This article considers the issues on improvement of marketing complex of industrial enterprise, with the purpose of stabilization of its activity and strengthening of competitive positions. It is proposed to improve the activities of industrial enterprises on the basis of the formation of measures that will ensure the current support of domestic enterprises in difficult economic conditions. One of the ways of improving the performance of the company is to change the model “4P” into a model of marketing complex “5P” and use personnel (“Personal”) as one of the tools. On the basis of the conducted research the influence of external environment factors was evaluated on the basis of the model of the marketing complex “4P”. As a result, it was found that the surveyed company has low competitive advantages, but these competitive advantages may not be valid without preservation of highly qualified personnel, because of the instability of the activities of the company, constant differences in production, simple, reduction of workers or voluntary migration of manpower and as a result of the loss of highly qualified workers and the position of the leader in the field of machine building. The evolution of the marketing complex depending on the influence of factors of the marketing environment is examined. The application of the marketing complex not only contributes to satisfaction of needs of potential organizations in the framework of target markets, but also allows maximizing the efficiency of industrial enterprises’ activity. Practical relevance of the research carried out in the article lies in the fact that using recommendations and directions of upgrading the marketing complex of industrial enterprise will ensure stabilization of its activity on the market due to the influence of regressive external factors.

Due to various factors, the regions of Russia have significant differences in the level of socio-economic development. Thus, each region of Russia has certain specific qualities inherent only to it, which must be taken into account when implementing regional policy. By reducing the influence of negative factors and, conversely, activating positive ones, it is possible to significantly increase the competitiveness of regional economies and the country as a whole. One of the features of the economies of the underdeveloped regions of Siberia is a significant share in their structure of low-productivity and low-tech industries, a lack of investment capital, low innovative activity of business entities, poor development of the territory, insufficient transport infrastructure, a shortage of highly qualified personnel and a number of others. The strategic priority of the state's economic policy in recent years in relation to underdeveloped regions is to achieve an acceptable average Russian level. In this regard, it becomes relevant to search for natural competitive advantages that can provide, through the correct and justified selection of "growth points" based on the use of the internal potential of such territories of their more dynamic development in relation to the most successful regions.

Studying the problems associated with dynamism and the volatility of the economic environment require the constant development of the enterprise is a complex and multifaceted phenomenon, marked by many unresolved problems. The choice of other business processes for outsourcing is an important problem, from the decision of which depends the efficiency of the development of industrial enterprises. They require constant development and improvement of the organization of the enterprise, development of new, progressive forms and management methods that can minimize and neutralize the impact of negative factors on the indicators of their development. Especially it concerns the industrial enterprises. The problems of low competitiveness of industrial enterprises, the limited resources necessary for their effective functioning, and the low level of human resources require changes in economic activity through effective management methods, high efficiency of business processes and increase the competitiveness of business entities, which should become the basis for the formation of a new model of economic activity of industrial enterprises on the basis of the constructed model for choosing the optimal outsourcing, providing to increase the efficiency of the industrial process of an industrial enterprise. The development of modern economy is based on the effectiveness of business processes, therefore research of business processes of industrial enterprises, are based on it, deserves special attention. Accelerating the pace of modernization, the speed of creating new knowledge and competition need not just the use of more advanced technical and technological solutions, but the introduction of management methods based on the model of choice of optimal outsourcing. Therefore, business processes in industrial enterprises are closely related to the introduction of new methods, technologies and management tools aimed at adapting business entities to the changing conditions of the external environment and the full realization of their production and potentials, and those that allow an industrial enterprise to obtain other competitive advantages.

The methodological issues of ensuring the economic sustainability of enterprises, as one of the key goals of modern industrial business, have long been the focus of attention of scientists and researchers, not only because of their importance, but also because of some internal inconsistency that does not allow them to be considered finally resolved. On the one hand, sustainability presupposes stability, some conservatism in the development of the enterprise and this aspect of it requires the application of measures that prevent a sharp change in economic conditions. Attract the attention of researchers and have not yet received their final scientific, methodological and practical solution. It should be believed that the solution of this task, which is important for each industrial enterprise in a market economy, can be found in the case of: (a) the correct definition of business development directions in terms of its diversification and expansion (external dimension); b) determination of such economic conditions that can ensure an equilibrium state of the enterprise’s economy, characterized by a certain set of parameters of the activity of its main subsystems (internal measurement) and c) implementation of the algorithm of periodic controlled withdrawal of the enterprise from the state of stability for transition to a new level of development and stabilization of its socio-economic parameters in the intervals between such fluctuations. Therefore, the purpose of this article is to attempt to resolve this contradiction in terms of developing a set of solutions to create conditions for the progressive dynamics of industrial enterprises that do not impede, but complement, the installation to maintain stability within acceptable limits. For this, the scientific and methodological apparatus of business modeling, modern concepts of organization and management is involved, as well as innovations in the best practice of sustainable development of industrial enterprises are used. The result of the study is a tree of goals for ensuring the economic sustainability of a modern industrial enterprise, revealing the internal dimension of the problem under study and practical recommendations.

