It is stated that in recent years, in civil society and legal science there has been growing interest regarding the problem of the police officer’s image in the social conscience. Many scientific articles devoted to this theme have been published, where such issues as forming the police officer’s image in the mass media, appreciating the police activity by civil society, searching for ways of forming the positive police officer’s image, etc. are of special interest. This scientific research was aimed at appreciating the peculiarities of perceiving the professional image of law enforcement officers. In the course of the research 92 police officers were interviewed through filling the anonymous questionnaire in google-forms. Trainees of the management faculties and postgraduates of the scientific-pedagogic personnel training faculty of the Academy of Management of the MIA of Russia were the research participants. The data collection was accomplished by means of filling the google-forms. The research was conducted in anonymous format. It was stated that the application of the psychosemantic approach allowed to obtain more reliable information from the respondents than the methods of direct questions. The data were collected over the period from April to June 2020. The semantic field containing 828 words was obtained by means of applying the method of free associations to the incentive “image of law enforcement officers”. The obtained associations were classified into some semantic groups. Such service as https://облакослов.рф was used for selecting the largest semantic units. It allowed to visualize the most frequently used associations (100 of them) in the form of “word cloud”. The research results identifted the key importance of such words as “law”, “responsible”, “honest”, “to protect”, “to help” and others when characterizing both the image and professional activities of police officers. Conclusions: 1) the application of the psychosemantic approach in the research of the professional image allowed to study the representation of law enforcement officers; 2) the activities of the law enforcement units responsible for moral and psychological training are considered as effective since the professional image of law enforcement officers is formed from the semantic markers of positive connotation, reflecting their functions related to law protecting and ensuring security and social health. В статье рассматриваются основные принципы формирования и трансформации общественного мнения о полиции в гражданской среде, связанные с участием сотрудников правоохранительных органов в мероприятиях, направленных на предотвращение негативных последствий чрезвычайных ситуаций. Рассматриваются объективные риски, возникающие вследствие некорректной трактовки служебных действий сотрудников правоохранительных органов представителями гражданской сферы в условиях ограничения их возможностей с целью минимизации ущерба от чрезвычайной ситуации. Отмечается, что в условиях действия ограничительных мер на период объявления чрезвычайной ситуации усиливается негативное восприятие деятельности сотрудников органов внутренних дел. Оцениваются перспективы, связанные с улучшением социального восприятия полиции в результате освещения самоотверженности и высоких личных качеств сотрудников полиции, с риском для жизни и здоровья участвующих в борьбе с последствиями чрезвычайной ситуации и в спасении гражданского населения. Делается вывод о необходимости использования средств массовой информации как инструмента формирования общественного мнения в целях объективного отражения в общественном сознании россиян профессиональной деятельности работников правоохранительной системы. The paper examines the principles of the formation and transformation of public opinion about the police in the civilian environment, associated with the participation of law enforcement officers in measures aimed at preventing the negative consequences of emergencies. The publication considers the risks associated with the incorrect interpretation of the official actions of law enforcement officials by representatives of the civilian sphere in the context of limiting their capabilities in order to minimize damage from an emergency. The author evaluates the prospects related to improving the social perception of the police through highlighting the disregard of self and high personal qualities of police officers at risk to life and health of those involved in combating the consequences of an emergency and rescuing the civilian population. It is concluded that the media should be used as an instrument for the formation of public opinion in order to objectively reflect the professional activities of law enforcement officials in the public consciousness of Russians.

The article deals with modern aspects of anti-corruption behavior of police officers. Unquestioning execution of governmental commitments, adherence to the principles of duty, oath of professional honor and dignity should be referred to such behavior. The author outlined the main factors that determine the relationships of corruption in the police department. Specificity of corruption in the system of internal affairs bodies is shown, which is reflected in the behavior of employees. The author assigns limitations of corruption component to control of power on the part of citizens and civil society organizations.

The author has studied the peculiarities of academic motivation of final-year cadets (n=323) of higher education institutions with specific educational conditions. It has been determined that the dominant motivation for their professional training is internal motivation. They make independent decisions about their professional activities and seek to continue their service within the National Police. Adequate and situational types of professional motivation are typical for cadets. Respondents are aiming for theoretical knowledge. The motives for the professional activities of final-year cadets do not affect their motivation to acquire theoretical knowledge, but they affect the acquisition of professional skills and abilities. The “romantic halo” of the profession remains in the perception of the profession by final-year cadets, but the material component also becomes important. The status of the profession in society and its material remuneration, as well as the curiosity of the chosen profession have significant influence on the motivation of future professional activities of fourth-year cadets. The motivating factor for internally motivated cadets is a sense of effectiveness, as well as status and state’s high salary for labor of law enforcement professionals. Externally positively motivated cadets in case of the decrease in the status of the profession, unrealized career ambitions or the reduction of the material rewards of law enforcement officers may begin to perform their duties formally or may leave the service. Externally negatively motivated cadets are not interested in performing professional duties. On the basis of the obtained data, the author has concluded on the importance of mentoring in the process of professional development of young specialists and the continuation of professional training in the system of postgraduate education and service training of police officers. The author has emphasized the importance of further motivation of final-year cadets within professional activity, in particular the introduction of a “motivational” package for police officers by the state.

