The article analyzes the trends in levels of fertility and mortality as the main components of the demographic situation. On the basis of statistics on the site Rosstat the evolution of the main demographic indicators are shown. The levels of fertility, mortality, migration increase and decrease of the population are considered as key indicators that determine the demographic dynamics in the Russian Federation. Among the main priorities of the demographic policy, measures aimed at increasing the life span of the Russian population must be included: not only promoting the reduction in mortality from cardiovascular diseases and tumors, but also the reduction in mortality from external causes. Conclusions and provisions presented in the article are provided for employees making managerial decisions in the field of demographic policy, and may serve as information and analytical basis for the definition of strategic objectives and priorities.

In the context of growing uncertainty, the spread of digital technologies, the emergence of global pandemics, terrorist threats, environmental disasters, a person needs to have his own vector of development, which would indicate the direction of movement to the end point. Personal strategy is the basis for building corporate, industry, regional, national, international and global strategies, which must be mutually agreed for their effective functioning. The work is written on the basis of the theory of strategy and strategy methodology of the Foreign member of the Russian Academy of Sciences, Doctor of Economics, Professor Vladimir L. Kvint. The article defines the place of personal strategy in the system of strategies. 5 stages of the formation of a personal strategy are considered: identification of opportunities, identification of competitive advantages, substantiation of strategic priorities, definition of mission and vision, identification of resource provision. Opportunities are explored through trend analysis. Global trends are represented by the UN’s 2030 Agenda for Sustainable Development, the International Labor Organization’s Working for a Better Future Report, and the World Economic Forum’s Future of Jobs Report. National trends are presented by the Decree of the President of the Russian Federation Vladimir V. Putin «On national goals and strategic objectives for the development of the Russian Federation for the period up to 2024».

There are actual problems connected with definition of the legal nature of the delegate’s mandate are considered in this article. Interaction of the delegate with voters largely determined determine by the legal nature of delegate’s mandate. The purpose of this study is to determine the relationship of the delegate and voters in the system of people’s representation in the Soviet period of development of our country. In most constitutions of foreign countries, a norm has been enshrined that characterizes the nature of the relationship between delegate and voters. In the Constitution of the Russian Federation, such a norm is absent, and it has not found its fixing either in federal or in regional legislation. The official interpretation of the nature of the delegate mandate by the Constitutional Court of the Russian Federation was not given. Therefore, to justify and understand the legal nature of the delegate mandate in the Russian Federation, it is necessary to analyze the state of this issue in the Soviet period. Despite the fact that the Soviet period gravitated to the imperative nature of the delegate mandate, nevertheless, only certain components of the imperative mandate were fixed in the legislation. In the “late Soviet” period, very democratic principles were enshrined in the legislation, but the question of the nature of the delegate mandate was not properly updated. Civil society during this period of time was more interested in the very right to participate in elections and the possibility of actually replacing a delegate mandate. In this connection, the status of deputies continued to “act by inertia”. Normative consolidation was found by all the main components of the imperative mandate, in connection with which, the idea of a “free” mandate is practically not traced.


Amid the latest economic and political challenges, as a major factor influencing the dynamics of development in countries around the world, the issue of having in place an effective demographic policy is increasingly gaining in strategic significance, especially for the Russian Federation. Relevant today as never before is the need to investigate the area of regulation of processes related to the nation’s population dynamics. Most of the key trends identified by scholars and experts in the literature tend to be expressive of the fact that the serious problem is still there, with very little revealed in the way of positive outcomes from the fulfillment of central tenets of the Concept on Russia’s Demographic Policy through to 2025. The latest dry statistical figures indicate that, even if we are projecting high numbers for the dynamics of natural population increase, the indicator will still have negative values, which means that the only potential factor for the increase is external migration. Of relevance in this respect are the dynamics of migration from Africa and the Middle East to the EU. In the case of Russia, prior to 2014 the bulk of migrants would come in from the former Soviet republics of Central Asia, whilst today it is now Ukraine, which is quite understandable. The paper shares the findings from the authors’ analysis of key indicators for demographic policy in present-day Russia.

