The development of civilian products at the enterprises is the most important factor in ensuring the stability and performance. Only the balance between fixed and conversion production can ensure their sustainability in a competitive distribution of the state defense order and reduction in the volume of its funding due to the possible negative trends in the Russian economy. Proposed a system of indicators that have the greatest impact on the value of the share of civilian production at the enterprises of the defense-industrial complex. Proposed the approach to determining the minimum share of civilian products, allowing the company to operate effectively in the event of an unexpected reduction of the size or the lack of govement orders.

The study is devoted to the problem of financial regulation of the defense industry and the provision of troops, as the escalation of the military conflict in eastern Ukraine has revealed shortcomings in this area. A comparative analysis of NATO and Ukraine’s defense spending was conducted and differences in the cost structure were identified. The tendency of Ukraine’s defense spending to gradually approach the structure of NATO defense spending is pointed out, but the insufficient level of this approach is also taken into account. The analysis allowed to identify problematic issues and inconsistencies in the financial regulation of the defense industry. The state of export of defense equipment and technologies as a possible source of financing of defense enterprises is analyzed. The existence of two opposite trends in the financial regulation of military logistics has been identified: both an increase in funding in absolute terms and a reduction in the share of the total amount for the implementation of the unified logistics system of the State Armed Forces Development Program. The developed mathematical model of supply of military units is suitable for use in information systems of logistical support of troops.

В статье рассмотрен гособоронзаказ как драйвер развития предприятий оборонно-промышленного комплекса, требования обеспечения финансовой устойчивости предприятий при исполнении ими гособоронзаказа. Диверсификация оборонно-промышленного комплекса РФ и конверсия производства предприятий, входящих в данный комплекс, ориентированные на производство продукции двойного назначения, а также повышение объемов продаж в среднесрочной перспективе рассматриваются как факторы повышения их финансовой устойчивости. The article considers the defense procurement and acquisition as a driver for the development of enterprises of the military-industrial complex; the requirements for ensuring the financial stability of enterprises when they perform a state contract under the state defense order. The diversification of the Russian military-industrial complex and the conversion of production of enterprises included in this complex, focused on the production of dual-use products, increasing sales in the medium term, are considered as factors for increasing the financial stability of enterprises in the military-industrial complex.

This chapter deals with the description, the parametric estimation, the state estimation, and the parametric and state estimation conjointly of nonlinear systems. The focus is on the class of nonlinear systems, which are described by Wiener state-space discrete-time mathematical models. Thus, the authors develop a new recursive parametric estimation algorithm, which is based on least squares techniques. The stability conditions of the developed parametric estimation scheme are analyzed using the Lyapunov method. The state estimation problem of the considered nonlinear systems is formulated. Thus, the authors propose a recursive state estimation algorithm, which is based on Kalman Filter. A new recursive algorithm is proposed, which permits one to estimate conjointly the parameters and the state variables of nonlinear systems described by Wiener mathematical models, with unknown parameters and state variables. The efficiency and performance of the proposed recursive estimation algorithms are tested on numerical simulation examples.

Maintaining the current model of building a business in the military-industrial complex (defense industry) does not allow concentrating the resources of enterprises producing final products on key competencies: R & D, assembly, sales and service, that is, at the main stages of the full life cycle of products that bring the most added value. On the other hand, the low load of auxiliary units of these enterprises, due to the mismatch of existing excessive production capacities with the volumes of the declining state defense order (SDO), makes the property and legal separation of such units relevant in order to optimize their economy. At the same time, the long-term orientation towards the main customer — the Ministry of Defense of Russia — as well as the peculiarities of economic legislation in the field of defense industry led to a shortage of market competencies among the personnel of defense enterprises and the inability to work in conditions of competition in the civilian product market. These circumstances limit the competitiveness of products, not only civilian, but also military. As a result, there is a contradiction between the objective need to mobilize resources to maintain the potential of the defense industry by diversifying its enterprises, increasing the competitiveness of products and the state of their production subsystems, which hinders the solution of these tasks. The article considers the main provisions of the author’s concept of reforming the production subsystems of defense enterprises based on the wide use of the principles of industrial engineering with an emphasis on the content of the procedure for their transformations, carried out using one of the modern methods for finding optimal solutions embedded in the theory of constraints(TOC).

