Some Problems of the Transition to a Foreign Economy in Modern Russia

The aim of the work was to identify the problems of transition to a new post-industrial - information economy. To analyze and identify problems, the construction of econometric models of extended production functions was used. The main most com-mon reason for the contradictory influence of new information and digital technologies on the economy in the country is the failure of institutions to meet the requirements of the new economic system. Another important reason is the widely used outdated admin-istrative and control style of management, characteristic of the industrial economy, the difficulties in mastering the use of digital technologies by management personnel.

The purpose of the paper is the aggregation of theoretical, organizational, and methodological concepts of the information economy from the position of its impact on accounting system at processing plants to prove the directions of improvement of its components according to the requirements of modern management. Methodology. The research of the concept of “information” gave the possibility to define the absence of scientific view on this issue. We suggest that talking about information we should understand the processed data including the system of accounting, which reduce the uncertainty of users. Information for management has not yet been evaluated and not investigated the impact of information costs on the efficiency of making decisions. However, the calculation of costs for information services, which are also provided by the accounting system, is an important factor given the ability to optimize the preparation of information. To characterize the current stage of the development of the economy, the next concepts as “information economy”, “economy of knowledge”, “Internet-economy”, “post-industrial economy” and “innovation economy” have been compared. The investigation gave the possibility to define that information and post-industrial economy are synonyms – the concept “post-industrial economy” characterizes the same stage of the development but from the retrospective point of view. Such concepts as “knowledge economy”, “Internet economy”, and “innovation economy” are components of the information economy, which form its characteristic features. Nowadays, information plays an important role for a manager and influences the activity of an enterprise. The experience of successful companies shows that their achievements depend on the well-organized information system. Practical implications. Thus, the considerable part of information (78.5%) provided for managers belongs to business accounting that intensifies its role at an enterprise in the information economy. Value/originality. It could not be overestimated the meaning of full and true information about the financial state and the results of the activity of an enterprise to solve current and prospective financial and economic problems.

The purpose of the work was to determine the reasons for the loss by the education system of the function of forming human capital in the country, which manifests itself in the loss of the “education premium” by the employed population of the country. As result of the research, established that the most important factor-giving rise to educational problems is the ineffectiveness of management. In the education system, management based on outdated approaches and principles, which are characterized as an administrative and control style of management that has developed in the industrial economy and goes back to Taylorism, against the backdrop of limited funding. Numerous norms, standards, indicators and results of work, reports of educational institutions, subject to systematic control, are typical for the management of the education system. The practice-oriented approach implemented in education standards enhances the effect of obstacles on the path of innovative development during the transition to post-industrial economic structures. The educational system of modern Russia does not correspond to the possibility of solving the problem of developing the national economy. To bring the education system in line with modern requirements, a revision and im-provement of education policy is required.

The paper builds econometric models that allow us to evaluate the influence of the main productionfactors, defining the level of labour income in the country. Capital/labour ratio, human capital and new technology explain over 70% of earned income. The effect of changes in the level of human capital on labor income surpasses the effect of changes in capital/labour ratio.The impact of capital/labour ratio has been steadily declining, whereas the influence of human capital and new technologies has been increasing. These arenew factors, the most important ones for the development of post-industrial economy. The growth of their influence shows that the economic system of the country adapts to the prevailing institutional conditionsunfavorable for Russia’s industrial economy.

The enforcement of the gender binary is a root cause of gender-based violence (GBV) for trans people. Disrupting GBV requires that we ensure that ‘gender’ is not presumed synonymous with White cisgender womanhood. Transfeminists suggest that attaining gender equity requires confronting all forms of oppression that police people and their bodies, including White supremacy, colonialism and capitalism (Silva and Ornat, 2016; Simpkins, 2016). Part of this project, we argue, includes confronting the structures of GBV embedded within digital technologies that are increasingly part of our everyday lives. Informed by transfeminist theory (Koyama, 2003; Stryker and Bettcher, 2016; Simpkins, 2016; Weerawardhana, 2018), we interrogate the ways in which digital technologies naturalise and reinforce GBV against bodies marked as divergent. We examine the subtler ways that digital technology can fortify binary gender as a mechanism of power and control. We highlight how gendered forms of data violence cannot be disentangled from digital technologies that surveil, police or punish on the basis of race, nationhood and citizenship, particularly in relation to predictive policing practices. We conclude with recommendations to guide technological development to reduce the violence enacted upon trans people and those whose gender presentations transgress society’s normative criteria for what constitutes a compliant (read: appropriately gendered) citizen.<br /><br />Key messages<br /><ul><li>Violence against trans people is inherently gender-based.</li><br /><li>A root cause of gender-based violence against trans people is the strict reinforcement of the gender binary.</li><br /><li>Digital technology and predictive policing can fortify binary gender as a mechanism of power and control.</li><br /><li>Designers of digital technologies and the policymakers regulating surveillance capitalism must interrogate the ways in which their work upholds the gender binary and gender-based violence against trans people.</li></ul>

Attention is focused on the need for territorial communities to form an institutional environment favorable for the development of innovation clusters. It is noted that the best synergetic effect from the functioning of innovation clusters is achieved mainly in a post-industrial economy with a supercompetitive environment.

The article is devoted to the issues of development of methodological approaches to accounting and auditing of estimated values and their changes in the conditions of digitalization. The purpose of the research is to study modern methodological approaches to accounting and auditing of estimated values, taking into account the specifics of the current stage of digital transformation, and to develop the main directions for their improvement in order to improve the quality of the information base in order to be able to make sound management decisions. The theoretical and methodological basis of the research consists of the evolutionary-adaptive theory, balance sheet theory, risk-based approach, methods contained in IFRS, ISA, FSB in the field of accounting and auditing of estimated values, regulatory legal acts of the Russian Federation, research in the field of modern international and Russian accounting and auditing practice. The research methodology included a review of accounting and auditing practices in the field of estimated values. The main features of accounting and auditing of estimated values are defined. Methodological approaches to improving accounting and auditing of estimated values that are based on digital technologies are proposed. Implementation of the proposed methodological approaches to accounting and auditing of estimated values in the context of digitalization will significantly improve the quality of accounting and control support for business.
