This article proposes a research vision of the problem of using CLIL training in the context of distance education in schools and universities of the Republic of Kazakhstan. The relevance of the study is due to the lack of the research devoted to the content analysis of the integration of CLIL learning and distance learning technologies, as well as the need to identify the features and universal problems, characteristic of the practice of CLIL learning in distance learning format. The diagnosis of this problem was carried out through an online survey of school teachers and university teachers acting as experts on the implementation of CLIL training in educational institutions of the Republic. To develop a methodology and tools for online survey of teachers scientific works in the field of CLIL training and distance education technologies on the creation of educational resources and a virtual learning environment and on the sociology of education were studied. When processing the results of the survey, we used statistical and descriptive research methods. The results of the online survey confirmed the hypothesis of the study that the main problem of using CLIL technology is the problem of resource provision of the CLIL training program in the context of distance education, as well as the level of methodological and IT-training of school teachers and university teachers. Other features of using CLIL technology in a distance format are as follows: the school teachers and university teachers have an appropriate set of basic competencies of a teacher practicing CLIL training, and, at the same time, their insufficiency for the implementation of the educational process in the context of distance education and, accordingly, the need to acquire additional competencies required by the teacher for the application of CLIL technology in a distance format

Distance education is essentially the basis for the development of educational institutions that provide innovative services, which cannot be obtained elsewhere. It is believed that distance education is a substitute for the traditional as part of simplifying and cheapening the learning process. At the same time, the leading global trends suggest the need for the development of elements of self-education and the expansion of the geographical nature of educational offers. The relevance of the study is that it is necessary to distinguish between the use of distance education methods in the traditional sphere and the sphere of training professionals. The paper presents the concept of the need to integrate elements of distance education in the process of preparing university teachers. The authors believe that teachers in drawing up courses and applying learning technologies use the same techniques as in distance learning. Therefore, the use of distance learning technologies can be shown as the basis for the development of advanced training programs and additional professional education. The authors proposed a study on the need and sufficiency of the use of distance education technologies and the possibilities for their integration into the process of postgraduate education. The practical significance of the work is determined by the fact that the possibilities of self-development of teachers are fully disclosed, not only as subjects of the educational process but also as subjects of training.

The main purpose of this chapter is to give information about the Distance Education System at Anadolu University (DESA), which has nearly two million students from diverse backgrounds. By the 1990s, the number of people of postgraduate age employed in Turkey had gradually increased to over 60 percent. The shortage of funds for educational services such as adequate classroom spaces and well-qualified instructors was already creating difficulties across the country. Higher educational institutions of all types had to decide on the principles, which were to guide them in dealing with this tremendous increase in the population. In this context, Anadolu University made provocative recommendations in 1982, defended the Distance Education system as the most appropriate milieu for the continuous education of the postgraduate students of Turkey, established the first College of Open Education in Turkey, and became one of the mega universities in the world. In short, the founding fathers of the Distance Education System of Anadolu University were able to critically analyze new priorities and needs in the area by just thinking big!

Distance learning is often referred to as taking training or education courses that are either synchronously or asynchronously delivered via various media such as audio, video, or computer, especially Internet technologies in recent years. The number of corporate training programs delivered via Internet technologies (a.k.a., e-learning) has dramatically increased over the last several years. According to ASTD reports (2002, 2003), the percentage of e-learning programs delivered in the Benchmark Service companies in the U.S. increased from 8.8% of total training hours in 2000 to 10.5% in 2001. The number of distance programs offered at degree-granting educational institutions in the U.S. has also gradually increased each year. According to the National Center for Education Statistics (2003), 56% of two-year or four-year degree-granting educational institutions offered distance education (DE) courses during the 12-month 2000-2001 academic year, and during the time period, about 2.8 million students were enrolled in college-level credit-granting DE courses, the majority of which were Internet-based courses. Internet-delivered instruction has gained credibility during recent years as well. Research has shown that there seems to be no significant difference in terms of the effectiveness of instruction delivered in traditional classroom settings and the effectiveness of instruction delivered via the Internet (van Schaik, Barker & Beckstrand, 2003). Such research findings, coupled with potential benefits such as cost-effectiveness and convenience, have likely contributed to the increasing popularity of Internet-delivered distance learning programs.

Distance education is becoming an increasingly common method for delivering courses to postsecondary students. Presently, most course offerings are still primarily print-based. This author hypothesizes that augmenting print-based distance courses with other technologies enhances the effectiveness of student learning. The use of videotape, television, one- and two-way audio/videoconferencing is explored, as well as the use of the Internet. Strategies for integrating these technologies are presented, as well as some advantages and disadvantages of each.

Technology development have affected educational delivery around the world. The utilization and implementation of online learning is rising at a staggering manner. Online Distance learning has become an urgent need recently. The use of distance learning has appeared in the past ten years, the learning has been extended by the technology from classrooms in the schools into online learning. Online Learning adopted in various universities, educational institutions and schools worldwide. Recently, with the emergency situations due to the epidemic of COVID -19, and according to the recommendations by World Health Organization for social distance, most of the educational institutions worldwide tend to utilize the online learning instead of traditional learning. Although the online learning has been implemented years ago, still it faces challenges. The author of this research paper aim to explore the key challenges that reported while implementing Online Distance Education System as Systems of Systems. The author then outlines research agenda that identifies 11 research themes that can be considered as a solution for the current Online Distance Education System implementations challenges.

