Formation of the Knowledge Base of Benchmarking Research in HRM Using Information Technologies

Theoretical aspects and practical developments in the use of corporate knowledge management technologies are considered. The importance of knowledge management in the company's personnel management system is analyzed. The technology of benchmarking as a source of obtaining new corporate knowledge is highlighted and described. Special attention is paid to HR analytics processes. The use of benchmarking research as a tool for analyzing the field of personnel management is proposed. Approaches to the development of metrics for benchmarking in the field of personnel management of the organization are described. Based on the study of the practical experience of the use of benchmarking research by companies, the need for the organization of storage and effective dissemination of results has been established. Considering that at present corporate knowledge is becoming the most valuable internal product of the organization, the use of modern information technologies is proposed to expand access to corporate knowledge and solve the problems of decentralization of knowledge, duplication and loss of information for decision-making in the field of personnel management.

The transition to "intellectual" agriculture is the main vector of modernization of the agricultural sector of the economy. It is based on integrated automation and robotization of production, the use of automated decision-making systems. This is inevitably accompanied by a significant increase in data flow from sensors, monitoring systems, meteorological stations, drones, satellites and other external systems. Farm management has the opportunity to use various online applications for accurate recommendations and making various kinds of management decisions. In this regard, the most effective use of cloud information technologies, allowing implementing the most complex information and technical level of automation systems for management of agricultural technologies. The purpose of this work is to test the approach to creating expert management decision support systems (DSS) through the knowledge base (KB), formed in the cloud information system. For this, we consider an example of constructing a DSS for choosing the optimal date for preparing forage from perennial grasses. A complete theoretical and algorithmic database of the analytical DSS implemented in the data processing center of the cloud information system is given. On its basis, a KB is formed for a variety of different decision-making conditions. This knowledge base is transmitted to the local DSS. To make decisions about the optimal dates for the preparation of the local DSS, two variants of algorithms are used. The first option is based on management models, and the second uses the pattern recognition method. The approbation of the algorithms was carried out according to the BZ from 50 cases. According to the results of testing, the method of pattern recognition proved to be more accurate, which provides a more flexible adjustment of the situation on the local DSS to a similar situation in the KB. The considered technique can be extended to other crops.

The acquisition, presentation and management of autonomous driving decision-making knowledge of unmanned vehicles are the key and difficult issues in the autonomous driving decision-making system of unmanned vehicles. This paper presents a knowledge model, which includes problem description layer and problem-solving knowledge layer. The automatic driving decision knowledge base of unmanned vehicle is composed of a set of knowledge models. Knowledge model supports knowledge representation and reasoning. Based on the WEB visualization knowledge modeling tool and visualization knowledge service tool, we construct the decision-making knowledge base management system for autonomous driving of unmanned vehicles and then construct the autonomous driving decision-making system of unmanned vehicles. The reasoning example shows that the knowledge base management system can effectively improve the knowledge acquisition, representation and maintenance efficiency of autonomous driving decision-making system, which is of great significance in enhancing the intelligence level of autonomous driving decision-making system.

This paper presents a knowledge evaluation and evolution in a knowledge management system by using a Semantic Wiki approach. The authors describe a Semantic Wiki called WikiDesign which is a component of a Knowledge Management system. Currently WikiDesign is used in engineering departments of companies to emphasize technical knowledge. This study explains how WikiDesign ensures the reliability of the knowledge base thanks to a knowledge evaluation process. After explaining the interest of the use of semantic wikis in knowledge management approach, the architecture of WikiDesign with its semantic functionalities is described. The effectiveness of WikiDesign is proved with a knowledge evaluation example for an industrial project.

In an era of the global implementation of information systems and management tools, the innovation of the corporate financial management regime is not only in the rational planning and use of the company’s own resources but also in the inclusion of various categories of social resources necessary for the company’s operations in the category of corporate financial management and delivery to the enterprise. The purpose of the article is to consider the conceptual model of the financial management system of enterprises using modern information technologies. In the study, the author used a systematic approach to the enterprise’s financial management and methods of economic and deterministic factor analysis, synthesis, and grouping as well.

Currently, higher learning institutions (HLIs) are facing their most challenging problem in inefficient information management. The knowledge management system (KMS) application calls for providing several benefits to lecturers and students, producing daily information, documenting records for evidence of a transaction, and eventually improving the decision-making process. Knowledge management can be coupled with fuzzy logic to deal with imprecision and uncertainty of data in a KMS. The ICT dynamic development has shifted the HLI operations from manual to electronic-based handling of related information. KMS is one of the systems that are of significant consideration in this regard. Nevertheless, such a system has not been extensively adopted as expected due to users’ rejection of its use. In the present paper, the factors affecting the decision to adopt/reject KMS are highlighted. The study is qualitative and entails a critical review of the related literature concerning the topic, backed by interviews. KMS experts working with highly reputable HLI were interviewed. A total of 11 factors were focused on in light of their effect on the decision to adopt/reject KMS, as argued by the technological adoption theories and literature review. All the factors were validated and placed in ranks by the experts. From the results, a novel conceptual framework of KMS adoption was developed for Libyan HLIs to bring about technology adoption and improved decision-making.

This scientific paper shows the results formulated in the author’s research focused on strategic decision-making of the company management in a new entrepreneurial environment resulting from changes caused by integration processes, the development of information technologies and globalisation factors. The goal of this paper is to publish the changes in behaviour of the management of the selected entrepreneurial entities resulting from new factors of changes affecting the entrepreneurial environment. This is reflected in the process of strategic decision-making of entrepreneurial entities in the necessity to use new methods of decision-making of the company management as a reaction to factors of the external as well as the internal environment. Rapid changes in particular in the external environment require the company management to select new approaches and methods of decision-making and to have a well conceived algorithm enabling a flexible response to customer wishes using the findings of knowledge management.

Metrics are widely researched and used in software engineering; however there is little analogous work in the field of knowledge engineering. In other words, there are no widely-known metrics that the developers of knowledge bases can use to monitor and improve their work. In this paper we adapt the GQM (Goals-Questions-Metrics) methodology that is used to select and develop software metrics. We use the methodology to develop a series of metrics that measure the size and complexity of concept-oriented knowledge bases. Two of the metrics measure raw size; seven measure various aspects of complexity on scales of 0 to 1, and are shown to be largely independent of each other. The remaining three are compound metrics that combine aspects of the other nine in an attempt to measure the overall 'difficulty' or 'complexity' of a knowledge base. The metrics have been implemented and tested in the context of a knowledge management system called CODE4.

As known to all, we are living in an information society today. Learners can acquire knowledge, skill, and ability by participating in teaching, training and learning systems. As the basis of teaching, training, and learning system, the management system is significantly important in the management of online materials and intercommunion between students and teachers. In order to construct more effective systems of management, virtual organizations should be considered with latticed structure, which can easily adapt to external environment changing and may even inspire more innovations in the fields of education.
