Author determined that the designated course to modernize Russia´s economy and society requires a priori extensive resources, and primarily activation of potential of citizens and civil society. It was concluded that at the present stage of economic an unambiguous interpretation of the concept of "civil society" has not developed in connection with which the author analyzes different views and its own vision as a special form of social and economic relations is proposed arising between members of society as well as between them and the associated structures.

A significant place in the social and economic development of each country belongs to the problems of the budget, because the budget belongs to the sphere of public life that directly affects the interests of all members of society. The budget of any country reflects the important economic, social and political problems of the state and each person in particular. At the same time, the successful solution of budget problems is possible only if a proper understanding of its essence, role and place in the system of economic relations. For any country, the state budget is the main link in the financial system. As part of this system, it combines the main financial categories: income and expenditure of the country, the tax system, public credit, public debt in their closest coexistence. The budget as a financial plan of public expenditures and sources of their coverage plays an important role in the activities of the state. It determines its capabilities and development priorities, its role and forms of implementation of the functions assigned to it. It is an effective regulator of that economy reflects the amount of financial resources required by the state, determines specific areas of use of funds, directs the financial activities of the state. The article analyzes and defines the essence of revenues and expenditures of the state budget. The state and dynamics of state budget revenues and budget expenditures are studied. A comparison of state budget revenues and expenditures was made and it was investigated that expenditures significantly exceed revenues, and therefore the state budget is in deficit. The factors of formation of revenues and expenditures of the state budget at the present stage are determined. The dynamics of GDP growth rates and state revenues are analyzed budget, as well as the impact of GDP on the state budget. The peculiarities of the influence of the foreign trade factor on the revenues and expenditures of the state budget are determined. The influence and shares of exports and imports in the state budget revenues are studied. The current problems of imbalance of the state budget and the causes of the state budget deficit are identified. Ways to balance revenues and expenditures at the present stage are proposed. The dynamics of indicators of export and import of Ukraine is analyzed. The problems of Ukraine 's foreign trade at the present stage are investigated and perspective directions of improvement of the existing state of the export – import policy of the state are determined.

The necessity of using the Armed Forces in countering terrorism in the context of military security has been substantiated. The article examines the evolution at the present stage of theoretical and normative ideas about the role of civil society and political parties in their relationship with the state and their influence on social processes and the economy. Most concepts, offering theoretical reflexion on this issue, appeared in the West, and due to Western influence was borrowed by Russia and other countries, where the discourse of civil society and political parties itself was Europeanized. However, the formal adherence to European intellectual fashion in the most ambitious BRICS countries has now led to the formation of its own analytical and regulatory views on the subject, only externally resembling Western primary sources. At the same time, the use of rethought European views in modernising the own discourse of civil society and political parties allows to give this discourse a respectable image and to be effectively used by the state both for domestic political purposes and in conceptual foreign policy disputes with Europe itself.

Approaches and definition of the civil society phenomenon in the context of comprehension and interconnection with institution of tourism are generalized. The carried out analysis results in to conclusion that civil society is a sphere of society endowed with principle supremacy over the state, acts independently within its legal field, but at the same time interacts with it. In particular, tourism makes it possible to implement effectively the principles of equality, non-discrimination of human and civil rights and freedoms, to realize the values of civil society and the need for its sustainable development. Civil society is viewed through the system of connections, relationships and interactions of society members, which is formed as a result of their self-organization for self-preservation in order to protect and completely realize their interests and rights. Tourism is developing as a system that affects the quality and meaning of people's lives, by creating opportunities for them to soak up the history, culture, customs, and values in order to deepen the dialogue of civilizations, to achieve mutual understanding between countries and people. In addition, tourism refers to the tertiary sector of the economy, which in the economically developed countries has the largest number of employees and is growing at the fastest pace since it interacts with the largest number of other economy sectors and accelerates the growth of the latter. The set of social institutions and practices are created and functioning to spread the relevant values and virtues, which include the institution of tourism in particular. It is proved that one of the conditions for civil society existence is the availability of effective social institutions of the state created and functioning for spreading the relevant values and virtues. Such institutions include the institution of tourism, which activities are aimed at structuring and coordinating economic relations in order to ensure their effectiveness, achieving major socio-political goals, reducing uncertainty in relations, reaching unity and consensus, promoting conflict resolution and overcoming contradictions in economy.

