proposed, the selection scheme is presented, which is the basis for modeling technical complexes and technological activities for various purposes. The theoretical aspects of modeling, the practice of organizing modeling on the example of the Samara region are considered. To solve the problems of developing the economy of the Samara region, a comprehensive transition to the path of innovative development and the creation of a knowledge-based economy is necessary. The model of innovative development of the industrial complex of the region proposed by the author integrates the efforts of state authorities and industrial business in the formation and development of high-tech clusters. It follows that the priority task in this area is the creation of a new regional innovation system. The most significant result of the work is the proposal to organize a cluster model of innovative activity in the region, to create a cluster innovation infrastructure. It is noted that the innovative model for the development of industry in the region must be built using the innovative potential of industrial clusters, as well as on the basis of clusters to form the innovative infrastructure of the region. Clusters, having a significant innovative potential in their structure, diffuse innovations into other economic systems of the region. For this purpose, the author proposes to create an innovation development center in the cluster in order to coordinate innovative activity of both enterprises resident in the cluster and other industrial structures of the region. A mechanism is proposed for implementing the model of innovative development of the region, in which system benchmarks are set by the levels of resource, industrial, investment and innovative potentials of the region. Based on a comprehensive analysis of the region’s potential and “growth poles” for the development of innovative activity, the parameters of innovative development are compared with the criteria base.

The relevance of the study is stipulated by the need to increase the in-vestment attractiveness of the real sector of the economy in the context of global changes associated with the new industrial revolution "Industry 4.0". In this regard, the article is aimed at identifying indicators that determine the innovative potential of industrial complex enterprises, identifying factors and criteria for the effective development of industrial enterprises based on the introduction of innovative and digital technologies and increasing the investment attractiveness of high-tech industries. The leading approach to the study of this problem is a systematic and comprehensive analysis of the reasons of technological lag of industrial enterprises and the factors restraining their effective development. As a result, the possibilities of the economy growth at the account of the tools of the industrial investment policy were proved. The materials of the article are of practical value for researchers and specialists involved in the problems of increasing the investment attractiveness and economic efficiency of industrial enterprises in conditions of economy digitalization. We give a brief analysis of the results of the development of the domestic defense industry in recent years in its relation to communities of issues and problems of development of Russian industry in general and mechanical engineering segment in particular. The necessity of the transition from the maintenance of the reduced level of industrial and technological base to implement the model of modernization of high-tech sectors of the engineering sphere, built on the targets and the development of mutual guarantee system for each participant.