The purpose of the work was to assess the sustainability of the development of industrial enterprises in modern Russia and to determine the reasons that give rise to the non-sustainability of their functioning. The work used data from Rosstat on the volume and growth rate of production, profitability of assets, the value and structure of costs of manufacturing enterprises. The tendencies of changes in indicators characterizing the activities of enterprises assessed using linear regression analysis. Estimates of the stabil-ity of the functioning of enterprises assessed by determining the coefficients of variation of indicators characterizing the activities of enterprises. The degree of perception by enterprises of the trends of modern technical and economic development will assessed by the trends in the structure of costs for manufacturing products of the manufacturing industry. In the work it established that the efficiency of the enterprises of the manufac-turing industry is falling, the development of enterprises is unstable. Inefficiency and instability in the development of industrial enterprises is due to the strategy of enterpris-es, which not sufficiently focused on innovative development, based on new technolo-gies and human capital of highly qualified personnel.

Mechanism of network interaction within the framework of scientific, educational and production network on the basis of the paradigm of “open” innovations is associated with the creation of conditions for the development of innovative capital of the network entities, training of highly qualified personnel of пeneral and vocational education with the necessary competencies in the field of generation and dissemination of new knowledge, as well as improving the effectiveness and efficiency of the entities in the course of the scientific, educational and production network. Research was composed to measure variation in the economic development and innovation in Kazakhstan required in times of increasing global competition.

The purpose of the article is to study the management of production potential of machine-building enterprises in the Kharkiv region, 9 enterprises were analyzed and their production indicators were studied. The effectiveness of the production potential is characterized by production, technological, financial and innovative components. It should be noted that since the production potential is a component of the economic potential of the enterprise, the structure presented in Fig. 1 is quite conditional. If we consider the production potential from this point of view, then, for example, its innovative component is inextricably linked with the innovative potential, and the financial component – with the financial potential. Sustainable development and competitiveness of an industrial enterprise depends on the level of production potential, which is the foundation of production activity. The production potential of an industrial enterprise is a complex, dynamic and stochastic system consisting of a number of interconnected components. At the legislative level, an attempt has been made to build a single model of an integrated indicator of the financial condition of large, medium and small enterprises. According to the approved IFI Procedure for assessing the financial condition of a potential beneficiary of an investment project, the level of financial condition of the enterprise is determined depending on the value of the integrated indicator, which allows the classification of enterprises in the industry or region. At the same time, questions about the structure of innovation potential remain controversial in the scientific literature. The development of an integrated module for the assessment of production potential is the first stage of the presented methodological approach. The next step is to improve the information subsystem of monitoring the financial and economic activity of industrial enterprises, which in turn is an integral part of the IT system of enterprise management. At this stage, it is necessary to develop software that provides analysis and comprehensive assessment of production capacity. After integrating the software module with IS monitoring, we have to test the software using the collected database on the financial and economic activity of the enterprise. Comparing the results of the assessment with the assessment from the analytical reports of independent experts will allow to determine the level of adequacy of the presented model and software. Methodology. The analysis was conducted on the basis of financial statements of enterprises of the machine-building industry of Kharkiv region for the period 2018, 2019, 2020. Results of the study show that the enterprises of the machine-building industry have low indicators of production potential, so enterprises need to change the strategy in the market to improve production capacity to increase competitiveness and improve. Practical implications. Given that companies have lost traditional markets in recent years and products are not in high demand in European markets, it is necessary to develop ways to improve the management of the potential of machine-building enterprises, seek new markets and strengthen cooperation with international companies. Value/originality. The study will help the management of enterprises to more effectively manage the enterprise and improve their production capacity.