The article analyzes the effectiveness of the budget spending on the develop-ment of military-industrial complex in Russia. The authors assess the impact of re-industrialization policy on the competitiveness of the Russian economy. The research methodology is in the frames of the structural analysis. The Russian defense industry is investigated, basing on the statistics of the federal budget expenditures on national defense, as well as the expertise of government weapons programs. The authors conclude that the implementation of re-industrialization policy will support inefficient industries and sectors instead of eliminating the effect of factors that hinder economic development.

Defence industry may be defined as a system of factories and organisations developing, manufacturing and selling military equipment, weapons and ammunition. In the case of the Russian Federation the terminology of “defence industry” and “military industry” is often used as an equivalent to the Military-Industrial Complex (MIC). The Military-Industrial Complex is a segment of the state industry involved in manufacture of the military equipment and performance of research-development projects in the defence sector. Typical feature of the Military-Industrial Complex is that the state is always its customer. Level of development for the Russian MIC plays a crucial role for maintaining the safety of the state and beside the supplies for the army it is responsible in a great degree for technical equipment of main segments of economy (medicine, transport, education, fuelenergetic complex, etc.). The governing board of the MIC in-cludes 18 persons led by the President of Russian Federation - Vladimir Putin.

The article looks at historical aspects of the approval of the sovereign Concern “Ukroboronprom”. It is signaled that the analysis of the normative legal acts have been analyzed, as well as the regulation of the power of the sovereign state registry office. The process of approval of the Sovereign Concern Ukroboronprom has been established in the process of constitutional reform of 2010. It is marked the upcoming stage of approval of the Concern: 1) an established stage; 2) this is the form of the warehouse of the participants; 3) the stage of legislative establishment is more important. I look at the period from 2010 the system of central authorities of the Wikipedia authorities until the adoption of Decree of the President of Ukraine dated 12.28.2010 No. 1245/2010 “On entering the effective efficiency of the military-industrial complex of Ukraine, we will establish a that is the creation of the sovereign Concern “Ukroboronprom”. By adopting the Cabinet of Ministers of Ukraine, Decree No. 1221 of December 29, 10, “On the Establishment of the Sovereign Concern“ Ukroboronprom ”, marked the beginning of this form in the warehouse of the Concern by the participating companies. Period, adopting the Law of Ukraine on June 16, 2011, No. 3531-VI and the Statute of the DC “Ukroboronprom”, which, by way of law, has completed the form for the Concern as a state-owned subdivision of state-owned state-owned property complex in the system of governance of the sovereign authority and the legal field of the state. Golovnameta, the yak was rehearsed by the state at the Ukroboronprom cultural center, put in the united center for the entire defense-industrial complex of Ukraine. The process of approval of the sovereign Concern “Ukroboronprom” was established, without being transferred to documents of the defense plan and reform of the defense-industrial complex, the latest strategic strategies, and concepts. It is marked that, thanks to such reforms, the powers of the defense of the Galois industry, the z-code of the centralized administration of the state authorities was introduced. Одним из факторов стимулирования процесса воспроизводства в льноводстве является объединение производителей льна в интеграционное образование - кластер. Целью исследования является оценка состояния и условий осуществления эффективной реализации воспроизводственного процесса в льняном комплексе, что включает в себя поддержку со стороны государства, эффективную организацию труда и грамотное управление технологическим процессом. Рассмотрено состояние льняного комплекса в России на текущий период; обоснована необходимость поддержки дальнейшего развития льняной отрасли со стороны государства; показаны преимущества создания льняного кластера на территории Тверской области. Научная новизна исследования заключается в теоретическом обосновании условий развития расширенного воспроизводства в льняной отрасли АПК за счет объединения производителей, переработчиков и других заинтересованных сторон в интеграционное образование - кластер - для повышения устойчивости производства льноводческой продукции и создания благоприятных условий для развития регионального льняного комплекса. One of the factors stimulating the process of reproduction in flax farming is the unification of flax producers into an integration formation - a cluster. The aim of the study is to assess the state and conditions of implementation of the effective implementation of the reproduction process in the linen complex, which includes support from the state, effective organization of labor and competent management of the technological process. The state of linen complex in Russia for the current period is considered; the need to support the further development of the flax industry by the state is justified; shows the advantages of creating a linen cluster in the Tver region. The scientific novelty of the study lies in the theoretical justification of the conditions for the development of expanded reproduction in the flax industry of the agro-industrial complex due to the unification of manufacturers, processors and other interested parties into an integration formation - a cluster - to increase the stability of flax production and create favorable conditions for the development of the regional flax complex.