Most of the educational institutions in Ukraine were forced to switch to distance learning, which is why there arose the question about the availability of technical means to ensure the fullness of educational process. The article investigates modern systems of testing students' knowledge in the process of distance education. Currently, there are quite a few LMS (learning management systems) that can optimize the learning process of distance education. The works of scientists related to the problems of organizing effective learning and the complexity of the transition to distance learning are considered. This article assumes the method of testing not on-ly as a tool to assess the level and quality of learning, but also as a means to obtain recommen-dations for improving the learning process in the whole. Based on the results of the analysis, a comparative description was created and an assessment of the suitability for intermediate control of knowledge of primary and secondary school students, the most common at this stage of school distance learning online knowledge testing tools. Thus the advantages and disad-vantages of these tools are revealed. As a consequence the most universal systems that can fully provide the learning process in terms of distance education and the most convenient tools for assessing knowledge are identified.

Distance education has become an integral part of the educational system around the world. Official statistics on distance education, confirm a steady increase in the number of participants in distance learning and courses. The range of courses offered by more than 200 distance learning institutions, including about 1500 courses, of which about 75% – vocational and about 25% – general education. For the most part, this method of training is offered mainly by private institutes.The success of distance learning can be explained against the backdrop of changing conditions in economics, technology, and society. By the era of industrial society, the educational ideal of modern society was oriented to the classical educational systems for that time, which originated in antiquity. In many countries, traditional social norms have changed over the past 20 years.One authoritative researcher in the field of distance education noted that technology as a service delivery system has played an important role in the development of distance education and research. Over the past two decades, there has been an increase in the number of educational institutions that offer a service such as distance learning. There has also been an increase in the number of students receiving distance education not only in our country, but also in educational institutions around the world.Despite the fact that there have been extensive studies of open distance learning, there is no consensus on the indisputable benefit or inadmissibility of distance learning in higher education. Identification and study of problematic issues in the field of distance education implementation remains very relevant today.In this article we want to consider some problematic issues of distance learning in higher education, which is considered today the most favorable for the study and implementation of the model of exclusively online learning.

This study aimed to identify the difficulties that parents of students in the elementary stage faced during their distance learning and to identify statistical differences according to the study variables. The researcher used the descriptive method and prepared a questionnaire that included 22 items consisting of three subscales. The participants comprised a total of 456 parents of elementary school students in the Eastern Region, Riyadh, and Asir. The results showed the difficulties were at a high level, and the difficulties were in the following order: the organizational difficulties related to the learning environment, the difficulties related to the educational process, and the difficulties associated with technology. The results also showed statistically significant differences due to the gender, region, age, and educational level variable and that there were not statistically significant differences due to the number of children variable. The researcher recommends the necessity of intensifying efforts from educational institutions to prepare for distance education especially for the elementary stage and providing courses at the elementary stage using distance education to develop study skills and self-learning. In pedagogical circles always having the discussion concerning the effectiveness, feasibility of one or another form of training. A difficult issue is the differentiation of the psycho-medico-pedagogical commissions on the selection of programs and learning, educational institution. Thus, the actual research of the education of children with special educational needs on the example of educational institutions of Rivne.Research objective: to study the formation of the system of education for children with special educational needs. Research objectives: 1. To conduct a systems analysis of the scientific literature on the topic of research. 2. Examine the network of inclusive schools in Rivne. 3. Analyze the provision of educational services to children with disabilities in Rovno educational and rehabilitation center "Special Child". 4. Synthesize statistical information and reveal the dynamics of qualitative and quantitative nosology of children with disabilities in schools.Research methods: theoretical analysis of literary sources, summarizing statistical data of educational institutions of city Rivne. Analysis of the changes of the quantitative and qualitative composition of the inclusive class allows you to infer that children with special educational needs enrolled in inclusive classrooms for nosology violations observed a certain imbalance. So, the advantage for inclusive education is given to students with cognitive and reports violations. Almost twice smaller number of children in violation of the locomotor and hearing. Significantly fewer students with disorders and mental retardation. Not specified such diagnoses as an autistic spectrum disorder and down syndrome. Obviously, these were incorporate into the category of violations.Data analysis allows us to draw conclusions that the implementation of the State programme concerning the staffing system of inclusive education is effective, but does not provide the full needs of schools in all members of the interdisciplinary team of rehabilitation support a child with special educational needs. In particular, not all educational institutions are equipped properly to ensure the needs of the child and the implementation of a full-fledged correction support; not organized by specialized facilities, inadequate rehabilitation equipment, special furniture for pupils with impaired function of the musculoskeletal system; missing tiflocorrection means, tiflopedagog; the physical therapist is not available in all schools.Conclusions. The analysis of this problem leads to the following conclusions: in the scientific and methodical sources analyzed the effectiveness and usefulness of various forms of educational services for children with special needs. Analysis of inclusive classes shows positive dynamics of this process and increase the number of pupils with impaired psychophysical development in secondary schools.Experience of the Rivne training and rehabilitation center "Special Child" and confirms that as a result of the implementation of inclusive education in school has increased the number of children with complex disabilities development, accompanied by intellectual retardation and existing disabilities. Therefore, special educational institutions should be multiprofile that will provide your child with special educational needs education and obtaining proper corrective rehabilitation support.Due to the focused State policy implementation of the inclusion in the General space training and re-training of teachers contributed to the increase in the number of pupils with special educational needs, allowed to expand as the quantitative and qualitative composition inclusive classes.Prospects of the further researches. There is an objective need for further study of the entire complex of issues related to the implementation of the right to education of children with disabilities. In particular, no special educational institutions, with the possibility of teaching a child with disabilities in comprehensive school essential not making are the problem of ensuring the continuity of rehabilitation.