The main aspects of strategic management of industrial enterprises development in modern economic conditions are considered in the article. It is noted that approaches to managing the development of industrial enterprises should be based on a qualitatively new basis, taking into account the uncertainty of the external environment. It is determined that in crisis conditions it is extremely important for the company to choose a strategy that would primarily provide social guarantees for staff, which is why it is advisable that the actions of each unit and employee firmly meet the needs of the company at this time; it is important to understand the impact of daily actions on comp­liance with plans and the overall solution of enterprise problems. Features of formation of strategic management at the industrial enterprise are investigated. It is determined that through a complex system combination of strategies of all strategic economic units of the enterprise is the formation of its strategic set. The need to take into account personnel costs in the implementation of strategic management, in particular in the process of forming a strategy for effective management of an industrial enterprise.

The problem of improving the production system of machine-building enterprises is of particular relevance in the conditions set for the industry’s strategic goals of creating a high-performance sector, developing on the basis of modern technology and provided with highly qualified personnel. The program of the Government of theRussian Federation«Development of the industry and improvement of its competitiveness» approved in 2014 also demonstrates the strategic focus of the development of the manufacturing sector. According to this program the machine-building complex will receive additional funding for the formation of high-tech, competitive industries.

The vector of modern economy development is becoming more and more directed to the innovative way of development and the intellectual capital having direct impact on the countries competitiveness in the world market and are also new source of economic development based on knowledge. Development of the enterprise, society is based on the reproduction and expansion of material and non-material values which provide national economy growth. Intellectual capital is an important means. Intellectual capital is an important source of influence on competitiveness not only at the microlevel, but also meso – and macrolevels. Due to the generation of innovative products and technologies, improvement of technologies and business processes the intellectual capital can directly influence the national and world economy. Development of scientific and technical progress causes changes in working conditions, modify conditions and factors of economic activity. The value of the intellectual capital in industry constantly grows. Dramatic changes are needed in scientific and technical direction on the industry which demands highly qualified personnel. New professions, types of employment occur. The economic status of the enterprise depends on the fact how much highly qualified personnel are interested in the achieved result. The education level of the worker, his/her vocational training becomes a decisive factor of the enterprise economic growth All this is due to the fact that modern mechanical engineering industry, modernization of the enterprises requires qualified personnel as mistakes can result in large losses both financial and environmental. The carrier of the human capital has unique ability to perceive and transfer information. Reproduction of the human capital provides process of continuous restoration, forms, proportions, relations. From the economic point of view, human capital is interpreted as the production of human potential abilities making profit and the fact that the person is the carrier of economically significant qualities and abilities. The importance of the intellectual capital as the defining factor of economic growth and competitiveness of the enterprise and the country in general is socially substantiated. The economic essence and the main components of the intellectual capital of machine-building enterprise are considered. Definition of the concept «intellectual capital» under which the set of interdependent intellectual resources which steadily provide achievement of cost efficiency and strengthening of competitiveness of the enterprise is specified. Intellectual resources represent one of the types of economic resources comprising results of creative and intellectual work of people and also the organizational knowledge peculiar to this enterprise which can be used for long-term receiving of benefits and their sale. It is reasonable to divide the whole set of resources making the intellectual capital into two big groups of intellectual resources: resources of personnel and results of intellectual activity consisting of the results of intellectual activity and potential of business processes. In the component structure of intellectual capital an important role is played by the human capital without which further development of all its other components is impossibl. The main groups of influence on the structural elements of enterprise intellectual capital are considered.

The article is devoted to the creation of a method for using of neural networks approach in solving problems of energy efficiency management at the industrial enterprise. The method allows to obtain an approximate expected value of the energy intensity of production, depending on the values of the main factors affecting it. The multilayer perceptron was chosen as the type of neural network, synthesis of which was carried out by using the genetic algorithm. When sampling for the synthesis of a neural network, we used the results that were obtained by means of a priori ranking, correlation and regression analysis based on the statistical data of industrial enterprises in machine-building profile. The recommendations of the use of the method and the application of its results in the practical implementation at the industrial enterprise are given. Calculations based on the aforementioned method ensured a high precision of prediction of energy intensity values for industrial enterprises that were included in the sample during the synthesis of the neural network, and an acceptable error while testing on industrial enterprises from a test sample.
