While the development of the country's national innovation system as a whole is very important and should be prioritized, its regional aspect is even more important. The specifics of the Russian Federation's transition to an innovation-based economy is in that that, at the present time, prioritized is the need to ensure the effective development of those economy sectors that underlie the country's specialization and may provide regional and national competitive advantages. To such sectors belong the chemical industry, machine-building and power energetics. We would like to note that initial innovation awareness indicators in the regions are comparable and do not differ greatly but the growth of activity can be observed only in some of the regions. The problem of large differentiation among the constituent entities of the Russian Federation by their level of economic development remains important and has to be dealt with.

This article considers the issues on improvement of marketing complex of industrial enterprise, with the purpose of stabilization of its activity and strengthening of competitive positions. It is proposed to improve the activities of industrial enterprises on the basis of the formation of measures that will ensure the current support of domestic enterprises in difficult economic conditions. One of the ways of improving the performance of the company is to change the model “4P” into a model of marketing complex “5P” and use personnel (“Personal”) as one of the tools. On the basis of the conducted research the influence of external environment factors was evaluated on the basis of the model of the marketing complex “4P”. As a result, it was found that the surveyed company has low competitive advantages, but these competitive advantages may not be valid without preservation of highly qualified personnel, because of the instability of the activities of the company, constant differences in production, simple, reduction of workers or voluntary migration of manpower and as a result of the loss of highly qualified workers and the position of the leader in the field of machine building. The evolution of the marketing complex depending on the influence of factors of the marketing environment is examined. The application of the marketing complex not only contributes to satisfaction of needs of potential organizations in the framework of target markets, but also allows maximizing the efficiency of industrial enterprises’ activity. Practical relevance of the research carried out in the article lies in the fact that using recommendations and directions of upgrading the marketing complex of industrial enterprise will ensure stabilization of its activity on the market due to the influence of regressive external factors.

Topicality. One of the dynamic and rapid lines of development of modern regional ecosystems is transport logistics as an effective source of competitive advantages. This requires the use of new tools to improve the competitive ability of regions, including the cluster approach, the essence of which is the formation and development of logistic clusters by consolidating the efforts of the state, business, science, education in priority fields of economic activity. As international practice shows, the implementation of the cluster model of logistic activities will contribute to the reduction of total logistic costs by 12-35% as a result of reducing transport costs by 7-20% and the cost of handling operations by 20-30%, as well as accelerating the speed of circulation of material resources by 20-40%. Therefore, the creation of logistic clusters will create favorable conditions for the growth of the volume and quality of transport and logistics services and create a qualitatively new model of the regional economy.Aim and tasks. The aim of the article is to analyze the current state and problems of the formation of the institutional environment of functioning of logistic clusters in the economic regions of Ukraine, as well as to develop proposals for the creation of the appropriate institutional conditions for the development of logistic clusters as illustrated by the Prydniprovsky and Sloboda economic regions.Research results. It was found that the formation and effective functioning of logistic clusters in the regions of Ukraine is hampered by many key barriers that can be conditionally classified into the following groups, such as political, foreign economic, institutional, investment and financial, infrastructure, logistics. It was proved that for the effective development of logistic clusters in the economic regions of Ukraine it is reasonable to develop proposals for the creation of appropriate institutional conditions, which are to finalize the Strategies of the regional development in terms of institutional, investmen and financial, organizational and economic and information support of the functioning of logistic clusters using the cluster approach, as well as the Concepts of creating logistic clusters and Strategies for the integrated development of logistic clusters as a component of the regional transport and logistic system; implementation of the financial support mechanism, which includes exogenous and endogenous factors affecting the development of the regional transport and logistic system; the principles on which the formation of logistic clusters should be based; management functions (forecasting, planning, organization, accounting, control, analysis, regulation); a set of tools governing the organization and implementation of logistic activities, as well as the provision of transport services; financial instruments (venture investment, crowdinvesting, factoring, public-private partnership on the basis of attracting private investments, funds of credit institutions, foreign investment resources, grants of international financial organizations); means (digital, information and communication technologies, software, regulatory documents).Combination of modern cluster policy, mechanism of institutional support for the development of an integrated transport and logistic system and strategies of smart industry specializations in the context of decentralization will create the appropriate conditions for the formation of a logistic cluster as an effective form of partnership, strengthen the competitive advantages of the Prydniprovsky and Sloboda economic regions and increase the economic capacity of territorial communities.Conclusion. It was substantiated that the introduction of proposals for the creation of the appropriate institutional conditions for the formation and development of logistic clusters will contribute to a synergetic effect, the components of which are to increase the level of investment attractiveness of economic regions; increase revenues due to economic growth of territories; creation of new jobs and growth of employment; increase in the volume of cargo transportation and turnover; optimization of movement of logistic flows; cost reduction for the organization of logistic activities for the reduction of transport component in the cost of services, reduction in time to complete customs procedures for clearance of goods; provision of favourable conditions for the functioning of logistic market; creating objects of the appropriate logistic infrastructure (transport, trade, service, etc); improvement of the technology of transportation with the use of modern digital information and communication technologies.

