On Stabilization of the Construction Sector

This article is devoted to assessing the business potential and risk tolerance of the construction industry. New requirements for ensuring the quality and competitiveness of construction organizations are put forward to enterprises of the construction industry in the conditions of self-regulation. The material base, qualified personnel, used technologies and efficient management of the enterprise are the main factors in ensuring the quality of construction. Only a combination of these factors guarantees the stable functioning of the enterprise. The article revealed development trends and main changes in the construction industry of the Russian Federation in recent years. The consequences of the influence of coronavirus spread around the world on the functioning of the industry were determined. The dynamics of the Business Potential Index in construction is presented. Dynamics of the Risk Tolerance Index in the industry were analyzed.

The Construction industry is a challenging, competitive and rapidly growing industry. Because of urbanization, infrastructural development and people's rising expectations for improved quality of living, construction become the second largest economic activity in India. As a result there is a competition for finding efficient and talented engineers which results in increased rate of Engineers’ attrition. Engineers’ attrition affects the overall efficiency of the organization. It results in loss of productivity, profit, time; resources etc.The sample of study consists of 120 engineers working in various construction organizations in India through questionnaire. The SPSS software was used for data analysis and findings. The purpose of this study is to find out the various reasons for Engineers turnover and to suggest effective retention strategies for Engineers’ retention. This study concludes that pay, Job satisfaction, Increased job opportunities, Lack of growth opportunities, Lack of respect from superiors have a great effect on engineers attrition.

In the article the methodological approach towards the assessment of competitiveness of organizations and their construction products, which allows to increase the efficiency of management of the competitiveness process of the construction organizations, is substantiated. The authors propose the methodological approach towards the validation of the quantitative assessment of the competitiveness potential of the organizations. The approaches are based on the criteria of optimality, mitigation of risks of losing the potential for increasing the competitive advantages of the organization and mitigation of the payback period of the investments, targeted at the formation of the potential of the internal environment with the aim of developing the competitive advantage. This proposal allows increasing the quality of the analysis and the assessment of the potential of the internal environment of the organizations and carrying out the result-oriented diagnostics, collection, processing, analysis and assessment of the necessary information in order to select the directions for the development of the entrepreneurial potential of the internal environment of the organization.

The problem of reorganization, as many types of rearrangement in the dyad ‘man-equipment’ (‘operator-equipment’ in transport; ‘worker-equipment’ in mechanical engineering; ‘tenant-building’ in construction and in housing and communal services), is constantly relevant in a developing society. Modeling of ways and forms of solving this problem, the study of different types of reorganization in the dyad ‘man-equipment’, rationing their characteristics and identifying rational areas of their application in the construction industry of our country has been going on since the first half of the 20th century. Scientific studies of the reorganization problem, the proposed functioning models of each of the types of construction reorganization, formation and improvement of regulatory documents of construction production provide effective activities of construction organizations and a necessary level of quality of processes and results of construction production. At the beginning of the 20th century, the main type of construction reorganization was ‘repair’, which by the middle of the century was divided into three distinguishable categories: repair as such, reconstruction and restoration. Each of these categories has individual properties, characteristics and a range of functioning. The basis for this division was social need. At the end of the 20th century, social phenomena of Russian reality again required a revision of the categories of construction reorganization, therefore, construction science proposed innovative types of construction reorganization (renovation, reversal, recomposition, retreatment, etc.). Each type was a response to a new manifestation of social requirements, all types were equally relevant. Only in the second decade of the 21st century, the urban planning and building production reacted to these achievements of the national building science and chose renovation as a basic type of innovative building. The article discusses a renovation model (П-graph of innovative types of construction reorganization), which allows analysis (downscaling, disintegration) and synthesis (enlargement, integration) of concepts, levels and results of construction reorganization processes.

This publication presents new provisions of the Federal law on self-regulation in the construction industry, the construction of a system of property accountability and redress, as well as engineering surveys, implementing the architectural design, the contract for performance of design and survey works, expert examination of engineering survey results and design documentation, technological and price audit with a list of questions asked during the knowledge test in the form of an oral exam for the right preparation of examination of project documentation and (or) engineering survey results, approved by order of the Ministry of construction of Russia from September 13, 2016 No. 634/Ave. For civil servants of Executive authorities, heads and specialists of project and construction organizations, entrepreneurs, teachers, students, applicants and PhD students and other persons enrolled in the programs of professional retraining.