The article analyzes the processes of intensive informatization and technologization of modern society, affecting the vector of development of the social, economic, political and military spheres of the state. In this context, the problem of informational impact on a human personality, his consciousness, mindset, spiritual and value orientations is considered. On the scale of the geopolitical interaction of the world community at the information-psychological level, this problem is revealed through the prism of describing the nature and content of the information war carried out in the interests of achieving political and military goals. Areas of informational influence on police officers are specified. In this regard, the need for the formation of information literacy of law enforcement specialists is being updated; the directions of information and psychological counteraction and protection against information attacks are highlighted. Psychological resistance, critical thinking, information security are named among the priority solutions to the highlighted issue.

Полученные данные возможно учитывать при планировании и отборе упражнений для занятий по дисциплине «Русский язык в деловой документации. Культура речи». The article is devoted to the problem of police officers ' proficiency in the norms of the modern Russian literary language, in particular morphological ones. The results of the task aimed at applying the rules of declension of surnames showed that law enforcement officers-students of the faculty of vocational training experience certain difficulties. The obtained data can be taken into account when planning and selecting tasks for classes in the discipline " Russian in business documentation. Culture of speech".

This study tests whether violence directed toward American law enforcement has increased in the wake of events in Ferguson, Missouri, in summer 2014. Using monthly data from the Federal Bureau of Investigation’s (FBI) Law Enforcement Officers Killed and Assaulted (LEOKA) reports (2010–2016), we carried out time-series analyses to examine trends in nonfatal assaults on police officers in a sample of 4,921 agencies. Neither injurious nor noninjurious assaults on officers increased following Michael Brown’s death in August 2014. The findings are robust across a variety of model specifications and estimation techniques, providing little evidence of a “War on Cops” through 2016. The study adds empirical rigor to an ongoing national debate based largely on speculation/anecdotes. The impact and potential consequences of the current climate for officers’ perceptions of safety/risk are discussed.

Researchers have suggested that provider-based stigma of substance use disorders is one barrier to fighting the opioid epidemic. Yet, to date, virtually no study has examined provider-based stigma among law enforcement officers who are on the front line of the opioid crisis. This study attempts to fill this gap in the literature by assessing provider-based stigma toward opioid-using persons among a sample of 208 police officers working for departments located in the Northeastern Region of the United States. Results show that officers hold relatively high levels of stigma toward this vulnerable population, as measured by perceptions of dangerousness, blame, and social distance; however, comparatively, officers hold less fatalistic views toward this group of persons. Additionally, our multivariable analyses indicated that officer rank, support for the disease model of addiction, and beliefs about the demographic characteristics of a substance-using person are significantly associated with provider-based stigma among officers. Potential policy implications are discussed within.

The subject of the article is the issue of the obligation to notify about a crime in relation to medical confi dentiality. Medical workers may obtain information indicating the commission of a criminal act while performing medical services. An important issue is whether, in such a situation, they can or should notify law enforcement authorities. In order to resolve these issues, the legislator defi nes the legal and social obligation to denounce. The legal obligation of a medical worker to notify about a crime relates to the offences specifi ed in Art. 240 (1) of the Act of June 6, 1997 — Penal Code. Among the enumerated types of generic acts covered by denunciation, particularly important due to the issues raised, are the crime of murder (Article 148 of the Penal Code) and deprivation of liberty (Article 189 of the Penal Code). A medical worker having obtained reliable information about the commission of a criminal act is obliged to notify law enforcement authorities. It is irrelevant whether they learned about it while carrying out professional activities or without a connection with their performance. The criminal sanction for failure to comply with the obligation under Article 240 (1) of the Criminal Code is a prison sentence of up to 3 years. However, the social obligation to denounce is introduced by Art. 304 (1) of the Act of June 6, 1997 — Code of Criminal Procedure. Failure to fulfi l obligations of this nature does not result in any criminal consequences. The social obligation to denounce does not include offences prosecuted on private accusation or on request of the victim. It is worth noting that this obligation does not repeal any of the laws regulating medical secrets. In this case, a medical worker who has learned of a crime in connection with the exercise of their profession has no obligation to denounce. It should be emphasised that a medical worker may fulfi l the obligation to denounce only if the patient or their legal representative has consented to it, or if there are premises for presuming the consent.