Human capital is the basis of economic growth in modern Russia. One of the results of the work of the Government of the Russian Federation to achieve the goals and objectives of sustainable development, fixed in the UN Agenda for Sustainable Development for the period up to 2030, was their inclusion in the main strategic and program documents. The basic concept of national goals and strategic objectives of the country is an orientation towards a post-industrial economy in which the main socio-economic advantages of Russia in the global economy lie in the area of human capital. The article discusses approaches to the definition of “human capital”. The authors consider the human capital of the region as a set of human resources concentrated in its territory and possessing professional skills and knowledge, as well as health status and labor motivation. It was revealed that such peculiarity of the region as its agro-industrial orientation provides a significant contribution of agriculture to its economy, but at the same time requires increased attention to the human capital. The three main components of the region’s potential (income, longevity and education) should be the priority areas for public investment. The article presents a comparative assessment of the human capital of the Krasnodar Territory and other constituent entities of the Russian Federation. The disadvantages of using the methodology for calculating the human development index are revealed, in particular the imbalance of individual components of the index when assessing regions. The authors found that the human capital of the country largely depends on the human capital of the industries that ensure the population’s life quality. An indicator of an effective connection between the economy and health care is the improvement in the quality of life of the population and, as a consequence, the potential of the region.

The paper focuses on the definition of the legal status of the cryptocurrency in the framework of the current Russian legislation. The subject of the research is the principal scientific and practical approaches to determining the object of civil rights and the object of acquisitive crimes in terms of their adaptability to cryptocurrencies. The purposes of the work were the search for a universal algorithm for resolving civil disputes related to the turnover of the crypto currency, and the qualification of the virtual currency theft (fraud). By using historical, comparative legal and dialectical methods as well as the content analysis method parallels between cryptocurrencies and individual objects of civil rights (a thing, property rights, other property) were drawn, and a number of options for qualifying the actions related to the non-repayable withdrawal of the cryptocurrency were proposed. Finally, the paper analyzes the draft laws prepared by the RF Ministry of Finance and the Central Bank of the Russian Federation and presents the author’s vision of the prospects for legalizing the cryptocurrency as an object of civil rights.

In the article the author examines the problems of wide application of the bankruptcy formula. For this, many terms have been considered, in particular the definition of financial insolvency, which characterizes the weaknesses of enterprises, namely, those associated with loss of liquidity and operating losses. The results show that Altman's bankruptcy formula is easily applicable in the economic conditions of the Russian Federation and is useful for predicting financial difficulties given the established definition of financial insolvency. Due to the fact that this term combines the factors of liquidity, stability, an important component of the Altman Z-model is the factor of independence, which is aimed at solving the problems that organizations face.

The article is devoted to the piano works of Nikolay Savelyevich Berestov, one of the most famous composers of Yakutia, Honoured Artist of the Russian Federation and Yakutia, whose compositional heritage is performed outside of Yakutia and Russia. He is the author of numerous works in different genres of vocal and instrumental music, innovatively implementing in his compositions the traditions of national folklore. The article reveals characteristic features of the composer's style — the interaction of intonation vocabulary of national folklore and European writing technique, the adherence to the program, the consistent definition of technical and figurative- emotional tasks of plots and dramaturgy. The most striking works from various cycles — pieces, fugues as well as the "Northern Landscapes" triptych — are examined in more detail.

The article considers the specifics of modern legal regulation of cryptocurrency transactions and the prospects for its development in the Russian economy.

This research analyses school physical evaluation forms obtained from one of Omsk public schools’ roll books as well as the physical development assessment of 820 students of this school. The findings uncovered a violation of the requirements of SanPiN, the provisions of the Russian Federation Ministry of Health orders regarding the maintenance of physical evaluation forms, the definition of medical groups for students in physical education, and conflicting information about the children’s health, which may cause severe clinical conditions in physical education classes. The noncompliance of the regulatory framework for RPN (in terms of the Health List) and the Russian Federation Ministry of Health (in terms of physical education regulation for children with accommodations) was also uncovered.