The article defines the main factors of increasing the competitiveness of the machine-building complex in the integration economic area. The relationship between the factors of comparative competitive advantages of export-oriented engineering production and the structure of commodity exports is presented in the article. A methodology for assessing the competitiveness of the machine-building complex is proposed, which is focused on determining its comparative advantages in prospective segments of export commodity groups. The results of testing the methodology on the basis of statistical data of export segments of the commodity groups of machine-building industry in the CIS countries are presented.

Introduction and aim of the research: Networking as the establishment of long formal and informal relations between the subjects of the cluster, united in the technological chain by vertical and horizontal links, based on trust and common to the cluster, differs from the relations of production cooperation. Collaborative programs with the subjects of the cluster (educational, research, marketing, cross-border cooperation, exports, technological) increase the efficiency and competitiveness of the actors by combining ideas, material, technical, labor and financial resources, joint management and solving common problems. Public-private partnership is an institutional and organizational alliance between state, regional government and business, based on joint financing of projects. The interaction of these two forms of network cooperation determines the features of economic clustering and updates the research topic.Research hypothesis. It is assumed that the use of the cluster approach to managing the competitiveness of light industry enterprises will allow to determine the sequence and methods of forming clusters in the economy.The aim of this research. This study substantiates the mechanisms of self-organization and increasing the competitiveness of clusters on the basis of network cooperation and public-private partnership.Methodology: for the method of identification and structuring of clusters, the criterion for determining the "key product", the questionnaire for the identification of cluster links, and the coefficient of bond strength were used. For the methodology of assessing the quality of network cooperation, histograms of the types of enterprises were used in the breadth of partner networks. For the methodology for assessing the competitiveness of the cluster, the index method of comparing indicators and the method for calculating the integrated estimate (average geometric) was used, which made it possible to identify the most competitive potential clustersResults: The model of formation of competitiveness of subjects of a cluster is developed. The objective sources of competitive advantages (localization and agglomeration) that create the conditions for the formation of potential clusters created through the state policy of stimulating cluster organization (network cooperation and public-private partnership) are identified. The formation of real clusters provides their subjects with strategic competitive advantages. This represents scientific novelty in the theory of clusters and determines the directions of their formation.Conclusions: The proposed approach to assessing the economic results of the organization and development of clusters based on the forecast of economic effect indicators (enterprise competitiveness) and the efficiency of clustering (profitability of total assets) using economic and mathematical models, approbation of which showed that the cluster approach to enterprise competitiveness management is effective. The study based on the developed set of methods allowed to conclude that in the light industry of Ukraine there are prerequisites for organizing clusters, there are potential clusters that are not yet real.

It is established that an effective development strategy contributes to the rapid adaptation of enterprises to changes in the environment and conditions of globalization, and vice versa, the development of globalization processes allows to maintain a competitive level of entrepreneurship. The result of the work should be a focused strategy of the enterprise, ie the concept is developed and defined by it a system of measures aimed at achieving competitive advantage. Therefore, the development of an effective competitive strategy for all enterprises is an important necessity and has undeniable practical value. However, it is important to note the difficulty of choosing the optimal competitive strategy from a variety of strategies, provided that all important aspects are taken into account. The next step of the study should be to develop a model of effective choice of competitive strategy, which takes into account a number of factors, allows for critical quantitative and qualitative analysis of strategic alternatives and involves the use of optimal tools. This will form a truly competitive strategy of the enterprise and ensure its successful practical implementation. Speaking about the choice and feasibility of a competitive strategy, it is important to mention the value chain of the company’s product. The main goal of each enterprise is not just its survival in the market, but stable operation and constant economic growth. To achieve this goal, it is necessary to develop an effective development strategy on the basis of which to create and implement competitive advantages. All this will give the company the opportunity to answer vital questions: where to operate (in what industry or in which markets), how to allocate resources, how to compete effectively with other companies, how to develop stably in the future.

The aim of the study is to adapt the foresight technology to the development of competitive advantages of resort and recreational clusters. The cluster approach has positively proved itself in increasing the efficiency of management of territories with resort and recreational specialization, the formation of prerequisites for the successful functioning of the infrastructure of medical and health tourism, in which the basis is the regional sanatorium and resort complexes. The expediency of application of foresight technology as an innovative method is based on the experience of modeling of socio-economic space. The principal difference is the system of goal-setting, which is the basis of expert activities, optimization and transformation of the potential of the territories. The advantage of using foresight technology in the formation of competitive clusters of the Republic of Crimea is the possibility of building a network approach, overcoming the natural economic cycle due to the Russian experience of program-target and innovative programming. The use of foresight technology will contribute to the accelerated pace of development of health clusters in the Republic of Crimea and will have a positive impact on the socio-economic growth of the region.