In the process of teaching, technical teaching facilities are both a content and a means of conveying information, they help the lecturer organize and control the students' cognitive activities, in addition, they also help students be interested in learning, practice practical skills from which to form active and creative learning methods. Teaching technology is one of the necessary conditions to help teachers carry out their related work of educating, teaching and bringing up, and intellectual development, arouse the inherent intelligence qualities of students. Currently, the management of technical teaching facilities at the Central Kindergartens College has been carried out on a regular basis and achieved certain results, but in fact, there are still many inadequacies. Finding a number of limitations in the management of teaching technical facilities, thereby proposing solutions to overcome those limitations, improve the efficiency of investment, preservation and use of teaching technical facilities in the trend of Industry Revolution 4.0, improving the quality of teaching at Central Kindergarten Pedagogy colleges in the current period is a very important and urgent task.

A study of the quality of the development of estimate documentation on the cost of construction at all stages of the implementation of large projects in the oil and gas industry is conducted. The main problems that arise in construction organizations are indicated. The analysis of the choice of the perfect methodology of mathematical modeling of the investigated business process for improving the activity of budget calculations, conducting quality assessment of estimates and criteria for automation of design estimates is performed.

The presented study aims to examine the current state and development prospects of self-regulation in the Russian construction industry.Aim. The study aims to conduct a comprehensive analysis of the current state and development prospects of self-regulation as an institution of public administration, identify the problems of self-regulation in the construction industry, and formulate proposals on solving the identified problems.Tasks. The authors complete the following tasks to achieve the set aim: examine the regulatory framework of the activities of self-regulatory organizations in the construction industry — construction, design, and engineering surveying; analyze the current state and positive trends of self-regulation in the field of construction; identify problems in the activities of self-regulatory organizations in the construction industry — construction, design, and engineering surveying — and development prospects of the examined alternative to government regulation.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and legal sciences. The information base includes regulatory and legal acts of the Russian Federation on self-regulation in the construction industry, data from the State Register of Self-Regulatory Organizations, and statistics in the field of construction.Results. At the current stage of development of self-regulation in the construction industry, the most efficient mechanism for this institution involves guaranteed compensation for damage caused due to shortcomings in the works and services during construction, renovation, capital repairs of construction objects, engineering surveying, design. The victims should be compensated not out of insurance payments under civil insurance contracts, but rather out of the compensation funds of self-regulatory organizations.Conclusion. This study makes it possible to assess the institution of self-regulation in the construction industry — construction, design, and engineering surveying — as an efficient institution for proper protection of the interests of consumers of construction works and services and those of the government.

A quantitative study was conducted in order to know, from the perspective of university students, the relationship between the quality perceived (QP) during the period of confinement derived from the SARS-CoV-2 virus, with the variables teaching plan (PL), material resources (MR), interaction processes (IN), and the affective–emotional component (EM). An online questionnaire was designed, directed to students from 20 universities in Spain, with a total participation of 893 individuals. The results indicate that the perception of the students on the quality of online teaching is directly associated with the material resources provided by the professors and the professor–student interactions. However, this perception does not have any direct effect on the planning or the emotional state or affectation created by the unprecedented situation of confinement. Among the conclusions, we highlight the need for the universities to apply models of support and tutoring, especially for students in their first years at university, to develop competences such as autonomy, digital competence, and self-regulation, and the need for a change of approach of the students and the professors based on the new normality we are currently experiencing.

This experimental study aimed at investigating the effect of Problem Based Learning (PBL) and self-assessment (SA) on students’ writing competency and self-regulated learning in Tabanan Regency. This research applied 2x2 factorial design. 96 students were selected as sample through random sampling. Data were collected by test (writing competency) and questionnaire (self-regulation). Students’ writings were scored by analytical scoring rubric. The obtained data were analyzed statistically by MANOVA at 5% significance level. This research discovers: 1) there is a significant effect of PBL which occurs simultaneously and separately on students’ writing competency and self-regulated learning, 2) there is a significant effect of SA which ocurs simultaneously and separately on students’ writing competency and self-regulated learning, 3) there is a significant interaction between teaching model and assessment type on students’ writing competency and self-regulated learning which occurs simultaneously, 4) there is no significant interaction between teaching model and assessment type on students’ writing competency, and 5) there is a significant interaction between teaching model and assessment type on students’ self-regulated learning. This research results implies that PBL and SA should be applied in instruction process as a way to improve the quality of students’ writing competency and self-regulated learning.