Цель статьи - анализ управления сетевыми ресурсами гражданского общества и государства, задействованных в рамках реализации государственной семейной политики РФ. Значимость рассмотрения сетевых ресурсов определяется тем, что в условиях цифровизации и экономического спада, вызванного пандемией COVID-19, интенсифицировались социально-экономические отношения, политико-управленческая коммуникация в пространстве Интернета. Авторы рассматривают домохозяйства не только как объект государственной семейной политики, но и как ее субъект - способность семей мобилизовать экономические, информационные, организационные ресурсы для решения острых социальных проблем. Научная новизна исследования состоит в том, что авторы статьи впервые изучают проекты сетевого сообщества в рамках государственной семейной политики в условиях цифровизации и экономического спада. Авторы приходят к выводу, что под влиянием государственной семейной политики в России формируется сетевое просемейное гражданское сообщество, организации которого ориентированы на различную онлайн- и офлайн- деятельность, сетевые ресурсы государственной семейной политики имеют информационно-просветительский характер, направлены на продвижение традиционных семейных ценностей, ориентированы на четкую целевую аудиторию, способную к мобилизации в онлайн и офлайн форматах. В итоге, управляя сетевыми ресурсами, государство влияет на поведение семьи как потребителя определенных информационных продуктов, товаров и услуг сетевой экономики. The purpose of the article is to analyze the management of the network resources of civil society and the state involved in the implementation of the state family policy of the Russian Federation. The importance of considering network resources is determined by the fact that in the context of digitalization and the economic recession caused by the COVID-19 pandemic, socio-economic relations, political and managerial communication in the Internet space have intensified. The authors consider households not only as an object of state family policy, but also as its subject - the ability of families to mobilize economic, informational and organizational resources to solve acute social problems. The scientific novelty of the research lies in the fact that the authors of the article for the first time study the projects of the network community within the framework of state family policy in the context of digitalization and economic recession. The authors come to the conclusion that under the influence of state family policy in Russia, a networked pro-family civil society is being formed, whose organizations are focused on various online and offline activities, the network resources of the state family policy are of an informational and educational nature, aimed at promoting traditional family values, and are focused on a clear target audience capable of mobilizing in online and offline formats. As a result, by managing network resources, the state influences the behavior of the family as a consumer of certain information products, goods and services of the network economy.

Purpose. The aim of the article is to reveal the meaning of the concept of "finances of the civil society" and to outline its place in the financial system of the state. Methodology of research. A set of general and special research methods is used to achieve this goal: abstract and logical method, including methods of analogy and comparison, induction and deduction, scientific abstraction (to clarify the conceptual apparatus of the problem under study); graphical and systematic methods, logical generalization and systematization (to determine the place of finances of the civil society in the financial system of the state, as well as to visualize the movement of cash and non-monetary benefits in the civil society finance system). Findings. It is determined that the study of civil society finances should take into account such two main aspects as the financial resources of the CS and the management component. It is proposed that the term "financial resources of civil society institutions" should be understood as monetary funds available to CSOs that have a legitimate source of origin and are aimed at achieving the statutory goals of these institutions. The lack of a unified approach of the legislator to understanding the role of the management component for the finances of the CS is revealed. The interpretation of the category "finances of the civil society" as economic relations is aimed at optimizing the processes of formation, distribution and use of financial resources available to CSOs in order to ensure their statutory goals and improve the quality of the social environment. The necessity of classifying the finances of civil society to the finances of non-profit institutions and organizations, which respectively belong to the finances of economic entities, is substantiated. It is determined that CSOs interact with such economic entities as the state, households and enterprises in order to achieve certain goals and attract resources for activities. It is established that as a result of such interaction between them there are economic relations. In this case, all subjects of economic relations from such interaction receive benefits of both monetary and non-monetary nature. Originality. The concept of "finances of the civil society", which we understand as economic relations aimed at optimizing the formation, distribution and use of financial resources available to CSOs in order to ensure their achievement of statutory goals and improve the quality of the social environment, is substantiated and introduced into scientific circulation. Practical value. The obtained research results can be used for further research on the organization and functioning of civil society finances, as well as in the practice of non-governmental organizations of various kinds. Neither the concept of the totalitarian system nor the newly worked-out notion of ‘socialist civil society’ can express the social and political phenomenon of the rise and growth of independent groups and movements in Eastern Europe. Rather, it is suggested here that the Lockean contractarian approach should be used. This embraces mutually interacting ethical, empirical and analytic arguments which would take into consideration the state, the independent groups organized outside it, and the relationships between them. The utility of the model of the totalitarian state in understanding the origin of independent groups is discussed here. Lockean multidimensional individualism is suggested as a category expressing the political character of these groups, and Lockean teaching on absolute monarchy—a special form of the state of nature—is advanced as the means for analysing the relationship between these groups and the state of the Soviet type.

Introduction. In the 21st century tourism took a leading place in the international foreign economic relations, began to have a serious impact on development of economy of the certain countries and the world economy in general. Тhose benefits for both people and economy of countries and the whole regions do not raise any doubts. Tourism is a complex sector, but it significantly influences national economy, social and humanitarian bases. Aim and tasks. Research objective is definition of the developments’ directions and tourism industry’s financing, identification of factors, regularities and development trends at the present stage in Ukraine. Thus, there was a task to analyze systemically the current state of the Ukrainian tourist industry’s development, in other countries, and to investigate the question concerning financial and organizational component of the Ukrainian tourism industry functioning in Ukraine. Results. It was offered to use the concept of tourism development with transition in development from short-term to long-term planning, at the international, national and regional levels. Developing of the telecommunications has a certain influence on the development directions of the tourist industry: development of portals, websites, mobile applications to simplify communication between suppliers of tourism and ultimate consumers. In Ukraine, is more effective the state regulation model of tourism with control through the separate divisions in two directions. This will resolve the question of budgetary funds use for development and implementation of tourism’s development programs. It is necessary to use alternative sources of travel business’s financing such as agreements about tourist object’s share uses, as partnership in attraction of borrowed funds and sponsorship. Conclusions. Аt the present stage the important direction is state regulation in tourism in combination of the state and regional development tourism programs. These regulations requires improvement of tourists’ service quality and personnel’s professional competences development, development of the marketing plan and creation of the Ukrainian tourist agencies on advance in Ukraine and abroad. Such development has to be carried out by taking into account development of an information economy: in the Internet and with use of innovative financial instruments.
